The Consul-General shared details of an initiative to cement relations with US venture capital investors in the north-east USA and further initiatives to support and profile Australian startups in the region. The Premier expressed an interest in helping to profile and support Queensland startups in the region with a possibility to profile them on future visits to New York.

The Consul-General also briefed the Premier on the consulate’s initiatives to foster the Australian film industry in New York, partnering with AUSFilm and opportunity for Queensland participation in these initiatives.

The Premier provided Mr Walton a synopsis of the itinerary for the official visit - New York and then on to Washington DC to participate in the National Governors Association (NGA) Winter Session and then on Los Angeles to meet with film and television companies for screen attraction opportunities to Queensland.

Meeting Summary:

Sesame Workshop is the non-profit media and educational organisation behind Sesame Street, the pioneering television show that has been reaching and teaching children since 1969. Today, Sesame Workshop is an innovative force for change, with a mission to help kids everywhere grow smarter, stronger, and kinder. They are present in more than 150 countries, serving vulnerable children through a wide range of media, formal education, and philanthropically-funded social impact programs, each tailored to the needs and cultures of the communities they serve.

Sesame Workshop (Sesame Street) is currently developing their 50th season of the show which will be in 2019. Screen Queensland is pitching to bring Sesame Street to Queensland for an episode of the 50th season.

Sesame Workshop has worked with a number of Queensland companies in recent years including Like A Photon, Carbon Media and Bacon Factory Films. They would like to grow on that experience bring its puppets and cast to Queensland to film an episode for the 50th season.

Being able to secure the show to Queensland, or special segments focused on Queensland, would provide significant tourism, cultural and community benefits to the state. There is scope to have an indigenous character developed that would be permanently based in the state. This is a concept developed through Carbon Media which did Australia’s first indigenous segment for Sesame Street.

Meeting with BlackRock

Meeting Summary:

The Premier met with Mr Robert Fairbairn, Senior Managing Director at BlackRock, the largest investment manager in the world. The Premier was accompanied by Mr Damien Frawley, Chief Executive Officer of Queensland Investment Corporation (QIC), as well as the Director-General of the Department of Premier and Cabinet and the Queensland Trade Commissioner for North America.

BlackRock is a global investment management company, based in New York. It is the largest asset manager in the world, with approximately $5.98 trillion in funds under management. BlackRock invests on behalf of a wide range of clients, including large institutional investors. BlackRock has an existing relationship with QIC.

BlackRock has world-class capabilities, with a comprehensive range of products and services across asset classes, geographies and investment strategies. They have expertise in every region around the world, with 135 investment teams across 30 countries.

BlackRock already has direct investments in Queensland: a 90 per cent interest in a construction-ready solar portfolio in Collinsville with a 200 MW capacity; and a 50 per cent interest in a commercial office building at 201 Charlotte Street, Brisbane (the Gold Tower).

The Premier outlined the strengths of the Queensland economy and promoted opportunities for new investment that may be of interest to BlackRock and its clients. She advised BlackRock of the government’s strong commitment to growing the economy and creating new jobs, particularly in the regions, and said that the government would facilitate investment that benefited Queensland.

In particular, there was a discussion about the government’s initiatives to grow the renewable energy sector. BlackRock has already invested into this sector and advised that they were interested in further investments in Queensland and Australia if appropriate risk-adjusted returns were available. The Premier outlined the State’s commitment to 50 per cent renewable energy by 2030 and encouraged BlackRock to further consider the opportunities to invest.

The Premier also outlined other sectors that were opportunities for investment, including infrastructure, tourism and agriculture.

Mr Fairbairn provided the Premier with BlackRock’s observations on the global economy and financial markets and the outlook for growth. There was a discussion about BlackRock’s efforts to improve the performance of companies on non-financial metrics, including environmental, social and governance principles. The Premier outlined the government’s initiatives on this front, including the commitment to gender diversity, which is an issue BlackRock has also been highlighting.

The meeting was an important opportunity to connect the Queensland Government with the largest investor in the world and promote further investment in the State.

Ambassador John Berry (Ret’d) now President of the American Australian Association met with the Premier and provided a verbal brief on his role to build, strengthen and lead the American Australian Association (the Association) as its current President.

Ambassador Berry (Ret’d) was accompanied by Ms Nason, Chairman and Ms Chappel, Chief Operating Officer of the American Australian Association.

