The Government of Kenya has received funding from World Bank towards the National Agricultural and

Rural Inclusive Growth Project (NARIGP). The project development objective (PDO) is “to increase

agricultural productivity and profitability of targeted rural communities in selected Counties”. The

National Agricultural and Rural Inclusive Growth Project, and intends to apply part of the proceeds for consulting services. .The Services will comprise the following major activities with a view of

increasing productivity at farm level and profitability at all levels of the value chain;

The consulting services (“the Services”) include extension advisory services for local chicken value

chain on a time based basis, contract period of delivery will be till end of the project on 31st December,

2021. NARIGP development objective is “increasing productivity and profitability of chicken

value chain in selected wards in Vihiga County.

The Services will comprise the following major activities with a view of increasing productivity at

farm level and profitability at all levels of the value chain;

a) Mobilizing smallholder farmers into CIGs and VMGs and federate them to join existing POs (or form new ones in cases where none exist) along the chicken VC. Building their capacities to become sustainable, profitable business-oriented POs with a stronger say in negotiating for improved access to farming inputs, technologies and agricultural services (including extension and finance) and markets for their produce and ability to plan, implement, manage, and monitor community-level micro-projects.

b) Providing advisory services on primary production TIMPs (technologies, innovations, and management practices) such as improved inputs, good management practices in chicken production and management of natural resources -to increase agricultural productivity.

c) Facilitate establishment of at least one privately owned day old chick hatching facility in each participating ward, certified by Department of Veterinary Services (DVS) with capacity to produce 10,000-day-old chicks annually. This will entail identifying entrepreneurial individuals or groups interested in day old chick production, offering training and technical support in breeder flock management for hatching eggs production, hatching and brooding management.

d) Through a consultative process, identify suitable locations for establishment of 3 live chicken slaughter facilities in the county and one egg collection center in each target ward. Each collection center will serve a cluster where eggs and live chicken will be consolidated, graded, packaged and branded before channeling to the most suitable market to ensure best value for the farmers. The collection center will be equipped with cost effective Solar Powered cooling facilities for eggs to reduce losses due to spoilage.

e) Build capacity of producer organizations in Good Management Practices (GMP) and handling of products targeting different market segments so as to get premium value for the products (eggs and chicken).

f) Providing technical (value addition), business (planning and management), financial (access to credit/finance), and organizational (leadership and governance) advisory services to farmers, PO and other actors in the chicken VC and linking them to markets and value addition opportunities.

g) Implement strategies for social inclusion, gender and nutrition mainstreaming while fostering an enabling environment for the private sector and PPPs to operate and grow.

The County Government of Vihiga now invites eligible consulting firms (“Consultants”) to indicate

their interest in providing the Services. Interested Consultants should provide information

demonstrating that they have the required qualifications and relevant experience to perform the

Services. The shortlisting criteria are:

(i) Minimum of five years’ relevant experiences (2015 to present) and technical capacity in provision of technical, business, financial and organizational advisory

services (provide details of professional staff & qualifications)

(ii) At least three (3) assignments of similar nature in the past five years (2015 to

present), one of which should have been in similar value chain; and

(iii) Demonstrable experience in providing advisory services on primary production

TIMPs(Technologies, Innovations & Management Practices) (provide details)

(iv) Latest audited accounts and financial capability to undertake the assignment

The consulting services (“the Services”) include extension advisory services for Banana value

chain on a time based basis, contract period of delivery will be till end of the project on 31st

NARIGP development objective is “increasing productivity and profitability of Banana value

chain in selected wards in Vihiga County.

The Services will comprise the following major activities with a view of increasing productivity

at farm level and profitability at all levels of the value chain;

a) Mobilizing smallholder farmers into CIGs and VMGs and federate them to join existing POs (or form new ones in cases where none exist) along the banana VC. Building their capacities to become sustainable, profitable business-oriented POs with a stronger say in negotiating for improved access to farming inputs, technologies and agricultural services (including extension and finance) and markets for their produce and ability to plan, implement, manage, and monitor community-level micro-projects.

b) Providing advisory services on primary production TIMPs (technologies, innovations, and management practices) such as improved inputs, agronomic practices, management of natural resources, particularly soil and water to increase agricultural productivity.

c) Facilitate establishment of at least one privately owned banana nursery, in each participating ward, certified by Kenya Plant Health Inspectorate Services (KEPHIS) with capacity to produce 4,000 seedlings per year. This will entail identifying entrepreneurial groups interested in nursery establishment, offering training and technical support in nursery management.

d) Through a consultative process, identify suitable sites for establishment of 6 banana collection centers in the Sub-counties. Each collection centre will serve a cluster where harvested bananas will be consolidated at the collection, sorting, grading before being channeled to the most suitable market to ensure less wastage and best value for the farmers.

e) Train all farmers in the producer organization in Good Agricultural Practices (GAP) and postharvest management targeting all market segments for farmers to ultimately get premium prices for their good quality produce.

f) Providing technical (value addition), business (planning and management), financial (access to credit/finance), and organizational (leadership and governance) advisory services to farmer, PO and other actors in the Banana VC and linking them to markets and value addition opportunities.

g) Implement strategies for social inclusion, gender and nutrition mainstreaming while fostering an enabling environment for the private sector and PPPs to operate and grow.

chain in selected wards in Vihiga County.

