REPORT
on performance of the Civil Service Commission under the President of the
Republic of Azerbaijan during year of 2009
The Civil Service Commission under the President of the Republic of Azerbaijan carried
out the following performance during 2009:
In the field of the HR management in civil service:
Development of policy in the HRM field in civil service and building public trust to this
policy is one of main objectives of the Commission.
Efficient management of human resources in civil service, selection and allocation to the
civil service of patriotic, highly professional, innovative personnel with modern world-view,
held special place in the Commission’s performance in 2009.
Relevant actions were undertaken during reporting period to determine general
requirements for persons willing to apply to vacant positions in civil service with consideration
of category and functions of the position and not depending on state body. “General
requirements of holding of vacant position corresponding to the sixth-ninth categories of
administrative positions” approved by decision of the Cabinet of Ministers of the Republic of
Azerbaijan No 143 dated of 17 September 2009 provide for general requirements on education,
working experience and required minimal skills for holding positions corresponding to
indicated categories.
In accordance with the General Requirements, the Commission performed actions in
direction of formed single database development on positions corresponding to the sixth-ninth
categories of administrative positions in state bodies. Thus, there were prepared 21 digests on
state bodies with their charters, regulations, staff list and job descriptions on positions
corresponding to the sixth-ninth categories of administrative positions (“Informational Digest
on organizational legal documents and administrative positions”). 14 digests were agreed
between the Commission and relevant state bodies. Work with other state bodies in this
direction has been still continued.
The Commission included job descriptions submitted in e-form by state bodies into the
“Position Database”. This base helps to automatize work with advertisement reflecting detailed
information (name of position, category, wage, working address, service functions, and
requirements for position holding, etc.) about position during conduct of competition or

interviewing for vacant civil service position holding. Ensuring such information in
advertisement allows candidate to analyze terms and requirements of vacancy and make a
selection it in accordance with his skills and abilities. During document receipt the
Commission opened e-mails for candidates not owning e-mail addresses. Information on
different competition and interviewing stages is regularly forwarded to e-mails of candidates.
In accordance with the “Rules of organization, conduct, evaluation of testing examination
on civil service recruitment in state bodies and determination of passing score on
administrative position category” approved by order of the Chairman of the Commission No
251 dated of 1 October 2009 under clause 8 of the “Rules of recruitment to the civil service in
state bodies through competition” approved by Decree of the President of the Republic of
Azerbaijan No 108 dated of 24 June 2009, it is provided for to present test tasks in order to
examine world-view of candidates during testing of competition, as well as their knowledge
about Azerbaijan, legislation, IT and logical abilities. If required, some part of testing
examination may be substituted by testing tasks checking professional knowledge. In
accordance with the Rules, general programs and program-based test bank were prepared with
objective to check knowledge of candidates in areas indicated during testing. The programs
cover subjects and relevant literature list used during the testing (standard legal acts, manuals,
etc.). Testing programs (on administrative positions) are placed at the web-site of the
Commission prior to an advertisement. This gives citizens opportunity to prepare to test and is
aimed to provide transparency through giving all candidates equal starting situation.
While analyzing results of competitions the Commission determined new passing scores
for test examination. Thus, concerning positions of the sixth-seventh categories of
administrative positions – candidates positively answering 80% of tests from suggested 100
tasks and 50% of tasks from suggested 30 tests for logical thinking ability are considered as
successfully passed; concerning positions of the eighth-ninth categories of administrative
positions – candidates positively answering 70% of tests from suggested 100 tasks and 40% of
tasks from suggested 30 tests for logical thinking ability are considered as successfully passed.
In order to increase efficiency of competitions, new Rules provides for opportunity to
participate in interviewing stage of competition for holding of vacant administrative positions
of the eights-ninth categories for candidates who did not collect passing score defined for
positions on the administrative sixth-seventh categories during test examination but still meet
requirements defined for administrative positions of the eights-ninth categories (with

