PURPOSES.

Introduction WHEREAS: The Kingdom of Gutierrez shall be known as the Nation and State Kingdom/ Kingdom of the Philippine/Philippine Kingdom/World State and Nation kingdom in the world and Kingdom of Gutierrez Family name/Kingdom of people of Gutierrez as recognize in Article 5 section 15 of Gutierrez Empire Republic Act. WHEREAS: To serve as Strengthening of the individual human rights of Jorge Marlo Mira Gutierrez and his family, obtaining his rights in the Philippine, as one of filipino citizen and as a bearer of Gutierrez Family name means he who rule and to other Gutierrez Family name who wants to reconnect or cooperate and with respect to Article XV sec 1 of our constitution as the family as the foundation of our nation, to rule and established the monarchy foundation also in Philippine or known as Philippine monarchy and strenghten the rights of nobility in Philippine under in name of Gutierrez Empire, Kingdom of Gutierrez and Kingdom of Philippine and his laws and monarchy. WHEREAS: To work and support the Kingdom of Philippine and his Constitution propose in the Philippine. WHEREAS: To serve as a legal documents act and law of establishing the Kingdom of Philippine Incorporated. WHEREAS: The Gutierrez Empire, Kingdom of Gutierrez and Kingdom of Philippine established as of one part and single administrative, or administration in government, organizations, society and community following the republic-domocratic monarchy government as recognize in section 2 of Gutierrez empire law to respect and honor some people or filipinos and families who still value and give and believing the importance in rights of nobility or being noble, and still practice the monarchy in Nation as propose and to be established or given by government in respect of their rights as a citizen and individual in the Republic of the Philippine and Government as also a democratic government which a government give more importance of control of people and their rights.

PREAMBLE

We the Filipino Kingdom people, earnestly asking for aid and guidance of Almight God. That Honor, Respect, Loyal to empire and kingdom, Trust, Love, Care, and protect, Recognize, believe in our Rulers and maintain Peace and understanding, unity, equality, security and help in each other needs and in

order to established a Kingdom and his Government administration that will help our nations interest and purpose.

Title I

KINGDOM OF PHILIPPINE POLICY

Chapter I

Article I

BASIC PROVISION Section 1 Title: STRENGTHENING THE KINGDOM OF PHILIPPINE UNDER BY GUTIERREZ EMPIRE AND STRENGTHENING THE SUPPORT OF KINGDOM OF PHILIPPINE CONSTITUTION AND FOR OTHER PURPOSES. Section 2 Definition of Terms

1. “Kingdom of Philippine people” shall mean as the Filipino people and citizen of Philippine and/or any people under by soveriegnty and authority of Philippine.

2. “Crown” shall mean his highness the Emperor and King of Gutierrez Empire and Kingdom of Gutierrez and King of Kingdom of Philippine and Philippine.

3. “Arm Forces of the Crown” shall means as the Royal Arm Forces of the Philippine or Royal Military of the Philippine.

4. “Officer of the Crown” shall mean as the servants of his highness the King, nobles of kingdom. 5. “Crown court” shall mean as the house of lords of Gutierrez Empire, Kingdom of Gutierrez and

the lower court of Kingdom of Philippine. 6. “Crown Upper Court” shall mean as the house of lords of Gutierrez Empire and Kingdom of

Gutierrez. 7. “Crown lower Court” shall mean as the lower court or commons court or house of commons of

Kingdom of Philippine 8. “Royal” shall mean as refer to an honorable and respect title and name and royalty of a

monarch and in Kingdom of Philippine royalty, and a name use to respect and honored the royal family, or to whoever subjected monarchy in the world that has the right and authority in Philippine (e.g. United Kingdom, or Kingdom of Spain or Maharlika, etc.)

9. “Gutierrezcractic Empire” shall mean as the Imperialcracy or Empirecracy of Nation (Philippine) or Imperialism of Government of the Nation (Philippine) a form of imperialism and Government

imperialism where the Nation (Philippine) Empire noble ranks shall has the same title and position and power of the Government Officials in Nation (Philippine) Government.

