Report to Congress of United States Contributions to International Organizations For Fiscal Year 2014 The following report on Other U.S. Contributions to the United Nations (U.N.) is prepared pursuant to section 312 of the Department of State Authorities Act, Fiscal Year 2017, Pub. L. No. 114-323 (the Act). Section 312 requires the Director of the Office of Management and Budget (OMB) to submit to the Congress a report on all assessed and voluntary contributions with a value greater than $100,000, including in-kind, of the U.S. Government to the U.N. and its affiliated agencies and related bodies during the previous fiscal year. The first report covers information for the previous three fiscal years. The Department of State previously submitted to Congress applicable government-wide data for fiscal years 2015 and 2016 in response to a separate but similar Congressional requirement. In meeting the requirements of section 312, OMB refers you to the State Department’s reports for those years. The information provided includes financial and in-kind support, including assessed contributions, voluntary contributions, grants, and other assistance to international organizations. This report does not include information on contracts for goods or services provided to the U.S. Government, the costs to the U.S. Government of the salaries of American employees detailed to the secretariats of international organizations, or the costs of reimbursing international organizations for taxes that American citizens and legal permanent residents employed by the organizations pay to U.S. federal, state, and local governments. Contributions to international financial institutions such as the International Bank for Reconstruction and Development are not included in this report, but are the subject of a separate report by the National Advisory Council on International Monetary and Financial Policies. For each U.S. Government department or agency, the report also provides specific information on each contribution as required by section 312, including: the responsible U.S. Government agency, the recipient U.N. entity, the amount of the contribution, a description of the contribution, whether the contribution was assessed or voluntary, and the purpose of the contribution. The information included in the report was provided to OMB by the Executive Branch agencies identified in the report. Each participating agency was responsible for the completeness and accuracy of the information provided. Not all Executive Branch agencies provided information for inclusion in the report. Based on the latest information provided by the Department of State and other agencies, the report lists the approximate percentage of U.S. contributions to each U.N. entity compared with all the contributions to the entity in the relevant fiscal year. Most organizations were not able to report based on the U.S. fiscal year (October 1- September 30), as they operate on a calendar-year basis (January 1- December 31).

Humanitarian Food Assistance Program: WFP with USAID funding provides food assistance to 186,500 Palestinians in the West Bank and Gaza through two mechanisms: general food distribution and electronic food vouchers. Under the food distribution component WFP provides fortified wheat flour, chickpeas, oil, salt, and lentiles to cover 60-90% of each targeted family’s caloric needs, mitigating some of the impacts of the humanitarian situation. Distributions take place once every three months in Gaza and the West Bank. Families in urban and peri-urban areas of the West bank are able to use the electronic vouchers, which allow the purchase of Palestinian-produced staple foods at participating local shops, increasing food security while bolstering the local economy.
