District Profile Back Ground History Tando Allahyar is situated in between Hyderabad and Mirpur Khas in the South of Sindh and North of Arabian Sea. It has its own culture values. Before April 2005 Tando Allahyar was Taluka Head Quarter of District Hyderabad on 04-04-2005 District Hyderabad was devolved into four Districts. namely District Hyderabad, District Tando Allahyar, District Tando Muhammad Khan and District Matiari, vide notification number 8 /41/2005/Rev-1 (IV)/352 dated 04-04-2005. And in this way District Tando Allahyar appeared on the map of Sindh as 23rd District of the province. As Tando Allahyar is one of the oldest cities of Sindh. It has seen so many Up-Downs in so many different ruling ages (periods). About 600 years ago in the age of Soomra Kingdom, Tando Allahyar came into being in a small village with unknown name. Later on in the KALOHIRA period (1717-1783) about 400 years ago their lived DAL TRIBE. The name of the Sardar of DALS was KUNDHI. Hence Tando Allahyar was called KUNDHI-JI-WASI. Many developments were made during this period. First time Military Cantonment was established and other developments were also made specially in trade sides. In those days Tando Allahyar became famous city of trade. Specially many kinds of cloth were woven i.e. silk and cotton cloth, also many silk made products were introduced. Industry of Cloth Printing and Leather were well developed. The trade of Tando Allahyar ran with many other countries. The weavers (cloth makers) were called KORI. The Silk cloths, Cotton cloth, Khadi, Soosi and Garbi were famous in so many countries and the trade ran with these countries. In 1783 A.D. the Kalhora were defeated by MIR TALPURS and the Sindh was divided in seven parts by MIRS for easy ruling and Tando-Allahyar came in the share of Mir Fateh Ali Khan Talpur (Awal), Who became the first ruler of state Tando Allahyar out of seven states of Sindh. After his death his elder son Mir Allahyar Khan was crowned. He established it in a new way in 1791 A.D. and a Mud Kila was constructed for the residence purpose as well as capital city which is still present in ruined condition. The city was called Tando Allahyar after his name.

Geography of District Tando Allahyar District Tando Allahyar is situated in the south of Sindh in between Hyderabad and Mirpur Khas. It is surrounded by District Mirpur Khas in the East, District Tando Muhammad Khan and District Baden in the South, District Hyderabad and District Matiari in the West and District Sanghar in the North. Whole of the district consists of flat lands that is why whole of the district is fertile. Naseer Canal runs through District Tando Allahyar it irrigates almost whole of the distinct with the help of several branch canals and water courses. Branch canals of Khesana Canal also irrigate the western part of the district. The area of district Tando Allahyar is 600 square miles. Average population of the district is 923 peoples per sq miles and overall population is 553837 people. District Tando Allahyar consists of three Talukas, namely Taluka Tando Allahyar, Taluka Chambar and

Taluka Jhando Mari. Taluka Tando- Allahyar is forward in all the respects and Taluka Jhando Mari is backward while Taluka Chambar is Average. Whole of the district is divided in to 19 union councils. The oldest cities of District Tando Allahyar are Tando Allahyar, Bukera, Piyaro Lund, Missan Wadi, Tando Soomro etc, while the famous cities are Tando Allahyar, Chamber, Bukera, Piyaro Lund, Missan Wadi and Usman Shah- ji -Huri and Sultanabad. Sultanabad is famous allover Pakistan for Sabzi Mandi, Chambar is famous due to Mal Piri festival celebrated on every Tuesday and Tando Allahyar for all type of trade, Cotton Factories, Oil Mills, Flour Mills and specially Mehran Sugar Mill and Rama Pir Mandir where Hindus/ visitors come from allover Pakistan as well as from the other countries. Occupations of the People of Tando Allahyar District Cultivation, Business, Labour Work, Some people are engaged in public and private sector jobs. Large number of people is unemployed. In so many households there is just one earning person with so many dependents. Thus, it would not be out of place to mention that unemployment is rampant in District Tando Allahyar. The remedy for unemployment lies in the dissemination / spread of education and establishment of industries. It is only through this way that the people could get rid of the swamp of unemployment both in urban and rural areas. Atmosphere The climate of District Tando Allahyar is normal and pleasant. Neither hot enough in summer and nor cold enough in winter. The hottest months of summer are June and July while the coldest months of winter are December and January. Hot winds blow from May to August form South to North while cold winds blow from North to South in November, December and January. The nights of District Tando Allahyar are very much pleasant and are famous all over Pakistan as well as in the world. Due to normal climate and plenty supply of irrigation water from canals, every type of crop is cultivated heavily in this District. Specially Cotton, Wheat, Sugar Cane, and all types of fruits and vegetables. Mangos of District Tando Allahyar are famous all over the country. Festivals Several annual festivals are celebrated in District Tando Allahyar. Among these RAMA PIR MELA is famous all over the country. Thousands of people from all over the country specially the people belonging to Hindu religion, bare footed travel from a long distances and visit this Mela. A huge trade runs during the festival and a great entertainment is provided to the visitors. Other famous festivals of district are: 1. Gajelo Sharif Mela is celebrated at Gajelo Sharif near Tando Allahyar.