Section 3 Declaration and policy

1. To declare and/or that there shall be a Kingdom of Philippine Inc. As serve as institution and organization, society and community of Kingdom of Philippine movement in the Philippine under by Gutierrez Empire and Kingdom of Gutierrez.

2. To declare, Recognize and there shall be a Philippine nobility and/or Filipinos nobility under by Kingdom of Philippine nobility.

3. To Declare the Kingdom of Philippine monarchy to be the center monarchy of Philippine and under by Gutierrez Empire and Kingdom of Gutierrez monarchy in the Philippine.

4. To propose and uphold the Gutierrez Empire, Kingdom of Gutierrez Strengthening law as World State and Nation Kingdom or World State and Nation National Kingdom under their Nation or countries name and empire, incorporated in the world (e.g. Kingdom of American Inc in USA). – in respect and recognize in Article V Section 16 in Gutierrez Empire law.

5. To declare and promote The Gutierrez Empire, Kingdom of Gutierrez and Kingdom of Philippine established as of one part and single administrative, or administration in government, organizations, society and community following the republic-domocratic monarchy government as recognize in section 2 of Gutierrez empire law in respect and honor of some people or filipinos and families that still value and give and believeing the importance in rights of nobility or being noble, and still practice the monarchy in Nation in respect of their rights as a citizen and individual and cooperation or unity and understanding or following under in the Republic of the Philippine constitution or law and Government as also a democratic government.

Chapter 2

Article 2

KINGDOM Section 4 DECLARATION OF POLICY

1. The Kingdom of Philippine is a democratic and republican State. Sovereignty resides in the people and all government authority emanates from them.

2. The Kingdom of Philippine society is the Nation and state society of the Philippine under by the law of Kontrolerism Society in the Philippine

Article 3

NOBLES RANKS AND TITLES

Section 7 DECLARATION OF POLICY

1. To declare and/or that there shall be a Kingdom of Philippine, nobility and noble ranks or officials or also known as Kingdom of Philippine nobles ranks and nobility. - In respect to no. 2 of the declaration policy of this provisions and act.

2. To Declare and recognize the Kingdom of Philippine nobility and nobles ranks are the following;

i. Emperor – the overall head commanding person and head and most honorable person of Gutierrez Empire, Philippine Empire, Kingdom of Gutierrez and Kingdom of Philippine and nobility.

ii. Empress – the wife of emperor and honorable person in empire. iii. Imperial Prince – a son of Emperor and honorable person in Empire.

iv. Imperial Princess – a daughter of Emperor and a related and close family members and honorable person in empire.

v. King or High King or also known as emperor King for Empire title or King Emperor for Kingdom Title – as serve the second title or other title hold by Emepror of Philippine, means the King of Kingdom of Philippine

vi. Queen or also known as Empress Queen for Empire title or Queen Empress for Kingdom Title – as serve as the second title or other title hold by Empress of Philippine, means the queen of Kingdom of Philippine and wife of the King.

vii. Prince – a son of King and honorable person of Kingdom viii. Princess – a daughter of the King and related and close family members honorable person of

Kingdom ix. Duke – serve as fourth rank noble to emperor head in-charge of services of the empire and

emperor responsibility. x. Duchess – wife of duke and a related and close family members of emperors and honorable

person of Empire xi. Marquess – serve as the fifth ranks noble to emperor and honorable person of Empire xii. Lords – serve as the fifth ranks noble to emperor and honorable person of Empire. xiii. Earl or counts – serve as the sixth ranks noble to emperor and honorable person of empire. xiv. Baron – serve as the seventh ranks noble to emperor and honorable person of empire xv. Knights – serve as the military and soldier of empire, protector and guardian of emperor’s

family and empire and honorable person of empire.

KING

Section 8 KING, Declaration of Policy

1. To declare and/or there shall be an High King of Kingdom of Philippine, or High King-Emperor as a head of Kingdom of Philippine nobility.

2. To declare the Emperor of Gutierrez Empire to be the High King of Kingdom of Philippine

3. To Declare the King of Kingdom of Gutierrez to be the King of Kingdom of Philippine

4. To Declare the Emperor of Gutierrez Empire to be the King of Kingdom of Gutierrez and King of Kingdom of Philippine as recognize an respect in Gutierrez Empire law.

