The CoM business mission profiled Melbourne’s industry capabilities in bio-technology, clean technology and sustainable urban design. Nine companies (15 delegates) were recruited to participate in the mission, on a fee for service basis. A comprehensive program of pre-mission briefings, one on one business matching programs and networking events were coordinated in each city. High level meetings were held with the recently re-elected Mayor of Osaka, Mr Toru Hashimoto, and the Mayor of Tianjin, Mr Huang Xiangguo. 4. The delegation was accompanied by the Chief Executive Officer, Manager Business and International and an International Advisor. Their roles were to facilitate introductions between Melbourne business executives and overseas counterparts, assist and advise the Lord Mayor and Councillors and coordinate on-the-ground logistics and arrangements. The Melbourne Office Tianjin also provided in-country support in China. Key issues 5. Purpose and background

1. To report to the Future Melbourne Committee (FMC) on the travel undertaken by Lord Mayor Robert Doyle, Councillor Kevin Louey and Councillor Beverley Pinder-Mortimer to Osaka, Japan and Beijing and Tianjin, China associated with City of Melbourne (CoM) business mission from 23 to 30 March 2014.

Finance

1. The cost associated with Councillor participation by the Lord Mayor and Councillors Louey and Pinder-Mortimer was $27,917.02. This comprised of the following:

1.1. $11,444.58 for the Lord Mayor which included airfare ($7795.52, accommodation ($2055.54), sustenance ($1206.84) and incidentals ($386.68)

1.2. $7858.26 for Councillor Louey which included airfare ($5750.72, accommodation ($1568.70), sustenance ($53.32) and incidentals ($485.52)

1.3. $8614.18 for Councillor Pinder-Mortimer which included airfare ($6802.42), accommodation ($1551.64), sustenance ($137.37) and incidentals ($122.75)

2. No member of Council staff, or other person engaged under a contract, involved in advising on or preparing this report has declared a direct or indirect interest in relation to the matter of the report.

Stakeholder Consultation

3. A comprehensive program of pre-mission briefings, one on one business matching programs and networking events were coordinated in each city. These were facilitated with the assistance of Austrade (Osaka), Victorian Government Business Office (Tokyo), International Business Partner City Council (Osaka), Melbourne Office Tianjin and the Tianjin Commission for International Trade and Commerce.

Relation to Council policy

4. The Director, City Business has confirmed that the travel costs accord with the requirements of the travel guidelines outlined in the Councillor Expenses and Resources Guidelines.

5. The travel, as part of the City of Melbourne’s business mission, aligns with Council Plan 2013–17. It aligns with Goal 3: a prosperous city and the four year plan outcomes of a sustainable and resilient municipal economy that is globally connected.

6. The International Engagement Framework, endorsed by Council in April 2010, has identified building prosperity through increasing exports and inwards investment in Melbourne key industry sectors as a priority for its relationships with Osaka and Tianjin.

Environmental sustainability

7. The travel facilitated opportunities for Melbourne businesses in the clean energy, urban design and sustainable building sectors to gain a stronger understanding of current market opportunities in Osaka, Japan and Beijing and Tianjin, China for their products and services. The Lord Mayor profiled Melbourne’s sustainability credentials and business capabilities throughout the mission in high level meetings with civic and business leaders.

8. The carbon emissions resulting from air travel was offset with the purchase of credits.

OUTCOMES AND BENEFITS OF TRAVEL

Key facts 1. Businesses participating in the mission were Cancer Trials Australia, EcoEnergy Ventures, Olga

Tennison Autism Research Centre at La Trobe University, RMIT University, Studio505, Synergetics, Hassell, Melbourne Tigers Basketball Team and Sabelberg Morcos Lawyers.

2. The aim of the mission was to expose these businesses to the Asian market using City of Melbourne’s long term partnerships with Osaka (36 years) and Tianjin (34 years).

Outcomes 3. Met Mayor Hashimoto, who had been re-elected as Mayor of Osaka on Sunday 23 March.

4. Met with Mayor Huang Xingguo, Mayor of Tianjin an enthusiastic advocate of Melbourne/Tianjin relationship.

5. Five MOUs during the business mission - a critical step in formalising business partnerships and creating opportunities between businesses. The Lord Mayor (on behalf of the City of Melbourne) signed with Mayor Huang (on behalf of the Tianjin Municipal People's Government) an MOU regarding the ‘Building Beautiful Tianjin’ project which is part of an ambitious Chinese national initiative which is worth up to AUD $1billion and designed to improve water and air quality in Beijing, Tianjin and Hebei provinces and surrounding areas. The MoU aims to unlock business opportunities for Melbourne firms. The mission was proud to be able to showcase Melbourne’s impressive capabilities in the areas of bio-technology, clean technology and sustainable urban design.

6. A further proposal was discussed that outlined a University concept, which would be a development of an off shore campus of a Melbourne university in Tianjin.

7. Other MOUs included:

7.1. City of Melbourne and Tianjin Food and Drug Administration Bureau

7.2. Latrobe University (Olga Tennison Autism Research Centre) and Nankai University

7.3. RMIT University and Tianjin Quality Administration Bureau

7.4. Melbourne Tigers Basketball team and the Tianjin Ronggang Basketball Club

7.5. Sabelberg Morcos lawyers and Zhangying Law Firm.

8. Tianjin Municipal People’s Government indicated they would be dispatching two high level missions to follow up opportunities identified during the City of Melbourne mission.

Benefits

9. Benefits will accrue to the City of Melbourne in both the short and long term and include:

9.1. Reinforced Melbourne’s commitment to our longstanding sister city relationships. In Osaka, the visit was used to mark the 35th anniversary of the sister city relationship and renewed high level civic connections, given the most recent Lord Mayoral visit was in 2008 and changes in senior leadership in both cities since that time.

9.2. Strengthened connections with Australian in-country representatives through in-depth meetings with the Australian Consul General in Osaka (Ms Catherine Taylor) and Her Excellency Ms Frances Adamson, Australian Ambassador to the People’s Republic of China and the respective

Victorian Commissioners in Japan and China (Mr Adam Cuneen, Tokyo and Mr Patrick Stringer, Shanghai).

9.3. Identified significant business opportunities and market intelligence for Melbourne business community in the targeted sectors and created an effective platform for Melbourne companies to engage with these market opportunities through high-level city to city engagement.

Next steps 10. Meeting with Mayor Huang Xingguo was very positive and as a result he has set up working groups

comprised of high level officials to follow up projects we discussed during our meeting including Beautiful Tianjin, follow up of MOU’s signed and exploring further opportunities for Melbourne universities in Tianjin. Mirror groups will be established with key stakeholders in Melbourne.

Osaka – general comments 11. Osaka and Melbourne are both cities in economic transition – from manufacturing to the knowledge

economy. Osaka is home to over 100,000 small to medium size enterprises that are looking for international business opportunities. Similarly Melbourne businesses (over 19,000 SMEs within the City of Melbourne) are seeking new opportunities in a globalising economy. Following conversations between the Lord Mayor and Director-General Inoue from City of Osaka’s Economic Strategy Bureau, City of Osaka are now investigating exchange and information sharing opportunities between Melbourne and Osaka healthcare and research institutions.

Tianjin – general comments 12. Tianjin is one of China’s leading cities that are also experiencing transition. The city’s leaders are

committed to making significant improvements to its environment including tackling issues such as air and water pollution through the ‘Building Beautiful Tianjin’ project.

13. Tianjin is also working actively to protect its built heritage through urban renewal projects that are clearly influenced by what its leaders have seen in Melbourne.

Mission highlights 14. Knowledge Capital, Osaka – an integrated urban renewal project adjacent to Osaka Station which has 2.5

million people a day transit through it (7 ha site), high levels of energy efficiency, commercial development that provides meeting, office and workshop spaces for new, knowledge based companies.

15. Meeting with Sanoyas, Osaka – builders and owners of Melbourne Star. The company started as a ship building company in 1911.

16. Muscle Corporation is an Osaka based robotic company. The company developed COOL MUSCLE high performance compact electric motors. The delegation ‘met’ Yume Robo’ the climbing robot that was seen scaling the outside of the Japanese pavilion at Shanghai World Expo 2010.

17. Visit to the Tianjin Cotton Three Creative blocks project was impressive. When completed, this urban renewal project will house creative and workshops in a former 1930’s factory (which was Italian owned and built complete with terrazzo flooring). The new project will include apartments, office and retail spaces, 20 minutes from the CBD of Tianjin, adjacent to the Hai He River

Civic mission program and key discussions summary

Day 1:    Sunday 23 March, Osaka Japan 

Activity  Key Messages 

Briefing provided by Australian  Consul General Ms Catherine Taylor/Victoria Trade Commissioner Mr Adam Cunneen 

Overview provided on the general Japanese economic situation and specific details of current Osaka situation, including the impact of national government initiatives “Abenomics” to stimulate the Japanese economy.   There was also discussion of long standing development of a free trade agreement between Australia and Japan and the opportunities that it could generate for Melbourne businesses. 

60% of Osaka’s economic activity is generated by SME’s who are more cosmopolitan in their outlook and have a different from the economic structure in Tokyo.  

The COM mission is seen as a good model, with focused company participants and attention to the details of business one to one matching.  Opportunity to work with VGBO and Austrade great example of three tiers of government working together.  

Ms Taylor stressed the importance of companies pro‐actively following up contact they have made during the mission and returning to market to pursue real opportunities.  

   

Day 2:    Monday 24 March, Osaka Japan

Osaka City University Centre for Health Science Innovation 

Grand Front Osaka is a significant urban renewal project (24 ha site to the north of Osaka Station –a hub for national, regional and city rail services) which involves the transformation of former railway yards. Over 2.5 million people pass through the station complex on a daily basis. Phase one (7 ha) is being developed as a mixed use development including office and retail space, residential apartments, hotel and public space.  Many sustainability features have been incorporated in the overall design including greenery, natural daylight and ventilation and energy efficiency.   

‘Knowledge Capital’ is one component of Grand Front Osaka development, which provides a co‐working space and exhibition centre for innovative businesses in Osaka.  This was a development, funded by all the companies involved in the Grand Front Osaka project, effectively as a developer contribution.  Companies and individuals use the space through the payment of an annual membership fee.   

 

The Health Innovation Centre provides a ‘self checking’ centre for patients on a basis of an annual membership fee. A particular focus of the centre’s research is chronic fatigue.   The centre also provides seminars and conferences and uses the data collected for research. The Osaka City University has a number of active collaborations with hospitals throughout Osaka.  

Business networking event 

The event provided an opportunity for mission delegates to promote their capabilities to range of Osaka peak industry bodies to develop relationships with potential  companies

To promote further business exchanges and collaboration opportunities between the two cities. 

Site visit 2 ‐ Abeno Harukas building site 

Abeno Harukas building is Japan’s tallest building and with its earthquake‐resistant technology has secured the highest safety levels against. It is rich in CO2 emission

Osaka City University Hospital Medicity centre  

reduction and energy saving technologies including biogas power generation for energy recovery and its void atrium design for improved sunlight and air circulation.  

MedCity 21   

Osaka City University Hospital established the Advanced Medical Centre for Preventive Medicine MedCity21 on the 21st floor of the Abeno Harukas Building in Osaka in April 2014. It is the first medical centre in Japan of its kind set up by a public university.   One of the objectives of the centre is to increase the rate of cancer screening within the Osaka population, which is currently at a low level compared to Japan and Australia.  It is anticipated 10,000 people will use the centre on an annual basis at full cost to the patients. 

MedCity21 will make use of the highly skilled staff and advanced medical technology of Osaka City University Hospital, cooperating with regional medical care providers for the early detection and treatment of diseases such as cancer, strokes, heart disease, diabetes, mental disorders, liver and lifestyle diseases. The emphasis of its activities will be on health screenings. Additionally, a women’s health clinic (obstetrics and gynaecology, dermatology) and other specialized outpatient clinics will be available. 

An advanced Medical Research Centre for Preventive Medicine will be established to set up and manage a bio‐repository or bio‐bank, containing medical data and materials such as blood, urine samples and DNA. The aim is to deepen the understanding of cause and effect of diseases and ultimately to improve or find new examination methods, treatments and biomarkers, using the research and analysis potential of the Faculty of Medicine. 

City of Osaka Welcome  Reception 

 

The welcome reception was hosted by Deputy Mayor Murakami and President Kinoshita and attended by a range of business and civic leaders, who have been association with the Melbourne Osaka sister city relationship during the past 35 years.  

 

Day 3:   Tuesday 25 March, Osaka Japan 

Activity  Key Messages 

Meeting with Sanoyas Holdings Corporation 

President Takashi Ueda 

President Ueda provided a comprehensive briefing on the business activities of Sanoyas Corporation, which started as a ship building company in 1911.  Sanoyas  Rides Corporation, a subsidiary of Sanoyas Holdings Corporation built and now owns the 117 mtr tall Melbourne Star Observation Wheel (the Wheel), which makes it the largest ferris wheel in the southern hemisphere.   

 

The Wheel has 21 cabins with capacity of 20 people per cabin with one complete rotation taking 30 minutes. It provides uninterrupted 360‐degree views of up to 40 

kilometres (it has a unique 7‐pointed star structure which represents the 6 states and territories (as one) and is equipped with LED lighting capable of a variety of presentations. 

 

The Wheel had its grand opening on 12 March. 2014.  The Lord Mayor remarked that the Melbourne Star is now a significant symbol in Melbourne given its prime location on the gateway to the city and magnificent light show at night.

Mayor Hashimoto welcomed the Lord Mayor and Councillors to the City of Osaka and advised that he had been re‐elected as Mayor of Osaka on the previous Sunday.

Osaka City Council chamber tour – hosted by President Kinoshita, president of the Osaka City Council.  

 

Mayor Hashimoto indicated that Osaka valued its relationship with Melbourne particularly via the sister city connection and our active membership of the Business Partner City network.  He outlined the recovery that was underway in the Osaka and Japanese economy more generally after a long period of depression.  Osaka is now adopting new approaches to economic redevelopment and is considering opportunities such as a casino and integrated resort to attract visitors to the city.  

Lord Mayor responded outlining the purpose of the civic and business mission to strengthen the city to city connections and identify opportunities for ongoing business collaboration in the Cleantech, urban design and biotech/life sciences sector. 

The Lord Mayor and Mayor agreed that both Melbourne and Osaka are cities in economic transition, from manufacturing to knowledge based industries and there are many opportunities for sharing of information and experience between the cities, that will lead to positive economic outcomes. 

 

The Lord Mayor and Councillors received a personally guided tour of the City of Osaka council chamber hosted by President Kinoshita. 

Eighty six (86) councillors, who represent five political factions make up the Osaka City Council and elected for a four year term.  The council chamber also has a public and press gallery.  The Council elects its own President, Vice President and Chairs of standing committees and approves the Deputy Mayors and Treasurers appointed by the Mayor (who is directly elected).   The Council meets three times a year (each sessions for a duration of one to two months)

Muscle Corporation ‐ Robotics in health care company introduction and technological demonstration: 

1. Robohelper Sasuke 

2.  Robohelper  Love   NHK  Interview with  the Lord  Mayor  ‐  3mins (English) 

The Lord Mayor and Councillors received a company briefing from President of Muscle Corporation Mr Tamai, its development during the past 25 years.  Mr Tami’s quest has been to develop robots that have more ‘human like’ movement and has used detailed analysis of human movement to achieve this design objective. Demonstration of ‘Cool muscle’ – magnetic encoded motor that enables smooth motion and high accuracy positioning. These motors were used in the ‘Yume Robo’, the robot that climbed the outside of the Japanese pavilion at Shanghai World Expo 2010.  Two health care robots ‘Robohelper Sasuke’ (which assist with lifting and moving patients) and ‘Robohelper Love’ (which aims alleviate the need for bedpans for patients who are unable to move) were also demonstrated.  Opportunities for business and research collaborations were discussed. 

 

Melbourne Bio and Eco‐design Business Seminar and networking

Business roundtable with Beijing industry leaders  

Councillor Louey welcomed delegates to the business roundtable, which was co‐hosted by the City of Melbourne and Invest Beijing.  The Roundtable provided an   opportunity for delegates to gain information about Beijing business environment and development trend, meet and promote their businesses to Beijing business leaders and build connections with their potential counterparts.  The event was attended by approximately 40 business representatives. 

The Lord Mayor also briefly attended the roundtable, following his civic program commitments to emphasis the strength of Melbourne’s business capabilities, represented by the mission delegates.     

Lord Mayor courtesy call with Deputy Chair of the Beijing Municipal People’s Congress 

Lord Mayor and Councillor Pinder‐Mortimer met with Mr Liang Wei, Deputy Chairman of the Beijing People’s Congress, at the Congress building. Prior to the courtesy call the Lord Mayor and Councillor Pinder‐Mortimer were shown the congress chamber, where the seventy members of the standing committee met ten times a year.  Members are elected for a five year term. 

Deputy Chairman Wei warmly welcomed the Lord Mayor and Councillor on behalf of the Mayor of Beijing and spoke positively of his personal memories of a visit to Melbourne in the late 1990’s. The Lord Mayor and Deputy Chairman discussed opportunities for exchanges in legislative and governance and share business, innovation and education strengths of Melbourne and Beijing.  The Deputy Chairman mentioned the considerable challenges facing the Beijing Government with a population of 20 million, increasing population growth, traffic congestion, air pollution and limited water resources.    

 

Mission briefing with Australian Embassy, Austrade and VGBO officials  

Civic and business mission delegates received a detailed briefing on the current economic, political and government priorities in China from HE Ms Frances Adamson, Australian Ambassador to the People’s Republic of China, Mr Allan Morrell, Senior Trade Commissioner, Austrade and Mr Patrick Stringer, Victorian Commissioner for Greater China.   The Australia China, Victoria/China and Melbourne Tianjin relationships were all judged to be in a very ‘healthy’ state, supported by regular and high level business and government to government exchanges.  The three key opportunities for business are driven by China’s increase urbanisation, need for services and increased awareness (and the national government commitment to tackle) air pollution. 

Day 5:  Thursday 27 March, Tianjin China

Courtesy call with Mayor Huang Xingguo 

Mayor Huang Xingguo warmly welcomed Lord Mayor, Councillors and business delegates to Tianjin.  He sincerely thanked the Australian Government for its leadership role in the ongoing search for the Malaysian Airlines flight MH370 – as 15 of the missing 150 Chinese passengers were residents of Tianjin.  

Mayor Huang recalled his visit to Melbourne in 2010 and his lasting impressions of the city, the blend of the old and the new, education and health care, sport and city management. Mayor Huang also provide a briefing on the current economic situation in Tianjin with a GDP growth of 12.5%, development of the new free trade zone and the priority placed by President Xi Xingping on coordinated development between Tianjin and Beijing. 

Mayor Huang described the objectives of ‘Building Beautiful Tianjin’ project  and its priorities to reduce air and water pollution and the ambitious three year targets of

reduced coal consumption (by 3 million tonnes), reduction in car purchases (by 300,00 a year), improved and upgrade fuel consumption of existing vehicle fleet, comprehensive treatment of waste water and extensive tree planting program.  

Mayor Huang discussed with the Lord Mayor the opportunity for a Melbourne university to open an off‐shore campus in Tianjin focusing on sustainability, urban design.  The Mayor described a project he had led when he was the Party Secretary in Ningbo which led to the opening of the first off shore campus of the University of Nottingham in the mid 1990’s. 

  

Signing of Memoranda of understanding 

Six memoranda of understanding were signed, in the presence of the Lord Mayor and Mayor Huang. 

Business roundtable with Tianjin industry leaders  

Councillor Louey and Councillor Pinder Mortimer attended the business roundtable co‐hosted by Tianjin Foreign Affairs Office and Tianjin Commission of Commerce.  The event showcased the mission delegates to promote their businesses to Tianjin business leaders and to seek potential business deals with their counterpart and demonstrated Melbourne’s capabilities in sustainable urban design, green technology and biotechnology. 

11 mission delegates representing 7 organisations will be attending the roundtable to have the opportunity to meet with Tianjin industry leaders from relevant government agencies, industry associations and businesses. 

 

Site Visit 4  – 

Tianjin Arts Centre 

Lord Mayor and CEO were provided with a tour of the Tianjin Cultural precinct which includes a Grand Theatre (opera, theatrical and musical performances), Tianjin Natural History Museum, Tianjin Art Gallery and Tianjin Library.  The site is also flanked by the Citizens Plaza/Galaxy Shopping Centre and an artificial lake (100,000 sq metres which has a state of art musical fountain).    

Visit and roundtable Nankai University  

The Lord Mayor, CEO and representatives from the Olga Tennison Autism Research Centre of LaTrobe University were welcomed by the Vice President of Nankai University.   

The Lord Mayor discussed Melbourne’s capabilities in biotechnology and medical research. And to encourage medical exchange and knowledge sharing between the two cities. 

The round table session was hosted by the School of Medicine of Nankai University. The Centre for Behavioural Sciences (CBS) under the school and Olga Tennison Autism Research Centre (OTARC) of La Trobe University have been delivering a joint program to help early identification of autism spectrum disorders in Tianjin. OTARC has provided their technology to CBS free of charge as well as training to paediatricians in Tianjin to screen 100,000 children between 12‐24 months from 2013‐2020. The project is the largest of this kind within the two countries so far.  Opportunities for further collaborations were discussed. 

Day 6:  Friday 28 March, Tianjin China

 Tianjin key government project ‐ Tianjin Cotton Three Creative Blocks 

The Cotton Three Creative Blocks is a key project of the Tianjin Municipal Government. The project includes construction of 13 new buildings and renovation of nine buildings from the former No 3 Cotton Mill site. Total construction area is 234,000 square meters. 

 

The project plan entails two major objectives: 

1. To create a new urban complex project alongside the river, covering an area

Visit to City of Melbourne representative office in Tianjin (MOTJ) 

Councillor Louey, Councillor Pinder‐Mortimer and CEO visited the Melbourne Office Tianjin and received a briefing from Dr Wei Chaoyi on current priorities and projects of the office.  Plans for post mission follow up actions were also discussed.  The critical role of the office in supporting the business, educational and city to city relationships was recognised by Councillors and the CEO and all staff were congratulated on their contribution to the ongoing success of the relationship.

Briefing by Tianjin Commission of Commerce regarding retail sector including site tour to Bin Jiang Do shopping street 

Councillor Pinder‐Mortimer received a briefing from the Tianjin Commission of Commerce on the retail sector in Tianjin from Mr Li Hong, a graduate of the 15th group of Tianjin Government Leader training program.  Mr Hong recalled his fond memories of his time in Melbourne and the deep impression he had of the city, its environment and culture. 

Tianjin is positioning its self as a transport and business hub in northern China, with extensive road, rail and shipping links.  Tianjin experienced 12.5% GDP grown and a 14% growth in retail sales in 2013.  The purchasing power of residents is growing, there has been a rapid growth in department stores and ecommerce.  Tianjin has developed a retail strategy, embracing wholesale and retail, city wide and local centres with a pro‐active strategy to attract international investment.  

Councillor Pinder‐Mortimer visited Bin Jiang Do shopping street, which was pedestrianized over 15 years ago with major international and domestic brand stores along its length.

Closing mission event co‐hosted by City of Melbourne and the Tianjin Commission for Commerce and Tianjin CCPTI.  This event provided an opportunity to network with a range of business, civic and departmental leaders in Tianjin who have been involved in the Melbourne Tianjin relationships during the past 15 years, and further one on one business discussion from earlier business matching session.

Business Mission participant feedback and evaluation Evaluation of the outcomes of the March 2014 City of Melbourne (CoM) business mission to Japan and China has comprised the following to date:

1. Online survey of business delegates, conducted from 14 April –28 April 2014.

2. Debrief meeting with business delegates held on 29 April 2014, attended by the Deputy Lord Mayor, Cr Pinder-Mortimer, facilitated by the Chief Executive Officer and arranged and attended by City Business division officers.

The purpose of these evaluation activities is to better understand the mission’s points of difference, short-term outcomes and Council’s role in achieving these outcomes. In March 2015, telephone and/or face-to-face discussions will be held with business delegates to discover longer-term outcomes. FEEDBACK TO DATE Online Survey Seven of the 15 business delegates responded to the online survey, which is a healthy response to this type of survey. Key feedback included:

• All the respondents were very satisfied with the organisation of mission logistics.

• All the respondents were satisfied or very satisfied with the number and relevance of the business introductions (business matchings) they received during the mission.

• As a result of the mission, several of the delegates had already received requests for a

quotation or other sales or investment inquiry –just one month after mission. Debrief meeting Nine executives attended the debrief meeting. They represented seven of the nine businesses that participated in the mission. Business delegates praised the following aspects of the mission:

• The scheduling, communication and organisation of the mission. Two delegates commented “I’ve participated in lots of trade missions but have never seen anything like this”.

• The Lord Mayor and Councillors’ participation in the mission was greatly appreciated as it

elevated the way the mission was received and reciprocated.

• Integration with other arms of government including Austrade and the Victorian Department of State Development, Business and Innovation (DSDBI) including its overseas Victorian Government Business Office (VGBOs).

Business delegates identified the following opportunities for improvement:

• The pre-departure briefing could be more experiential, to emphasize to business delegates, the importance of refining their presentations and marketing materials for different cultural contexts including translations.

• Online promotion of business delegates and the mission, both before and after the mission.
