Purpose

To seek Council's endorsement of a DVD produced by Children Services for entry into the Australian Sports Commission ‘Play for Life’ music video competition.

Report

The Australian Sports Commission ‘Play for Life’ competition is open to all services participating in the Active After School Communities program. Council's After School Care services have been participating in this program since 2005. The program provides primary aged children access to free structured physical activity in the after school time slot of 3.00pm to 5.30pm. Raby Outside School Hours Care (OSHC) staff and children have produced a dance routine DVD for entry to the competition. The judging criteria are based on turning to sport for good health, creativity, originality and enthusiasm. A winner will be chosen from each state and territory. If successful, Raby OSHC will purchase new sporting equipment for before and after school and vacation care programs.

Purpose

To seek Council's approval to rename seven of Council's long day care services from Child Care Centres to Early Learning Centres.

Report

Council has commenced external visual improvements to all of its long day care, occasional care, outside school hours care and family day care services. The external improvements being undertaken at Council's child care services will provide the community with an easy to recognise uniformed look. Improvements include external rendering and repainting of the services, removal of chain wiring fencing which is being replaced with spear top fencing in accordance with the Community Services Children's Services Regulation 2004. Some playgrounds are being upgraded to ensure they meet soft fall and playground safety standards, and new signage will be installed. To complement these improvements and to provide consistency in the naming of services Childrens Services is seeking Council's approval to rename seven long day care services. It is proposed that Amarina, Amber Cottage, Eagles Nest, Minto, Waratah Cottage and Wombat Willows Child Care Centres, be renamed as Early Learning Centres. The renaming of centres from Child Care Centres to Early Learning Centres promotes to the community the focus on education as well as care for the children in the services. This is in line with industry standards and compliments the new branding for the Childrens Services Section. Childrens Services would notify all relevant authorities of the renaming of the Centres.

7.2 YASC Informal Meeting held 20 July 2009 Purpose To provide feedback to the Youth Advisory Sub Committee on the informal YASC Meeting held on 20 July 2009. Report As a quorum was unable to be achieved, an informal meeting of YASC was held on 20 July 2009. The following items were raised at the meeting. 1. Presentation by Superintendent Mick Goodwin from Campbelltown Police on constructive

ways of managing graffiti within the community. 2. YASC Roadshow - Youth Strategy Consultations - planned method for consultation of

young people in the Campbelltown Local Government Area for inclusion in the development of Council's new Youth Strategy