consideration of requirements of position).
Personal qualities of candidates, their skills and abilities from view of vacancy
requirements are evaluated during the interview. In order to help candidates to be more trained
for interviewing, the video movie is sent to their e-mails. By this video, candidates become
aware about criteria evaluated during interviewing and training directions on these criteria for
interviewing.
During reporting period representatives of state bodies participating in the panel of
interviewers were involved to trainings on interviewing rules and methodologies. This was
aimed to informing mentioned representatives about legislative requirements and interviewing
tools on revelation of candidate’s potential. In general, 143 persons from 34 state bodies
participated in the trainings.
The Commission has undertaken different actions in order to conduct objective and
transparent interviewing. The interviewing is carried out by panel of interviewers (minimum 3
members) including representatives of the Commission and state body where a vacancy exists
in. Interviews are recorded by consent of candidates and participation of observers
(representatives of state bodies, international organizations, mass media and public
organizations, including NGO registered in the Commission) is ensured. Appeal commission
was established by the Chairman of the Commission to comprehensively investigate and
respond to applications of candidates dissatisfied with results of interviewing. The appeal
commission considers complaint of candidate with his/her participation and relevant decision
has been made. The appeal commission consists of chairman and other 3 members. In 2009 the
appeal commission considered 29 complaints entered to Commission and relevant decisions
were taken. 2 complaints were upheld.
The competition announced on 11 September 2008 for civil service recruitment was
completed on 23 January 2009. There were advertised for competition 601 vacant civil service
positions in 33 state bodies. 2364 candidates participated in the competition, 528 successfully
passed the testing level and were allowed to the interviewing. 182 candidates successfully
passed the interviewing, 128 candidates were appointed to vacant positions, and 54 candidates
were included into reserve staff list (Annex 1).
663 vacant civil service positions on 29 state bodies were announced for competition held
on 6 March-30 July 2009. 2862 candidates participated in the competition, 539 successfully
passed the testing level and were allowed to the interviewing. 240 candidates successfully

passed the interviewing, 149 candidates were appointed to vacant positions, and 56 candidates
were included into reserve staff list (Annex 2).
For those candidates who successfully passed competition but were not appointed to
positions and were included into reserve staff list for 2 years there was carried out relevant
work with state bodies for appointment of such candidates to analogous vacant positions in
state bodies within stated period. 86 from 201 candidates included into reserve staff list on all
competitions conducted by the Commission, were appointed to analogous vacant positions in
state bodies. 41 such appointments were made within 2009.
In accordance with letter of the Educational Commission under the President of the
Republic of Azerbaijan No 2/1035 dated of 21 November 2008, 5 persons graduated abroad in
framework of the “State Program on education of Azerbaijan youth abroad in years of 2007-
2015” approved by Order of the President of the Republic of Azerbaijan No 2090 dated of 16
April 2007, were entered into reserve staff list. Presentations were sent to state bodies for
recruitment of these persons to civil service out of competition. All these candidates were
appointed to relevant positions in 2009.
Results on civil service recruitment were analysed as generally for higher educational
institutions as separately for 24 state and private higher educational institutions which
graduates were most successful. Analyse results were sent to mentioned 24 higher educational
institutions (Annex 3).
Now, the Commission undertakes relevant work for announcement of next competition.
40 state bodies submitted to the Commission 735 vacant positions. In order to direct citizens
for selection of corresponding vacancy due to their skills and abilities, list of vacancies to be
presented in next competition is placed at the web-site of the Commission prior to
announcement publication. This list is added as state bodies submit new vacant positions.
In accordance with the first part of clause 29.3 of the Law of the Republic of Azerbaijan
“On civil service” in 2009 the Commission conducted two interviewing for holding vacant
civil service positions in state bodies.
251 vacant civil service positions on 19 state bodies were advertised for the first
interviewing – 198 candidates were registered for participation. 99 candidates successfully
passed the interviewing and 94 were appointed to vacant positions (Annex 4).
227 vacant civil service positions on 26 state bodies were advertised for the second
interviewing – 194 candidates were registered for participation. 94 candidates successfully

passed the interviewing and were presented to heads of state bodies for appointment (Annex
5).
In accordance with the second part of clause 29.3 of the Law of the Republic of
Azerbaijan “On civil service” the Commission prepared methodical instruction for
organization of interviewing (subject to “internal interviews”) for holding of positions
corresponding to the sixth-ninth categories of administrative positions. Such instructions are
aimed to render state bodies a methodical assistance in interviewing organization and carry out
control over observance of legislative requirements.
In 2009 internal interviewing was carried out in 10 state bodies. 34 candidates were
registered on 34 vacant civil service positions advertised within state bodies. 28 candidates
successfully passed the interviewing.
Starting from 2009, relevant actions were undertaken in order to involve appeal courts,
Court of the Republic of Azerbaijan on Grave Crimes, Military Court of the Republic of
Azerbaijan on Grave Crimes, local economical, military and district (city) courts to the
centralized competition and interviewing conduct process related to the holding of vacant
positions corresponding to the sixth-ninth administrative category positions.
First of all, workshop on the “Civil service recruitment” was carried out for persons
responsible for personnel issues in offices of Appeal courts of Baku, Ganja, Sumgayit, Shirvan
and Sheki, Court of the Republic of Azerbaijan on Grave Crimes and Military Court of the
Republic of Azerbaijan on Grave Crimes, local economical court of Baku city No 1 and 2,
Military Courts of Baku and Sumgayit, Sumgayit city Court, Yasamal, Nasimi, Binagadi and
Absheron District Courts. Legislative requirements related to the vacant civil service position
holding were discussed during the workshop; presentations on the “Job descriptions drafting”,
“Formalization of test bank” and “Rules on interview conduct” were made.
Naftalan City Court and Khizi Region Court presented 1 vacancy in the announcement
made by the Commission on 23 October 2009 but no candidate was registered on these
positions.
1 vacancy in the Kalbajar Region Court was announced for interviewing, 1 candidate was
registered and considered as eligible to position in result of interviewing.
44 vacant positions on 9 courts are presented to be announced for next competition (21
positions on the Baku Appeal Court, 10 positions on the Sheki Appeal Court, 3 positions on
the Ganja Appeal Court, 4 positions on the Shirvan Appeal Courts, 2 positions on the

