  • Over the past two decades, women have made substantial edu-cational progress. The large gaps between the education levelsof women and men that were evident in the early 1970s haveessentially disappeared for the younger generation. Althoughthey still lag behind males in mathematics and science achieve-ment, high school females on average outperform males in read-ing and writing, and take more credits in academic subjects. Inaddition, females are more likely than males to attend collegeafter high school, and are as likely to graduate with a postsec-ondary degree.

    It remains to be seen, however, how these gains in educationalattainment will be rewarded in the marketplace. In 1993, theaverage earnings of female high school graduates aged 25-34were more than one-third lower than those of male graduates ofthe same age. Similarly, female college graduates earn, on aver-age, salaries that are 80 percent of what their male counterpartsreceive.     ELEMENTARY AND SECONDARY EDUCATION

    Females are generally younger than males infirst grade and are less likely to fall behind orrequire special educational services onceenrolled.

    In 1993, a smaller percentage of females than males in first gradewere age 7 or older (17 and 22 percent, respectiyely).2 Femalesare also less likely than males to repeat a grade. In 1992, 9 per-cent of 16- to 24-year-old females had been retained in one ormore grades, compared to 14 percent of their male counterparts.3

    Females are also far less likely than males to be enrolled in spe-cial education programs: in 1990, less than one-third of studentsin special education were female.4

  • Differences in the academic performanceof female and male students appear asearly as age 9, and persist through age 1 7.

    Although overall proficiency scores have increased or remainedrelatively constant over time, differences between female andmale proficiency remain. Compared to males, scores at age 9 forfemale students are higher in reading, similar in mathematics,and lower in science as measured by the National Assessment ofEducational Progress (NAEP). Females also have higher writingproficiency in fourth grade.5

    Female-male achievement differences remain nearly unchangedat age 13. For example, in 1992, the average reading proficiencyscore for a 13-year-old female was 11 scale points higher thanfor a 13-year-old male, while females scored at about the samelevel in math and 4 scale points lower in science.

    When 17-year-olds are assessed near the end of high school,female-male differences persist. For example, in 1992, averagereading proficiency for females was 12 scale points higher thanfor males. This corresponds to about 40 percent of the differencebetween the average scores of 13- and 17-year-olds in 1992. Inother words, the gap in reading proficiency between males andfemales is roughly equivalent to about one and a half years ofschooling.

    In mathematics and science, 17-year-old females score lower onaverage than males. In 1992, females scored 4 scale points lowerthan males on the NAEP mathematics assessment (roughlyequivalent to about half a year of schooling), and 10 scale pointslower on the science assessment (about a year's worth of sci-ence). Although both females and males have made gains inmathematics and science achievement since 1982, the gendergap for these subjects has not narrowed measurably.

    Females are more likely than males tocome to school prepared to learn andto participate in school activities.

    In 1990, high school sophomores arrived at school better pre-pared than their counterparts did a decade earlier. However,males were more likely than females to report that they usuallyor often came to school without books; a paper, pen, or pencil;or completed homework.

    Participation in extracurricular activities may affect academicperformance, attachment to school, and social development, aswell as provide opportunities for students to apply academicskills in other areas. Almost 83 percent of high school seniors in1992 engaged in at least one extracurricular activity, with

    females being more likely than males to participate in all typesof activities except sports.

    Female students are no less likely thanmale students to have their parentsinvolved in their education.

    Parents may be able to improve the academic performance oftheir children by becoming more involved in their school life. In1988, eighth-grade females were more likely than their malepeers to report talking to their parents about selecting courses,about their school activities, and about their class studies. Malesand females were equally likely to have their parents reviewtheir homework, limit their television watching, limit theirgoing out with friends, and visit their classes. Females were lesslikely than males to have had their parents speak with theirteacher or guidance counselor. However, it is difficult to inter-pret this last finding without more specific information aboutthese contacts.6

    Both female and male students are followinga more rigorous curriculum than they were adecade ago.

    Between 1982 and 1992, the percentage of high school graduatesearning the 4 units of English and the 3 units each of science,social studies, and mathematics recommended in A Nation AtRisk increased sharply, from 13 to 47 percent. While course tak-ing increased for both genders through 1992, there was no mea-surable difference between the percentage of female and malegraduates completing these recommended courses.

    In 1992, female and male high school graduates on averageearned a similar number of total course units (24 credits).Females took more credits in academic subjects than males (18versus 17 credits), whereas in the class of 1969, males andfemales took similar numbers of academic credits (15 each).7

    Female students are as likely as males to takeadvanced math and science courses, and aremore likely to study a foreign language.

    Between 1982 and 1992, the percentage of both female and malegraduates who took advanced mathematics and science coursesin high school increased, although for many subjects genderparity had been attained by 1982. In the class of 1992, femaleswere less likely than males to take remedial mathematics in high

  • school, more likely to take Algebra II, and just as likely to takecalculus. With respect to science, females were more likely thanmales to take biology, and just as likely to take chemistry.Females were less likely, however, to take physics.

    In 1992, college-bound female high school graduates were morelikely than male graduates to study a foreign language for atleast 2 years in high school (78 versus 67 percent). In addition,females were more than twice as likely as males to take 4 yearsof a foreign language (19 versus 9 percent).8

    Furthermore, women are more likely than men to enroll in a 4-year college after graduation from high school. In 1993, theenrollment rate for women at 4-year institutions was 42 percent,compared to 36 percent for men. Women and men were equallylikely to enroll in 2-year institutions after high school graduation(22 percent).9

  • In 1992, the majority of students enrolled in undergraduate andgraduate programs were women, although more men wereenrolled in first-professional programs, such as medicine, law,or dentistry.1°

    Over the past 20 years, college attainmentrates among young females have increaseddramatically, while rates for males haveremained basically unchanged.