Report Ben Gilholme will provide feedback to the Youth Advisory Sub Committee on issues raised at the Community Safety Sub Committee meeting. Officer's Recommendation That the information be noted. Sub Committee note: Ben Gilholme briefed Sub Committee members regarding a number of issues raised at the Community Safety Sub Committee. Sub Committee's Recommendation (Gilholme/Croall) That Ben Gilholme represent the Youth Advisory Sub Committee at the next meeting of the Community Safety Sub Committee. CARRIED 7.4 YASC Membership Purpose To advise the Sub Committee of the current status of the membership of the Youth Advisory Sub Committee. Report The Youth Advisory Sub Committee Guidelines allow for a membership of up to 15 community representatives and 2 Councillors. Due to an increase in personal commitments Ms Alissa Tilla, Ms Faith Tid-Ang and Mr Anthony Glynn have advised of their resignations from the Sub Committee. Council has also received an application of membership for the Youth Advisory Sub Committee from Shantelle Hodgkinson. A Director's Report on the membership of the Sub Committee was presented to Council at its meeting on 4 August 2009. These resignations and nomination reduce the current YASC membership to a total of 12 members, being 10 community representatives and 2 Councillors. Sub Committee's Recommendation (El-Haj/Hodgkinson) That the information be noted. CARRIED 7.5 Fisher's Gig Purpose To update the Youth Advisory Sub Committee on the development of the program for this year’s annual youth music festival Fisher’s Gig, to be held on Saturday 7 November 2009 at Bradbury Oval as part of the Festival of Fishers Ghost. Report Council’s Youth Project Officer is currently coordinating Fisher’s Gig 2009. The event will feature 3 headline music acts performing with six local bands. For the headline slots, Melbourne-based rock act Trial Kennedy will perform, supported by Sydney pop punk band The Mission in Motion and Melbourne’s hip hop/electro band The Melodics. Six local bands will have the opportunity to perform at the event. These bands are Fifth Fiction, Late Night Premiere, Sons of Mercury, Save The Girl, The Attendance and Ladies & Gentlemen. Volunteer positions are open until the week before the event, and YASC members are encouraged to be involved. Promotional and operational handouts for Fishers Gig will be tabled at the YASC meeting. History At the YASC informal meeting held on 20 July 2009, the Sub Committee was advised of the proposed ‘YASC Roadshow’ project. This project aims to add to current Youth Strategy and Social Plan consultations by having high school SRC members consult with their school communities, then provide the feedback collected to YASC members at an SRC consultation. Report At this stage seven schools have agreed to participate in the project. These are: Sarah Redfern HS (Minto) Thomas Reddall HS (Ambarvale) John Therry Catholic HS (Rosemeadow) Campbelltown Performing Arts HS (Campbelltown) Hurlstone Agricultural College (Glenfield) James Meehan HS (Macquarie Fields) Eagle Vale HS (Eagle Vale) The participating schools will give both a good representation of different areas and groups of young people across the Campbelltown LGA. Council’s Youth Project Officer will be attending each of the schools for an introductory session. A handout on consultation practices will be given to SRC members at the introductory session, which will provide a number of practical examples and exercises on how to consult with their communities. A copy of this handout will be tabled at the YASC meeting. Consultation dates are currently between mid-November to mid-December, and will largely be during school hours. Training will be available for YASC members prior to the first consultation and members are encouraged to participate, and attend a consultation session where possible. 8. General Business 8.1 The Science and Engineering Challenge Councillor Glynn presented information regarding the Science and Engineering Challenge that is currently held at the University of New South Wales. Councillor Glynn advised that he is investigating opportunities to hold a Science and Engineering Challenge at the University of Western Sydney - Macarthur Campus. A discussion took place regarding the challenge, and it was decided that Councillor Glynn would establish if the UWS is a suitable location to hold the challenge, and will provide additional information to the next YASC Sub Committee meeting to be held 7 December 2009. CARRIED 8.2 Midnight Basketball It was noted that the current Midnight Basketball tournament has been running for 2 weeks, with high levels of participation from young people, community volunteers and local services. Purpose

To assist Council in its determination of applications for financial assistance under the Community Grants Program.

Report

Community groups may apply for a maximum of $1,000 to develop and support local community programs and activities. Council has a total of $8,000 to distribute in this funding round. Advertisements were placed in local papers in August 2009 and circulated through community networks. A community information session, which was well attended, was held on 10 September 2009 in Council's Staff Training Centre. Community Grants applications closed on 2 October 2009 and 14 applications totalling $13,676 were received. A summary of the applications is below. Campbelltown Bangla School Inc Laptop Computer 1,000 13,676 One application was deemed ineligible under the guidelines, as they had previously received funding from Council for similar activities. The applicant was the Airds Bradbury Originals. The Airds Bradbury Originals received funding in June 2008 for recreational activities for older residents. The current application is for the same purpose. The eligible projects were assessed according to the criteria for funding as set out in Policy 4.3.08 and in the Guidelines. Two applicants have not been recommended for funding for the following reasons. Sweet Tonic Singers Inc application for promotional material and music resources was ranked as a lower need as the group receives in kind support from Campbelltown Arts Centre and therefore has not been recommended for funding. Campbelltown Youth Centre and Gym Inc application for funding towards sports equipment and resources for a newly established youth centre for Muslim young people in the Campbelltown area has not been recommended for funding at this time. It is suggested that Council officers work with the group to ensure all regulatory requirements are met prior to resubmission of the project for funding consideration. Report

