I. SITUATION OVERVIEW

11 February 2018

At 5:00 PM, the Tropical Depression (TO) outside the Philippine Area of Responsibility (PAR) has intensified into a Tropical Storm (TS). Tropical Cyclone Warning Signal (TCWS) #1 was raised over Dinagat Islands, Surigao del Norte, Surigao del Sur, and Davao Oriental

At 11 :00 PM, said Tropical Storm has entered PAR and was named "BASYANG". It has a maximum sustained winds of up to 65 kph near the center and gustiness of up to 80 kph and forecasted to move West Northwest at 27 kph .

12 February 2018

At 5:00 AM, "BASYANG" slightly slowed down as it continued to track in a West Northwest direction. TCWS #1 was raised in Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Camiguin , Compostela Valley, Davao Oriental, Davao del Norte, Misamis Oriental, Lanao del Sur, and Bukidnon.

At 8:00 AM, "BASYANG" maintained its strength as it moved towards the direction of Eastern Mindanao. TCWS #2 was raised over Surigao del Sur while TCWS #1 was raised over Dinagat Islands, Surigao del Norte, Agusan del Norte, Agusan del Sur, Camiguin, Compostela Valley, Davao Oriental , Davao del Norte, Misamis Oriental, Misamis Occidental, Lanao del Norte, Lanao del Sur, and Bukidnon.

At 11 :00 AM, "BASYANG" has slightly slowed down while moving generally westward .

At 5:00 PM, it slightly accelerated while moving closer towards eastern Mindanao. At 8:00 PM, "BASYANG" has maintained its strength as it approaches northeastern Mindanao.

At 2:00 AM, “BASYANG” maintains its west northwest direction as it threatens northeastern Mindanao. At 8:00 AM, “BASYANG” was forecasted to make landfall between Surigao and Dinagat provinces.

TCWS #2 was raised over Bohol, Southern Cebu, Siquijor, Negros Oriental, Negros Occidental and Southern Leyte, Dinagat Island, Surigao del Sur, Surigao del Norte, Agusan del Norte, Agusan del Sur, Camiguin, Misamis Oriental, and northern section of Bukidnon while TCWS #1 was raised over Palawan including Calamian Group of Islands and southern section of Masbate Aklan, Capiz, Antique, Iloilo, Guimaras, rest of Negros Occidental, rest of Cebu, Leyte, Biliran, Samar, and Eastern Samar, Zamboanga del Sur, northern section of Zamboanga del Norte, northern section of Zamboanga Sibugay, Misamis Occidental, Lanao del Norte, Lanao del Sur, rest of Bukidnon, North Cotabato, Compostela Valley, Davao del Norte, and northern section of Davao Oriental.

At 9:15 AM, “BASYANG” made landfall over Cortez, Surigao del Sur and has weakend into a tropical depression. At 11:00 AM, TCWS #1 at Palawan including Calamian, Cuyo Group of Islands, Aklan, Capiz, Antique, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Siquijor, Bohol, Cebu, Biliran, Leyte, Southern Leyte, southern section of Samar, southern section of Eastern Samar, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Camiguin, Misamis Oriental, northern section of Bukidnon, Lanao del Norte, northern section of Lanao del Sur, Misamis Occidental, and northern section of Zamboanga del Norte.

At 5:00 PM, “BASYANG” has slightly weakened as it continues to traverse the Bohol Sea. TCWS #1 at Palawan including Calamian, Cuyo Group of Islands, Aklan, Capiz, Antique, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Siquijor, Bohol, Cebu, Biliran, Leyte, Southern Leyte, Camiguin, Misamis Oriental, Misamis Occidental, and northern section of Zamboanga del Norte.

At 8:00 PM, “BASYANG” has slowed down slightly and was about to make landfall in the southern tip of Cebu. At 9:00 PM, “BASYANG” made its second landfall over Dumaguete City, Negros Oriental and is moving towards Sulu Sea.

At 11:00 PM, TCWS #1 was raised over Palawan including Calamian, Cuyo Group of Islands, Aklan, Capiz, Antique, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Siquijor, Bohol, Cebu, northern section Misamis Occidental, and northern section of Zamboanga del Norte.

