Request for Letter of Interest Great Parks of Hamilton County Glenwood Gardens to Winton Woods Multi-Use Path Professional Design Services May 29, 2019 Great Parks of Hamilton County (GPHC) is requesting Letters of Interest submittals from consultants to provide professional design services for the “Glenwood Gardens to Winton Woods Multi-Use Path.” The trail project location is in Hamilton County, Ohio, in the Village of Woodlawn, Springfield Township and the Village of Greenhills. Background On March 20, 2017, Stantec submitted to GPHC the “Glenwood Gardens to Winton Woods Multi-Use Path Feasibility Study.” The Executive Summary and Figure 3: Preliminary Preferred Alternative are attached. Funding for construction and right of way has not been determined. Project Description The project consists of constructing a paved 12 foot wide shared-use trail, approximately 2.82 miles in length, from the vicinity if the Glenwood Gardens Visitor Center’s parking lot to the Winton Woods Campground, making connections to existing trails at each end. The feasibility study identified the need for three street crossings, eight culvert extensions, one new culvert, one bridge and 350 feet of retaining wall. Consulting Services A consultant will be required to perform all engineering, environmental, right of way and related services needed to develop and deliver documents for a state or federally funded construction project. The consultant must be prequalified by the Ohio Department of Transportation in categories relevant to the project. The consultant will obtain topographic features and locate property lines abutting the path; develop detailed construction plans, specifications and estimates; provide environmental documentation; obtain Army Corps of Engineer permits; coordinate work in the right of way with the appropriate municipalities; and assist in public engagement activities. documents Consultant Selection Process The process for selecting a consultant will be as follows:

Consultants shall submit their letter of interest and qualifications, including personnel resumes and additional information concerning their general qualifications to perform the work.

Consultants shall submit a list of a minimum of three projects similar in type and scale to the Glenwood Gardens to Winton Woods Multi-Use Path. Project descriptions shall including client name, location, summary of common issues and services provided. Graphic plans, illustrations and photos are welcome. Projects must have been completed in the last five years by staff anticipated to work on this project.

GPHC staff will rate the submittals and select consultants for interview. Consultants will be interviewed to confirm that they have visited the project site and

to evaluate the firm’s technical approach and understanding of the project, and experience with projects of similar type and scale.

A consultant will be selected based on the above submittals and interviews. Consultant Proposal & Price A scope of service meeting will be held with the selected consultant and GPHC to discuss the project and services in greater detail. The consultant will submit a proposal and price. Contract negotiations will proceed and the consultant will later enter into a contract utilizing AIA B 141, as modified by GPHC. The consultant’s proposal and other documents agreed upon may be included with the contract documents. Tentative Consultant Selection Schedule

Letter of Interest submittals are due Friday, June 14 by 4:00 p.m. Submittals shall be submitted in five (5) letter size bound hard copies and in one (1) digital file PDF format.

Submittal files shall contain the firm’s name and “Glenwood Gardens to Winton Woods Multi-Use Path Professional Design Services” in the file name. Hard copy and digital file submittals may be mailed or hand delivered but it is the responsibility of the Consultant to ensure the submittal has been received by the deadline. Executive Summary

This Feasibility Study evaluates alternatives developed to connect the West Fork Mill Creek

Greenway Trail (within the Glenwood Gardens Park) to the existing Winton Woods Harbor Trail

(within Winton Woods Park).

Glenwood Gardens and Winton Woods, both operated by Great Parks of Hamilton County

(GPHC), are two of Hamilton County’s premiere park destinations. One can drive between the

two parks on the local road network; however, those walking, running, or biking must also use

the roadway network because there is no other practical way to travel between the two parks.

Implementing an alternative (non-vehicular) method to connect these two parks will allow park

users in one location to walk, run, or bike to the other, if desired. Further, such a project will serve

to better connect communities and greenspaces in Hamilton County and better connect the

regional trail network in southwest Ohio.

Thus, the purpose of the proposed project is to provide a recreational path connection between

Glenwood Gardens and Winton Woods. Other goals of the project are to: 1) improve local

community connectivity and accessibility to GPHC parks and other area greenspaces, 2)

improve connectivity and accessibility to the regional trail network, and 3) provide a quality

aesthetic/recreational experience for path users.

Thirteen conceptual alignment segments (Segments A-M) were developed as part of this

Feasibility Study. These conceptual segments were then evaluated and feasible segments were

combined to form four full-length build alternatives (Alternatives 1, 2, 3, and 4), located within

one of two general corridors (“North Corridor” and “South Corridor”). These four full-length build

alternatives were then comparatively evaluated using a number of planning criteria.

Based on the results of this Feasibility Study, Alternative 3 is recommended as the preliminary

Preferred Alternative for this project. Alternative 3 includes alignment Segments A-K-L-J. This

alternative is recommended since it: 1) addresses the primary purpose and need, 2) provides a

high level of recreational experience, 3) is located primarily on GPHC property, 4) has a low

number of road crossings, 5) has the lowest cost, and 6) has environmental impacts that are

comparable to the other alternatives. To further enhance connectivity, the following segment

options could be added to the preliminary Preferred Alternative (as part of this project, or in the

future): Segments I and G1 (along Lakeview Drive to Sharon Road), and/or Segments B and C

(along Southland Drive to Sharon Road).

Completion of this Feasibility Study and the identification of a preliminary Preferred Alternative

substantially complete the “Preliminary Engineering Phase” of ODOT’s Project Development

Process. This document provides the planning-level information and decision-making

documentation that is the foundation for the next steps of project development: detailed

design and NEPA clearance (key components of ODOT’s “Environmental Engineering Phase”),

final design and right-of-way acquisition (key components of ODOT’s “Final Engineering and

Right-of-Way Phase”), obtaining construction funding, and ultimately project construction.