They provided their insights into the Association’s broad agenda of advancing mutual economic, scientific, environmental and cultural and commercial ties. Ambassador Berry briefed the Premier and official party on the scholarship program run by the American Australian Association and the significant number of scholars from Queensland that have participated in the program.

The Premier reiterated that the US is a priority market for Queensland for trade, investment, and cultural ties, noting that the Association is viewed as the leading non-political body which fosters mutual ties with Australia.

Site visit to Fulton Centre Project by Arup New York

Meeting Summary:

Arup provided the Premier with a site visit to the Fulton Centre, New York. The $1.4 billion Fulton Centre is similar, though larger in scale, to the Roma Street Station section of the Cross River Rail project, as it involved the addition of a new rail line into an already busy and complex transit hub.

The Fulton Centre unites six formerly separate subway stations. Like Roma Street Station, Fulton Centre is a transit hub providing access to interstate trains supporting interstate commutes.

The purpose of the visit was to get an overview of the over-station development and technical and engineering innovations at the Fulton Centre, New York.

Lessons learned with the precinct design and construction at the Fulton Centre could assist with Cross River Rail’s intended transformation of Roma Street Station into a globally attractive multi-transit precinct.

One of five high-capacity Cross River Rail stations, the new Roma Street station will connect passengers with the existing suburban bus and rail network, the proposed Brisbane City Council Metro services, as well as regional and interstate bus and train services.

It will become the centre of a vibrant new transport hub and will boost further residential, commercial and retail development in Roma Street and the surrounding area.

The station will handle 330 000 passengers per day by 2036.

The improved public transport access Cross River Rail will provide means redevelopment opportunities like the Brisbane Live proposal are ideally placed to move from the concept stage into a more detailed feasibility evaluation.

The construction of Cross River Rail means areas around the five stations, such as the Roma Street precinct, will be significantly revitalised, and Brisbane will continue to evolve as a world-class city with a modern integrated public transport system.

Meeting Summary:

The visit to the National Museum of American History, which is part of the Smithsonian Institution, was to sign the renewed Memorandum of Understanding (MOU) between the State of Queensland and the Smithsonian Institution (the Smithsonian). The new MOU will run until 30 June 2021. The MOU was first executed in 2000 and provided a framework for the two parties to collaborate to advance research, disseminate knowledge and promote social and cultural development.

Queensland is the only regional government outside North America and the only government in Australia to have an MOU with the Smithsonian. The Smithsonian Office of Fellowships and Internships holds up its relationship with Queensland as a positive example of what can be achieved through collaboration when conversing with governments around the world.

In reaffirming the importance of the strategic relationship to Queensland science, the Premier

The Queensland-Smithsonian Fellowships program provides up to $25,000 (funded through the Department of Environment and Science) for a Queensland researcher, paying for travel and accommodation expenses in the United States. The successful recipients get to undertake research projects in collaboration with scientists and researchers at the Smithsonian Institution museums or research centres.

The approved 2018 Cooper Hewitt fellow is class room teacher Mr Herman Rijken from Cooktown State School. Mr Rijken will travel to the Cooper Hewitt Design Museum in New York to work with educators to develop and later implement curriculum to empower young minds through design thinking. Mr Rijken proposes to first develop units of work with schools in the Southern Cape Cluster and then expand to schools further afield in far north Queensland, to provide a curriculum that incorporates design thinking.

The State Library of Queensland’s Design Minds initiative, will continue to deliver legacy benefits from returning Cooper Hewitt Fellows to other Queensland educators and students, including resources informed and developed by previous Fellows, creative-led learning toolkits, professional development forums, community engagement workshops and developing networks across the state.

After the signing of the renewed MOU, the Premier was taken on a tour of the National Museum of American History (NMAH), in particular the Lighting the Revolution exhibition, with

links to Thomas Edison by the curator Mr Wallace. During the tour they discussed the recent find of the 130 year old three-core Edison Street Tubes (rigid power transmission cables installed for the Queensland Parliamentary Buildings) which were recovered by Energex at the Queens Wharf construction site.

Initial discussions have taken place between the Queensland Government, the Smithsonian and Energex as to whether small sections of the tubes discovered in Brisbane can be gifted to the museum. The Smithsonian has advised that all objects that may be offered to the museum must first go through a review process. Discussions will continue between Energex and the Smithsonian to explore the opportunity.

Meeting with ConocoPhillips

Meeting Summary:

This meeting was arranged to discuss ConocoPhillips’ current and future operations in Queensland. The Premier attended the meeting with the Director-General and the Trade and Investment Commissioner for North America.