5. To declare Emperor and King Jorge Marlo or known as Emperor or Emperor King (for empire) or King Emperor (for Kingdom) Jorge Marlo Mira Gutierrez of Gutierrez Empire and Kingdom of Gutierrez as the first King or King-emperor of Kingdom of Philippine.

6. His title as of the King - Emperor of Philippine and High King of Philippine or also known as Emperor King (for empire) or King Emperor (for Kingdom) of Philippine

7. To Declare the Kingdom of Philippine King is the one who Act as a represent, typify or epitomize and symbolize the unification or union, integrity, wholeness and oneness of Kingdom of Philippine people.

8. Other as may provided by law. Section 9 Function and responsibility

1. KING Function and responsibility In respect and as recognize of the Function and responsibility of King of Kngdom of Gutierrez found on Article V section 19 of Gutierrez Empire Republic Act.

Function and Responsibility are of following:

i. Adviser and one councilor of the President of Nation ii. Nation, Government and State Kingdom Representative and other Foreign Affairs. iii. Maintain Monarchy family and diplomatic relations to other Nation iv. Monarch family representative of the Philippine v. Maintain Local diplomacy and Family and state Affairs vi. One that Approve regulations, implementation, rulemaking, when it comes diplomatic

relations, Military, territorial, Constitutional or law considered to be highly and nationally constitutional law - this refer to constitution law of Nation, and currencies, cultural traditions and others.

vii. Promulgate law and administer Justice viii. Adviser to Acting Generals of Arm Forces ix. Diplomat x. Perform Acts in matters of state, stipulated by law xi. Act as a represent, typify or epitomize and symbolize the unification or union, integrity,

wholeness and oneness of people and State and family of Gutierrez Empire, Kingdom of Gutierrez and Kingdom of Philippine

xii. Maintain peace and order of Kingdom xiii. Priority and Highly recommended appointee and/or act as appointee Secretary of

Department of Society upon the approval of Commission on Appointee, - under respect of establishment of Department of Society, under by propose law of Nation and State Society of the Philippine – under by Kontrolerism society.

xiv. Act or priority and Highly recommended as a chairman and/or president of Gutierrezcracy Government and administration and member of board and recommended head officials or officials of Bureau of Currency -under respect of establishment of Gutierrezcracy Government and his administrative office known as Bureau of Currency, under by propose law of Government and administration Run by Currency of Nation – under by Gutierrezcracy Government and Administration.

xv. and other political service as may provide and authorize by law and Gutierrez Empire

Section 10 Crown

1. The Crown of Kingdom of Philippine shall be inherited by the successor of Emperor and King Jorge Marlo Mira Gutierrez, the founder of Gutierrez Empire, Kingdom of Gutierrez and Kingdom of Philippine in Philippine and first emperor and king of Philippine, as also a political empire and kingdom, which is to be remain unchangeable and part of historical of our nation as long as this law valid and recognize, and the empire and kingdom exist if it is either constitutional, real and in the will of people who believe on it. The Succession to the throne follow the regular order of primogeniture and representation, follow the tradition of succession, that the first line always having preferences over subsequent lines; within the same line, the closer grade over the more remote; within the same grade, the male over the female and in the same sex, the elder over the younger.

2. The Crown Prince, from his birth or from the time he acquires the claim, shall hold the title of Prince of Filipinas (Philippine) or Filipino’s, and the other titles traditional held by the heir to the crown of Philippine.

3. if all the lines designated by law become extinct, the House of Senate and with the approval of the President and solicitor general and vote of cardinal of philippine upon the recommendation of House of Lords of Gutierrez Empire and Kingdom of Gutierrez shall provide for succession to the crown in the manner most suitable to the interest of Philippine, The Recommendation of house of lords of Gutierrez Empire and Kingdom of Gutierrez to the senate if all lines designated by law become extinct must be a Gutierrez Family name bearer.

4. Abdication and renunciation and any doubt in fact or in law that may arise in connection with the succession to the crown shall be settle under by house of lords.

5. In the event of the King being under age, the King parents (mother and father) or, in default thereof, the oldest relative of legal age who is nearest in succession to the crown, shall immediately assume the office of regent, which shall exercise during the King minority.

