PROJECT FOR THE CERTIFICATION OF AERODROMES IN
THE WACAF REGION (WACAF/2016/007)

1. OPENING/CLOSING
1.1 The meeting was opened by Mr. Mam Sait Jallow, ICAO - Regional Director, in the
presence of Mr. Papa Atoumane Fall, represent Ms. Iyabo Sosina, the AFCAC Secretary General, Mr.
John E Tambi from NEPAD and Mr. Magueye Marame NDAO, Director General of the Civil Aviation
Authority of Senegal (ANACIM).
1.2 Mr. Mam Sait Jallow, ICAO - Regional Director, Mr. John E Tambi from NEPAD and Mr.
Magueye Marame NDAO, Director General of ANACIM attended the closing ceremony.
2. HISTORY
2.1 The meeting was held from 10 to 11 August 2016 in the conference room of the ICAO
Regional Office in Dakar, Senegal. Mam Sait Jallow moderated the event and individual sessions were
facilitated by:

2.2 Eighty four (84) participants from fifteen (15) States (Benin, Burkina Faso, Cameroon,
Congo, Côte d’Ivoire, Equatorial Guinea, Gabon, Gambia, Ghana, Mali, Mauritania, Niger,
Nigeria, Senegal and Togo) and eight (8) Organizations (AFCAC, ASECNA, BAGASOO, COSCAP-
UEMOA, FAA, NEPAD, TSA and UEMOA) attended the meeting. Most of the Directors General of
Civil Aviation Authorities and CEO of Aerodrome Operators of the concerned States also attended the
meeting. The list of participants is attached.
3. PURPOSE OF THE MEETING
3.1 Given the slow progress in the certification of aerodromes in the AFI Region, the Sixteenth
Meeting of the AFI Plan Steering Committee directed the AFI Plan Secretariat to implement
appropriate projects in priority areas including aerodromes certification and within the context of the "No
country left behind", Initiative. In this regard, a project was developed and eight priority States
(Burkina Faso, Cameroon, Côte d’Ivoire, Gambia, Mali, Mauritania, Niger, Nigeria and Senegal)
were identified for assistance in the certification of one international aerodrome.
The purpose of the launching meeting was to sensitize beneficiary and donor States and Organizations on
the objectives of the project, adopt the project document and get the commitment of top management
officials.
4. THE MEETING OUTCOMES
a) Topics covered by the meeting included (see the attached work programme):
Goals, strategies and activities for improving aviation safety in the AFI Region highlighting
ones on aerodrome certification
Requirements for Regulators and Aerodrome Operators for aerodrome certification as a
reminder
Challenges for aerodrome certification in the AFI region
Presentation and review of the AFI Plan Aerodrome Certification Project emphasizing the
Roles of Stakeholders in the implementation of the Project

Other AFI region safety initiatives supporting aerodrome certification (APEX and RST)
ICAO-NEPAD/AUC/AFCAC Collaboration
States also shared their experiences and challenges in aerodrome certification through panel
discussions. At the end, the meeting got the commitment of Stakeholders to the project through the
signature of the Final Communique.
b) The following results were achieved:
Participants were provided with presentations by ICAO and NEPAD. They were briefed on the
challenges regarding aerodrome certification in the AFI Region and strategies and activities
developed by ICAO and other partners for improving safety on aerodromes. They were also
provided with detailed information on the aerodrome certification project and the role of each
stakeholder. In light with all these information, beneficiary States, donor States and Organization
committed together to put resources for the achievement of the targets set by the Project.
Beneficiary States signed the final Communique materializing their commitment for the
implementation of the Project.
5. FOLLOW UP ACTION
5.1 ICAO WACAF will monitor the implementation of the Project in accordance with the approved
Project document and report the progress to the AFI Plan steering Committee