Hajigabul District Court, 1 position on the Lankaran District Court, 1 position on the Hojali
District Court, 1 position on the Shamkir District Court, 1 position on the Sheki District
Court).
During whole performance of the Commission in general 11395 candidates (10634 –
competition, 761 – interview) participated in competitions and interviews advertised for
holding of 3577 vacant positions in 42 state bodies. 2082 candidates participating in
competition successfully passed the testing and were allowed to interviewing level. 1075
candidates (721 – competition, 354 – interview) were considered as eligible and 775
candidates (490 – competition, 285 – interview) were appointed to relevant positions. In
general, 859 candidates (considering reserve staff) were appointed to vacant positions
(Annex 6).
During reporting period, representatives of the Commission were invited as observers to
testing examinations held in justice and prosecutor’s office bodies for civil service recruitment.
Another essential aspect of the HRM in civil service is development of these resources,
their correct direction in general objectives of public administration.
So, professional development of civil servants was one of the most important directions
in performance of the Commission in 2009.
In 2009 the Commission organized trainings for local executive power bodies and local
and regional divisions of the central executive power bodies in Shamaha, Masalli, Salyan,
Guba and Baku under the “Project Document on Good Governance through Civil Service
Reform: Implementing MDG 9 (draft SPPRSD 2006-2015) signed between the Commission
and the UNDP. 445 officials serving in 41 cities and districts were involved to these trainings.
Presentations on “Rules of civil servant register maintenance”, “Rules of civil servant personal
file holding”, “Ethics conduct rules of civil servants”, “Rules of interviewing”, “Job
descriptions of civil servants”, “Modern approach to the HRM” were conducted for local
executive power bodies; presentations on “Ethics conduct rules of civil servants” and “Modern
approach to the HRM” were conducted for local and regional divisions of central executive
power bodies. CDs with training materials and civil service legislation were distributed
between participants.
Training on the “HRM in civil service – international experience” was organized in the
Justice Academy for persons successfully passed competition to the Ministry of Justice of the

Republic of Azerbaijan. Information about objectives and functions of the HRM, civil service
systems and their specific features was given during the training.
During reporting period, the Commission conducted trainings in the HRM for own
personnel.
In order to organize enforcement of article 22-1 of Law of the Republic of Azerbaijan
“On civil service” and the “Rules on type, form, term and financial provision of professional
development of civil servants” approved by Decision of the Cabinet of Ministers of the
Republic of Azerbaijan No 44 dated of 19 March 2009 under this article, the Commission
studied professional development and re-training needs of civil servants serving in 217 state
bodies. Inquires covered 40 central, 79 local executive power and 98 justice bodies. Results
were analysed, professional development and re-training needs of civil servants for 2010 were
summarized and submitted to the Cabinet of Ministers of the Republic of Azerbaijan.
There are some problems preventing the Commission to completely fulfil functions in
the field of professional development of civil servants. Thus, absence of specialized
structure divisions in the field of professional development of civil servants and non-provision
of means in budget as separate clause for professional development of civil servants prevent
implementation of certain actions in this field.
In order to increase public trust to the state policy in the HRM field, the Commission
regularly informs the society about its performance through mass media.
The Commission uses its web-site www.csc.gov.az or www.dqmk.gov.az as a main
source of official information to build more live connections with citizens, ensure information
access and performance transparency. The web page completely meets requirements of Law of
Azerbaijan “On information access”. General information about Azerbaijan is also reflected
here. Web-site of the Commission is also used as communication tool with the citizens. Thus,
the web-site allows citizens to directly contact management and personnel of the Commission.
At the same time, polls on actual aspects of the HRM in civil service are also carried out
through the web-site. These polls are updated once in two months.
The Commission regularly undertakes different actions in order to find out public opinion
about improvement of the civil service recruitment rules. Opportunity for citizens to directly
apply to the Commission with proposals was created on the web site with these purposes.
Mostly, the citizens are concerned with proposals about interviewing improvement. Proposals
basically are related to involvement of independent experts to interviews. Considering above

