Scientific/Technical Advice Two options considered:• Semi-permanent standing committee• Reliance on ad hoc / limited duration committees for specific tasks

Proposal from ad hoc S/T WG is a mixture of the 2 options:

User Interface mechanism Goal: To capture in a systematic, targeted, focused and comprehensive

way the needs and concerns of a broad range of user communities,cross-cutting issues and trans-disciplinary needs

Possible approach: A two-tiered user interface mechanism

• Communities of Practice (CoP) to provide for a for producers andusers to work together on areas of interest to GEO

• A User Interface Panel to address cross-cutting issues and overseesthe CoPs, ensuring continuity and avoiding duplication

Status of Work Plan Team

• Appointment by Co-Chairs in March of 4 persons (includingLeader); 2 in post at WMO since mid April and 2 will join duringfirst half of May

• Administrative support provided by GEO Secretariat and WMO• The 4 Team members are seconded by GEO Members and

Participating Organizations till end Dec. 2005• Additional part-time support from external experts offered by

EUMETSAT and NASA

How GEOSS will help for Climate ?

• Promoting completion of partially implemented observingsystems

• Facilitating access to data• Supporting development and implementation of new

observing systems (according to GCOS climate monitoringprinciples)

Main interaction with the GCOS Office and WCRP istaking place to identify concrete activities for2005/2006/2007

Re-organization of interfaces between CEOS, IGOS-P ,GCOS and GEO/GEOSS for closer interaction andbetter efficiency

• 28 Support implementation of actions called for in GCOSImplementation Plan and the relevant IGOS-P ThemeReports.

• 29 Improve the reporting of observations to internationaldata and analysis centres in terms of data volumes, qualityand timeliness.

• 32 Identify the needs and solutions necessary to implementthe global observing systems for climate in all regions andcountries based on the recommendation of GCOSImplementation Plan and specific regional action plans.

• 33 Initiate an intergovernmental mechanism in theterrestrial domain to prepare and issue regulatory andguidance information on observational procedures anddata management as, for example, also asked for indecision 9/CP.9 (UNFCCC, 2003).

• 35 Emphasize to satellite agencies the importance ofsatellites for long-term climate monitoring, and advocatethat all Earth observing satellite systems adhere to theGCOS Climate Monitoring Principles (WMO, 2003) andcommit to the suite of instrumentation called for in theGCOS Implementation Plan and in the relevant IGOS-PTheme Reports.

• 36 Focus on research programmes to support thedevelopment of observational capabilities for ECVs such astropospheric ozone, cloud and aerosol properties and theirvertical profiles, CO2 and other greenhouse gases, soilmoisture and groundwater, above-ground biomass,permafrost, snow cover and glaciers, and ocean salinity,carbon and nutrients and their vertical profiles.

• 39 Promote the improvement of emission databases foraerosols, greenhouse gases and their precursors.

DISASTER example (1/2)Advocate expansion of seismic monitoring networks, plus expansion of thepresent network of ocean-bottom pressure sensors, and upgrade existing globalnetworks (e.g. the GSN) so that all critical instruments relay data in real time, insupport of better tsunami warning worldwide.

Task 1 Facilitate immediately (6 months) upgrading of the existingTsunami detection networks in Indian Ocean.

Task 2 Contribute to the design of the Tsunami early warning systems inIndian Ocean and expand to global coverage.
