This guide will demonstrate how to report the production and consumption of electricity at a facility.

You are required to report the production of electricity at your facility if you have the capacity to generate 0.5 megawatts or more of electricity in each generating unit, or you generate over 100,000 kilowatt hours of electricity in a reporting year per unit.

When reporting electricity production, you need to report the fuel or energy source used to generate the electricity, the production of the electricity and the consumption of any electricity that has been generated for use onsite.

Electricity is typically produced at dedicated power stations that can be powered from coal or gas, renewable sources such as solar, wind farms or hydro-electric schemes.

Electricity is also generated in cogeneration facilities, landfills, where methane gas is captured and supplied to a generation unit, or in large transport facilities such as ships and diesel-electric locomotives.

You are required to report the consumption of electricity if you have generated electricity for onsite use or have consumed purchased electricity from either the main grid in a state or territory or from another source which results in scope 2 emissions.

The reporting of scope 2 emissions is covered in a different presentation.

When reporting electricity production, you are required to identify the fuel or energy source being used to generate electricity. Reportable fuels which are combusted in a thermal generation process are listed in Schedule 1 of the National Greenhouse and Energy Reporting (Measurement) Determination 2008 (The Determination).

The reportable energy sources are Solar, Wind, Geothermal and Water.

When generating electricity, you are required to report the amount of electricity generated and supplied to the main grid in a state or territory, the amount supplied to a grid other than the main grid, and the amount generated for use onsite. Each of these amounts needs to be reported separately.

If you are generating electricity for use onsite, that amount should also be reported as consumed at the facility if the amount triggers the reporting threshold.

In this example, a facility combusts a reportable fuel for the purpose of generating electricity through thermal generation. The amount of fuel combusted needs to be reported.

The facility supplies most of its electricity to the main grid in a state or territory. The amount of electricity supplied to the grid also needs to be reported.

The facility also generates electricity for use onsite. This amount needs to be reported separately to the amount supplied to the grid.

Finally, any amount generated for use onsite needs to be reported as consumed. The amount consumed cannot be less than the amount generated.

Emissions and energy data, that is required under the NGER Act, is reported using the Emissions and Energy Reporting System (EERS), an online reporting program administered by the Clean Energy Regulator.

You are required to report electricity production and consumption for each of your facilities assuming reporting thresholds have been met.

We will commence by reporting the fuel used to generate electricity.

In this demonstration, liquid fuel will be combusted, but you can also combust solid and gaseous fuels and generate electricity from other sources such as solar, wind, geothermal and hydro.

Now, select ‘Emissions released’ from fuel use by certain industries (including electricity generation) from the ‘Source’ drop-down menu.

Select the appropriate fuel being used to generate electricity from the ‘Activity’ drop-down menu.

Since we are combusting liquid fuels to generate electricity, select ‘Electricity production – Liquid fuels’.

Next, select the appropriate fuel from the ‘Fuel Type’ drop-down menu.

The ‘Measurement Criterion’ drop-down menu determines how the fuel has been obtained.

See the National Greenhouse and Energy Reporting (Measurement) Determination 2008 for a description of available criterion.

Next, select the unit of measurement and the amount of fuel being combusted.

Remember, if you are combusting liquid fuels, the amount will be reported in kilolitres.

The method relates to how the emissions from the combustion of fuel are calculated.

Select the appropriate method from the list of available options for the reporting of emissions of carbon dioxide.

If you select ‘Method 1’, the default emissions and energy factors will be used by the system.

Electing to report using a higher order method will require additional information to be entered.

Repeat the previous step for the reporting emissions of methane and nitrous oxide.

Since we are combusting a fuel to generate electricity, select ‘Electricity (thermal generation)’ from the ‘Activity’ drop-down menu.

If you are generating electricity using a different activity, such as wind or solar, then you would make the appropriate selection from this menu.

The next step is to report where the electricity will be supplied. The options are: ‘For use onsite’, ‘For use offsite on grid’, and For use offsite not on grid’.

If electricity is being supplied to multiple destinations (i.e. for use onsite and for use offsite to grid) then each instance must be reported as a separate activity.

In this example, ‘For use onsite’ has been selected.

Next, enter the amount of electricity generated for the use in the ‘Quantity’ field.

The default unit of measurement is kilowatt hours (KWh).