Establishment of Reference Group A reference group consisting of representatives from Housing NSW, Department of Human Services Community Services (formerly DoCS), Sydney South West Area Health Service, Macarthur Diversity Services Incorporated, community representatives, and Councillor Meg Oates representing Council was established to oversee the project and provide feedback on key areas in the development of the Social Plan. To date two meetings have been held to discuss community consultation, key findings and the development of the Social Plan. Information Sessions An information session was held in Council’s Civic Hall on 7 October 2009 for government agencies and service providers in the Campbelltown region. The information session explained the timeline and methodology for developing the Social Plan with presenters fielding a range of questions from the audience. A strategy development workshop was also held on 18 November 2009 in the Civic Hall and was attended by 40 representatives from local service providers and interested community members. Participants were given a brief overview of the social plan process, a broad overview of the changing dynamics of Campbelltown, and analysis of key findings. This was then followed by table ‘discussions’ aimed at allowing participants to share their strategies. This model of consultation engendered a high degree of discussion and yielded in excess of 250 strategies/ideas for Council to consider for inclusion into the Social Plan. These strategies will provide a basis for strategy development by Council staff as well as providing guidance for potential inclusion into the final Social Plan.

Community Consultations Council has held numerous community consultations with target groups including older residents, people with a disability, young people, Aboriginal and/or Torres Strait Islanders, and women. Draft Social Plan The plan will identify key social issues in the city, and present Council’s response to those issues. A Draft Social Plan will be presented to Council in early February 2010 for consideration for public exhibition.

To seek Council’s endorsement of an application to the Ageing, Disability and Home Care (ADHC) Positive Ageing grants for up to $50,000 for a series of targeted healthy ageing workshops for the local community.

Report

The Positive Ageing grants scheme is open to community groups, local government organisations and not-for-profit organisations to develop and implement creative projects that relate to the independence, participation, care, self-fulfilment and dignity of older people. The grants program aims to support projects that promote active ageing, opportunities for lifelong learning and positive images of older people in the community. It is proposed to extend the Healthy Ageing talks Council currently hold in partnership with Council of the Ageing NSW (COTA). The talks would be aimed at members of the community who may not have access to this information including people from culturally and linguistically diverse backgrounds; Aboriginal and Torres Strait Islander communities; younger seniors and men. The Healthy Ageing talks would focus on areas of health relevant for older people including diabetes, depression, safe use of medicines and hearing loss. The talks would also incorporate a physical activity for participants such as dancing, tai chi, and drumming. Local health and recreation information for seniors would also be provided. The Healthy Ageing Talks series would be documented through photos and interviews with participants. The images and quotes collected during the program would be displayed as part of 2010 International Day of Older Persons celebrations, and used to produce a series of promotional materials to promote positive ageing in the local community.

Australia Council for the Arts - Interarts Program supports artists investigating new artistic practice through interdisciplinary, hybrid and multimedia arts. The category primarily supports; research and development; creative development and production of new works. This may include live performances, web based and online works, works created in computer networked environments and multimedia/interactive works. This program is focused on the development of new work that encourages audience participation and interaction particularly through live performance, multidisciplinary arts practices and the use of new technologies. The Campbelltown Arts Centre will be requesting $20,000 to develop a series of collaborative performance works in partnership with communities in Minto. This program would be integrated into the overall Minto Arts Program that is aimed at developing and implementing arts programs that make a strong contribution to developing cohesive communities in Minto. The Minto Arts Program will also form an important part of the broader One Minto Plan. No further funding of this project will be required by Council.

To inform Council that Campbelltown Arts Centre has received $300,000 funding from the Australia Council for the Arts to deliver Edge of Elsewhere, a major contemporary art project in partnership with the Sydney Festival.

History

Council at its meeting on 4 August 2009, endorsed a funding application of $100,000 per annum over three years to the Australia Council for the Arts to produce a major exhibition project titled Edge of Elsewhere.