At 2:00 AM, “BASYANG” has maintained its strength and is over Sulu Sea. TCWS #1 at Palawan including Calamian, Cuyo Group of Islands, Aklan, Capiz, Antique, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Siquijor, Bohol, Cebu, and northern section of Zamboanga del Norte.

At 5:00 AM, “BASYANG” maintains its west northwest direction as it traverses Sulu Sea TCWS #1 at Palawan including Calamian, Cuyo Group of Islands, southern section of

At 2:00 PM, “BASYANG” has maintained its strength as it continues to move generally westward while TCWS #1 is still raised in southern section of Palawan (including Puerto Princesa City).

At 4:00 PM, “BASYANG” has weakened into a Low Pressure Area (LPA). All TCWS are now lifted.

II. EFFECTS

A. Affected Population (TAB A)

1. A total of 46,898 families / 195,100 persons were affected in 455 barangays in 112 municipalities/cities in 16 provinces of Regions MIMAROPA, VI, VII, VIII, and CARAGA.

2. Currently, a total of 1,075 families or 4,871 persons were served inside and outside evacuation centers (ECs):

· Inside 33 ECs: 1,241 families or 5,366 persons · Outside ECs: 55 families / 199 persons

C. Incidents Monitored (TAB B)

1. A total of five (5) incidents of landslides/soil erosion and capsize boats were reported in Regions VI and VIII.

D. Status of Lifeline

Power Supply

1. All municipalities in the island of Siargao experienced power interruption on 12:00 PM, 12 February 2018 due to a damaged electrical post in Socorro, Surigao del Norte.

2. Silay City, Negros Occidenal experienced power outage on 8:00 PM, 12 February 2018. Power resumed at 1:30 PM, 13 February 2018.

3. The municipality of Carmen in Bohol lost power on 12 February 2018. It was restored at 12:00 PM, 13 February 2018.

4. The municipalities of Culaba and Kawayan in Biliran experienced power interruption since 8:00 AM, 13 February 2018.

1. A total of thirty-two (32) domestic flights were cancelled due to Tropical Storm “BASYANG”.

B. Regional / Local Disaster Risk Reduction and Management Councils (R/LDRRMCs)

RDRRMC / OCDROs MIMAROPA, VI, VII, VIII, IX, X, XI, XII, CARAGA, and ARMM disseminated weather advisories/ bulletins to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) through OCD InfoBoard Text Blast System, and uploaded the same to social accounts to effectively ensure public safety and achieve zero-casualty.

1. RDRRMC MIMAROPA

Office of Civil Defense (OCD) MIMAROPA a. Placed Operations Center on BLUE ALERT STATUS for coordination /

Disseminated Weather Advisories and General Flood Advisories to RDRRMC member-agencies, Provincial and City / Municipal DRRMCs, LGUs, local radio stations, and line member agencies through SMS, info board, facsimile and uploaded the same to OCD-RDRRMC MIMAROPA Facebook and Skype Accounts to ensure widest dissemination of these advisories.

h. Coordinated with MDRRMOs of Palawan thru phone calls regarding preparedness measures and advised them the possible impact of the storm.

i. Coordinated with response agency and monitoring of weather situation in area of responsibility.

j. Coordinated with RDRRMC member agencies re: Preparedness Measure for TS “BASYANG”.

k. Ensured close coordination with response agencies and concerned LGUs regarding situation updates and the possible effects of TS “BASYANG”.

l. OCD MIMAROPA personnel rendered duty at the EOCs of PDRRMC Palawan and CDRRMC Puerto Princesa.

Department of Science and Technology (DOST) MIMAROPA a. Provided updates to LGUs and uploaded the same on Facebook page

thru DOST Provincial Science and Technology Center (PSTC). b. Utilized Automatic Rain Gauges and Water Level Monitoring Station in

MIMAROPA as source of data thru “Project NOAH” and “PREDICT” Website.