6. If there is no person entitle to assume the regency, it shall appointed temporarily by house of lords and shall be compose of two, three or seven persons.

7. In order to exercise the regency, he/she must be a filipino, legally age and Gutierrez family name and related.

8. The King on being proclaimed will swear to faithfully carry out his duties, to obey the constitution and the laws and ensure that they are obeyed, and to respect the rigths of citizen of Kingdom of Gutierrez and Kingdom of Philippine people.

9. The Crown prince, on coming of age, and the regent or regents, on assuming office, will swear the same oath as well that of loyalty to the King.

10. The King recieves an enough amount from the imperial, Kingdom or Government budget and allowance for the maintenance of his family and households and others expenses and distribute it freely.

11. The King freely appoints and dismissses Royal Military members of his households.

12. If the next successor of the crown is King his wife recieves the title of Queen, and if the next successor of crown is Queen his husband recieve the title of a Prince.

13. Other as may provided by law. Section 11 Nobles function and responsiblity

1. Act as a representative of King, typify or epitomize and symbolize the unification or union, integrity, wholeness and oneness of people and family in their respective places and areas.

2. Protect and support and serve the king and Kingdom interest in any means neccessary. 3. Carry out King some services temporarily upon the absence of king, or if the king cannot carry

the services in such a time. 4. Priority recommended appointee and/or act as appointee heads officers/officials and

chairperson of local society offices upon the approval of Department of Society under by secretarial services and/or King-Emperor as also an appointee Secretary of Department of Society, - under respect of establishment of Department of Society and his organization and function in local services nationwide, under by propose law of Nation and State Society of the Philippine – under by Kontrolerism society.

5. Other as may provided by law. Section 12 Duties and Responsibility and function of nobles

1. Duties and Responsibility and function of nobles in Government; i. May be Serve as an officials of government upon the vote of the people, participated

and included in common election, under and by following and with respect in the rules of gutierrezcratic form of government service. This are of the following; Rank Nobles Position Equavalent position in Government 01 King President of Nation or any position in

government 02 Queen Female President of Nation or any position in

Government – if elect as a president of Nation 03 Duke Any Position in Government and Military 04 Duchess Any Position in Government 05 Prince Any Position in Government

06 Princess Any Position in Government 07 Marquess Justices and any Position in Government 08 Lords Senate and Provincial Government Officials, any

position in Government 09 Earl/Count and Countess Governors or any position in Government 10 Baron Cities and Municipalities Government Official,

any position in Government 11 Knight Any position in Military forces. Other as may provided by law.

ii. Recognize as honorable person of government and people. iii. Serve as an adviser and councilors of government officials of their respective places

2. Duties and Responsibility and function of nobles in Military;

i. Serve as adviser and councilor of generals ii. May be Serve as an officials of Military forces iii. Other as may provided by law.

3. Duties and Responsibility and function of nobles in State and Society; i. Act as a representative of king, typify or epitomize and symbolize the unification or

union, integrity, wholeness and oneness of people and family in their respective places and areas. – in respect in section 9. No. 2 on this act

ii. Other as may provided by law.

4. Duties and Responsibility and function of nobles in Religion; i. Act as a true bearer and one representative of religions faith upon and with the

approval of their religions leaders (e.g. priest etc.) in their respective places. ii. Other as may provided by the law.

Section 13 Rights

1. Human Rights i. The Kingdom of Philippine values the dignity of every members and Kingdom of

Philippine nobles people’s and guarantees the full respect for human rights. In respect and recognize in Section 12 no. 1 in Gutierrez Empire Republic Act.

ii. Kingdom of Philippine nobles and people will recognize to promote a just dynamic social order that will ensure the prosperity and independence of the society and free the Gutierrez Empire, Kingdom of Gutierrez and Kingdom of Philippine people from poverty through policies that adequate social services, promote full employment and rising

standard of living and improved quality of life for all and social justice in all phases of World or Worldwide and Global International Development. In respect and recognize in Article V Section 17 in Gutierrez Empire Republic Act and constitution.

iii. Other as may provided by law.

2. Royalty Rights i. Gutierrez Empire and Kingdom of Gutierrez and Kingdom of Philippine nobles and/or

nobility has the rights to be honored and respect by the citizen of Nation. ii. Other as may provided by law.