mentioned and some problems arisen during interviewing and in order to increase public trust
and make interviewing as more efficient and professional process, involvement of independent
experts to interviews turned into considerable importance. Despite of the fact that the
Commission started work on independent expert base creation, their involvement to interviews
was impossible without settlement of financial issues related to payment for their work.
The Commission informs the society about reforming in civil service and achievements
in this direction through different events held in the country. Presentation dedicated to the
“Evaluation in civil service recruitment process” was made in the regional conference of
International Association on Education Evaluation organized in Baku by the State Student
Entrance Commission of the Republic of Azerbaijan. Reports on “World Tendencies in the
Human Capital Development” and “State Policy in the Human Capital Development” were
made in the international conference “Human Capital, State, Business” organized in Baku by
the company “Allianz Group”.
The meeting with undergraduate students of the Khazar University was held in order to
attract potential youth to the civil service. Participants were informed about main directions of
the Commission’s performance, including civil service recruitment on transparent and
competitive basis, involvement of civil servants to additional professional education, ethics
conduct rules, control over civil service legislation implementation in the state bodies and
following plans of the Commission.
The similar action in this direction was a meeting with the pre-graduated students and
representatives of the different youth organizations of the Sumgait Head Youth and Sport
Department of Sumgait. All participants were informed about reforms carrying out in the civil
service field, performance and future planes of the Commission and the civil service
recruitment rules.
In the field of civil service legislation enforcement:
While analyzing problems arisen during enforcement of the civil service legislation, the
Commission makes proposals on improvement of this legislation and submits drafts of relevant
legal acts with consideration of opinions and proposals of other state bodies.
One of such problems was groundless non-appointment of persons successfully passing
the competition held for filling civil service positions. In order to eliminate this problem, draft
on improvement of the Law “On civil service” was prepared. This draft law was adopted on 30
September 2009 and became effective on 30 October 2009. The Law envisages obligatory

appointment to positions the candidates those who successfully passed the competition.
The Commission prepared draft law related to the amendments to article 29 of the Law of
Azerbaijan “On civil service” taking into consideration that mostly candidates successfully
passing the competition are civil servants serving in state bodies where the vacancy exists in
and in order to efficiently use budget means. The Law draft provided for primary participation
of civil servants serving in state bodies where the vacancy exists in order determined by the
legislation. Based on this draft, Law No 806-IIIQD dated of 28 April 2009 “On making
amendments and additions to the Law of the Republic of Azerbaijan “On civil service” was
adopted.
In accordance with Decree of the President of the Republic of Azerbaijan No 830 dated
of 3 October 2008, the draft of “Rules of a type, form, period and financial provision of
professional development of civil servant” was prepared considering opinions and proposals of
other state bodies and approved under decision of the Cabinet of Ministers of the Republic of
Azerbaijan No 44 dated of 19 March 2009. Objective of these Rules is efficiency increase in
performance of civil servants, development of their theoretical and practical skills, abilities and
professional competencies in relation with implementation of service functions.
In accordance with mentioned Decree, draft of the “Rules of recruitment to state bodies
through competition” was prepared considering opinions and proposals of other state bodies
and approved under Decree of the President of Azerbaijan No 108 dated of 24 June 2009.
Basing on clause 8 of these Rules, the Commission prepared, approved and registered in the
Ministry of Justice the “Rules of organization, conduct, evaluation of testing examination on
civil service recruitment in state bodies and determination of passing score on administrative
position category” and “Rules of preparation and examination of test samples for test
examination held in relation with civil service recruitment in state bodies”.
In accordance with Decree of the President of the Republic of Azerbaijan No 108 dated
of 24 June 2009, draft of the “General requirements of vacant position holding corresponding
to the sixth-ninth categories of administrative positions” was prepared, submitted and adopted
under decision of the Cabinet of Ministers No 143 dated of 17 September 2009.
Standard legal acts adopted by the Commission were conformed to the “Rules of
recruitment to state bodies through competition”. Thus, relevant additions and amendments
were made to the “Rules of civil service recruitment and interviewing for holding
administrative positions” and “Rules of reserve staff formalization for holding positions

