VACANCIES IN THE MINISTRY OF DEFENCE
SENIOR RESEARCH FELLOW/SENIOR LECTURER – ONE (1) POST V/No.50/2016
Basic salary Scale: Ksh.120,270 – Ksh.180,660 p.m. (Job Group ‘S’)
For appointment to this grade, a candidate must have:
(i) at least five (5) years teaching experience in a University;
(ii) a PhD degree in any of following fields: International Relations, Peace and Conflict
Studies or Political Science;
(iii) experience in applied research and specialization in peace and security studies or
conflict studies;
(iv) supervised at least four (4) students at Masters degree level and has published at
least three (3) articles in referred journals or a book or contributed a minimum of
four chapters in a University level book;
(v) be a specialist and able to teach/instruct in any two of the following fields:
International Relations, International Law/Law of Armed Conflict, Conflict
Management, International Political Economy, Diplomacy and Social Sciences
Research Methodology;
(vi) demonstrated evidence of attendance at and contribution in relevant academic
disciplines /areas of study.
Duties and Responsibilities
Senior Research Fellow /Senior Lecturer is a senior teaching and research position. The
post holder will be expected to show academic leadership in both research and teaching
and support the management and strategic planning process of the Centre for Security
Studies (CSS) and the National Defence College (NDC).
Duties of the post holder are three-fold; research/scholarship, teaching and mentoring.
Specific duties and responsibilities include:
(a) Research/Scholarship

at acceptable levels of volume and academic excellence, to lead research projects or
research initiatives in the CSS;
(ii) conducting research work in thematic areas internally and, where possible, with
other institutions, nationally and internationally and to contribute to the research
objectives of both the CSS and NDC;
(iii) conducting in subject and professional research and pedagogy development as
required to support teaching activities;
(iv) extending, transforming and applying knowledge acquired from scholarship to
teaching, research and appropriate external activities;
(v) contributing to subject associations, academic societies and relevant professional
bodies; and
(vi) securing research funding and to contribute to the CSS’s and NDC’s research
strategy.
(b) Teaching (i) providing academic leadership in the design and delivery of high-quality teaching
programmes that meet overall NDC objectives;
(ii) undertaking teaching duties as are required by and agreed with the Commandant
and to keep abreast of international developments within the academic discipline
and/or professional practice of the subject area and to share this knowledge to
shape curricular content, design and delivery;
(iii) setting, marking and assessing work and providing feedback to participants;
(iv) supervising participants’ projects, participants on field trips and where appropriate,
on deployment; and
(v) regularly monitoring participants’ progress and reporting the performance to the
college Headquarters.
(c ) Mentoring
(i) advising, mentoring and supporting less experienced colleagues and coaching on
personal development;
(ii) supervising the work of other colleagues in research, projects or postgraduate
study;

RESEARCH FELLOW/ LECTURER – ONE (1) POST V/No.51/2016 Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. (Job Group ‘R’) For appointment to this grade a candidate must have: (i) at least three (3) years teaching experience in a university;
(ii) a Masters’ degree in the field of Security Studies, Strategic Studies or Political
Science;
(iii) held the position of tutorial fellow or assistant lecturer for not less than three (3)
years and be registered for PhD;
(iv) published at least two articles in referred journals or contributed a minimum of two
chapters in a university level book; and
(v) been able to teach/instruct in any two of the following; National Security Studies,
International Security Studies, Intelligence Studies, Strategic Security Management,
Security Planning and Security/Social Sciences Research Methodology;
Duties and Responsibilities
Research Fellow/Lecturer position is a middle teaching and research position. The post
holder will be expected to show academic leadership in both research and teaching at the
Centre for Security Studies (CSS) and the National Defence College (NDC). Duties of the
post holder are two-fold; research/scholarship and teaching. Specific duties and
responsibilities include:
(a) Research/Scholarship
(i) undertaking research scholarship activity subject to the approval of the Senior
Researchers and the NDC Commandant;

learning objectives;
(ii) undertaking teaching duties as are required by and agreed with the Commandant
and to keep abreast of international developments within the academic discipline
and/or professional practice of the subject area and to share this knowledge to
shape curricular content, design and delivery;
(iii) setting, marking and assessing work and providing feedback to participants;
(iv) monitoring participants progress and making timely reports to the College
Headquarters;
(v) coordinating staff development initiatives related to learning and teaching; and
(vi) supporting students programmes on academic, career and personal development.
VACANCIES IN THE NATIONAL TREASURY
SECRETARY/DIRECTOR, PENSIONS - ONE (1) POST V/No.52/2016 Basic Salary Scale: Ksh.152,060 p.m. - Ksh.302,980 p.m. (Job Group ‘T’) For appointment to this grade, a candidate must have:
(i) served for cumulative twenty (20) years, three (3) of which should be in the grade
of Deputy Director of Pensions Job Group ’R’ and above, or in a comparable and
relevant position in the Civil Service.