The Premier sought advice on ConocoPhillips’ plans for existing Queensland operations and future development and also sought confirmation that ConocoPhillips will continue to supply affordable gas to the Queensland domestic market.

Mr Lance expressed his appreciation for the support that the company has received from the Queensland Government and discussed ConocoPhillips’ investments in Queensland, including an overview of the Australian Pacific LNG (APLNG) project.

On the access issue, Mr Lance asked how Queensland has differentiated itself in unlocking its resource potential and sought views as to whether any other States/Territories may be moving in that direction.

ConocoPhillips has been a leader in the development of the coal seam gas (CSG) industry, and this has been demonstrated through the success of the APLNG Curtis Island project. Their its technology is used in all three Curtis Island gas plants.

The Queensland Government is committed to creating employment opportunities, particularly in regional areas.

Further investment, or expansion, in Queensland by ConocoPhillips is welcome. The Queensland Government is keen for discussions on how this can be facilitated.

ConocoPhillips employs 11 600 staff globally, with 170 personnel at the Curtis Island facility.

ConocoPhillips’ ‘Australia East’ division is headquartered in Brisbane and manages state affairs, specifically its shareholder interests in the APLNG project on Curtis Island.

The first LNG cargo for Curtis Island shipped in January 2016 after nearly five years of development and construction.

Meeting with Peabody Energy

Mr Kellow and the Premier discussed Peabody’s existing operations in Queensland and its future plans.

Peabody Energy Australia is a subsidiary of Peabody Energy, the world's largest private-sector coal company. Peabody has been active since 1883 and currently has majority interests in 27 mining operations worldwide, including nine in Australia.

Peabody is the fifth largest coal producer in Australia, serving thermal and metallurgical coal customers in more than 25 countries.

Peabody owns and operates five coal mines in Queensland, employing approximately 1180 FTEs.

Prior to entering Chapter 11 bankruptcy protection in April 2016, Peabody was actively looking for buyers for its Queensland mines. This strategy was discarded once Peabody exited protection in April 2017.

The Premier noted that their Australian operations were kept afloat during this period and acknowledged Peabody’s sustained commitment to the local workforce and suppliers.

Queensland appreciates Peabody’s long-term presence as a major contributor to the State’s economy and key jobs generator in regional areas with $1.9 billion in direct and indirect economic benefits generated in 2016 and almost 1200 people employed across its five operating Queensland mines.

However, noting that two of its seven mines are closed and another (Moorvale) is close to the end of its working life, the company has not clearly stated whether it has a long-term commitment to operations in Queensland.

Peabody and other major miners have been consulted directly on the current reforms to Queensland’s financial assurance framework. The existing system has major flaws and the Queensland Government is footing the bill for expensive site clean ups after miners declared bankruptcy.

Legislation for the new system was introduced in the first sitting of Parliament this year and Peabody has been encouraged to continue working with Queensland Treasury on its application to the company.

Peabody is already working through insurers to provide rehabilitation guarantees under a third-party surety bond issuance.

This will be a feature of the new system and is one way that companies can take the liability off their balance sheets while still giving Government confidence that the taxpayer will not have to foot the bill for cleaning up an abandoned mine.

The Premier acknowledges Peabody’s commitment to rehabilitation and the work completed to date on the Wilkie Creek Mine, near Dalby.

Discussion also took place on the Queensland Government’s response and action to the re-identification of coal workers’ pneumoconiosis.

During the Gala Reception, the Premier and Director-General met the Chairman and CEO of the Bechtel Group Inc - Mr Brendan Bechtel. This meeting was at the request of Bechtel.

Mr Bechtel provided an overview of Bechtel operations, particularly in Queensland.

Bechtel has been a key player in the development of Queensland’s liquefied natural gas (LNG) industry, as demonstrated through the success of the Curtis Island LNG complex.

Bechtel’s global mining and metals group is headquartered in Brisbane and the Premier was able to assure Mr Bechtel that the Queensland Government appreciates the employment opportunities this creates.

There was also a discussion on plans for future projects in Queensland that Bechtel may have. The Premier also took the opportunity to enquire about potential gaps in Bechtel’s supply chain and encouraged Bechtel to take advantage of the expertise in Queensland when seeking to fill these gaps.

Bechtel is one of the most respected global engineering, construction, and project management companies. Since 1898, Bechtel has completed more than 25,000 projects across 160 counties and operates through four global businesses: Mining & Metals; Oil, Gas & Chemicals; Infrastructure; and Nuclear, Security & Environment.