corresponded to the sixth-ninth categories of administrative positions in state bodies”.
“Requirements to transparency increase in competitions” and “Requirements on
behaviour of the panel of interviewers” approved by the Commission was improved by
relevant amendments and additions.
The Commission undertook relevant actions to execute control over observance of the
ethics conduct rules set forth by the Law of the Republic of Azerbaijan “On ethics conduct
rules of civil servants”, to coordinate matters related to enforcement of the Law and to inform
about ethics conduct issues.
New sub-division related to the ethics conduct was launched at the web site of the
Commission. It includes the Law of the Republic of Azerbaijan “On ethics conduct rules of
civil servants”, internal ethics rules of the Commission and other state bodies, on-line system
for applications of citizens to the Commission. This is aimed to the strengthening of public
control over civil servant performance and building public efficiency of the web site of the
Commission.
1000 brochures about ethics conduct rules were published and distributed to civil
servants and citizens in 2009.
Investigation was carried out on complaints and information received by the Commission
from civil servants and citizens in relation with ethics conduct rules violation – legal actions
were undertaken.
On 12 January 2009 Valida Jabiyeva lodged the complaint to the Commission in relation
with violation of the ethics conduct rules (requirement of article 6.2 of the Law “On ethics
conduct rules of civil servants”) against her by Mustafa Mammadov, leading consultant of the
Pension Provision Sector of the Khachmaz district department of the State Social Protection
Fund of the Republic of Azerbaijan. She also complained on her partial dismissal by the
management. The Commission investigated this complaint. In result, the complaint was met
and disciplinary penalty actions were invoked to M.Mammadov violated ethics conduct rules.
At the same time, V.Jabiyeva was restored in her position.
On 10 March 2009 Aziza Nasirova lodged the complaint to the Commission concerning
contradictions to the ethics conduct rules (requirement of article 12.1 of the Law “On ethics
conduct rules of civil servants”) against the first deputy head of the Aghsu Executive Power,
Rasim Novruzov and his employees Tahir Khasi, Atakishi Gasimov. The Commission
investigated this complaint. In result, the complaint was not corroborated.

Four complaints, entered to the Commission during end of November and December in
relation with violation of the ethics conduct rules, are still investigated.
Low number of complaints of citizens received in relation with ethics conduct rules
violation requires public awareness raising in this field. The Commission plans to undertake
actions next year to inform citizens about ethics conduct rules of civil servants and expected
behaviour of civil servants.
“Action Plan” of the Commission for 2009 in relation with execution of the Plan related
to implementation of the “National Strategy on Transparency Increase and Anti-Corruption”
(2007-2011) provides for the regular (quarter) trainings and workshops for central and local
executive power bodies dedicated to the ethics conduct matters.
Representatives of the Commission held trainings dedicated to essentials of ethics
conduct rules, honest behaviour, limitations for gift receipt, elimination of corruption and
conflict of interests, partiality and other ethics conduct rules and principles, their observance
and different actual topics related to enforcement of the Law of the Republic of Azerbaijan
“On ethics conduct service of civil servants”. On 5-6 March, 7-8 May, 4-5 June, 2-3 July, 6-7
August, 3-4 September, 8-9 October and 5-6 November 2009 the trainings were held in the
Scientific-Investigational Institute of Economical Reforms for personnel of the Ministry of
Economic Development of the Republic of Azerbaijan; on 16 March 2009 – for the personnel
of the State Town-Building and Architecture Committee of the Republic of Azerbaijan; on 4
March and 14 October 2009 – for civil servants of the Ministry of Communications and
Informational Technologies of the Republic of Azerbaijan.
Training on the Law “On ethics conduct rules of civil servants” and “Ethics conduct rules
of civil servants serving in the Civil Service Commission under the President of the Republic
of Azerbaijan” was held for servants of the Commission.
The Commission sent relevant letters to the central and local executive power bodies to
recommend trainings about ethics conduct rules of civil servants in accordance with article
20.0.2 of the Law “On ethics conduct rules of civil servants”. It was also requested to submit
quarter information about conducted trainings, complaints received in relation with ethics
conduct rules violation and results of applied administrative penalty actions.
It was defined in result of information submitted by the central executive power bodies
that training modules and training schedules were approved in the Ministry of Transport,
Ministry of Finance and Ministry of Economic Development for 2009 – trainings were held in

