Overall, reported catches in the ICCAT Convention Area peaked in the 1990s and have generally been in decline over the past decade, although 2009 may have started to reverse this trend

Reported catches in the different oceans

Atlantic & Mediterranean Tuna and Billfish Production (SMT not included) had been in decline over the past 15 years; in the Indian Ocean there has been a recent decline (piracy); in the Pacific catches stabilized around 3.2-3.4 million t since 2006.

General Recommendations

• Attendance at SCRS inter-sessional meetings is becoming an increasing concern.

• The lack of participation limits the ability of the SCRS to properly revise the data, to replicate earlier assessments and to ensure continuity on the formulation of the management advice, and/or to apply alternative modeling approaches.

• The Committee recommends that CPCs that can make valuable contributions to the assessments make the necessary arrangements to ensure the presence of their national scientists at those meetings.

CPCs make additional efforts to contribute and participate in the SCRS regular and inter- sessional meetings

• The four-year time frame to finalise database documentation is the recommended absolute limit that should be considered as this work is critical to protecting access, extraction, and understanding of the data most critical to the workings of ICCAT. It was also reiterated that adding staff (or broader use of fixed-term contracts) should be sought to accelerate this process.

• Additional characterisation of the quality of data is required above simply describing whether the data was submitted on time. The Committee reiterates that there is a need to quantify the quality of the information reported and the quality/representativeness of size samples from different fisheries is a question that fits within this issue. A 10% sampling fraction could be adopted as a general rule that could be revised on a fisheries basis.

• A description of the suitability of the data for scientific requirements is needed. External expertise may be required to quantify the quality of information; a Terms of Reference for a contract should be developed to assess the databases ICCAT possess.

General Recommendations

• Observers be allowed to collect biological samples (vertebrae, tissues, reproductive tracts, stomachs) from those species whose retention is prohibited by current regulations. Those dead fish could not be sold.

• Special funds be provided to recover detailed historical statistics on tunas, billfishes, sharks and other species available in Côte d’Ivoire from its artisanal, collected since 1985 but not entered yet in a database. The aim is to elaborate Task I and Task II on the species caught by this fleet.

• To expedite the completion of the national observer program database and reporting forms, the Committee recommends that a Call for Tender be developed to hire a technical expert to assist the Secretariat on a short term basis (6 months).

• The Committee recommends that the data recovery methods used by the GBYP (SCRS/2012/141) s should be pursued to recover data on species of interest to ICCAT (e.g., Mediterranean albacore).

• Beginning in 2012 and every three years thereafter SCRS shall:

a) report to the Commission on the coverage level achieved by each CPC by fishery; b) provide the Commission with a summary of the data and information collected and reported

pursuant to this Recommendation and any relevant findings associated with that data and information;

c) review the minimum standards established for CPC observer programs as set out in this recommendation; and

d) make recommendations as necessary and appropriate on how to improve the effectiveness of observer programs in order to meet the data needs of the Commission, including possible revisions to this Recommendation and/or with respect to implementation of these minimum standards by CPCs.

• The Secretariat elaborated a questionnaire form that was distributed to all CPCs to facilitate gathering the information requested under Rec. [10-10].

• In 2012, Canada, China, Chinese Taipei, EU France, Malta, Mexico, Portugal, Russia, Tunisia, Turkey, United States and Uruguay submitted reports on national observer programs using the supplied forms (SCI-008, Appendix 2).

• In addition, Algeria, Brazil, Egypt, Ghana, EU Greece, Iceland, EU Italy, Japan, Korea, Mauritania, Namibia and South Africa also submitted information regarding their national observer programs, but in a different format.

• Information provided to the Secretariat in 2011 and 2012 were submitted using different formats which limit the utility of this information, and the Committee’s ability to respond to the Commission.

• To correct this issue, the Secretariat and the Committee have developed a list of components to be collected by the national observer programme data collection form for the submission of information from national observer programs.

• This form was developed to be consistent with the objectives and recommendations of the Kobe Process and the Joint t-RFMO Bycatch Technical Working Group (e.g. interoperability across t-RFMOs) and national data confidentiality requirements.

• This form will facilitate CPCs to submit national observer program data to the Secretariat using a consistent format beginning in 2014.

• The Committee elaborated a template for SCRS detailed reports that should be adopted by all Working Groups and it includes instructions on the information to be included in the different sections, following the Resolution 11-14 (Appendix 4 of the WGSAM report).

• Despite the need to standardize all SCRS reports, it was recognized that flexibility was needed to accommodate the particular nature of the data preparatory and assessment meeting reports.

• The current template of the Executive Summaries was also reviewed and the new requirements incorporated (Appendix 5 of the WGSAM report).

• The advised templates have not been utilized by the majority of WGs in 2012, but it is advised that they should be followed from 2013.