Large infrastructure projects in Queensland, in which Bechtel has been involved, include:

Designed and built Caval Ridge Mine, largest green-field coal mining complex in Australia.

Designed and built the LNG complex for the Queensland Curtis LNG, Santos GLNG and Australian Pacific LNG projects on Curtis Island.

Provided engineering, procurement, construction and management services for the Daunia Coal Mine in the Bowen Basin.

New coal terminal berth at the Hay Point Expansion Stage 3 including offshore and onshore construction, land reclamation, new trestles, conveyors and ship loaders.

Meeting with Dow Chemical

Meeting Summary:

The Premier had the opportunity to meet with Mr Andrew Liveris AO, the Chairman and CEO of the Dow Chemical Company, and Executive Chairman of DowDuPont at the joint Australian and US CEOs forum and later during the Embassy reception for the National Governors Association. This was a good opportunity for the Premier to further establish the relationship with the company.

Mr Liveris AO provided a brief overview of Dow’s operations which included the operations in Australia. He also shared his insights into the development of the advanced manufacturing industry in Queensland. Mr Liveris AO is a strong advocate for building Australia’s capacity in advance manufacturing and in support of this, in 2012 Dow Chemical (Australia) released an Advanced Manufacturing Plan for Australia.

The Premier spoke about the Queensland Advanced Manufacturing 10 Year Roadmap and Action Plan which outlines the Government’s vision to grow the sector by 2026. The Roadmap is also supported by the Queensland Government’s $40 million Made in Queensland initiative which is designed to support the manufacturing sector to become more internationally competitive and adopt innovative processes and technologies.

The Premier also thanked Mr Liveris AO for the $10 million investment from Dow to establish the Dow Centre for Sustainable Engineering Innovation at UQ, a collaborative initiative between Dow, the School of Chemical Engineering, the Australian Institute for Bioengineering and Nanotechnology, SMI Centre for Coal Seam Gas, the Energy Initiative and the Global Change Institute.

The Dow Chemical Company is an American multinational chemical corporation headquartered in Midland, Michigan. Dow provides chemical, plastic, and agricultural products and services to consumer markets that include food, transportation, health and medicine, personal care and construction, and operates in approximately 180 countries.

On 1 September 2017, Dow merged with DuPont to create DowDuPont Inc, the world’s largest chemical company in terms of sales. Mr Liveris AO is the Executive Chairman of DowDuPont and CEO and Chairman of The Dow Chemical Company.

Dow Chemical (Australia) Pty Ltd is a foreign owned public company that generates revenue via the manufacture, importation and distribution of plastics and industrial chemicals in Australia. It is headquartered in Victoria.

The company generates the majority of its income from the Basic Chemical and Chemical Product Manufacturing in Australia industry.

IBISWorld reports that in 2016 the Dow Chemical had 95 employees in Australia including employees from all subsidiaries under the company's control.

IBISWorld also reports that in 2016 Du Pont had 139 employees in Australia including employees from all subsidiaries under the company's control.

Meeting with Major General Chris Field AM, CSC

Meeting Summary:

The Premier and Director-General met up with Major General Field during the Gala Reception and extended the thanks of her government to Major General Field for his leading role as the State Recovery Coordinator following Severe Tropical Cyclone Debbie in North Queensland.

On 28 March 2017, Townsville-based Army Brigadier Chris Field was appointed as State Recovery Coordinator to lead the recovery efforts following Severe Tropical Cyclone Debbie.

Major General Field ensured a state recovery plan was developed to recover, reconnect and rebuild more resilient Queensland communities.

The Queensland Reconstruction Authority (QRA) supported Major General Field, along with Australian Defence Force and Queensland Fire and Emergency Services personnel, to develop the State Plan 2017-19: Operation Queensland Recovery as a road map to recovery from STC Debbie.

The QRA, Major General Field and his team engaged with impacted communities in the development of Local Recovery Plans for the eight most impacted local government areas of Whitsunday, Mackay, Isaac, Logan, Scenic Rim, Gold Coast, Rockhampton and Livingstone.

In late 2017, the QRA amended and released the Queensland Recovery Plan which details the complex and often lengthy processes of recovery required from natural disasters.

The Premier also congratulated Major General Field on his appointment as Vice Director of Operations, United States Central Command in December 2017.

National Governors’ Association 2018 Winter Meeting

The Premier attended the Saturday morning session of the National Governor’s Association (NGA) 2018 Winter Meeting.