2. Mouj Darya Mela is celebrated at Tando Allahyar city.

3. Miyoon Whyoon Mela is celebrated near Usmaan Shah ji Huri.

4. Sheikh Mosa Mela is celebrated near Bhural Shah Village.

5. Haider Shah Mela is celebrated at Piyaro Lund.

6. Pak Singhar Mela is celebrated at Pak Singhar.

SDSSP - Sindh Devolved Social Services Program The Government of Sindh with the assistance of Asian Development Bank, under Finance Department, has established Sindh Devolved Social Services Program (SDSSP). The overall goal of SDSSP in health sector is to improve people’s health, In health sector the primary objective is to improve overall health status of the people through efficient and cost effective health services. The activities included in this direction under program are improvement in maternal and child health care, improvement in immunization, efficient referral system and availability of qualified medics and paramedics in the health institutions. SDSSP provides direct budgetary support to district governments, against Annual Sector Plans prepared under the SDSSP guidelines and parameters set out in MoU, signed by the District Nazim and the Finance Secretary Finance Department, Government of Sindh. SDSSP Objectives The main goal of the DSSP is to improve people’s education, health and access of water and sanitation, and thus help to reduce poverty and gender imbalances. The Program has five principal policy outcomes: (i) further devolve social services to LGs, (ii) improve social sector financing and flow of funds, (iii) promote participation, linkages, and public accountability, (iv) rationalize services and set minimum standards, and (v) encourage public-private partnership. Health Sector

SDSSP 2004-05 Funding The Sindh Devolved Social Services Program started funding in social sectors from 2004-05. Tando Allahyar at that time was a part of old district Hyderabad. District Hyderabad prepared its Annual Sector Plan including Tando Allahyar, Matyari and Tando Muhammad Khan.. In this way the share of present New District Tando Allahyar was released to Old District Hyderabad, who started the development work on schemes.

Utilization on Capital Schemes Of Health 2004-05. Before completion of the schemes by District Hyderabad, Taluka Tando Allahyar was separated from district Hyderabad and upgraded to the status of District with 3 Talukas ziz. Tando Allahyar, Chamber and Jhando Mari. In this bifurcation the DO (Building) Hyderabad, vide his cheque No. A 673003 Dated 10-04-2006 transferred an amount of Rs. 5,11,164/- to the DO (Building) Tando Allahyar for carrying on the remaining work of capital schemes.. Tando Allahyar carried on the remaining work of capital scheme i.e. Improvement of the MCH services and Establishment of Laboratory at RHC Chamber, with this transferred amount. The scheme has been 100% completed now, in this way all the capital side schemes in Health Sector, of District Tando Allahyar stands 100% competed by 28th February 2007, according the monthly utilization/ progress report of DO (Buildings) Tando Allahyar. Since the capital schemes of health sector under SDSSP FY 2004-05 have been completed. The concerned Executive District Officer (Works and Services) has been requested for completion certificates of schemes, which are expected to be received very soon. Revenue Schemes of Health 04-05. The revenue schemes of 2004- 05 are in hazard situation. District Hyderabad neither purchased all revenue items nor transferred the allocated amount, in accordance with PC-1 to new district Tando Allahyar in 2005. The funds remained in the hands of District Hyderabad (Old). now) . it is now transferring the balance of revenue funds to the bifurcated districts after 2 years (in 2007). The remaining release of revenue schemes to District Tando Allahyar and other new districts need to be in accordance with the approved ASP and PC-1s. Now days it would be scare to get the specified quality items at past rate. Compliance of the Conditions Health Sector 2005-06 After the creation of District Tando Allahyar as new district, vide Government of Sindh Notification number 8/41/2005/Rev-1 (IV)/352 dated 04-04-2005. The District Government established coordination with SDSSP and signed the MoU to access the sdssp grant for health and education sectors. The district government and its health and education sectors have complied the conditions of SDSSP. The compliance of sdssp conditions by the District Government and Health and Education Sectors are mentioned below. MoU The MoU is signed between the government of Sindh and the district Government Tando Allahyar. It has been approved by the SDSSP and Provincial Line Departments. It has also been approved by the District Council vide council resolution no 47 dated 18th December 2006. The Finance Department, Government of Sindh, has also released 50% of the allocation to the district government. The work on schemes have been started.

Release of SDSSP FY 2005-06 50% Funds By Sindh Govt. to District Government The Section Officer (Data/ Research) [ Rao Abdul Rasheed] For the Secretary to Govt. of Sindh, vide his release letter dated 3rd February 2007, addressed to the Accountant General Sindh Karachi conveyed the sanction order for Rs. 9,491,489 being the 50% share for education and health sectors of District Tando Allahyar, under Sindh Devolved Social Services Program. He has directed the AG. to release the above amount in account IV of the District Government Tando Allahyar. Release of SDSSP FY 2005-06 Funds, By District to Sectors The EDO (F&P) has issued release letters for Health and Education sectors, as detailed in below table.

