Scientific/Technical Advice Two options considered:• Semi-permanent standing committee• Reliance on ad hoc / limited duration committees for specific tasks

Proposal from ad hoc S/T WG is a mixture of the 2 options:

• Small (6) standing Panel for high level advice and appointed by GEOsupported by

• Ad hoc science and technical advisory groups as needed

No final decision yet done in Plenary

User Interface mechanism Goal: To capture in a systematic, targeted, focused and comprehensive

way the needs and concerns of a broad range of user communities,cross-cutting issues and trans-disciplinary needs

Possible approach: A two-tiered user interface mechanism

• Communities of Practice (CoP) to provide for a for producers andusers to work together on areas of interest to GEO

• A User Interface Panel to address cross-cutting issues and overseesthe CoPs, ensuring continuity and avoiding duplication

How GEOSS will help for Climate ?

• Promoting completion of partially implemented observingsystems

• Facilitating access to data• Supporting development and implementation of new

observing systems (according to GCOS climate monitoringprinciples)

• Facilitating / encouraging the development of integratedhigh quality climate products

|18

Climate example : 13 2-Year Targetscontinued

• 29 Improve the reporting of observations to internationaldata and analysis centres in terms of data volumes, qualityand timeliness.

• 30 Improve the capability of international data centres fordata archiving and distribution of data and products.

• 31 Establish a strong collaboration mechanism betweenobservational organizations and research communities, and users of climate information, to further refine theobservations, analyses and products required.

|19

Climate example : 13 2-Year Targetscontinued

• 32 Identify the needs and solutions necessary to implementthe global observing systems for climate in all regions andcountries based on the recommendation of GCOSImplementation Plan and specific regional action plans.

• 33 Initiate an intergovernmental mechanism in theterrestrial domain to prepare and issue regulatory andguidance information on observational procedures anddata management as, for example, also asked for indecision 9/CP.9 (UNFCCC, 2003).

• 34 Support JCOMM to coordinate the implementation ofand prepare regulatory and guidance information for anoperational in situ ocean observing system.

• 35 Emphasize to satellite agencies the importance ofsatellites for long-term climate monitoring, and advocatethat all Earth observing satellite systems adhere to theGCOS Climate Monitoring Principles (WMO, 2003) andcommit to the suite of instrumentation called for in theGCOS Implementation Plan and in the relevant IGOS-PTheme Reports.

Climate example : 13 2-Year Targetscontinued

• 37 Coordinate climate sectors and broad user groups toclarify and specify requirements for socio-economic benefitareas (disaster prevention, health, energy, water resources, ecosystem, agriculture, and biodiversity) for climateproducts and information.

• 38 Enforce palaeoclimate research to improve knowledgeabout historical and current climate change, by combiningnatural science data and socio-economic information.

• 39 Promote the improvement of emission databases foraerosols, greenhouse gases and their precursors.

DISASTER example (1/2)Advocate expansion of seismic monitoring networks, plus expansion of thepresent network of ocean-bottom pressure sensors, and upgrade existing globalnetworks (e.g. the GSN) so that all critical instruments relay data in real time, insupport of better tsunami warning worldwide.

2-YearTarget

Task 1 Facilitate immediately (6 months) upgrading of the existingTsunami detection networks in Indian Ocean.

Task 2 Contribute to the design of the Tsunami early warning systems inIndian Ocean and expand to global coverage.
