Given assessment has been conducted on July, 8-15th, 2010 in conflict affected zones

(the list of zones is given bellow) by FTI with support of the Danish Refugee Council. The goal of the assessment is to gather information on the basic needs of the

population as the result of the conflict in June 2010 in the South of the country in the sphere of food safety, livelihood, health, water and sanitary, education, etc. for more effective and adequate rendering of the humanitarian aid / assistance.

Assessment has been conducted with the help of focus groups with participation of communities’ inhabitants in number of 10-15 persons. Also official information has been requested from local self governance.

Assessment was carried out on the following communities/ village councils, cities of Osh and Jalalabad

The tables’ present main data on ethnic composition of the target zones, quantity of human victims, suffered people, extent of damage, residents of zones who suffered moral and physical health injuries. The basic foodstuff of the inhabitants, their needs, including for medical preparations and the equipment have been analyzed. It is remarkable that in one of the target zones, in a village Kosh-Dobo, Alabuka rayon of Jalalabad oblast, some of its residents (22 families) had to leave their houses in Kyrgyz enclave Toruk, located in the territory of Uzbekistan due to the deterioration of interethnic relations. Although there has not been any open conflict reported, these people have become victims who lost their properties, the basic means of living and income. Presently, some of these people live in temporary shelters, some stay in deserted, dilapidated houses; some joined their relatives in Kyrgyzstan. TABLE 2.1 GENDER COMPOSITION OF V\C

The main ethnic groups are Kyrgyz and Uzbek people. The percentage of other ethnic nationalities is approx. 3-7%. However, it should be noted that Kyrgyz and Uzbek people mainly live densely; in some regions there are more Uzbeks and in other more Kyrgyz. There are also some ethnical regions with a majority of Uzbeks such as Amir Temur, where the percentage reaches 99%. Change of the percentage ratio of Kyrgyz and Uzbeks residents before and after the conflict occurred in the following settlements:

Kyrgyz residents of TOS Ak-Bura before the conflict accounted for 38 % of entire population and this percentage dropped to 25 % after the conflict. Uzbeks residents of Ak-Bura accounted for 46 % of entire population before the conflict and this number increased to 65 % after the conflict Representatives of other ethnicities accounted for 16 % of population before the conflict, and this number dropped to 10 % after the conflict.

Kyrgyz residents of micro district Cheremushki accounted for 60,80 % of population and this number dropped to 55 % after the conflict. Uzbek residents accounted for 34,70 % of population and this number increased to 41 % after the conflict.

3.Uzbek residents of Usypova village accounted for 87,70 % before the conflict and this number increased to 90 % after the conflict. Representatives of other ethnicities accounted for 2,30 % before the conflict and this number dropped to 1 % after the conflict.

Percentage of Kyrgyz residents of Too-Moun village was 82 % before the conflict and this number increased to 85 % after the conflict. Percentage of Uzbek residents was 18% before the conflict and this number decreased to 15% after the conflict.

5. Kyrgyz residents in micro district Toloikon accounted for 59,3 % before the conflict and this number dropped to 45 % after the conflict. Uzbek residents of Toloikon accounted for 38,60 % and this number increased to 53 % after the conflict. TABLE 2.3 PERCENTAGE OF TOTAL VILLAGE POPULATION DISPLACED DURING THE CONFLICT:

According to the available data, the number of people that abandoned their houses also varies greatly. In Osh the micro-districts which were abandoned the most by both Kyrgyz and Uzbeks were Cheremushki and TOS Ak-Bura. Around 80% of Kyrgyz abandoned the village council «Usypova» whereas Uzbeks didn’t. The same situation occurred in Sheit-Tebe, where the micro-district was abandoned by around 85% Uzbeks. The minimum percentage of the ethnic groups which have left settlement (0,02 – 5 %): 1. Sheit - Tebe - 0,02 % the other ethnic groups, 5 % Kyrgyz 2. Amir-Temur – 0,12 % Kyrgyz, 0,38 % Uzbeks 3. Zhalalabad – 1 % Uzbeks 4. Bazarkhorgon – 3 % Kyrgyz 5. Tash-Bulak – 3 % Kyrgyz 6. Shark – 5 % Kyrgyz The average percentage of the ethnic groups which have left settlement (15-40 %): 1. According to the information obtained, the number of murdered people during inter-ethnical riots in the South Kyrgyzstan reached 33 people in Jalalabad region and 26 injured. Whereas in Osh oblast 210 people are dead and another 959 are injured. Moreover, there is a high number of missing people in Osh (25 people) as opposed to the Jalalabad region. There are no victims in such micro-districts as Toloikon, Kosh-Dobo, Toruk, Usypova but 62 murdered and 112 injured in Amir-Temur, 43 murdered and 100 injured in Shark, 34 murdered and 450 injured in Cheremushki. the houses with category “3” are in following breakdown: in Jalalabad city- 14, Bazarkorgon region – 212, in Osh oblast 741, including in Shark 321, in Sheit-Tebe 240, in the micro-district Cheremushki – 72, etc. TABLE 3.2 ON SHELTER FACILITIES