Section 14 Nobility Crown

1. The Noble title or rank of Gutierrez Empire, Kingdom of Gutierrez and Kingdom of Philippine nobility members or the nobles shall be inherited by the successor of their family or the person entitle or holder of it, The Succession to the nobles title or rank of Kingdom of Philippine nobility follow the regular order of primogeniture and representation, follow the tradition of succession, that the first line always having preferences over subsequent lines; within the same line, the closer grade over the more remote; within the same grade, the male over the female and in the same sex, the elder over the younger.

2. if all the lines designated by law become extinct, the House of lords and with the approval of the King shall provide for succession to the crown in the manner most suitable to the interest of Kingdom of Philippine nobility.

3. In the event of the Noble title successor is being under age, the Nobles successor parents (mother and father) or, in default thereof, the oldest relative of legal age who is nearest in succession to the title, shall immediately assume the title, which shall exercise during the noble succcessor minority.

4. If the noble title bearer becomes unfit for the exercise of his authority and title or rigts, and this is seen and recognized by house of lords, the noble eldest son or next successor shall immediately assume the regency, if he is of age.

5. If the noble hold the title of a Duke his son will hold the title of a prince and his daughter will hold the title of a princess.


Section 15 Marraige

1. Marriage

i. To declare the marriage’s of Gutierrez Empire, Kingdom of Gutierrez and Kingdom of Philippine nobles as also known as the Royal Marriage’s.

ii. Royal Marraige’s shall has full respect and follow and obey the law of Marraige of the Nation.

iii. Member of King family must ask permission to the King before marrying someone. iv. King family and other Nobles must only marry a noble person, if or should marry a

non noble or commoner or foreigner it must be ask permission and approved or authorize by the house of lords.

v. Common people, non-noble or foreigner marry a noble person in the Kingdom is already considered a noble person and hold the title of nobility of the family.

vi. Common people, non-noble or foreigner that marry a noble person and already given or holds the title of nobility must be registered in the bureau of nobility.

vii. Refuse or deny to follow the above Royal Marraige law (i to vi), there marraige will be not valid and not considered and/or shall be void.

viii. And other as may provided by law. offices of nobles and houses.

1. The Form and Symbol and belief or principle of Logo, crown of Kingdom of Philippine shall be

determined by Gutierrez empire and Kingdom of Gutierrez and by law.

2. The Form and color of the flag of Kingdom of Philippine shall be determined by Gutierrez empire and Kingdom of Gutierrez and by law.

3. There shall be a Kingdom of Philippine Capital, shall be determined by Gutierrez Empire and Kingdom of Gutierrez and by law.

Article 9

Final Provision

Section 72

Rules and Regulation

Upon The approval of this Act in within Six (6) Months The Office of the Vice President, The House of the

Senate, House of Representative, The Department of Interior and Local Government (DILG), Department

of National Defense (DND), Arm Forces of the Philippine (AFP), Bangko Sentral ng Pilipinas (BSP),

Department of Foreign Affairs (DFA) shall submit and promulgate the implementing Rules and

Regulation (IRR) of this act.

Section 73

Fundings

The Funding and necessary amount to implement the provision of this act shall be get from the

Government Funds issued from the Department of Finance (DOF).

Section 74

Suppletory Application or Appropriations

The purposes of this Act, the Revised Penal Code and other applicable laws, shall have suppletory

application.

Section 75

Amendments or Revision

Any amendments to, or revision of this act may be propose by Any appointed officials or nobles of

Gutierrez Empire, Kingdom of Philippine that approved and authorized by Emperor-King Jorge Marlo

Mira Gutierrez.

Section 76

Separability Clause

If any Sec. or provision of this Act is held unconstitutional or invalid, the other Sec.s or provisions shall

not be affected.

Section 77

Repealing Clause

That All laws, Presidential decrees, executive orders and rules and regulations, or parts thereof,

inconsistent with the provisions of this Act are hereby repealed or modified accordingly.

Section 78

Effectively Clause

This Act shall be effective fifteen (15) days from the date of its publication in Official Gazette or in at

least two (2) newspapers of general circulation.