Utilization of SDSSP FY 2005-06 Funds Capital Schemes of Health SDSSP FY – 2005-06 The District Officer Buildings has stated work on capital schemes, by getting the PC-1 and administrative approvals. He vide his letter no. TC/ G-55/ 193/ of 2007 dated 17th February 2007 regarding the Tender call, has got it published in newspaper. The copies of the same are appended with this report. The building department has started the construction work on the schemes mentioned in the following Table Table showing the Utilization/ Progress SDSSP FY 2005-06, Capital Schemes of Health.

Revenue Schemes of Health SDSSP FY – 2005-06 The health department has processed tender calling. The Instruments, Furniture, Equipments, Air Conditioner, Anesthesia Machine etc. required under ASP and PC-1 for health service are to be purchased by health sector with 50% release for the benefit of poor patients of district.

Education Schemes and Utilization 2004-05 Before completion of the schemes by District Hyderabad, Taluka Tando Allahyar was bifurcated from Hyderabad and upgraded to the status of district from April 2005. The DO (Education Works) Hyderabad, transferred Rs. 4219000/- SDSSP 2004-05 funds to DO (Education Works) Tando Allahyar vide cheque No. A 647246 dated 22/03/2006 for carrying on the remaining capital work. The Education Works Department, Tando Allahyar has been carrying on work on fy 2004-05 Educational Schemes, which have still not been completed. The F&G has been making efforts to get old 04-05 schemes completed without further delay. In this connection, many meetings under the Chairmanship of the District Nazim and District Coordination Officer, have been conducted with the concerned officials, who every time

ensures early completion of schemes. Still work is going on the F&G has been continuing fallow on efforts for their completion.

Revenue Schemes of Education 04-05 The revenue schemes of 2004- 05 are in hazard situation. District Hyderabad neither purchased all revenue items nor transferred the allocated amount, in accordance with PC-1 to new district Tando Allahyar in 2005. The funds remained in the hands of District Hyderabad (Old). now) . it is now transferring the balance of revenue funds to the bifurcated districts after 2 years (in 2007). The remaining release of revenue schemes to Tando Allahyar and also the other new districts need to be in accordance with the approved ASP and PC-1s. Now days it would also be scare to get the specified quality items at past rates.

Compliance of the SDSSP Conditions (Health Sector) 2005-06 Under SDSSP requirement the District Government and the Health Sector has complied the conditions for achieving the SDSSP grant for health. Release of 50% SDSSP FY 2005-06 Funds By Government Of Sindh, to District Government Tando Allahyar The Section Officer (Data/ Research) [ Rao Abdul Rasheed] For the Secretary to Govt. of Sindh, vide his release letter dated 3rd February 2007, addressed to the Accountant General Sindh Karachi conveyed the sanction order for Rs. 9,491,489 being the 50% share for education and health sectors of District Tando Allahyar, under Sindh Devolved Social Services Program. He has directed the AG. to release the above amount in account IV of the District Government Tando Allahyar. Utilization / Progress FY 05-06 Education Schemes Utilization / Progress FY – 2005-06 Capital Sehcmes The District Officer (E.W) has stated work on capital schemes, by getting the approval of PC-1 and Administrative Approvals. from the District authority. Utilization / Progress FY – 2005-06 Revenue Schemes The Education department has processed with tender calling. The revenue items. required under ASP and PC-1 are under the process of achievement.. Views on Program

1. EDO (E) giving his comments appreciated the program, with the remarks that the

allocated amount is not lapsable, it makes easy to achieve the complete development.

2. EDO(F&P) desired the simple procedural guide lines for the District Governments

for involving the CBOs/ NGOs in respect to social service schemes, for which 16,62,895/- funds are reserved.

3. EDO (W&S) expressing his views appreciated the devolved social service program with suggestion that 100% of the allocated funds may be released at a time in

order to make the Contractors in confidence to complete the schemes with in scheduled time.

2. The patients of OPD have shown their satisfaction on the health service being

provided to them now days with SDSSP assisted facilities. 3. The Chairman SMC Shahpur Rizvi Girls Primary School, appreciated Early

Childhood Education Scheme under SDSS Program provided to their little kids for school going habit and education.

Concluding Comments 1. The construction work carried on, mostly exists in various union councils at grass

root level, where majority of poor farmer/ labor class lives. It is clear evidence that the SDSSP funds are being utilized on pro-poor and gender unbalancing schemes.

2. The Sectors have not spent SDSSP grant on luxury items for personal use of

officials. 3. The health and education sectors have been investing the SDSSP grant mostly on

rehabilitation schemes. 4. The Education and Health Sectors are not spending the SDSSP Funds on luxury

items for personal use of officials. 5. The Sectors are waiting for the directions and guidelines regarding the involvement

of CBOs. 6. The Sectors have not invested more than 5.7 million from SDSSP funds on any

cheme / unit /activity. 7. The both Sectors have not made any recruitment from SDSSP Grant as yet. 8. The Monitoring Committees have to be more active and play their active role. The

meetings in this respect are being conducted with them.