accordance with the schedule.
Other central executive power bodies provided for organization of specific trainings on
ethics conduct in the Action Plan approved in relation with execution of requirements of the
“National Strategy on Transparency Increase and Anti-Corruption”. These state bodies
conducted such training according to the Action Plan.
In 2009 some civil servants working in the State Committee on Deals of Refugees and
Internally Displaced Persons, Ministry of Labour and Social Protection of Population, State
Statistics Committee, Ministry of Economic Development, State Property Committee,
Binagadi District Executive Power of Baku city and Touz District Executive Power committed
violation of ethics conduct rules. Administrative penalty actions were applied to these civil
servants.
4 servants of the Ministry of Labour and Social Protection of Population, 1 servant of the
Ministry of Economic Development, 1 servant of the Sheki District Executive Power were
dismissed because of violation of the ethics conduct rules.
Summarization of the information received from the local executive power bodies
showed that trainings on ethics conduct rules of civil servants were held in 2009 in these state
bodies.
Kalbajar District Executive Power approved training and workshop modules and
schedules to be held in 2009 to increase awareness on the Law “On ethics conduct rules of
civil servants” – trainings were held in accordance with the schedule.
Khatai District Executive Power of Baku city, Gabala District Executive Power, Salyan
District Executive Power, Saatli District Executive Power, Touz District Executive Power,
Yevlah District Executive Power, Imishli District Executive Power created “Hot Line” for
citizens to call if they faced with facts of ethics conduct rules violation.
Information about implemented works was submitted to the Cabinet of Ministers and
Anti-Corruption Commission of the Republic of Azerbaijan in accordance with the “Action
Plan” approved under order of the Chairman of the Commission No 301 dated of 29 December
2008 to ensure implementation of the “National Strategy on Transparency Increase and Anti-
Corruption” approved by Order of the President of the Republic of Azerbaijan No 2292 dated
of 28 July 2007.
“Action Plan” related to actions committed to the Commission to implement the “State
Program on Poverty Reduction and Sustainable Development in the Republic of Azerbaijan in

2008-2015” approved by Order of the President of the Republic of Azerbaijan No 3043 dated
of 15 September 2008, was approved by order of the Chairman of the Commission No 302 on
29 December 2008. This Action Plan was implemented in 2009 in phases. Information about
implemented works was submitted to the Ministry of Economic Development of the Republic
of Azerbaijan.
The Commission had undertaken required actions for consideration of citizens’
complaints and citizens’ reception. Schedule of reception days of management officials was
approved and placed on the web site and in the entrance of the administrative building of the
Commission. Reception of citizens by management was performed in accordance with the
schedule.
About 500 applications of citizens entered to the Commission were considered and
replied in order and term determined by the Law “On consideration order of applications of
citizens”.
More than 1500 calls of state bodies about enforcement of civil service legislation were
considered and replied under legal requirements. These calls mostly were related to calculation
of service experience, professional ranks, service promotion of civil servants, social protection,
clarification of misunderstandings arisen during application of the civil service legislation, etc.
In the field of building and development of international relations:
The Commission marks out study of the international experience in the field of civil
service and HRM and application of this experience in the public administration system of
Azerbaijan.
For this purpose, the Commission builds and develops active cooperation with foreign
civil service structures and international organizations.
In order to build mutual cooperation in the field of civil service, delegation of the
Commission headed by the Chairman visited the United Kingdom of Great Britain and
Northern Ireland on 16-20 February 2009 and the Korean Republic on 27-30 October 2009.
During the visits to relevant structures of these states there was agreed about regular exchange
of experience in the civil service field and organization of trainings and mutual study visits.
Meeting with a Director on International Relations of the National Administration School
(ENA) of the France was held on 16 March 2009. Exchange of opinions about cooperation in
the field of professional development of civil servants and training issues, determination and
conduct of training needs of civil servants was discussed during the meeting.

Delegation of the Commission visited Ukraine on 23-24 July 2009 in frame of
Agreement “On cooperation between governments of Ukraine and Republic of Azerbaijan in
field of civil service development”. Preliminary plan about main directions of cooperation for
2009-2010 and perspectives of trainings for civil servants from Azerbaijan in Ukraine were
discussed during the visit.
On 20-23 December 2009 the delegation of the State Personnel Presidency of the Turkish
Republic headed by the head of the Presidency made an official visit to Azerbaijan. During the
visit “Action Plan for 2010-2011 between the Civil Service Commission under the President of
the Republic of Azerbaijan and State Personnel Presidency of Turkish Republic” drafted in the
framework of “Cooperation Protocol in the field of development and support to civil service
administration between Turkish Republic and Republic of Azerbaijan” was signed. The
Action Plan covers mutual study visits, conduct of trainings and seminars, information
exchange and other issues according to the mutual interests in the field of the civil service.
In 2009 the Commission strengthened relations with the Council of Europe, UNDP,
European Union, GTZ and SIGMA.
On 3-5 September 2009 delegation of the Commission, headed by the Deputy Chairman
participated in the international conference “Political Neutrality of the Civil Service: From
Theory to Reality” organized by the Main Department of the Civil Service of Ukraine and
International Development Agency of Canada. Reports on the subjects of “Political Neutrality
of the Civil Service: From Theory to Reality”, “Key competencies for senior bureaucrats in the
21st century nation-state”, “Drivers and trends impacting on the balance between bureaucratic
neutrality and political responsiveness in civil services”, etc., were listened during the
conference. During the conference meetings with the delegations of Ukraine, Canada, Ireland
and other countries were held and cooperation possibilities were discussed.
Actions in framework of the “Project Document on Good Governance through Civil
Service Reform: MDG-9” between Civil Service Commission under the President of the
Republic of Azerbaijan and United Nations Development Program and approved under Order
of the President of the Republic of Azerbaijan No1790 dated of 29 November 2006 are in the
process.
The training on “Whistblowing on corruption cases in the civil service field and
preparing of the rules for whistblowers protection” was organized jointly with the Council of
Europe together with the Commission in framework of the project “Support to the Anti-