The Premier attended a breakfast meeting with select US Governors and the other Australian Premiers and Chief Ministers hosted by the NGA and the Australian Embassy.

The NGA 2018 Winter Meeting was opened by the NGA Chair, Nevada Governor Brian Sandoval.

More than 40 governors attended the NGA 2018 Winter Meeting (23-26 February) which focused on how elected officials can partner with other nations to strengthen American ties, as well as how emerging and future technologies will shape the world we live in.

Prime Minister Turnbull then gave a keynote address which was followed by a informal discussion and Q&A with Prime Minister Turnbull, Governors Sandoval and Bullock.

Governor Sandoval and the ACT Chief Minister Andrew Barr then signed the MOU between the NGA and the Council for the Australian Federation which will help promote greater State to State cooperation between Australia and the US.

The Premier then participated in the International Plenary Session – the goal of which was to promote and advance cooperation between Australia and the US and to generate new opportunities for trade and investment and other areas of policy collaboration.

The International Plenary Session provided the opportunity for the Premier to speak about Queensland’s innovation agenda under Advance Queensland and its impact on our state.

Event Summary:

The Premier and Governor Sandoval signed the QueenslandNevada Sister State Memorandum of Understanding (MOU). The sister state MOU follows on from the successful Statement of Intent (SOI) which was signed by both parties on 4 August 2016, during the Governor’s visit to Queensland as part of his trade mission to Australia as well as the meeting that both parties had during the Premiers trade mission to the US in June 2017.

The Queensland Government is seeking increased trade and investment opportunities between Queensland and Nevada in areas of mutual interest – economic development, mining and resources, water, energy, education and training, transport, and tourism and hospitality.

The MOU supports key priorities and policies of the Queensland Government, including the Advance Queensland innovation agenda; Queensland Mining Equipment, Technology and Services 10-Year Roadmap and Action Plan; Powering Queensland Plan; Advancing Tourism 20162020; and the Queensland Trade and Investment Strategy 20172022.

Both parties have agreed to jointly resource initiatives developed under the MOU. Funding for the initiatives is to be identified and agreed in the initial development phase of potential initiatives. It is expected initiatives developed under the MOU will be funded from existing budgets and funding programs.

Key outcomes under the SOI are primarily in the mining and water sectors:

- Queensland company RedEye has opened its North America Office in Nevada following funding for a pilot received from Nevada’s water technology accelerator, WaterStart.

- Minister Lynham led a delegation of 26 Queensland mining equipment, technology and services (METS) companies to MINExpo International in Las Vegas in September 2016, supported by the Nevada Government.

- Queensland METS companies are having commercial success in Nevada including following the mining roundtable that the Premier hosted in June 2017 in Carson City. Queensland METS companies now doing business in Nevada include ADE, GroundProbe, Hydrus Technology, Mine Energy Solutions and SmartCap.

Meeting with Governor Henry McMaster – South Carolina

Meeting Summary:

The Premier and Governor McMaster met to enhance the relationship between the two parties for the mutual benefit of Queensland and South Carolina and to discuss potential synergies to enhance the Queensland–South Carolina Sister State relationship. In 1999, Queensland signed a Sister State agreement with South Carolina aimed at building and strengthening educational, economic, research and cultural links through formal agreements between UniQuest, the University of Queensland (UQ) and Queensland University of Technology (QUT) with a number of South Carolina-based universities and institutions.

The Premier acknowledged the longstanding relationships that have been created between the University of Queensland and QUT, which both have student exchange programs in place with the University of South Carolina (USC).

The Governor and the Premier also spoke about Queensland’s burgeoning aerospace industry, including a presence by Boeing Research and Technology (BR&T) in Brisbane. In addition, both parties shared best practices for workforce development in their respective states to continue to attract investment, particularly in STEM related fields.

Meeting Summary:

The Premier and Governor Reynolds met to identify potential areas of collaboration given both Queensland and Iowa share a strong agricultural economy and drive to diversify into bio-based products as biofuels and biochemicals.

The meeting was an opportunity to exchange learnings about the respective approaches of Iowa and Queensland in establishing and expanding a biofuels industry.

The Premier shared details of Queensland’s Biofutures Roadmap which outlines the State’s vision for a $1 billion biofutures industry by 2026.

The meeting also gave an opportunity to learn about Governor Reynolds commitment to advancing STEM education, and confirm the Queensland Governments’ commitment to STEM education.

The Premier discussed the importance of STEM education in ensuring future generations have the necessary skills and knowledge for the jobs of tomorrow.