Regarding shelters the numbers of them are as follows as per the available information: 8 in Bazarkorgon region and 23 in Osh oblast, including 8 in the village Seidukum, 4 in Too-Moun and 3 in Shark village. There are also places where there are no shelters at all. There are no special premises that can be used as shelters for the displaced people in the village Toruk, they now live in outdoor tents, in old, deserted houses, some of them are provided shelter by relatives.

Further, the number of families who completely lost their food supply are as follows: in Jalalabad city less than 1%, in Bazarkorgon region - approx. 50%, in Seidukum village - 20% and in Suzak village - 23% of the population involved in the conflict, while in the villages of Osh region the mark is in the range of 10%. Regarding the damage to the livestock of the local population the data is as follows: in Jalalabad city – less then 0,4%, in Suzak village approx. 5%, in Toruk and Kosh-Dobo villages more than 18%. It is necessary to mention that in Osh region: in Shark village approx. 10%, in Mady village approx. 7% of population mentioned partial damage to their livestock. Based on the obtained information, 17% of Suzak village’s population have completely lost this year's harvest, whereas the numbers in Osh region are as follows: the most affected village is Shark - approx. 50%, then AllaAnarov village - approximately 10%, as well as Amir-Temur and Sheit-tebe villages less than 4,5 %. In Seidukum village the percentage of partial damage is approx. 50%. Regarding the damage to the agricultural machinery, it is fixed in Shark village - approx. 35%. TABLE 4.2 ON THE MAIN LIVELIHOODS

According to the data concerning the basic ways of survival in Jalalabad city approx. 30% of the

population, in Toruk and Kosh-Dobo villages approx. 100 % of the population, in Bazarkorgon village approx. 70 %, Seidukum village 20 % and in Suzak village less than 3 % reduced food consumption, In Osh area approximately 30-40 % with about 60 only in Shark village.

The percentage of the population using poor quality foodstuff is 35 % in Jalalabad, 45 % in Toloikon village, micro-district Cheremushki and TOS Ak-Bura.

Data on the use of means borrowed as follows: in Jalalabad 15 % of the population, in Toruk and Kosh-Dobo villages 100 %. Regarding the villages in Osh oblast this percent varies within 20-40 % of the population.

Sale of production assets is sharply observed in Toruk and Kosh-Dobo villages which is approx. 60% of the population and in the villages Mady and Jusupovsky of Osh oblast around 20 %, and in the villages Shark, AllaAnarov and Amir-Temur approx. 10 %.

Besides the above there is information about consumption of seeds, especially in Toruk and Kosh-Dobo villages - approx. 70 % of the population, in Seidukum village approx. 20% and Alla Anarov, Too Moun and Jusupovsky villages approx. 5 % of the population.

In the above mentioned villages the population survived by other widespread means in South Kyrgyzstan. And money transfer by relatives working in Russia and Kazakhstan can be mentioned as one of the main ways of survival.

There is not enough operational tables, mobile shadeless lamps, portable narcosis devices in Bazarkorgon village In Dostuk village there is not enough tonometers and thermometers, in Too-Mojun village there is not enough couches and tonometers.

Aksy community/ union

The greatest help has been rendered from International Red Cross in the form of a foodstuff, ware, medicines, water. From chosen by us 17 villages a humanitarian aid in a various kind has been rendered to 8 villages.

As the humanitarian aids has been rendered from the United Nations, UNDP, the Society of a red half moon, in the form of tents (all three), mattresses (the Society of a red half moon) and ware (the United Nations).

Medicines have been given from outside UNICEF, United Nations Fund, Doctors without borders, OsOo "Neman", СЭС. The specified organizations gave humanitarian aids in the form of medicines only 1-2 villages from our list.

Some regional administrations, the mayoralty of Osh, the Ministry of Emergency Measures, political parties "Zamandash", "Ata-Jurt", movement "Azamat", АKTED, Bishkek, private persons and businessmen, Aksy Community, have given to Omurbek Babanov a foodstuff to 1-3 villages.

The greatest help have received Bazarkorgon and Tashbulak villages.

Psychologically injured children / adults and discrimination (88%) and ethnic tension (83%) are the greatest problems with the safety in the most of zones. Presence of internal displaced persons and armed groups is also mentioned as the problem with the safety in many areas. Some zones also noted about missing people and separated/lonely children.