Corruption Strategy of Azerbaijan” (AZPAC). Servants of the structural divisions executing
the internal control functions in the state bodies were involved to the training.
Conference dedicated to the “Performance assessment of civil servants” was organized
jointly with the SIGMA (OECD program specialized in the civil service field) on 24 June
2009. Heads of offices and personnel structures of the central executive power bodies
participated in the seminar. During conference presentations about “Service performance
appraisal of civil servants in Azerbaijan: current situation and reform needs”, “Lessons learnt
from the HRM method implementation to improve performance of the civil servants in
Lithuania”, “EU experience in the HRM and development tools”, “Tools of performance
appraisal of civil servants: international experience”, “Performance-related pay system in civil
service: European Union and OECD experience” were made. Experts shared their opinions
with the conference participants about role of performance appraisal of civil servants in civil
service development, problems to be met in this field and solution ways.
Representatives of the Commission participated in the work of the 5th Annual Summer
Public Management Institute held in Republic of Latvia on 17-21 August dedicated to the
“Restructuring Government to Overcome Crisis”. The Summer Institute was organized by the
State Chancellery of the Republic of Latvia, Main Department of Civil Service of Ukraine,
Ministry of Finance of Estonia and Institute of Administrative Sciences “Paul Negulescu” of
Romania, and financed by the Regional Center for Public Administration Reform of the
UNDP.
On 15-16 October 2009 the representative of the Commission took part in the
international seminar dedicated to the “Asset declarations for public officials as a tool against
corruption” organized by the Organization for Security and Cooperation in Europe, OECD,
SIGMA and EU. The seminar was targeted to the development and systematization of skills
related to the role of asset declarations as a tool against corruption, discussion of policies and
tendencies existing in this field.
On 27-30 October 2009 representative of the Commission participated in the 3rd World
Forum of the OECD for “Statistics, skills and policy” organized in Busan, Korean Republic.
Representatives of the Commission participated in the regular meeting of the Working
Group on Institutional Reforms and Good Governance of Organization of the Black Sea
Economic Cooperation (BSEC) held in Istanbul, Turkey on 27-28 October 2009.
The Action Plan of the Working Group for 2009-2011 was discussed and approved as initial

draft at the end of the meeting. The Action Plan covers additional professional education of
civil servants in the BSEC member states.
On 11-13 November 2009 servants of the Commission participated in the training
“National coordinators” organized by the Regional Center for Public Administration Reform
of the UNDP in Turin, Italy.
On 9-29 November 2009 servants of the Commission participated in the workshop
“Public Administration for Asian countries” organized by the government of the Chine
People’s Republic in Pekin.
Training on the “HR management in the public sector” was conducted for 9 civil servants
serving in the Administration of the President of the Republic of Azerbaijan and different
central executive bodies in the Dutch Institute for Public Administration (The Hague,
Netherlands) on 13-19 December 2009. Training course was organized in framework of the
joint project of the Commission and the UNDP and covered such topics as “HR in state
bodies”, “Development of HR strategy“, “Performance appraisal system and performance
based pay system”, “Modern principals of HR development”, etc.
The Commission continues its cooperation with embassies and international
organizations acting in the Republic of Azerbaijan to study international experience in the civil
service field and introduce international society objectives and functions of reforms carried out
in this field in the country.
In the IT field:
In 2009 the Commission continued IT application and development in different directions
of its performance.
The “Civil Servant Register” was developed; its data was updated and upgraded. In result
work carried out with the state bodies defects arisen during operation of the “Management
structure and staff potential system” managing the Register were revealed, systemized and
eliminated; new report forms were added.
To this end, information about 8243 civil servants on 39 central executive power bodies
and 29 local executive power bodies are entered into the Register database. This data is
monthly updated.