Report

The $300,000 funding that has been confirmed comes from the Community Partnerships Board and the Visual Arts Board of the Australia Council for the Arts. This is the first time that these distinct funding sections of the Australia Council have come together to fund a project over a three year period. This is also the first time in the history of the Festival that a major visual arts project has been commissioned in Western Sydney for the Festival and the first time that Campbelltown or South West Sydney has been involved in the Festival. Edge of Elsewhere will establish new and sustainable links to diverse cultures across Sydney by examining the cross-over between art, culture, and society. The project will explore and develop experiences of cross-cultural exchange in relation to contemporary urban and suburban environments across Sydney, and link these to significant experiences of contemporary art and contemporary experiences of everyday life and culture in Australia, Asia and the Pacific. To support the development of this project Campbelltown Arts Centre has extended its partnership to Gallery 4A and Sydney University to work directly with the Australian Centre for Asian Art and Archaeology.

General Business 7.1 Glenalvon House Visitors Jacqueline Green noted that since August 2009, 534 people had been through Glenalvon House and that this large number of guests was largely due to promotion of the House within the Community and included many local school groups. It was also noted that Glenalvon House had a high number of visitors during the weekends of the Festival of Fishers Ghost. Jacqueline Green also noted that Glenalvon House currently has a computer displaying pictures of the entire house to assist those in the community who are not able to use the stairs to view the second level of the House. Purpose

To provide Council with a summary of the outcomes of this year’s Festival of Fisher’s Ghost Fun Run, held on Sunday 8 November 2009.

History

The Fisher’s Ghost Fun Run has been an integral component of the Campbelltown City Festival of Fisher’s Ghost for 34 years. Since 2005, Council has assumed more responsibility for managing the event each year to more closely align it with and support the Fisher's Ghost Festival Sub Committee’s organisational process.

Report

The 34th annual Fisher’s Ghost Fun Run was staged in the grounds of the University of Western Sydney (UWS) Campbelltown Campus on Sunday 8 November 2009. The event was promoted as “proudly presented by Campbelltown City Council”, with three major sponsors and four minor sponsors. There were concerns that the new “Run4Fun” event from the “City2Surf” event management team being staged at Homebush on the same day might adversely affect entrant numbers. While the inaugural Homebush event reported a field of 5000 runners, Council’s event was well supported by the local community and attracted over 850 entrants. This was a small increase on last year’s numbers and a significant increase on the 635 entrants registered in 2005 when Council first assumed responsibility for management of the event. Councillor Chanthivong and Professor Anne Cusick, the UWS Campbelltown Campus Provost presented the awards and prizes. While Council has strengthened its partnership with UWS in the planning of the event, the success of the event is due largely to the expertise and enthusiasm of the Campbelltown Joggers Club. The Club once again provided over eighty volunteers to ensure the event ran smoothly and the results were processed accurately on the day.

Due to the Ceremonial Lawn at UWS undergoing renovations, the traditional location for the start/finish area and presentation ceremony was moved to the new School of Medicine area. This proved to be suitable, although greater expenditure on hire equipment was necessary, resulting in the event making a small loss of $900 to Council.

That Council manage future Fisher’s Ghost Fun Runs using the event management structure established for this year’s successful event. Purpose

To advise Council of the programme of events scheduled for summer across Council’s Library service.

Report

A diverse range of activities have been planned during the Summer holiday period as part of the Library Service’s ongoing extension programme. Highlights of the January 2010 holiday programme include a creative writing workshop that will be conducted by the Children’s Librarian for five to twelve year olds. The workshop will comprise of exercises in using your imagination, choosing characters, developing plots and hints and tips for writing short stories. A “Where’s Wally” book character party will be hosted at HJ Daley library, which includes indoor games and a treasure hunt. Two Circus Skills Workshops will be held at Glenquarie and Minto libraries. Clowns will visit the libraries and show children how to juggle, spin plates, spin stix, hula hoop and play Diablo. The youth holiday programme includes a gaming workshop, presented by The Games Workshop, Macarthur Square. Participants will be introduced to Warhammer 40,000, a tabletop battlegame of the far future. Games can vary in size from small skirmishes of just a few dozen models per side, to massive clashes with hundreds of miniatures. Participants will get hands on experience with painting models and devising games strategy. Bookalicious, our junior reading programme, will be expanded with the addition of a monthly afternoon club for members. The club will commence in February 2010 and be held at HJ Daley Library, on a Wednesday afternoon from 4.00pm-4.45pm. Bookalicious members will participate in craft, games and stories.

