stakeholder strategic advisory bodies

SSCC Chair “roadshow”Much appreciated Erik’s hard work to consolidate SSCC task force inputs and interface with EAB/MB/EASA“Chameleon” SAB will work well if:

Right nominations;Right rules of procedures;Right communication between SAB and technical groups (agendas, working documents);Understanding of EASA expectations in advance.

Still much preparation work to be done.

New rulemaking procedureStill some comments from ASD members

10-12-20155. Update on Current EASA

Rulemaking Tasks

RMT.0264: Executive Interior AccommodationNPA to be published shortlyAll in all, a positive “stakeholder group” experience

RMT.0262: Embodiment of Level of Involvement (LOI) requirements into Part-21

Application to GA may require adapted AMC/GM and has to be linked to the “Part-21 proportionality” project (see agenda item 11)

RMT.0018: Installation of parts without Form-1 (including COTS)

Proposed EASA approach creating 4 “safety-significance levels” (SSL), correlating with 4 production control levelsD&M is much interested, but warns about some possible issues:

Design-production coordination (including suppliers)Retroactive application?International acceptance (BASA provisions on parts acceptance)

Industry to organize a workshop to discuss the concept

10-12-20156. Draft Rulemaking Programme

2016-2020

CRD feedback

Some additional suggestions

In RMP, identify tasks involving cooperation with other Authorities

In RMP, identify affected stakeholders

Next steps

Need to know in advance the milestones in RMP preparation cycle and to get early information (support documents, EASA expectations)

10-12-20157. Candidate tasks

where industry could take the lead

Commercial Off The Shelf (COTS) PartsSee agenda item 5

Management of Production Deviations (concessions) in DOAD&M believes no rulemaking is needed. However:

EASA should check consistency of approaches throughout DOA teams;Regarding the proposal to create a privilege for approval of “major” deviations, ASD should check the number of real cases

Open Rotor bird ingestionCurrent task close to completionNeed identified to address bird ingestion, as open rotor was not considered in the ARAC WG on engine bird ingestion

Draft ToR (update of OR ToR) including membership changes prepared by industry with justification.EASA green light expected.

8. Update on Technical Implementation Procedures

EASA presentation on latest developments & roadmap

D&M appreciates progress made in respective bilateral TIPs in the “group of 4” and convergence efforts

Suggestion to have a regular update (once a year?) on roadmap and achievements

Keep momentum!

10-12-20159. The future of D&M

D&M supports continuation of this group (whatever the name) with the same scope.D&M confirms need for exchange/cross-fertilization between technical groups and with GA sectoral group align meeting schedules

Improve meetings preparation & exchange of documents between SAB & technical/sectoralgroups.We need to get back to a structured and formalized consultation process, in order to plan and organize our work

Clear milestones;Understanding of EASA expectations

We assume Agency wishes not only to inform us, but to get advice from us.