Information of the Central Election Commission and the “Icherisheher” State Historical-
Architectural Preserve Office under the Cabinet of Ministers of the Republic of Azerbaijan
was not submitted to the Commission.
The informational-searching system “Candidates” covering wide information about
candidates participated in the competitions and interviewing to hold vacant civil service
positions in state bodies is improved. Functional possibilities of the system and number of
reports included into this system are increased for more efficient organization of all stages of
competitions and interviewing (announcement, document acceptance, test examination,
interview, appointment, work with reserve staff, etc.). In order to improve preparations of all
materials to be published in competition and interviewing announcement, candidate base to
participate in the examination, interviewing score schedule, final evaluation protocols and
other working document, work over upgrading of new functions and possibilities in the
informational-searching system “Candidates” is continued.
400 candidates applied on-line through the “On-line” system created for efficiency
increase in the document acceptance process with consideration of growth of number of
citizens applying for civil service recruitment and about 3500 users were registered on the
web-site. The web-site allows registered users to enter to forum, to receive information
through e-mail about new announcements, to submit on-line application for participation in the
competitions and interviews.
“Civil service classification” was prepared with assistance of the Ministry of
Communications and Informational Technologies under the Action Plan on implementation of
the “State Program for 2005-2008 on communications and IT development in the Republic of
Azerbaijan (E-Azerbaijan)” approved by Order of the President of the Republic of Azerbaijan
No 1055 dated of 21 October 2005. “Civil service classification” was approved under order of
the chairman of the Commission No 236 dated of 30 July 2009 and order of the order of the
Chairman of the State Committee of the Republic of Azerbaijan for Standardization,
Metrology and Patents No 102 dated of 26 August 2009. The classification has been enforced
from 1 September 2009. Enforcement of the classification will have great value in
establishment of the single informational system and implementation of formalization actions
of the “E-government”. The single informational system will be effective in the performance
efficiency building of state bodies and all counterparts.

“Documental Management System” created and operated based on requirements of the
Law of the Republic of Azerbaijan “On rules of application consideration of citizens” and
“Rules of paperwork on proposals, applications and complaints of citizens in state executive
bodies, enterprises, organizations and offices” approved by Decree of the President of the
Republic of Azerbaijan No 935 dated of 27 September 2003, was improved to increase
efficiency of periodicity in the Commission, work for application consideration of citizens.
This program allows all structural divisions to monitor the executing documents.
New system was created and launched for registration of correspondence sent by e-mail
of the Commission. The system helps to obtain different reports about correspondence. During
reporting period the Commission responded more than 1500 applications entered by e-mail.
GSM-based system was developed to promptly inform candidates in different stages of
the competitions and interviewing. The system has mailing functions for informing candidates
through SMS service about holding the test examination and date of distribution of identity
cards for examination, test examination results, schedule of interviewing, results of
interviewing, etc.
During the reporting period the Commission placed the following information at its web-
site to guaranty access to information and transparency:
1. Job descriptions and holding requirements of each vacancy in the Commission;
2. Names of candidates successfully passed the competition and interviewing held by the
Commission, name of state bodies and positions;
3. Analytical analyze of competition results and higher educational schools;
4. Reports about “Action Plan” related to actions entrusted to the Commission in point 4
of the Action Plan on implementation of the “State Program for poverty reduction and
sustainable development in the Republic of Azerbaijan in 2008-2015” (2008-2010) and its
implementation stage;
5. Reports about “Action Plan” related to actions entrusted to the Commission for 2009
in the Action Plan for implementation of the “National Strategy on Anti-corruption and
Transparency Increase” (2007-2011) and its implementation stage;
6. E-services types rendered to citizens by the Commission in 2009 (SMS service, etc.).
While generating announced information on state bodies and vacancies printed in mass-
media for competition and interviewing through the informational-searching system
“Candidates”, situation with the document acceptance process and daily information about
competition is placed for citizens at the web-site of the Commission. Statistics about document

acceptance on regions are also placed at the web-site in group form.
Information about different stages of the civil service recruitment – dates and results of
test examination, interviewing schedule, etc. – was also daily updated on web-site.
Quotations announced for acquisition of the equipment for material-technical base of the
Commission are regularly placed at the web-site in framework of the “National Strategy on
Transparency Increase and Anti-Corruption”.
During reporting period more than 800 applications were made on web-site of the
Commission.
Center for Multimedia Informational Systems and Technologies conducted the
monitoring of 50 state structures and 10 municipalities within 9 months. Official web-sites
were analyzed for 67 parameters of access to information with consideration of quantity and
quality criteria and social importance. Basing on results of the monitoring, the web-site of the
Commission had the 3rd rank in the Rating Table on access to information.
In 2009 material technical basis of the Commission in IT field was strengthened and new
equipment was acquired. Joint projects of the Commission with international organizations
played great role in these acquisitions.
