Project Overview

Objectives Montrose Air Quality Services, LLC (Montrose) was contracted by the City and County of Denver to perform an ambient air study at the 39th Ave Greenway and Open Channel (39th Ave) site located in Denver, Colorado. The specific objectives of this test program were as follows:

• Determine the concentration of particulate matter with a nominal diameter of 10microns or less (PM10) at each of four (4) sampling locations

• Analyze a fraction of the filters for metals (arsenic, lead, and total chromium)

Testing is being performed to meet the requirements of City and County of Denver and the United States Environmental Protection Agency (U.S. EPA).

This testing is being conducted in support of visual dust monitoring being performed at the site and is not being conducted to demonstrate compliance with National Ambient Air Quality Standards (NAAQS) or Occupational Safety and Health Administration (OSHA) limits. For relative comparison, the table below shows NAAQS and OSHA limits:

Project Scope Sampling commenced February 28, 2018 and is being conducted every six (6) days. All sampling was performed by Montrose. Analysis of the collected samples was performed by IML Air Science located in Sheridan, Wyoming.

Sampling results will be summarized in monthly reports which will continue to be provided on a monthly basis.

39th Ave Site Description The historic Montclair basin is the largest in Denver with no natural drainage. Instead of floodwater flowing through the historic Montclair creek, which was built over in the early 1900’s, water runs through neighborhood streets. In addition to protecting neighborhoods north of 39th Avenue from damaging floodwaters when storms hit, the greenway will provide other neighborhood benefits that will be enjoyed year-round. The greenway will stay mostly dry and convey water only in storm events. The greenway will serve as a safe, community gathering space. The community building design guidelines highlight opportunities for recreational spaces, public art, and storm event safety features. Mobility and connectivity are high priorities for the project. The design guidelines call for pedestrian bridges, a shared street on 39th Avenue (between Franklin to Williams), a bicycle/pedestrian path, and increased connectivity to other neighborhood attractions. Elevated levels of lead and arsenic in the soil from a prior nearby smelting operation, and chromium from a previous electroplating facility has been discovered in soil samples. As part of the 39th Ave project construction activities, the City and County of Denver (CCoD) will conduct additional air monitoring for PM10, lead, chromium, and arsenic at the 39th Ave Project Site.

Methodology The sampling of PM10 is being performed using BGI PQ100 air samplers and is being collected on a tared filter of suitable quality to be able to test for metals after the PM10 analysis was complete. In the sampler, air is drawn by a sample pump through a size selective inlet device. The air then passes inside the instrument housing to a Mass Flow Sensor. The mass of PM10 collected with the sampling train is compared to the volume of ambient air sampled to calculate the PM10 concentration.

Each sample is being collected over a period of 24 hours. Each sampling event starts at midnight and ends at midnight the following day. Sampling dates are being conducted on the same dates as CDPHE PM10 sampling. A portion of the collected filters are additionally being analyzed for arsenic, lead, and total chromium by Inductively Coupled Plasma-Mass Spectrometry (ICP-MS).

Discussion of Results The PM10 and metals results of all May sampling can be found in Tables 1 and 2 on Pages 5 and 6.

Meteorological data can be found in the Appendix of this report. The data was collected at the I-25 Globeville Site.

The May samples were collected during 39th Ave construction activities.

The PM10 sampling was conducted in support of visual dust monitoring. Due to site constraints within the Monitoring Boundary, the sampling does not meet the NAAQS testing requirements for monitor placement and quality assurance.

All samples collected on 5/6/19 were analyzed for arsenic, lead, and total chromium.

Test Procedures

Sampling Locations Sampling was conducted at the sites indicated below. Pictures of each site can be found on the Appendix of this report.

Methodology The sampling of PM10 was performed using BGI PQ100 air samplers. A sample of ambient air was withdrawn through a size selective inlet device and the PM10 collected on a tared filter of suitable quality to be able to test for metals after the PM10 analysis was complete. After passing through the filter, the air then passed inside the instrument housing to a Mass Flow Sensor. The mass of PM10 collected with the sampling train was compared to the volume of ambient air sampled to calculate the PM10 concentration.

The sample head consisted of a size selective inlet device which was used to remove any particulate matter greater than 10 microns. The air sample then passes through a downtube and into a 47mm filter holder containing a tared filter. After exiting the filter holder, the air then passed inside the instrument housing to a Mass Flow Sensor to measure the air flow.

Prior to sampling the filters were allowed to equilibrate for 24 hours or more with the humidity maintained between 30 and 40% Relative Humidity (RH) and the temperature Maintained between 20oC and 23oC. The RH and temperature data was logged for 24 hours prior to and during weighing. The filters were weighed to the nearest 0.00001gram (g) until a constant weight was achieved.

The filter assembly was loaded into the sampler and the timer set to begin sampling at the predetermined start time. The sampler operates off a 12 volt battery which allowed for sampling for 24 hours without having to connect the sampler to external power. The signal generated by the Mass Flow Sensor was routed to a microprocessor which determined if the flow was at the set value and adjusted the pump speed to maintain the correct flow rate. The microprocessor turned the instrument on and off at the predetermined times and maintained the flow to a designated pressure and temperature value. The microprocessor stored all parametric information generated during the run period and configured it for presentation on the visual display and downloading to the software provided with the sampler.

After sampling, the filter housing was recovered and placed in a labeled anti-static bag. The bag was then shipped to the IML Air Science laboratory located in Sheridan, Wyoming. Filter analysis followed the same procedures used for the tare filter analysis. Metals analysis was conducted by Inductively Coupled Plasma-Mass Spectrometry (ICP-MS).

Quality Assurance/Quality Control To insure the collection of high quality data, the following Quality Assurance/Quality Control procedures have been implemented:

• A field blank was collected for every ten (10) collected PM10 samples. The fieldblanks were handled and analyzed in the same manner as the regular sampledfilters.

• The Mass Flow Sensors measurement of flow through each analyzer was checkedat the start of the program and will be checked again after every five (5) samplingevents. The verification flow rate must compare within four (4) percent of theMass Flow Sensors or the sensor must be calibrated and/or repaired.