Queensland schools are educating a generation of students who are growing up in a digital world. Around 75 per cent of the fastest growing occupations require STEM-related skills.

STEM-related skills touch every aspect of today’s world, and the innovations that emerge from these fields underpin the global economy.

Meeting Summary:

The Premier had the opportunity to meet with the Governor of Puerto Rico during the National Governors’ Association Winter Meeting at which the Premier spoke of Queensland’s experience with natural disasters and the approaches that Queensland has responding to natural disasters.

Governor Rossello and the Premier discussed the role of the Queensland Reconstruction Authority as well as the role of the Premier’s role as Chair of the State Disaster Management Committee and the phases of recovery.

The Premier offered to host a delegation from the Government of Puerto Rico to meeting Queensland Government officials involved in natural disaster preparedness, response and recovery. The Premier also offered to send Queensland Government officials to Puerto Rico to assist the Government.

NGA Open Plenary Session 2: Agriculture


Event Summary:

This session focussed on the challenges and opportunities facing agriculture in the USA. The discussion was focussed on 4 key areas. These were the different places consumers buy food, that all agriculture policy is regional, discussion about the things that “worry” farmers and role of data use for farmers.

The discussion of where consumers buy food focussed on of the potential for “disruption’ in the current model of growing and distributing food. Where people buy food and the increasing role of the online market place were key issues discussed. Companies like Amazon and Walmart are changing the way people source their food and the types of food which are purchased. There is a growing trend to online and prepared food.

The discussion of agriculture policy being regional was had in light of the Farm Bill. The needs of farmers and the policies they need are more about regional issues than organic versus traditional farming practices.

In the section about what “worries” farmers the discussion was about views held about farm subsidies, threats posed by trading partners, the changes to the land grant university system ( research) and the ageing farming population. The need to attract and retain young people in the farming industry was a discussed.

Data and what it brings to farmers input costs was discussed and the need for reliable broadband to take advantage of this.

NGA Reception


Event Summary:

The Premier attended the National Governors’ Association Winter Meeting Reception and met with representatives that formed part of the Australian business delegation.

The Premier also met with Colorado Governor, John Hickenlooper at the reception to follow-up discussions from the Premier’s visit to Colorado in 2016.

NGA Open Plenary Session 4: Innovation

Event Summary:

The Chair, Nevada Governor Brian Sandoval led this initiative focussing on emerging technology through his NGA chair initiative, Ahead of the Curve: Innovation Governors.

There was an interview between Governor Sandoval and the IBM CEO Ginni Rometty where they talked about the effect merging technologies like artificial intelligence and blockchain will have on the future, especially pertaining to job disruption.

The impact of these emerging technologies on state economies and needs of the workforce of the future when considering workforce development policies in Queensland was discussed.

Meeting Summary:

This was a meeting to introduce Queensland to Twentieth Century Fox Film which has produced films such as The Greatest Showman, X-Men and Moulin Rouge, to secure production for Queensland.

Twentieth Century Fox is one of the six major studios in Hollywood and makes tent-pole (over $100M) productions. This is a key relationship in securing ongoing offshore work into Queensland. They have recently been purchased by the Walt Disney Company and are anticipating changes to their slate.

The Queensland Government is committed to securing back-to-back production in Queensland and has recently built, in conjunction with Village Roadshow Studios, a major super-stage for film and television production. The Premier extended an invitation to visit Queensland to see the changes at the Village Roadshow Studios and see why Queensland has had consistent back-to-back production.

Queensland has built a solid crew base and reputation and seeks international production to create jobs and bring significant new money into the economy.

Twentieth Century Fox sought an understanding of the incentives available in Queensland and how they differ to the incentives offered by the Federal Government. They also raised concern in regard to the Federal Government’s Location Offset and its lack of competitiveness along with the process for one-off incentives which lacks clarity and timeliness.

Twentieth Century Fox had filmed Terra Nova (2010-11); Aquamarine (2005); Guargantua (1998); Space Above and Beyond (1995); Mighty Morphin Power Rangers (1994) in Queensland.

Meeting Summary:

The meeting with YouTube Space provided the opportunity to secure YouTube’s cooperation to partner with Queensland on anti-cyber bullying. Discussion was held on how YouTube and their creators could play a role in developing content for audiences impacted by bullying with a particular emphasis on cyber-bullying.