DILG MIMAROPA a. Sent advisories to all provincial offices re TS “BASYANG”. b. Forwarded MGB Updated List of LGUs Prone to Landslide and Flood c. Immediately informed Provincial Directors and City Directors in the

activation of the Regional Operations Center for the monitoring of TD “BASYANG”.

d. Informed DRR focal persons thru SMS and phone call re activation of the region-wide monitoring system.

e. Ensured that weather advisories are disseminated down to barangay level.

f. Advised provinces to submit situation report on 12-hour interval basis. g. Advised MLGOOs through the provincial LGUs to closely coordinate

with their respective MDRRMOs. h. Ensured that food packs of respective LGUs for disaster-related

incidents are stored in locations safe from flooding. i. DILG Provincial Offices disseminated advisories received from

PAGASA, DILG OpCen to all LGUs and BDRRMCs through all means of media.

j. DILG Romblon advised residents of possible landslide. k. DILG Palawan activated its provincial monitoring and reporting system. DSWD MIMAROPA a. Activated Field Office Operation Center to monitor daily local weather

condition and provide situational awareness. b. Alerted all P/C/M Quick Response Teams in five (5) provinces of

MIMAROPA to regularly monitor the situations in their areas.

c. All members of R/P/C/M QRTs are on-call status and standby to be on duty ready for deployment if needed.

d. Activated the Information and Communication Technology Management Unit (ICTMU) to ensure robust communication system.

e. Ensured that there is an on-call truck available for delivery of goods to areas that will be affected.

f. Ensured that Relief Goods both Food and Non Food Item (F/NFI) are also ready and available at any given time.

g. With available stockpile of 28,156 family food packs to all SWADT and Regional Warehouses including prepositioned goods in identified GIDA/critical areas.

h. With available standby funds amounting to ₱1,000,000.00.

DOH MIMAROPA a. Raised Code White Alert in anticipation of any eventualities that may

be brought by TS “BASYANG”. b. Forwarded alert Memorandum to Provincial DOH Offices and DOH

Retained Hospitals. c. The Regional, Provincial DOH Emergency Operation Center (EOC)

and DOH Retained Hospital was activated on a 24-hour basis and shall be manned by a DOH MIMAROPA Personnel and DOH Retained Hospital Staff.

d. DOH Retained Hospital in Palawan were directed to develop and maintain outpatient and inpatient surge capacity for the triage, treatment and tracking of patient at the facility or in alternative sites of care or alternate hospital during infectious disease outbreaks, hazardous materials exposure and mass casualty incident.

e. Placed all Regional and Palawan Provincial DOH Personnel on standby.

f. Advised PDOHO to coordinate with HEMS-PHO for the health emergencies monitored.

g. Advised PDOHO to coordinate with Ports Authority and advised nearby port health facilities to be on stand-by for possible health assistance in relation to the surge of passengers with medical assistance needed.

h. Advised PDOHO to coordinate with Bureau of Fire and Protection, Philippine National Police, Provincial and Municipal Disaster Risk Reduction Management Offices and other response groups in relation to the preparedness and response activities in relation to the event/s being monitored.

i. Coordinated with all HHEMS Coordinators in the Provinces of MIMAROPA and advised to proactively coordinate with RO HERO OpCen for and submit daily situation updates.

j. Coordinated with Civil Aviation Authority of the Philippines and requested for daily reports of the status of airports with the Provinces / Cities of MIMAROPA and to report all events that cause a disruption on daily normal activities.

k. Advised PAMAS Air Ambulance Services through the Provincial DOH Palawan for possible utilization of air evacuation.

l. Inventory of available drugs and medicines in all PDOHOs, coordinated the preparation of standby drugs and meds, and with Logistics Management Unit.

m. Advised PDOHO-Palawan to observe Air Medevac (Medical Evacuation Protocols.

disaster preparedness activities such as the following: Strengthen resilience of emergency communications. Ensure readiness of the SRR equipment and supplies to support

operational requirements (e.g. rubber boat, utility rope, floating device, multi-tool items, 30L of GOL for generator, flashlights with extra battery, communications equipment, first aid kit, MRE, etc.).

Forward deployment and prepositioning of Search and Rescue (SAR) assets.