    In the 1970s, female high school graduates aged 25-29 were lesslikely than their male peers to have completed 1 or more yearsof college. This trend reversed in the early 1990s, as a greaterpercentage of graduating high school females began attendingpostsecondary institutions.

  • A similar trend has occurred for female college graduates. In theearly 1970s, among high school graduates, about 20 percent ofwomen compared to about 27 percent of men aged 25-29 hadcompleted 4 or more years of college. By 1994, a similar percent-age of men and women in this age group had earned a bache-lor's degree or more.

    Data on the number of degrees conferred demonstrate evenmore clearly the educational progress of women relative to men.In 1992, women earned more associate's, bachelor's, and mas-ter's degrees than men, whereas in 1977 the reverse was true.Though fewer doctoral and first-professional degrees wereawarded to women than to men in 1992, the gap has narrowedconsiderably over time. For example, the percentage of first-pro-fessional degrees earned by women rose dramatically between1960 and 1993: from 2 percent to 42 percent of all law degrees;from 6 percent to 38 percent of all medical degrees; and from 1percent to 34 percent of all dentistry degrees."

    Women and men still tend to study differ-ent fields in college, although differenceshave narrowed for undergraduates and insome fields for graduates.

  • Similarities in the mathematics and science course taking (exceptfor physics) of women and men in high school disappear whenexamining college transcripts. Among 1985-86 bachelor's degreerecipients, women were much less likely than men to have takencourses in the physical sciences, mathematics, computer science,and engineering, but were more likely to have taken courses in thelife sciences. In the social and behavioral sciences, women weremore likely than men to have taken psychology and sociology, andwere less likely to have taken political science and economics.12

    Differences in the college course-taking patterns of men andwomen are related to the fields in which they choose to major. Atthe bachelor's level, women were about three times as likely asmen to graduate with degrees in education in 1991-92, althoughthis represents a decline from 1971. Women were also more like-ly than men to major in English, modern foreign languages, com-munications, psychology, and the health sciences.

    Although the differences between men and women are decreas-ing in the biological/life sciences and business, women are stillless likely than men to major in these fields. Moreover, womencontinue to be less likely than men to major in mathematics,engineering, the physical sciences, computer sciences, and socialsciences.13

    At the graduate level, the tendency of women and men tochoose different fields of study has declined in many majorfields. For example, differences in the proportions of womenand men earning master's degrees in the life sciences, physicalsciences, computer science, and engineering have narrowedover time. Differences in the proportions of men and womenearning master's degrees in business management decreasedbetween the early 1970s and the mid-1980s, when the trend lev-eled off. Moreover, differences in the proportion of men andwomen earning master's degrees in the humanities and socialsciences have disappeared.

    However, in some fields of study, large gaps do remain. Forinstance, at the master's degree level, women were almost threetimes as likely as men to earn graduate degrees in education andthe health professions, but only about one-seventh as likely toearn degrees in engineering.14

    Females in the United States generallyhave higher educational attainment thantheir counterparts in other countries.

    Among U.S. women 25-64 years old in 1992, 84 percent hadcompleted high schoolfar more than their counterparts inJapan, West Germany, the United Kingdom, France, Italy, andCanada. However, in several countries the educational attain-ment of younger generations of women is increasing rapidly.15As a result, the gap is closing between the educational attain-ment of women in these countries and the United States.

  • Women 25-34 years old in the United States are still much morelikely to complete higher education than their counterparts inJapan and West Germany. Moreover, in 1987 the percentage ofwomen who were awarded university degrees in science andengineering fields was much higher in the United States than inother highly industrialized countries, including Japan and WestGermany.16

    LABOR MARKET OUTCOMES

    Employment and earnings rates rise witheducational attainment for both females andmales, but earnings are lower for femalesthan for males with the same education.

    The gap between the employment rates for women and men nar-rows with increasing levels of educational attainment. For exam-ple, in 1994, the difference between the employment rates of 25- to29-year-old females and males was 20 percentage points for highschool graduates and 7 percentage points for college graduates.

  • Female college graduates shared in the increased earnings of allcollege graduates in the 1980s. Although female 4-year collegegraduates earned less on average than male college graduates in1993 ($26,000 and $32,700, respectively), the earnings advantagethat female college graduates enjoy over female high schoolgraduates is greater than that enjoyed by males.17 Females withcollege degrees realized an earnings advantage over female highschool graduates that has increased between 1981 and 1993.

    SUMMARY

    In summary, women have made important advances in educationover the last few decades, closing the gender gap in educationalattainment among younger women that existed 20 years ago. Inhigh school, females read and write better than males, althoughthey perform worse in mathematics and science. The mathematicsand science courses that females and males take in high school aresimilar, with the exception that females are less likely than malesto study physics. Moreover, females are more likely than males togo to college immediately after high school and are just as likelyto earn degrees. Although females tend to major in different sub-jects than males in college, many of these differences have nar-rowed over time. But despite large gains in educational attain-ment and labor force participation, significant differences in earn-ings persist between females and males, even at similar levels ofeducation.
