    1.IntroductionMEK-WATSAN is a collaborative effort between UN-HABITAT and Cambodia Government

    has been implementing water and sanitation investment in Kampot town. The whole philosophy

    of MEK-WATSAN is to support participating governments attain their water and sanitation

    related MDGs agreed in 2000, to halve the proportion of people without access to improve

    water supply and sanitation services by 2015.

    The Royal Government of Cambodia has set out a CMDG which is compliant with the world

    MDGs. The CMDG composes of many targets for year 2015 but two of them are focusing on

    water and sanitation. MEK-WATSAN was initiated at the request of Governments of the

    Mekong Region - the Royal Government of Cambodia, the People's Republic of China (Yunan

    Province), the Lao People's Democratic Republic, and the Socialist Republic of Vietnam. MEK-

    WATSAN program was developed to provide supports those governments in improving water

    and sanitation condition in peri-urban or secondary towns in the above four countries by

    expanding water supply infrastructure. The program focuses on improving the livelihood of low-

    income urban population that lack adequate water facilities.

    The primary purpose of Community-based Water Supply and Sanitation Project is to improve

    water supply and environmental sanitation for at least 7,500 poor people or 75% of the poor in

    Kampot Town.

    Currently on 03 September 2010, MIME and Kampot Water Supply Utility have conducted

    training in various aspects of MDG monitoring and data collection.

    2.ObjectiveThe overall objective of MEK-WATSAN program is to support the Royal Government of

    Cambodia to attain its water and sanitation related MDGs agreed in 2000.

    NGO and municipality; and develop an action plan. A follow up monitoring will take place at the

    end of project implementation.

    The training was held in Kampot Municipality Office with the objective as follow:

    1. Introduce the CMDGs Monitoring;2. Explain and discuss on baseline survey questionnaire;3. Explain the survey methodology;

    3.Participation

    The total participants in the training were 76 persons included 10 women. 14 persons come from

    Kampot Water Supply Utility and Provincial Department of Industry, Mines and Energy, and the

    other participants come from Toek Chhu District, Kampot Municipality, Kampot Provincial

    Office, Provincial Department of Environment and local authorities and two NGOs like GRET

    SWY, Theang Thnot Association. All participants were provided training together on variousaspects of MDG monitoring and data collections. Therefore, 57 participants were selected for

    datat collections in the stakeholder workshop and they will conduct the survey after finished the

    additional training on data collection. The detailed list of participants is attached in Annex 1.

    4.Training Venue and DateThe training was held on 03 September 2010 at Kampot Municipal Office. It was a half day

    session, started from 8:00 to 8:15 AM, speech by H.E. Heng Sok Kong on Training Objective,

    from 8:15 to 9:00 presentation of Mr. Teang Sokhom on water and sanitation indicators; from

    9:00 to 9:30, presentation of Ms. Sorn Somoline on Sampling and Survey Methodology and

    discussion the process and methodology of baseline survey for Kampot Town. From 9:30 to 10:00

    Formulation group for field-test survey that chaired by H.E Heng Sokong. From 10:15 to 11:30

    Field-test on water and sanitation indicators baseline survey and after finished the pre-test

    survey, all participant came back to Kampot Municipal Office to show the result of the survey

    and raised the problem they have met during the survey and the solution for the further survey.

    ii) Second presentation presented by Ms. Sorn Somoline about baseline survey method andsampling selection.This presentation explains about:

    Identify the household wich will select for interview, The percentage of household to be interviewed is 20% of total household in

    the community;

    use random method to select household for interviewing; make an even distribution for sampling household; and explain about the procedure of interviewing household such as how to

    start the question, how to use the simple word to talk with villagers, how to

    change the sample in the case of household will be unable to answer the

    questions...ect

    All presentations and questionnaire for base line survey are attached in Annex 3.

    6.ConclusionAt the end of field testing, H. E Heng Sok Kong, gives the close remarks by summed up the

    discussion of the training on sampling and Methodology for Baseline Survey. Excellency Heng

    Sokong recommended all authorities to cooperate with the base survey activity because this

    program is important and will benefit poor household to improve their health and also their

    livelihood in their communities. H.E also informed the entire surveyor to read the questionnaire

    few times more and try to understand the meaning of each questions clearly before the survey

    activity will start. About 80 percent of all participants can conduct the survey.

    Nine Groups were set up to carry out the baseline survey. The survey will start on 13 September

    2010 and will be finished in 15 days.