The popular Baby Read and Rhyme time sessions continue to expand with Ingleburn Library starting a session in February 2010. This will be in addition to sessions currently running at Campbelltown, Eagle Vale and Glenquarie libraries. In October of this year forty eight babies and parents attended a session at the HJ Daley Library. At the commencement of the new academic year library services will promote Council's online tutoring service, Your Tutor, with an opportunity for students to win a promotional pack through a quiz competition. The Your Tutor prize pack includes branded material such as a mug, pen, and mouse pads. Your Tutor continues to grow in popularity with school students. Your Tutor was accessed by 892 students from January – October 2009, an increase of 343 students for the same period for the previous year.

• Campbelltown Swimming Centre had three schools cancel for weekly attendance during this period which would account for approximately 1200 attendances.

• Eagle Vale Central has recorded a significant increase in attendance through the fitness program/gym, aqua and circuit resulting in above average income for this period. Eagle Vale Central Learn to swim program maintained strong attendance over this period delivering a school learn to swim program in September.

• Minto Indoor Sports Centre saw a small increase due to events being held at the centre. • Campbelltown Athletics Centre- No decrease in actual school bookings but a decrease in

school participant number from 2008. • Campbelltown Sports Stadium attendances had a decrease in attendees due to the

construction of the Staduim and the reduction in approved games. No Wests Tigers home games held in this period due to the construction restrictions. One NRL game and one Sydney FC game held in this period in 2008.

• The Bicycle Education Centre had an increase in attendances due to the Bicycle Education and Recreation Officer position being filled, bringing improvements to the centre and its programs.

• Sporting Ground attendances are based on registered players per season, and identify two uses, per player each week. Usage has remained stable.

• School Sport is estimated at 50% of summer season usage. This has remained constant. • Campbelltown Skate Park usage both formal and informal is the same as previous period. Health Promotion

YOUTH AND ATSI

CHILDRENS SERVICES

Fifty three children from an Aboriginal/Torres Strait Islander background access Council's Childrens Services. There is one staff from an Aboriginal/Torres Strait Islander background in Council's Childrens Services.

ARTS CENTRE During this quarter Arts Centre staff developed and managed the following Youth and Indigenous programs. NAISDA Residency Program - 'The Ink is Black, the Page is White' Campbelltown Arts Centre in partnership with the National Aboriginal and Islander Skills Development Association Dance College (NAISDA), presented an Aboriginal community dance development project The Ink is Black, the Page is White for Aboriginal dance students from secondary schools in South- west Sydney. The project featured a workshops program and a performance showing. The workshop program (3 – 7 August) provided school students with the opportunity to learn and develop new skills and new forms of both traditional and contemporary Indigenous dance practice. The school students will work with senior students from NAISDA, Australia’s most acclaimed tertiary Indigenous dance training institution, and renowned Indigenous independent dance choreographer Vicki Van Hout. The school students in collaboration with NAISDA students and staff then performed for elders, families, community representatives and teachers to showcase the skills and dance work developed throughout the workshops program.

The performance showing on 7 August 2009 was based on the life stories of local Aboriginal Elders. The stories are taken from Campbelltown Arts Centre’s community cultural development project, Tell Me My Mother and My Father My Brother which aims to promote learning, respect and understanding between generations. The Ink is Black, the Page is White follows the successful 2005 inaugural partnership initiative between Campbelltown Arts Centre and NAISDA, the 2007 project with NAISDA and acclaimed theatre director Wesley Enoch, and the equally successful 2008 project with NAISDA and Indigenous theatre director Wayne Blair. Black2Blak3 – NSW Aboriginal Visual Arts Conference

