It seems that 2005, Child Care Resources’ 16th year, was one in which the stars aligned for early learning with every sector of our community coalescing around the importance of this issue. Here are just a few examples:

Our newly-elected Governor made education and early learning signature issues of her fi rst term. With her leadership, and the work of long-time advocates such as Representative Ruth Kagi, we saw the creation of Washington Learns and the Early Learning Council. Washington Learns has been charged with developing a seamless, effective educational system for the State of Washington, from birth through higher education. This includes a Quality Rating and Improvement System. The Quality Rating System will objectively assess child care programs and devise systems for improvement and rewarding excellence. Pilot projects will be starting in 2006.

Our local business community, led by The Boeing Company, Safeco, and The Greater Seattle Chamber of Commerce, established a Business Partnership for Early Learning that raised over $2 million, launched an initiative for home visiting programs and facilitated the growth of Play and Learn groups in Seattle.

The Gates Foundation assessed the issue of early learning in our state and will sponsor, along with other public and private parties, a bold initiative to help every child enter school ready to succeed.

As these exciting events unfolded, CCR proceeded to have one of its best years ever. As our economy recovered, we helped record numbers of families fi nd child care. We moved the needle on the number of accredited child care centers in King County. Accreditation, which is a national credentialing process strongly tied to higher quality, will be an important part of the Quality Rating and Improvement System. We also continued our leadership efforts to support family, friend and neighbor caregivers (FFN) by developing new materials in multiple languages and supporting community-based organizations in running Play and Learn groups. Our Homeless Child Care Program has continued to meet a critical need in our community, helping over 500 homeless families fi nd and pay for quality care for over 1000 children.

Of special mention: in 2005, CCR received the prestigious Neighborhood Excellence Award from Bank of America. Only two organizations in our community received this recognition which includes a generous two-year grant to support our Child Care Careers program. This program recruits and trains low-income women to develop careers in child care, including in some cases, opening their own home-based businesses.

We are thankful to see every community sector increasing their recognition that early learning is tremendously important in setting the course for children’s success in school and life. We see glimmers of our vision coming true: Giving every child a great start! Keep the Focus on Quality Care

& LearnMore Than Child’s Play

While their own children work or go to classes, many elders in the Asian community take care of their grandchildren. Often both the elders and the children are isolated from their peers. Now, with help from CCR, the Chinese Information and Service Center (CISC) has developed Play and Learn groups to give children the opportunity to socialize and grandparents the chance to connect.

“This is a new concept,” says Hueiling Chan, MSW, the Family and Parent Educator with CISC. “Learning has been thought of as being very formal, just reading and writing. And that would begin when a child entered school.” While it was hard to advertise the Play and Learn groups at fi rst, their popularity spread by word of mouth.

As it has with 10 other community organizations that sponsor a total of 39 Play and Learn groups, Child Care Resources provided technical assistance, coaching and materials to CICS. “The people from CCR are very culturally sensitive,” says Hueiling. “They know bi-lingual and bi-cultural development is very important for the kids’ healthy development. They have been great.”

“Singing songs, playing with crayons and scissors, taking turns listening and talking are all play and all ways kids learn to be ready for school,” Hueiling observes. And, just as important, she adds, “The grandparents are learning, too.”

Provider Services

Whether at a child care center, family child care home, or a neighbor’s house down the street, each week more than 110,000 King County children spend time in child care. Since 1990, our mission at Child Care Resources (CCR) has been to ensure that those children receive the best possible care and the best start in life that our community can provide. Toward that end, we offer training, technical assistance, supplies and mentoring to child care providers from Shoreline to Auburn. When the providers can’t come to one of our three resource centers in Kent, Redmond or Seattle, we go to them either by car or in our mobile resource van.

Moving toward giving every child a great start, we worked on many fronts to make quality care a reality:

• Our expert staff helped over 1200 providers.• Through the City of Seattle’s Early Learning

Network, we began a process for facilitating degree attainment by child care teachers in two Seattle neighborhoods.

• As a registered trainer for the Washington State Training and Registry System (STARS) we offered classes to child care providers throughout King County.

• Supported by Bank of America, our Child Care Careers program helped immigrant women move from welfare into a child care business.

• Our CCR resource van logged its 300th trip transporting technical assistance and supplies to providers around the county.

• We reached out to informal providers, the family, friends and neighbors who care for more than 20,000 children each week in King County, by giving resources and support to the community organizations these providers use.

• We offered coaching, mentoring and mini-grants to assist local providers in obtaining national accreditation.

Finding Child Care Solutions

Homeless Program Success When Child Care Makes All the Difference! Valerie was homeless, an ex-convict and the single mother of two small children. Struggling to get her life back on track, she was accepted into a transitional housing program and began to look for ways to earn a living. The fi rst hurdle was child care.

When Valerie contacted Child Care Resources’ Homeless Program, we were able to fund her child care temporarily, help her fi nd quality care in a center close to where she was likely to fi nd work, and give her bus tickets and diapers to help with day-to-day expenses.

But even after she found a job, things were not easy. She made steady wages but was often asked to work late or come in on a Saturday. Her child care provider was only available Monday through Friday until 6:00 pm.

Valerie knew she couldn’t be fussy about her work hours because, with a criminal history, it might not be easy to fi nd another job. And she didn’t want to put her children through one more disruption by enrolling them in a completely new child care program.

Looking for a solution, she contacted CCR one more time. We found a Saturday provider near her transitional housing program and were able to pay for additional child care. That extra day made the critical difference for Valerie, enabling her to maintain her job and her home and continue building a better future for herself and her kids.

No matter what their socioeconomic background, families want the best for their children, especially in the area of child care. CCR continues to partner with parents to ensure that every child gets a great start in school and in life. In 2005, over 7,000 families turned to us to fi nd quality, affordable child care.

Some families went online to get the information they needed from our searchable database of providers, the fi rst of its kind in the nation. Others chose to talk with one of our Parent Resource Specialists over the phone. Either way, families got information about licensed child care centers and family child care homes that would work for them.

Sometimes parents needed more than just information and referrals. Whether they had non-traditional work hours, children with special needs, language barriers, questions about subsidies or other concerns, families found answers, advocacy and support from CCR.

Through our supporters’ generosity, we have been able to offer child care scholarships to families in need. We have also helped low-income families access subsidies and, through our Homeless Child Care Program, have connected 512 families, with over 1,000 children, to quality care and assistance in fi nding housing, job training and employment.
