1. OVERVIEW

• The Republic of Côte d'Ivoire a West Africa country.

• Area : 322,462 square kilometers(124,503 sq mi),

• Borders countries : Liberia, Guinea, Mali, Burkina Faso, and Ghana;

• Southern boundary: the Gulf of Guinea.

• Population : 23 202 000 habitants (2012) 3

• 2000 - 2010: sociopolitical crisis, weakened industrial fabric,- Rate of inflation: 1,9 in 2007; 6 % in 2008 - average growth rate of 0,4 % of 2003 2009- Indication(index) of 38,0 % poverty in 2002 in 48,9 % in 2008,- Deterioration of the governance and the transparency

• Since 2011- Normalization of the security situation general indication(index) of insecurity,2002 : 6 ; 2013 : 1,6 - Normalization of the political situation: i) Parliamentary election: in December 11th, 2011

The Adoption of a new more attractive code of the investments, in force since June, 2012;

Creation of the Center of formalities of the companies which allows to create his(her) company in 48 hours and the reduction of the expenses of 72 % new business start-up;

Reduction of the number of procedures (from 17 to 10), deadlines(extensions) (from 475 to 90 days) and expenses of visa for the granting of Building permit creation and the operationalization of the Commercial court of Abidjan since October, 2012

• Adoption of a law on the exequatur of the arbitration decisions;

• Creation of a Single window of the Foreign trade,Implementation of the Committee of dialogue between the State and the private sector

• Creation of a National Authority of Regulation of Procurement contracts;

• Adoption of a law on the competition

• New adequate institutional and legal frame(executive) for the promotion of Partnerships Public – Private sector ( PPP);

• Revision of specific sectorial codes, (code of the electricity, the mining code, the oil code)

• Implementation of strategies to strengthen the social cohesion and to improve the climate of the business(affairs).

• New economic take-off by the implementation of a National Program of Development financed over the period 2012 in 2015 at the level of 22 billion US dollars,

• Growth rate: - 4,7 % in 2011, 9,8 % in 2012, 9 % Forecast in 2013, 10 % in 2014 and 2015Rate of inflation mastered in 1,3 %

Low impact of the mining sector on the economic and social development :– Barely 1% of the GDP and tax revenues.– Approximately 3,000 direct jobs for the mining operations

• This balance sheet reveals shortcomings :– An inadequate legislative framework to the developments

in the sector, likely to encourage the investments ;– The insufficiency of geological and mining ;– The absence of aggressive promotion of mining potential;– The lack of processing industries of ores to semi-finished

and finished products;

7 Strategy for the development of the mining sector

A regulatory framework to make the sector more competitive through:– Fixing the delays in issuing the acts;– clarification and transparency of conditions for the

allocation of mining licences;– The adoption of the principles of good governance

(Kimberley Process, Initiative for transparency in the Extractive Industries, Principles of Ecuador, Corporate Social Responsibility, etc.

– Introduction of the concept of mining agreement in operation phase with stabilization of the tax regime ;