The meeting provided insight into the potential of securing YouTube Space or Digital Stages to make shows for digital audiences. With more and more businesses and short content now being watched online, a new stage space will create and opportunity for the future. YouTube Space provides the perfect example of a modern digital stage space that can be utilised for music, videos, editing, live shows and performances and many other uses and is created in a way that will enable technology to be continually updated and grow with digital innovation. The idea behind the space is to promote three of YouTube’s principles: Learn. Share. Create.

The YouTube Spaces team is focused on helping creators make great content through strategic programs and workshops largely administered at the YouTube Space production facilities in Los Angeles, New York, London, Tokyo, Sao Paulo and Berlin. There is no YouTube Space in Australia although they have hosted a ‘pop-up’ space in Melbourne.

YouTube have been developing a relationship with Queensland through two initiatives over the last two years. The partnership has resulted in the Create Queensland Series and the Screen Queensland YouTube Entrepreneur Program.

The Premier also toured the Space.

The Premier discussed securing the live action version of ‘Dora the Explorer’ to Queensland. This meeting follows on from discussions that Screen Queensland and Paramount have already held on bringing the production to Queensland.

Paramount advised that ‘Dora the Explorer’ would be released in August 2019 with filming to commence by July 2018.

Paramount is seeking an uplift from the Federal Government for the Location Offset which is not competitive. They are budgeting two other locations outside Australia as they are concerned that Australia may be too expensive unless the uplift comes through.

The Queensland Government is committed to securing back-to-back production in Queensland and has recently built, in conjunction with Village Roadshow Studios, a 40,000 sq ft super stage for film and television production. This stage was utilised for Aquaman and Thor: Ragnarok.

Queensland has built a solid crew base and reputation and seeks international production to create jobs and bring significant new money into the economy. A discussion pursued on other production attraction opportunities.

Paramount sought an understanding of the incentives available in Queensland and how they differ to the incentives offered by the Federal Government.

This meeting provided the opportunity to broaden the relationship with Warner Bros. to secure production for Queensland, including further DC Entertainment productions. The Premier met with Warner Bros. in 2016 on the mission to Los Angeles, resulting in securing Aquaman. Warner Bros have previously shot films in Queensland, including Fool’s Gold and San Andreas.

Warner Bros. is a major production studio which makes film and television production. Warner Bros. are currently in conversation with Screen Queensland about a potential DC Entertainment feature film which could shoot in the state.

The Queensland Government is committed to securing back-to-back production in Queensland and has recently built in conjunction with Village Roadshow Studios, a 40,000 sq ft super-stage for film and television production. This stage was utilised for Aquaman which Warners recently shot at the lot.

The Premier was advised that Aquaman would be released prior to Christmas this year. The Premier was also advised that of the 2100 cast, crew and extras employed making Aquaman that 81% or 1700 were Queenslanders.

Warner Bros. asked about the incentives in Queensland to attract business to the State and also sought to understand the relationship with the State and the Commonwealth. They also sought the state’s support in advocating for improvements to the Commonwealth incentive program.

Warner Bros. expressed concern with the one-off uplift process from the Federal Government and sought Queensland’s assistance in talking with the Federal Government to permanently increase the Location Offset which would provide certainty when budgeting. Screen Queensland will continue to liaise with Warner Bros on the development of their slate and potential projects for Queensland. Warner Bros complimented the Queensland Government’s incentives and process which has made working with Queensland easy.

Disney has developed a strong relationship with Queensland having filmed Pirates of the Caribbean: Dead Men Tell No Tales and Marvel’s Thor Ragnarok in the state. Through ABC Studios International, they have also filmed the series Harrow in Queensland with local production house Hoodlum.

Disney expressed interest in filming in Queensland for the streaming service in both television and feature film. The continuation of this relationship will result in benefits to Queensland, including attracting production, generating new economic spending in the state, and job growth and new career opportunities.

Queensland is seeking production leads to pitch Queensland locations for filming. This will provide opportunities for economic growth, jobs, tourism, cultural and community benefits.

The Marvel Cinematic Universe Exhibition was an outstanding success with more than 275,000 people going to see the paid exhibition. Discussion was also had on how Queensland would love to collaborate further with Disney and its related entities and would be keen to explore other opportunities beyond production.

The Premier met with Disney on previous missions to Los Angeles resulting in securing both Marvel’s Thor: Ragnarok and the partnership with Marvel for QAGOMA’s Marvel Cinematic Universe Exhibition. The Premier also announced Hoodlum’s first look deal (first look deal with ABC Studios International which is part of Disney) during the mission in 2017.