An officer at this grade will be responsible to the Principal Secretary, National Treasury
for overall planning, directing, controlling, and coordinating the operations of the
Pensions Department; Specific duties and responsibilities will include:
(i) formulating, reviewing, interpreting and implementing pensions policies and
strategies
(ii) monitoring and evaluating the pensions operations and proposing interventions;
(iii) approving of all pensions and statutory awards;
(iv) secretary to Pensions Appeals Tribunals;
(v) advising the Government on all pensions matters;
(vi) overseeing the administration and operations of the Pensions Management
Information System; and
(vii) overseeing the development and implementation of departmental annual work
plans.

in the grade of Senior Assistant Director of Pensions, Job Group ’Q’ and above, or in

(ii) a Bachelors Degree in any of the following disciples: Actuarial Science, Economics,
Commerce, Insurance, Business Administration, Risk Management, Human
Resource Management or any other relevant qualification from a recognized
Institution;

(i) served for a cumulative period of fifteen (15) years in the field of technical or

(i) interpreting and implementing relevant government policies and translating them
into training modules;
(ii) conducting training in areas of specialization;
(iii) managing and supervising prudent use of financial and human resources in the
institute;
(iv) managing and reviewing of staff development and training programmes;
(v) establishing collaborations and linkages with other institutions and stakeholders;
and mobilizing resources for the physical and human resource development of the

institutions. Specific duties and responsibilities include:-
(i) developing, implementing and reviewing school audit policies, standards, systems
and procedures;
(ii) identifying strategic interventions on emerging audit issues;
(iii) establishing linkages with other authorities on audit matters;
(iv) deploying audit staff in liaison with Director General in-charge of Education;
(v) guiding on financial management policies and information access in education
institutions;
(vi) leading school audit services; and
(vii) directing on risk management controls and governance processes.

(1) POST V/No.68/2016
Basic Salary Scale: Ksh.89,748 - Ksh.120,270 p.m. - Job Group ‘Q’
For appointment to this grade, a candidate must have:-
(i) served for a minimum period of three (3) years in the grade of Assistant Director,
Office Administrative Services, Job Group ‘P’;
(ii) a Bachelors degree in Secretarial Studies or Bachelor of Business and Office
Management from a university recognized in Kenya;
OR
a Bachelors degree in Social Sciences plus a Diploma in Secretarial studies from a
recognized institution;
OR
a Bachelors Degree in Social Sciences plus Business Education Single and Group
Certificates (BES & GC) Stages I, II and III from the Kenya National Examination
Council in the following subjects:
Shorthand III (Minimum 120 w.p.m.).
Typewriting III (50 w.p.m.)/Computerized Document Processing III
Business English III/Communications II
Commerce II
Office Management III/Office Administration and Management III

(iii) a Masters degree in Business Administration/Business Management from a
university recognized in Kenya;
(iv) attended a Strategic Leadership Course in a recognized institution;
(v) demonstrated outstanding leadership and professional competence in office
management services.
Duties and Responsibilities
An officer at this level will deputize the Deputy Director, Officer Administrative Services
in the administration and management of the office Administrative services function.
Specific duties and responsibilities include:
(i) interpreting and implementing office administrative services personnel policies and
procedures;
(ii) participating in selection and recruitment of office administrative services
personnel;
(iii) verifying and analyzing office administrative services personnel data for postings
and deployment;
(iv) updating bio data for office administrative services staff.
(v) reviewing the office administrative services personnel curriculum in liaison with
the Kenya Institute of Curriculum development and Kenya National Examination
Council;
(vi) providing technical advice on recruitment and promotion of office administrative
services personnel; and
(vii) participating in the selection of office administrative services personnel for Higher
National Diploma and upgrading courses.