The Services will comprise the following major activities with a view of increasing productivity at

farm level and profitability at all levels of the value chain;

a) Mobilizing smallholder farmers into CIGs and VMGs and federate them to join existing POs (or form new ones in cases where none exist) along the dairy VC. Building their capacities to become sustainable, profitable business-oriented POs with a stronger say in negotiating for improved access to farming inputs, technologies and agricultural services (including extension and finance) and markets for their produce and ability to plan, implement, manage, and monitor community-level micro-projects.

b) Strengthen governance and management for POs including financial education, animal insurance and entrepreneurship in partnership with financial institutions to facilitate proper management for the dairy enterprises.

c) Encourage POs to establish milk hubs that is; POs that provide smallholder dairy farmers with farm inputs and services including A.I, animal health and feeds other than milk collection only.

d) Train individual farmers and farmer groups or CIGs in dairy production covering nutrition, animal health breading among others while linking the farmers to inputs supplies and other service providers to enhance productivity.

e) Train individual farmers and farmer groups or CIGs in fodder production covering establishment, harvesting and conservation. This will be done through establishment of at least 80 demonstration sites, linkage to seeds, technology and other inputs including soil testing services. The established fodder should comprise both grass and leguminous fodder.

f) Establish 20 fodder aggregation sites serving at least 20 wards with appropriate storage facilities and link them with dairy farmer groups for market.

g) Providing advisory services on primary production TIMPs (Technologies, Innovations, and Management Practices) such as improved inputs, animal husbandry practices, agronomic practices in fodder production and conservation including management of natural resources, particularly soil and water to increase productivity.

h) Through a consultative process, identify suitable locations for establishment of 2 milk collection centers in each target ward that are currently not served to facilitate milk aggregation and market linkage. Each collection will serve a cluster where milk will be bulked, tested for compliance to milk quality standards, pasteurized, cooled and marketed through the milk dispensers in retail outlets or to cottage industries dealing in the manufacture of various milk and milk products. The collection centers will be equipped with cost effective Solar Powered cooling/heating facilities to reduce operational costs.

i) Facilitate the establishment of at least 20 licensed traders such as milk dispenser outlets dealing with pasteurized milk or cottage industries dealing in other value added milk products operated by private individuals or POs. This will entail identifying entrepreneurial individuals or groups interested in formal milk trade, offering training and technical support in milk value addition, quality assurance and dairy enterprise business management.

j) Train all farmers in the producer organization in Good Animal Husbandry Practices and code of hygienic practice in milk handling to make it competitive in the high value markets.

k) Implement strategies for social inclusion, gender and nutrition mainstreaming while fostering an enabling environment for the private sector and PPPs to operate and grow

form new ones in cases where none exist) along the indigenous vegetables VC. Building their

capacities to become sustainable, profitable business-oriented POs with a stronger say in

negotiating for improved access to farming inputs, technologies and agricultural services

(including extension and finance) and markets for their produce and ability to plan, implement,

manage, and monitor community-level micro-projects. This will help in streamlining marketing

by empowering CIGs.

b) Providing advisory services on primary production TIMPs (technologies, innovations, and

management practices)—such as improved inputs, agronomic practices, management of natural

resources, particularly soil and water management in view to increase production and

productivity of indigenous vegetables.

c) Train all farmers in the producer organization in Good Agricultural Practices (GAP) and

postharvest management targeting all market segments for farmers to give assurance on food

safety.

d) Through a consultative process, identify a suitable site for a modern Aggregation centre for the

County with 5 Sate lite centres in the Sub-Counties This will enhance collective marketing and

reduce post-harvest losses.

e) Providing linkage fora for technical (value addition), business (planning and management),

financial (access to credit/finance), and organizational (leadership and governance) advisory

services to farmers, POs and other actors in the indigenous vegetables VC.

f) Implement strategies for social inclusion, gender and nutrition mainstreaming while fostering an

enabling environment for the private sector and PPPs for sustainable growth and development.

g) Creating awareness on the benefits of consuming indigenous vegetables. This will be done by

promoting utilization of indigenous vegetables through the nutritional benefits information.

The County Government of Vihiga now invites eligible consulting firms (“Consultants”) to

demonstrating that they have the required qualifications and relevant experience to perform the