The Studio raised two issues that needed to be resolved by the Federal Government - the Location Offset being non-competitive and that the current legislation for the Location Offset does not allow streaming services to apply for incentives through the program.

The Premier was pleased to announce that a major new movie, about the ‘Battle of Long Tan’, will be filmed in Queensland with pre-production starting in March and shooting from the end of April.

Provisionally titled Danger Close is based on the true story of young men facing the strange, contradictory and brutal truths of war. It will be set in Vietnam and star an A-list cast including Australian actor Travis Fimmel.

The production will employ an estimated 120 full-time Queensland crew members, offer 30 principal cast and bit-part roles.

The movie will be produced by award-winning Australian producer Martin Walsh, himself a former Australian Special Forces commando with the script written by Australian screenwriter and director Stuart Beattie.

The film will offer opportunities for Veterans to be employed and the producers are planning a community event during the filming to coincide with Anzac Day.

The film will shoot in both Nerang and Kingaroy.

THE Premier's trade visit to the UnitedStates next week will seek to build on the re-cord export growth and create more jobs forQueenslanders.

Premier Palaszczuk said her visit, whichwill include New York, Washington DC andLos Angeles, follows confirmation 2017 wasthe best calendar result for exports.

"According to the latest Australian Bureauof Statistics data, Queensland earned a record$69.6 billion from exports in 2017. It was anincrease of $14.3 billion over 2016 and morethan $25 billion higher than 2014, the last fullcalendar year of the former Newman LNPGovernment," Ms. Palaszczuk said.

"Queensland now earns one in every fourof Australia's export dollars. As Minister forTrade, I will work hard to ensure that our

sta™ realises our fantastic potential to sellour products and raw materials around theglobe."

Finally, acharter forministersQUEENSLAND ministershave been issued with their of-ficial riding instructions fromPremier Annastacia Pal-aszczuk, 70 days after they weresworn into their new roles.

It’s understood Ms Pal-aszczuk signed off on the officialMinisterial Charter Letters lastweek before jetting off to the USfor a trade mission with PrimeMinister Malcolm Turnbull.

The charters are still yet tobe uploaded to the Queens-land Government website, butthey provide an important in-sight into the roles and respon-sibilities of each minister.

A Government spokesmansaid the letters impressed uponministers Ms Palaszczuk’s ex-pectations of service deliveryand jobs for Queenslanders.

“Charters Letters … reflectthe commitments made to thepeople of Queensland duringthe 2017 election, as well as theGovernment’s priorities of cre-ating jobs and ensuringQueenslanders have access toservices like health and edu-cation that they deserve,” thespokesman said.

Opposition Leader DebFrecklington said the Govern-ment had kept Queenslandersin the dark since forming gov-ernment again. “You’ve got toask, what has this PalaszczukGovernment actually beendoing for the past threemonths and even the pastthree years before that?”

Movie win a great first stepA FAMOUS actor, a renowned producer and a Hollywood backdrop.

They’re elements of an announcement that any savvy political leader would crawl over broken glass to be involved in. For a politician in the throes of a trade mission, one of the most intangible duties of public office, that would be even more the case.

Trade ventures are frequently packedwith lofty homilies about the economic importance of exporting but don’t necessarily deliver direct outcomes.

Annastacia Palaszczuk’s announcement yesterday that a new movie starring Australian actor Travis Fimmel would be filmed in Queensland is certainly another coup for the Premier in this space.

While essentially a film about Australians to be filmed in Australia, the fact Queensland has landed this production rather than one of our interstate competitors helps justify the investment in infrastructure that taxpayers have made in this area.

The film, which has been tentativelytitled Danger Close, is based around the

Battle of Long Tan during the VietnamWar. According to Ms Palaszczuk, thefilm production will create 120 crewjobs as well as another 30 cast roles andhelp cement Queensland as a “seriousmovie-making destination”.

We’ve certainly been punching aboveour weight in film production in recent years. However, while this investment iswelcome and the PalaszczukGovernment’s efforts in this area arecommendable, the Premier needs tobroaden her international venturesbeyond the bright lights of Hollywood.

She needs to begin focusing on keytrading partners like China and Indiawhich will soon eclipse the US economy.

As China moves towards a moremature growth stage, it is important that Queensland establishes a strongerfoothold in areas like aged care, urbandevelopment and design, as well as rawmaterials, to cash in on the expansion ofthe world’s most populous nation.

This is where Ms Palaszczuk, in herposition as both Premier and Ministerfor Trade, can play an integral role inopening doors for Queensland firms.
