1. IntroductionThis report is one of the assignments for subject Ethnic Relations orHubungan Etnik
(UHM2022). This subject is designed to promote students unity and integration. This is achieved
by involving students in field work and other dynamic team activities applying the basic concept
and of ethnic relations in Malaysia. Students are required to produce field work report based on
their observation on selected topics related to the Malaysian multi ethnic society. Ethnic relations
issues are integrated in the content of the course where students should analyze critically as well
as demonstrate positive values and foster unity and integration among students.
This project is about studies on national policies that have in Malaysia. So, we have
chosen National Education Policy as our research topic for this work activity. Here, some
information about this topic, National Education Policy. There are 3 words come from National
Education Policy, which are national, education, and policy. The definition for national can is
relating to or typical of a whole country and its people, rather than to part of that country or to
other countries. [1] For education, it can be defined as the process of teaching or learning in a
school or college, or the knowledge that you get from this. [1] Policy is defined as a set of ideas
or a plan of what to do in particular situations that has been agreed officially by a group of
people, a business organization, a government or a political party. [1]
Education is a one of the medium or way to unite all races has in this country. In this
perspective, Malaysia is one of the countries that has shown and proved that by using education
as a platform to strengthen national integration. Since 1956, Education Policy in Malaysia had
undergo varies changes to ensure the quality of education to the people and to strengthen peoples
unity. In 1956, RazakStatement was written. Then in 1960, Rahman Talibs Report was written.
A continues evaluation on education system in Malaysia always goes on. Until in 1961, when
EducationActs was passed in Parliamentary a rigid and legal policy of Education is born.

This is the beginning of new successful era of education system in Malaysia. Throughout
this act, we had modified previous education system into what we had today. All content in
certain subject such as History, Geographic is been modifying to meet local requirement.
The reasons why Malaysia creates this policy, National Education Policy is to achieve the
objectives that have been target by government themselves. According to Education Acts 1961,
education system in Malaysia aimed to achieve unity of all races since in their schoolhood and to
provide a quality work forces or human capital. Others objectives is according to Razak
Statement 1956 and Rahman Talib Report 1960.
2. Report Review
In this part, we are going to review all the process doing this study form the beginning
until the end of this report. The task is given by the lecturer, Mr. Ahmad Bin Ibrahim to conduct a
survey on national policy in Malaysia. All groups have been asked to choose one policy from the
national policies in Malaysia, so our group has decided to choose one policy which is National
Sport Policy. The process of this survey questions started on 10stOctober 2010 and end at 22th
October 2010, around 3 weeks.
Our groups target is 50 persons consist of male and female students. We open the
respondent category to any Malaysian age between 18-25 years old. Our group questions have
been constructed in one form which made fromGoogle spreadsheets. The spreadsheets are put in
blog which is tmelor.blogspot.com and it can be referred to appendix 1. We have asked the entire
groups target to complete all the survey questions. The link for this survey questions form is :

This survey form consists of 8 questions. All are objective. Answer yes or no only.
Below are the questions in the online survey:
1. Have you ever heard about National education policy (NEP)?2. In your opinion, does NEP important to Malaysian?3. One of the policies in NEP is to using Bahasa Malaysia as delivering language in all school.
In your opinion, does the implementation ofScience and Mathematics in English could be the
barrier of uphold the Bahasa Malaysia as a national language and its role as Unity Language.
4. Which type of school system would you prefer to send your future kids to?5. One of the objectives ofNEP is to build and farming the unity amongst Malaysian teenagers
through SMK and SK. Do you think the existence of vernacular school such as SJKC
(Chinese School) and SJKT (Tamil School) act as a barrier to unity amongst Malaysians
Kids?
6. Do we need different type of school accordingly to social background of race?7. Does theNEP successfully implemented in Malaysia?8. Advanced countries have a systematic and holistic school system. Their system mostly not
examination oriented but more to soft skills and invention skill to be farmed amongst their
teenagers. Aspect of leadership and others human capital aspect are mainly develop during
their schooling. Do you agree such system is applied to Malaysian school?

3. Analysis and Discussion1. Have you ever heard about National Education Policy (NEP)?
This question asked about general knowledge of respondents on the existence ofNEP. Near 8%
of total respondents knew the existence ofNEP. While others 26% of respondents representing 13
persons answer did not know about NEP.
2. In your opinion, does NEP important to Malaysian?
In second question, we asked the respondents on the importance of an Education Policy to
Malaysia. 76% of respondents which is 38 persons from 50 the total respondent agree that a legal
policy according to constitution of Malaysia is important to exist and to be implemented. While
the others 9 person deny its importance. This 18% of saying No is due to lack of knowledge on
NEP or maybe they did not agree to the contents ofNEP.

3. One of the policies in NEP is to using Bahasa Malaysia as delivering language in
all school. In your opinion, does the implementation of Science and Mathematics in
English could be the barrier of uphold the Bahasa Malaysia as a national language
and its role as Unity Language?
This question is aimed to seeking the opinion from respondents about PPSMI. According to the
results, 48% of respondents agree that PPSMI is a barrier to uphold Bahasa Malaysia as a
National Language as others 46% of respondents agree that PPSMI will not cause Bahasa
Malaysia to be a second language in Malaysia.
4. Which type of school system would you prefer to send your future kids to?
This question would like to forecast our respondents favor on which school they believe to sent
their kids to school. 52% of respondents agree to send their kids to Public orGovernment school.
20% of respondents choose to send their kids into private school. While 16% others of
respondents would like to sent their kids to overseas school. Only 4% of respondents like to
send their kids to VernacularSchool.

5. One of the objectives of NEP is to build and farming the unity amongst Malaysian
teenagers through SMK and SK. Do you think the existence of vernacular school

This question asked about the opinion about the existence of vernacular school such as SJKC
(Chinese School) and SJKT (Tamil School) act as a barrier to unity amongst Malaysians Kids.
About 62% of respondents say yes and the rest 32% of respondents says no.
6. Do we need different type of school accordingly to social background of race?
This question asked respondent about do we need different type of school accordingly to
social background of race. By asking this question, we would like to find out how
respondents view schooling system by races. Majority of the respondents which is 66%
say yes and 24% says no.

7. Does the NEP successfully implemented in Malaysia?
This question asked about does the NEP successfully implemented in Malaysia.
This question is aimed to find out respondents view about NEP and the success of
implement NEP in Malaysia. As a result, 52% of respondents agree that NEP is
successfully implemented and others 38% says no.

farmed amongst their teenagers. Aspect of leadership and others human capital
aspect are mainly develop during their schooling. Do you agree such system is
applied to Malaysian school?
In this question, we tried to test respondents through a comparison of education system in
advanced countries such as in Europe and America. 82% of 50 respondents agree to apply a
education system that not exam oriented and stress on aspect of human capital. While others 10%
dont agree to apply such system in Malaysia.

4. ConclusionAccording to various backgrounds of respondents, we believe that Education Policy still
infamous policy amongst Malaysian. Majority of respondents Education Policy is important
to create a quality education system in Malaysia. Yet, most of them reject the existence of
vernacular system in our education system. Responses from respondents are balance in term
of using English as Teaching Language forScience & Maths. Malaysians also hopes that
one day, we will step forward to have free-oriented examination system and more focus to
human capital empowerment education system while not forgetting the academics section.