Black2BLAK3, an all Aboriginal speaker art discussion, was held at Campbelltown Arts Centre over two days from 4-5 September 2009. Black2BLAK3 was the third of three conferences convened by Campbelltown Arts Centre in partnership with Arts NSW, focusing on the art practice of Aboriginal New South Wales. Black2BLAK3 was the third of three conferences convened by Campbelltown Arts Centre focusing on the art practice of Aboriginal NSW. The premise for these conferences was that even though there have been innumerable auctions, conversations, discussions, discourses, meetings and reports on Aboriginal Art, there have been few created for and by Aboriginal artists themselves. This year consolidated the thoughts of previous keynote speakers with fresh inclusions to distil the observations and insights of the past three years with the dramatic changes to our social, political and physical environment. Parliament NSW Aboriginal Art Prize The Parliament of NSW Aboriginal Art Prize was established in 2005 and is developed in partnership between the Parliament of New South Wales and Campbelltown Arts Centre, and receives support from Arts NSW. The Parliament of New South Wales Aboriginal Art Prize is awarded annually to an Aboriginal Artist who belongs to a NSW language group or was born in NSW and was on show at Parliament House from 30 September – 29 October 2009. The Prize has an award of $20,000 and the winning work is acquisitive to the Parliament of New South Wales. The 2009 winner was Roy Kennedy who awarded the prestigious prize for his work Missing Series 2. Kennedy was born in 1932 at Darlington Point, near Griffith, and belongs to the Wiradjuri language group. In addition to the Parliament of NSW Indigenous Art Prize, there was a second award, the College of Fine Arts (COFA) Professional Development Award. The winner of this Award was Penny Evans for her three piece work Dispersion of the Old Girls. Penny’s mixed media works on cardboard are a depiction of her family history, featuring her mother’s Grandmother and Aunty. The works are about assimilation and depict racist stereotypes and dispersion that caused the Evans family to disappear from the Mungindi area in the 20th century. The COFA Award provides Penny with the opportunity to investigate a project during a residency that utilises COFA’s arts and teaching resources that will culminate in a solo exhibition at COFA in 2010.

A regional tour of selected works from the 2009 finalists will be exhibited throughout 2010 at Albury Art Gallery & Library Museum, Port Macquarie Hastings Regional Gallery, Gosford Regional Gallery, Northern Rivers Community Gallery and for the first time, the exhibition will travel outside of New South Wales to Rockhampton Art Gallery, Queensland. The regional tour is managed by Museums and Galleries New South Wales. A series of workshops to support the regional tour has been developed in partnership with Arts New South Wales, and the exhibition will also include an education resource. Alexis Wright Masterclass – Sydney Writers Festival Campbelltown Arts Centre presented a two day workshops program for young Aboriginal writers from across Australia on 10 and 11 July as part of NAIDOC Week 2009. The first day of workshops was for Aboriginal writers from the Young Indigenous Writer Initiative with Djon Mundine, Campbelltown Arts Centre Indigenous Curator Contemporary Art and Alexis Wright, 2007 Miles Franklin Literary Award winner. The workshops involved discussion and writing exercises. The second day of workshops was a program entitled Young, Gifted and Black, that provided young local and interstate Aboriginal writers with a unique opportunity to read from their writings and workshop their words with Alexis Wright. Also, Alexis Wright shared her own work with the young writers, and there was a reading by local award winning writer Ruby Langford and poet Norm Newlin. The Young Indigenous Writer Initiative supports young Indigenous writers to improve their skills and get their work published. The young writers come from different places and backgrounds but all share a passion for Indigenous languages. Once they are accepted into the program they are mentored by an Indigenous professional writer to create a story for FATSIL’s Voice of the Land magazine – a collection of stories, artwork, images, poems and thoughts that celebrate the colour, depth and joy of Indigenous languages.

More Than My Skin – Touring Exhibition to the Northern Territory More Than My Skin is an exhibition that brings together the work of six of Australia’s leading Aboriginal photographers. More Than My Skin is curated by Campbelltown Arts Centre’s Indigenous Curator – Contemporary Art, Djon Mundine OAM. The exhibition premiered at Campbelltown Arts Centre in 2008 and will now embark on a six month tour of the Northern Territory. The exhibition will be on show as follows during the period July-September 2009:
