The IOC Evaluation Commission (the Commission)for the XXI Olympic Winter Games in 2010 ispleased to present the results of its evaluation ofthe three Candidate Cities for these Games. Listedin alphabetical order, these cities are PyeongChang(KOR), Salzburg (AUT) and Vancouver (CAN).

Eight cities initially put forward an application tohost the 2010 Olympic Winter Games: Andorra LaVella (AND), Bern (SUI), Harbin (CHN), Jaca (ESP),PyeongChang (KOR), Salzburg (AUT), Sarajevo(BIH) and Vancouver (CAN). The eight cities wereassessed by a group of experts who presented areport to the IOC Executive Board. On 28 August2002, the IOC Executive Board selected four citiesas Candidate Cities for the XXI Olympic WinterGames in 2010: Bern, PyeongChang, Salzburg andVancouver. On 22 September 2002, the City of Bernwithdrew its candidature following a referendum.

Through new initiatives introduced by the IOC(observer programme, seminars, access to theIOC’s Transfer of Knowledge Programme), the 2010bid cities have had more information and expertiseavailable to them than ever before. TheCommission notes that this is reflected in thequality of the three Candidate City proposals. Thehigh quality of both the Candidature Files and thepresentations made to the Commission during itsvisits, has greatly assisted the Commission in itsassessment of each city’s proposal and in thepreparation of this report.

The 2010 Evaluation Commission is composed ofrepresentatives of all components of the OlympicMovement: the IOC, IFs, NOCs, athletes, IPC,former organisers of Olympic Games andspecialists (see Appendix A).

The Commission has carried out a detailedtechnical analysis of the three Candidate Cities to

assist the IOC in the important decision of electingthe Host City and to underline the challenges thatcould be faced in each of these cities in the sevenyears leading up to and including the 2010 Olympicand Paralympic Winter Games.

The Commission’s task is a technical and fact-finding one: to verify the information stated in theCandidature File, to determine whether proposedplans are feasible and to make an overall riskassessment.

The Commission followed the same workingprocedures in each Candidate City: briefingsessions were held on all 18 themes of the IOCCandidate City Manual, and visits were made toeach of the proposed venues.

The Commission has taken into consideration allinformation received up until its departure from therespective cities. The Commission’s report reflectsthe unanimous opinion of its members.

In carrying out its evaluation, the Commissionwishes to draw attention to the following:

1. Dates of the 2010 Olympic Winter Games

Further to a request made by the IOC, each of thethree Candidate Cities have expressed theiragreement to host the 2010 Olympic andParalympic Winter Games one week later thanproposed by the cities, if required.

2. Olympic Village

Although the IOC adheres to the principle of oneOlympic Village for the Games of the Olympiad,the Commission acknowledges that the complexityand geographical/topographical constraints oforganising Olympic Winter Games makes it

practically impossible for any city to propose oneOlympic Village. The Commission considers thatthe needs of the athletes are best met by ensuringshort travel distances from the venues to a village.

3. Accommodation

The IOC requires Candidate Cities to guarantee: - 20,000 rooms- a USD room rate in 2010 dollars for the

Olympic Family- a USD room rate calculation in 2010 dollars for

other constituent groups.

4. Technology

The Commission has not commented ontechnology in the individual city reports as itconsiders that each of the three countries inquestion has a modern technology structure andservice system and that technology systems in thethree Candidate Cities will be adequate to host theOlympic and Paralympic Winter Games in 2010.

5. Public opinion

As additional background information, the IOCconducted its own opinion poll in the CandidateCities and respective countries in November-December 2002. The results of this poll can befound in Appendix C.

As is the case with each edition of the OlympicGames, letters of protest are addressed to theCommission. The Commission received requests tomeet with representatives of such protest groupsduring its visits to Salzburg and Vancouver, towhich it agreed. The Commission noted theconcerns raised, which centred mainly aroundenvironmental and social aspects.

6. Maps

A map of each city’s project is included inAppendix D. This map, taken from each city’sCandidature File, will assist readers in appreciatingeach city’s overall concept and to situate thevenues.

The Commission’s report is presented on a city-by-city basis, in alphabetical order. The reports arefollowed by an overall summary of each city, alsoin alphabetical order.

Political Structure/ResponsibilityThe political structure of the Republic of Korea isorganised under a presidential system withlegislative, administrative and judicial branches thatwork in an integrated manner.

CityPyeongChang is one of 18 local administrativedistricts in Gangwon Province, with legal andfinancial rights. Gangwon Province is one of 16regional governments and has a population of 1.56million. PyeongChang City has a population ofapproximately 50,000. The population of each ofthe two other major venue cities (Gangneung andWonju) is between 250,000 and 280,000.

National EconomyThe Republic of Korea has the fourth largestforeign currency reserve in the world and isexpected to have a good economic growth rateuntil 2010.

SupportThe Central Government of Korea, the NationalAssembly, Gangwon Provincial Government,PyeongChang City Council and the authorities ofeach of the venue cities involved in the bid have allgiven their strong support. This support wasreiterated to the Commission during its visit inmeetings with the Prime Minister, the President-Elect and various government ministers. From afinancial standpoint, the government has pledgedto contribute financially to the construction of thesports facilities, as well as road and railinfrastructure. Gangwon Province guarantees tocover any potential shortfall in the Olympic Gamesbudget.

A public opinion survey commissioned by the BidCommittee shows that 86.4% of the Koreanpopulation, 96.5% of Gangwon citizens and 93.9%of PyeongChang residents support the bid. TheIOC poll shows 65% national support (32% with noopinion and 3% opposition) and 85% support inPyeongChang and the other venue cities (15% withno opinion and no opposition). The support of thepublic towards the bid was clearly evident to theCommission during its visit.

The Commission is satisfied with the guaranteesprovided by the Bid Committee, which are inaccordance with the Olympic Charter and the HostCity Contract.

During the presentation to the Commission, it wasclarified that:

- the OCOG will be a private entity, governed by the “Act on Private Contracts”. Despite itscomposition (largely staffed by public officials) the OCOG will not be subject to any administrative laws or regulations applicable to government ministries and agencies

- the English version of the Candidature File will prevail in the event of any discrepancy.

Accreditation and VisasAccess to the Republic of Korea is guaranteed onthe basis of the Olympic identity and accreditationcard.

Customs, immigration and quarantine services willbe provided at Seoul Incheon International Airport,as well as at Yangyang, Gangneung and Wonjuairports.

Work PermitsThe Korean Government guarantees the temporaryentry and the issue of appropriate work permits forOlympic-related personnel required to work inKorea prior to, during and after the Games, for thelength of time required for their task. Work permitswill be issued within ten days of application.

Importation of GoodsGuarantees are provided concerning theimportation of Olympic-related goods free ofcustoms duties.

Plans and ActionsThe Bid Committee proposes an ambitious, yet wellfounded and comprehensive environmentalprogramme based on regional sustainability anddevelopment.

Details are elaborated in the “Green Plan”, whichhas been drawn up for the Games and adopted bythe regional authorities. Key areas of activityinclude: efforts to increase the use of renewableenergy resources; creation of 56 eco-parks forbiodiversity protection; and “Gangwon Agenda 21”,an environmental management system for theGames.

Green building principles will be applied to allGames- re la ted cons t ruc t ions . Pr ior i ty inprocurement and purchasing will be given toenvironmentally approved products.

Initial environmental impact assessments havebeen carried out for each venue and haveidentified significant mitigation projects to becarried out, including extensive landscaping,erosion control measures and revegetation. A totalof USD 239 million is allocated to environmentalprojects.

Air and Water QualityAir quality in the region is good and within WorldHealth Organization (WHO) standards. The qualityand availability of water is also good and drinkingwater meets WHO standards. There is sufficientwater supply for artificial snowmaking.

Meteorology The Olympic region should offer stable winterconditions and sufficient snow, with no specific

problems expected during the Games period. Mildweather periods might occur, up to four days in arow. Heavy snowfall is extremely rare and lasts oneto two days.

Specific CommentsThe environmental impact of road widening andextensions, particularly to the Dragon Valley area(alpine skiing) and the Jungbong downhill course,has not been addressed in detail. Furtherenvironmental impact studies may also be requiredfor the ski jumping site in Peace Valley. The scaleof environmental rehabilitation from major roadand rail construction projects may beunderestimated.

The opinion of the local and regional non-governmental organisations (NGOs) is positive.

If awarded the Games, the commitments made willprovide a strengthening of governmental policy onenvironmental development and sustainability.

OCOG Budget Income and ExpenditureThe Candidature File specifies an OCOG budget ofUSD 702 million. Revenue projections in thisbudget were significantly lower than previousexperience would indicate. Estimates were deemedquite conservative and certainly achievable, withsound guarantees to underwrite certain elements.

Following the publication of its Candidature File,the Bid Committee discovered certain cost elementsthat had been overlooked or underestimated,primarily in the areas of broadcasting andtechnology, and increased its estimates by USD 150million to USD 852 million. The Bid Committeeprovided revised budget papers during theCommission’s visit and the Commission’sevaluation reflects these revised budget estimates.

The revised revenue projections reflect anincreased potential for domestic sponsorship andsuppliers (by USD 95 million to USD 190 million)and ticketing (by USD 30 million to USD 98million). These are deemed reasonable andachievable.

On the expenditure side, the most significantchange reflects an increase of USD 80 million for information technology. A new provision of USD 72 million for the Olympic BroadcastOrganisation (OBO) is due to a misunderstandingconcerning the role and structure of the new OBO,which had not been included previously. Therevised estimates also include USD 46.5 million incontingency – a low, but manageable provision.

Cost provisions are derived through broadly based estimates, rather than detailed designspecifications, resulting in an expenditure budget

that is at risk of being underestimated, particularly fortemporary facilities (overlay) and event operations.

Although the budget appears to be on the low sideand is likely to increase as estimates become betterdefined, the shortfall guarantee provided byGangwon Province, as well as the fact that the government will provide cash flow to theOCOG in advance of Olympic revenues becomingavailable, provide the Commission with confidencein the budget.

Non-OCOG BudgetNo OCOG-financed capital investments arecontemplated in the budget. All venues arefinanced by public or private entities.

The non-OCOG budget is USD 3.4 billion, the vastmajority of which is dedicated to road and railimprovements. Whilst these projects are not Gamesdependent, the Commission deems that theseimprovements are necessary to successfully hostthe 2010 Olympic Winter Games. The national,provincial and local governments provideguarantees to perform the work.

Several of the permanent venue constructionbudgets appear to be underestimated, especiallyski jumping and alpine skiing events. Otherallowances may be overly sufficient and the BidCommittee anticipates having the flexibility tomanage the budget across projects.

Joint Marketing ProgrammeThe Joint Marketing Programme Agreement hasbeen accepted.

Billboards and Outdoor AdvertisingPublic and private owners of advertising spaces onbillboards, public transport and at airports haveguaranteed to provide binding options for theOCOG to acquire the spaces. Costs for theacquisition and content of the spaces will be theresponsibility of the parties using them.

Rights ProtectionA special Act in support of the 2010 PyeongChangOlympic Winter Games will be enacted that will include specific provisions to control ambushmarketing. The protection is deemed adequate.

TicketingRevised revenue projections of USD 98 million arebased on 81% sales (as opposed to 74% mentionedin the Candidature File). The Commission believesthat the revised figure is reasonable and achievable.

Sponsor HospitalityThe three proposed hospitality villages are deemedcostly and logistically challenging for sponsors. TheBid Committee expressed willingness to reviewits plans in this respect.

Travel times and kilometres reflect 2010 figures andare contingent on the completion of the relevanttransport infrastructure. The travel times stated inthe Candidature File appear to be achievable.

Overall ConceptDue to topographic constraints and legacyconsiderations, the general concept is a ratherspread out one, with three main areas(PyeongChang, Gangneung and Wonju) eachserved by an Olympic Village.

The majority of venues are to be constructed aspart of a well thought-out development plan forwinter sports in Korea. Olympic sports venues will,in general, provide a good legacy for sports inGangwon Province and for winter sports in Koreain general, as well as for alpine skiing speed eventsin Asia.

DistancesWith the exception of the ice hockey venues inWonju (70 minutes from PyeongChang), all venuesare less than a one-hour drive from PyeongChangand the main Olympic Village.

PyeongChang:The biathlon, Nordic ski events, curling, alpinetechnical events, International Broadcast Centre(IBC)/Main Press Centre (MPC) and stadium for theOpening and Closing Ceremonies will all be a shortdistance from the main Olympic Village.

Wonju:The site for men’s and women’s ice hockey is 98km(70 minutes) from PyeongChang. The Wonju villageis situated ten minutes from the competition andtraining venues.

Gangneung:The site for skating is 38km (28 minutes) fromPyeongChang. The Gangneung village will be fiveminutes by bus from the competition and trainingvenues.

Bokwang Phoenix Park:The freestyle skiing athletes competing here will beaccommodated in the PyeongChang Village, 42km(26 minutes) away. Additional on-siteaccommodation is available, if required.

Jungbong:The site for alpine skiing speed events is located46km (35 minutes) from the PyeongChang OlympicVillage. Plans for road renovation are guaranteedand on-site athlete accommodation is planned.

Sungwoo Resort:The site for bobsleigh, skeleton, luge andsnowboarding is situated 63km (41 minutes) fromPyeongChang. Athletes in these sports will beaccommodated at the Wonju village, 55km (38 minutes) away. On-site athlete accommodationis possible.

Sports ExperienceKorea has extensive experience in organising multi-sports international events (the 1988 OlympicGames, the 1999 Winter Asian Games, the 2002Busan Asian Games and the 2002 FIFA World Cup)and good experience in staging alpine skiingtechnical events and skating events. Experience in staging the other winter sports disciplines will be required.

Sports IssuesGiant slalom and slalom - Dragon ValleyThe stadium, currently used for FIS World Cupevents, provides an excellent view of the courseand is situated in an attractive, natural bowl. Roadaccess to the finish area is a challenge, and teamparking spaces and spectator access require review.Spectator areas along the course are limited.

Ski jumping/cross country skiing and biathlon –Peace ValleyConcern about possible wind gusts may necessitatethe installation of a wind screen at the ski jump.The concept of also utilising the ski jumpingstadium for the Opening and Closing Ceremonies is good, but further development will be requiredto ensure better integration of the two events,particularly regarding the transition from cere-monies to competition use. A combined venue forcross country skiing and biathlon may be moreappropriate to resolve potential spectator flow atthis cluster.

Downhill and Super G - JungbongThe venue for men’s and women’s alpine speedevents will be a new development which will meetFIS technical requirements. FIS experts haveapproved the plans.

Substantial resources will be required to build thefinish area, the full venue, the access road and thelift, as well as for landscaping. In addition, muchearthwork removal will be needed to create thestadium at the finish line.

Plans for all other sports and disciplines seem to begood.

Guarantees of UseGuarantees are provided by current or future ownersfor use of and commercial rights for all venues.

Venue use is guaranteed for the mandatory testevents prior to the Olympic Winter Games and forthe Paralympic Winter Games.

Venues/Construction There is a total of 13 competition venues, eightoutdoor and five indoor. Of the outdoor venues,four will have to be built and the remaining fourwill need expansion or renovation. For the indoorvenues, four will have to be built and one will be renovated.

There is a total of four indoor training venues ofwhich two will have to be built as part of theirsame sport competition venues and two areexisting. The existing training venues will requiresome upgrades to the permanent works.

The land required for construction or renovation ofvenues is controlled by a combination of publicand private entities. The right to construct orrenovate has been included in the guarantees.

Design and construction of the venues (includingpermanent works and temporary facilities [overlay])are to be carried out by a combination of provincialgovernments, municipalities and private entities.Funding for permanent works and overlay isprovided by a combination of the centralgovernment, the regional government, localmunicipalities and private resort owners. Allfunding for venue design and construction is fromnon-OCOG sources and is guaranteed.

Whilst the Commission feels that the total venuebudget may be adequate, some venue costs mayhave been underestimated and some may beunnecessarily high. Overlay requirements have notbeen fully addressed and will need furtherdevelopment. The flexibility to adjust individualvenue costs and re-allocate funds between projectswill be essential. The Bid Committee confirmedthat the OCOG would have authority to makedecisions in this respect.

The OCOG will perform the overall programmemanagement of venues to be built by public andprivate sector entities.

BudgetDue to Korean legislation, the USD 57.4 millionParalympic budget cannot be incorporated into theOCOG budget, but 50% of the costs are guaranteedby the Korean Ministry of Health and Welfare. A subsidy of USD 11 million is provided by theOCOG and a shortfall guarantee is provided byGangwon Province. USD 5.8 million is budgetedfor pre-Paralympic events to promote participationand awareness of winter sports for the disabled inKorea and Asia.

SportAll events will take place in PyeongChang, exceptfor ice sledge hockey, to be held in Gangneung,and alpine speed events, to be held in Jungbong(five minutes and 35 minutes from the OlympicVillage respectively).

Test events are planned in all sports.

Maximum consideration to the needs of thedisabled will be given in the preparation of thevenues, in accordance with the InternationalParalympic Committee (IPC) and the IF sportstechnical requirements. Accessibility at existingvenues is currently quite poor but will be improvedby 2010.

Organising CommitteeAlthough this will be a different legal entity, theCommittee’s planning and operations will be fullyintegrated, taking into consideration the bestinterests of disabled athletes by involving suchathletes and Paralympic Games experts to ensurethat knowledge and experience is available.

LogisticsDuring the Commission’s visit, it was agreed thatthere would be one Paralympic Village, inPyeongChang (Dragon Valley Olympic Villagecondominiums). Although renovations will providewheelchair accessible rooms, the accessibility ofthe building and its surroundings needs to be takeninto consideration.

In addition to the procurement of 80 adapted busesequipped with wheelchair lifts, a further 200 buseswith access for the disabled will be available.

Specific CommentsIt was acknowledged that Korea has minimalexperience in organising winter sports for thedisabled and, as a result, there are plans toimplement pre-Paralympic Games projects to ensurethe development of competition operation skills.

Korea has significant experience with summersports for the disabled from participating in andhosting international events. Paralympic WinterGames in PyeongChang will provide awareness, anunderstanding of special needs and improvedconditions for the disabled in Korea.

LocationThe three Olympic Villages, Dragon Valley(PyeongChang), Wonju and Gangneung, areclosely situated to most of the venues. The conceptof three villages is good and certainly requiredgiven the spread of the venues.

There are some concerns as to whether thebobsleigh, skeleton, luge, snowboard, freestyle,Super G and downhill athletes will stay in thevillages due to the distances to the venues.However, additional housing for the above-mentioned athletes is guaranteed on each site. Thisadditional accommodation will be at the cost of theNOCs.

Village DevelopmentA total of 4,334 beds are to be provided. There willbe accommodation for 1,800 athletes and officialsin the PyeongChang village, 1,500 in Wonju and800 in Gangneung. Two villages (Gangneung andPyeongChang) will be located in existing condo-miniums, and an existing university campus will beused for the Wonju village.

Guarantees are provided for the renovation ofaccommodation in the Gangneung village.

The PyeongChang Olympic Village provides highstandard athlete accommodation, and guaranteesare provided for the construction of a new facilitywith 200 rooms.

University accommodation will be used for theWonju Olympic Village. Gangwon Province hasguaranteed the construction of a new dormitoryfacility with 300 rooms.

Village OrganisationThe layout of all three villages is good, with thesame level of services to be provided in eachvillage.

Olympic Family Health CareThere are 20 hospitals with a total of 3,954 beds,located within 30 minutes of the competitionvenues in PyeongChang, Gangneung and Wonju.Four general hospitals (two in Wonju and two inGangneung) will be designated as the OlympicFamily hospitals. Existing dispensaries – one inSungwoo, two in Bokwang Phoenix Park and onein Jungbong - will be upgraded to polyclinic level.In addition, each Olympic Village will have apolyclinic with identical medical services.

Doping ControlA temporary IOC-accredited anti-doping laboratorywill be opened in the PyeongChang area.

Command/OCOG Security DepartmentThe overall security plans will involve a variety oforganisations with different responsibilities, all ofwhich will be under the command of the PrimeMinister. The coordination of daily operations andthe unique command lie with the National PoliceForce Commissioner. Private security personnel willplay auxiliary roles and operate under the control ofthe police in areas such as security checks, specialarea patrolling and maintenance of security systems.

Operations System/PersonnelThe Olympic security units will comprise: theNational Police Agency, the National IntelligenceService, the Ministry of National Defence, theMinistry of Justice, the Ministry of Health andWelfare and the Fire Administration Bureau, as wellas private security contractors and civilian workers.The Commission feels that there is an adequatenumber of security personnel.

Korea has experience in the field of security and nointernational terrorism incidents have been recordedduring major sports events.

GuaranteesThe overall security costs have been guaranteed bythe Korean Government, with in-venue securitycosts covered by the OCOG security budget.

The Commission feels that the plans put forwardare well thought-out.

MEDICAL/HEALTHSERVICES

CapacityThe current room availability is 28,546 rooms andthe number of new rooms planned is 14,868. TheBid Committee plans to have more than 43,000rooms available in Gangwon Province by 2010,including hotels, condominiums, guesthouses,lodges, youth hostels and dormitories. Further hotelaccommodation and a wide-ranging choice of five-star hotel accommodation is available in Seoul(two-and-a-half hours away).

A large percentage of the rooms in GangwonProvince fall into the condominium category (time-share property). Services and standards vary fromone condominium to another and many areKorean-style rooms. Condominiums in Korea aremanaged in a hotel-like style and will be upgradedfor international use should PyeongChang beawarded the Games.

Guarantees and PriceSome 2,400 hotel rooms and 8,665 condominiumunits (approximately 20,000 beds) are guaranteedfor the Olympic Family and other constituentgroups in Gangwon Province.

There is no minimum stay requirement for theOlympic Family and other constituent groupsduring the official duration of the Games.

Room rates include breakfast, and the 10% valueadded tax has been waived. The rates are per roomand based on double occupancy.

Room rates for the Olympic Family start from afour-star room at USD 146, which is reasonable.

The Bid Committee guarantees the room rates asmaximum rates. If there are any discrepancies, theOCOG budget will pay the difference.

For other constituent groups, room rates arecalculated by applying a 20% discount on 2002rates and then inflating them by 2.6% each yearuntil 2010.

MediaThree media villages are planned: BokwangPhoenix Condominium (partly existing), centrallylocated between the venues in that region with1,187 units (2,000 rooms); planned apartments inGangneung, located next to the venues with 1,000units (3,000 rooms); and Peace Valleycondominium, adjacent to the Main Media Centre(MMC) with 1,000 planned units (3,000 rooms).

Specific CommentsAccommodation may pose a challenge forPyeongChang in terms of capacity (low number ofhotel rooms) and differing standards.

For sponsors, many rooms are in excess of 50kmfrom the venues.

Currently, most of the tourism in GangwonProvince comes from within Korea. One of theaims of the bid is to create a winter sports area forAsia. Travel to the region is expected to increasesignificantly, hence the ambitious accommodationconstruction plans.

Infrastructure/Public TransportPyeongChang is approximately a three-hour driveto the east from Seoul-Incheon InternationalAirport, the main gateway to the PyeongChangregion. The Seoul-Incheon International Airport is amodern facility capable of providing a high level ofservice for the Olympic Winter Games. YangyangInternational Airport was recently opened and isapproximately a one-hour drive to the northeast ofPyeongChang. An air shuttle service betweenSeoul-Incheon and Yangyang is planned. However,the majority of travellers arriving at Seoul-IncheonAirport are expected to travel to PyeongChang bycar, bus or rail.

A key feature of the existing transportationinfrastructure is the high-speed, four-laneYoungdong Expressway, connecting the venuecities of Wonju, PyeongChang and Gangneung.Parallel and tangential to the YoungdongExpressway are several national roadways whichwill also provide spectator travel options. Up to50% of spectators are expected to use theexpressway and these national roadways.

There are specific plans to improve thetransportation infrastructure in the Olympic areaand these improvements will be necessary to hostthe Olympic and Paralympic Winter Games. In all,USD 2.8 billion will be spent between 2002 and2009 on road and rail improvements that willdirectly benefit transportation for the OlympicWinter Games. Of the USD 2.8 billion, USD 2.2 billion are for a major double tracked railline connecting the venue communities of Wonju inthe west to Gangneung in the east (approximately

130km). It is anticipated that the rail system will carry up to 30% of spectators during theGames. The national, provincial and localgovernments have provided guarantees of fundingfor these projects.

ManagementOlympic transportation will be directed by theOCOG through a “Transport Committee” which will be formed upon the election of the Host City.The Transport Committee will include all respectiveparties.

General Comments Transport infrastructure improvements, dedicatedlanes and priority access routes will be necessary toprovide the service levels required for thetransportation of athletes, the media and theOlympic Family. With the planned road and rail improvements, the proposed transportationnetwork should be capable of supporting safe and efficient transportation services for all Olympicuser groups.

The overall transportation plan outlined by the BidCommittee is logical and well thought-out, and theplan should provide a basis for a high level ofservice and successful transportation operations.

ConceptThe concept of the PyeongChang 2010 OlympicWinter Games is to host the “Games of Purity andPeace for All”.

The communication strategy is based upon anathlete-focused and environmentally friendly Games.

Olympic Winter Games in PyeongChang couldhave a major, positive impact on the inter-Koreanrelationship.

IBC/MPC The planned location for the PyeongChang MMC,including the MPC, IBC and a common servicesarea, is good as it is close to venues, accom-modation and highways in PyeongChang. This willbe a temporary construction.

ExperienceKorea has experience in broadcasting major sportsevents. However, broadcast production staff willrequire further international training andexperience.

CeremoniesThe Opening and Closing Ceremonies will takeplace at the ski jumping stadium, which has aproposed capacity of 50,000 seats and is fiveminutes from the PyeongChang Olympic Village.

Medal ceremonies will take place at the medalceremony plaza located in PyeongChang, fiveminutes by bus from the Olympic Village.

Cultural ProgrammeA rich cultural programme is planned. The OCOGwill host the “Dream Programme”, invitingapproximately 600 athletes from around the worldto familiarise themselves with winter sports.Confirmation was provided that the programmewill be under the authority of the IOC.

In addition, education programmes are also planned.

Political Structure/ResponsibilityThe Republic of Austria is a parliamentarydemocracy, headed by the President of the FederalRepublic whose mandate is to form a government,following elections. Day to day government isadministered under the leadership of the FederalChancellor. The country consists of nine provinces.The provinces of Salzburg, Tyrol and Styria areinvolved in the bid. The German province ofBavaria is also part of the bid as the venue for thebobsleigh, luge and skeleton competitions.

Austria is a member of the European Union (EU)and of the European Economic and MonetaryUnion.

CityThe City of Salzburg (population approximately150,000) is in the Province of Salzburg which has apopulation of 520,000.

National EconomyAustria has a stable social and political structureand has enjoyed steady economic growth for anumber of years. The estimates for the comingyears are positive.

SupportAll levels of government – federal, provincial andmunicipal – support the bid. The support of allpolitical parties has been demonstrated by thepassing of a law on the organisation of the Gamesby the Austrian Parliament in September 2002. Inaddition, a declaration of support detailing theresponsibilities and financial commitments ofeach party was signed on 9 January 2003 by theFederal Government, the provinces of Salzburg,Styria and Tyrol, the City of Salzburg, the BidCommittee and the NOC. This support was

confirmed in meetings with the Federal Chancellorand various government ministers during the visit.

All venue regions, including the Province ofBavaria (Germany), support the project.

The Federal Government has committed to funding1/3 of the permanent sports facilities, with theremaining 2/3 to be funded by the provinces andmunicipalities concerned.

As stated in the Candidature File, a public opinionsurvey commissioned by the Bid Committee in theProvince of Salzburg shows 76% support. A newpoll carried out in February 2003 shows thatsupport has increased to 83%. The IOC poll shows78% national support, 5% opposition and 17% withno opinion, and 76% support, 14% opposition and10% with no opinion in the Province of Salzburgand in Kitzbühel.

The Commission feels that the legal aspects havebeen adequately covered.

With respect to the guarantees, no guarantee for apotential shortfall was included in the file. TheAustrian constitution does not permit an unlimitedshortfall guarantee to be provided. A legalexplanation for this was given in a letter presentedto the Commission by the Federal Chancellor. TheFederal Government underlines that, as a 49.9%shareholder of the future OCOG (OrganisingCommittee for the Olympic Games), it will meet itsobligations in this respect and the Commission isconfident that this will be the case.

Accreditation and VisasThe Austrian Government guarantees access to Austriawith the Olympic accreditation and identity card.

As Austria has signed the Schengen Agreement,which allows unrestricted travel between 15European countries, the Bid Committee feelsconfident that there will be no problem concerningunrestricted travel within the Schengen area, basedon current negotiations taking place between theSchengen authorities and the Athens OrganisingCommittee. However, the Commission points outthat this matter has not yet been resolved.

Due to the Schengen agreement, there are noborder controls between Austria and Germanywhere the bobsleigh, luge and skeleton events areto take place.

Customs, immigration and quarantine services willbe provided at Salzburg, Vienna and Innsbruckinternational airports.

Work PermitsCitizens of EU member states are free to travel toAustria, stay permanently in Austria and seekemployment. For citizens from non-EU membercountries, entry and residence permits are required.A guarantee was provided by the Ministry ofLabour that persons carrying out Olympic-relatedwork will receive the necessary work permits.

Importation of GoodsA guarantee was provided by the Ministry ofFinance that there will be no customs duties on theimportation of equipment required for the Games.

Plans and ActionsAustria has strong government legislation andtraditions regarding land use, pollution controlsand environmental technology and protection.Meticulous landscaping and careful mitigation of environmental impacts are normal practices in Austria.

Strategic environmental impact assessments havebeen conducted for all new and existing venues,showing that there will be little direct impact as aresult of the Games. All snow venues and thebobsleigh, luge and skeleton track are already inplace and no new permanent road infrastructurewill be built for the Games.

The bid presents a realistic environmentalmanagement model, based on existing expertiseand knowledge. There is good consultationbetween all stakeholders involved.

The “Environmental Action Program”, providedduring the visit, outlines principles of sustainabilityand specific objectives. Key areas of activity will be:transport, waste management minimisation, greenbuilding and energy codes, environmentalcommunication and awareness, use of organic foodand use of renewable energy.

As a key legacy, the OCOG envisages thatenvironment management practices will be carriedover to the tourism and agriculture sectors.

Air and Water QualityThe air and water quality in the city and the regionis excellent, and water supply is abundant for snowmaking. Ninety per cent of wastewater is purified.

Meteorology The occurrence of warm spells due to the foehnwind is possible, with varying temperatures over ashort period. If required, artificial snowmaking is inplace at the relevant venues.

OCOG Budget Income and ExpenditureThe budget published in the Candidature Filereflects OCOG expenditure balanced to revenuesof USD 901.4 million.

The core revenue programmes are reasonablyestimated and achievable. Several minor revenuecategories, representing about 8% of totalrevenues, however, appear to be optimisticallyestimated but can be managed within the overallrevenue scenario.

OCOG expenditures are divided between capitalcontributions for permanent venues and villageconstruction (USD 62.5 million) and operating costs(USD 838.9 million). The approach to estimatingconstruction costs for permanent works andtemporary overlay is reasonable, and althoughlikely to fluctuate significantly, can be managed.

Several cost elements, such as staff and transportcosts and financial pressures with respect toaccommodation pricing and the Olympic Familyroom rate, appear to be significantlyunderestimated and will require close scrutiny and diligent management if a balanced budget is tobe achieved.

Cost savings were realised, however, from theconsolidation of the cross-country sprint venuewith Radstadt/Altenmarkt.

Contingencies of approximately USD 30 million areincluded in the budget and are deemed to be lowerthan optimal.

There is a moderate risk that this budget cannot be achieved.

Non-OCOG BudgetThe public sector has committed to USD 599million of capital investments for the constructionand renovation of sports venues, Olympic Villagesand transport infrastructure. Most of theseinvestments are consistent with long-termdevelopment plans, and while necessary for theoperation of the Games, are not consideredincremental costs.

The government has also committed to funding allsecurity costs outside the venues. The OCOG isresponsible for security costs within the venues.

Financial guarantees are sound and werereinforced during the visit. Instead of a governmentcommitment to underwrite the financial result ofthe OCOG, the responsible government entitieswill provide capital infusion to the extent of anyshortfall, proportional to each entity’s share ofownership of the OCOG. The structure is soundand sufficient to ensure the financial resources ofthe OCOG.

Joint Marketing ProgrammeDuring its visit, the Evaluation Commission waspresented with the standard form undertaking signedby the Austrian Ski Federation. The Joint MarketingProgramme Agreement has been accepted.

Billboards and Outdoor AdvertisingOptions have been provided to acquire advertisingspaces, although no firm prices are guaranteed,which may be a risk.

Rights ProtectionExisting legislation is adequate.

TicketingThe ticketing revenue projection of USD 115million is based on reasonable pricing and sell-through assumptions of an average of 79% and is achievable.

Sponsor HospitalitySeveral options for sponsor hospitality are underconsideration. The potential solutions are attractive.However, no cost formulas have been offered.

Travel times in the Candidature File appear to be correct.

Overall ConceptThere are three main sites: Salzburg, the Amadéregion (40-60 minutes from Salzburg) andKitzbühel (80 minutes from Salzburg). The threeregions are linked by existing road and railwaynetworks. The bid proposes an Olympic Village ineach of the three sites which, in the majority ofcases, responds well to the athletes’ needs.

The Olympic region has a wealth of existing world-class venues, including many excellent trainingvenues close to their respective competitionvenues. Only four competition venues need to beconstructed. With so many high-class facilities tochoose from, however, the concept could be morecompact. During the Commission’s visit, the BidCommittee guaranteed that the cross-country sprintevent would be moved to Radstadt/Altenmarktwhere the other cross-country skiing events are totake place.

Whilst there is a good legacy for snow sports, theconcept provides little legacy for ice sports.

DistancesSalzburg:Figure skating, ice hockey, short track speedskating and speed skating will take place in theSalzburg region. All venues are within 15km (20 minutes) of the Salzburg Olympic Village.

Schönau am Königssee:The bobsleigh, luge and skeleton competitions will be held on an existing ice run in Bavaria,Germany, 27km (25 minutes) from the SalzburgOlympic Village.

Amadé:The region of Amadé is the site for the women’salpine events, all cross-country events, ski jumping,the Nordic combined, biathlon and snowboarding.

Biathlon and all cross-country events will takeplace in Radstadt/Altenmarkt, 1km (five minutes)from the Amadé village.

Ski jumping and Nordic combined will be held inboth Bischofshofen (K120), 23km (15 minutes)from the Amadé village, and Ramsau (K90), 22km(35 minutes) from the Amadé village.

The snowboard events will be held in St. Johann im Pongau, 27 km (25 minutes) from the Amadévillage.

Women’s alpine skiing will take place in Flachauand Altenmarkt/Zauchensee, both within 15minutes of the Amadé village.

Kitzbühel:The men’s alpine events, freestyle skiing andcurling will be held in Kitzbühel. All events will be1km (five minutes) from the Kitzbühel village.

Sports ExperienceAs a region dedicated to winter sports, the majorityof the outdoor sites already exist. The region hasgreat experience in hosting world classcompetitions and major international events inmost disciplines.

Sports IssuesSnowboarding - St. Johann im Pongau (Amadéregion)Due to lack of space around the finish line and

difficult access to the venue, this site has to bereconsidered.

Nordic Combined and Ski Jumping – RamsauAlthough Ramsau is an excellent venue, given thedistance to the Amadé Olympic Village (35minutes), a difference in altitude of over 300m, andthe fact that this is a second venue for Nordiccombined and ski jumping, teams may experiencelogistical difficulties.

All other venues appear to be excellent.

Guarantees of UseGuarantees of use and commercial rights areprovided by current or future owners forall venues.

All venues are guaranteed for use for themandatory test events prior to the Olympic WinterGames and for the Paralympic Winter Games.

Venues/Construction There is a total of 15 competition venues, nineoutdoor and six indoor. One outdoor and fourindoor venues will have to be built, one will bereconstructed and one will be renovated.

There is a total of four indoor training venues of which two will be temporary facilities adjacentto their same sport competition venue, and two are existing.

The land required for construction or renovation ofvenues is controlled by a combination of publicand private entities. The right to construct orrenovate has been included in the guarantees.

Upgrades to permanent works at existing venuesare to be carried out by a combination of publicand private entities under the oversight of theOCOG. Design and construction of new venuesare to be carried out by public entities, also underthe oversight of the OCOG. In both cases theOCOG will be responsible for development, as well as design and construction monitoring to meet Olympic requirements. Upgrades topermanent works at existing venues andconstruction of new venues will be financedprimarily by the federal, provincial and municipalgovernments (72%). The OCOG will alsocontribute to funding permanent works (28%).

The OCOG will be a private company withfederal, provincial and municipal governmententities as part of the ownership. Re-allocation offunds between projects or increases in funding forpermanent works will require governmentalaction.

The OCOG is responsible for development, designand construction of temporary facilities (overlay).The overlay concepts are well developedincluding space allocations for broadcast andmedia operational needs, as well as venuetransport requirements. Re-allocation of fundsamong projects or increases in funding for overlaywill be controlled solely by the OCOG.

The OCOG will perform overall programmemanagement of venues to be upgraded or built bypublic and private sector entities.

BudgetThe budget for the Paralympic Winter Games willbe USD 20 million and will be financed through theOCOG. The Paralympic budget will be fullyintegrated into the OCOG budget and any shortfallwill be covered by the government’s ownership ofthe OCOG. This budget appears to beunderestimated.

SportThe Paralympic Winter Games will be held at threevenues: cross-country and biathlon in Radstadt/Altenmarkt, alpine events in Abtenau and icesledge hockey and wheelchair curling in Salzburg.

Alpine skiingAbtenau, the venue for alpine skiing, has hostedseveral World Cup events for disabled alpine skiersand is 45 minutes from the Paralympic Village. AsAbtenau will not serve as an Olympic venue, careshould be taken to ensure that the equivalent levelof essential services is provided. Also, due to thetravel time, day accommodation may be required.

Nordic SkiingDue to the travel time of 50 minutes, dayaccommodation may be required.

Organising CommitteeThere will be one OCOG for the Olympic andParalympic Winter Games. The Paralympic WinterGames will be fully integrated in all managementfunctions within the OCOG.

LogisticsThere will be one Paralympic Village, in Salzburg.On site, a 250-room hotel will be used for theParalympic Family.

Specific CommentsAustria has organised Paralympic Winter Games in1984 and 1988, as well as several World Cups indisabled alpine skiing. It will be necessary to gainmore experience in the organisation of certainwinter sports by organising test events anddeveloping operational skills.

Whilst the Candidature File responds to the basicquestions, the Bid Committee did not demonstratein-depth planning in this subject and further workwill be required.

LocationThree Olympic Villages are proposed: one inSalzburg, one in Kitzbühel and one in the Amadéregion.

The concept of three Olympic Villages ensures that the majority of athletes can stay very close totheir venues.

There is, nevertheless, some concern as to whetherthe snowboard athletes competing in St. Johannand Nordic combined and ski jumping athletes in Ramsau will stay in the Amadé village orwhether they will require accommodation at theirrespective sites.

Village DevelopmentThe Salzburg village will have 3,006 beds.The Kitzbühel village will have 510 beds.The Amadé village will have 1,020 beds.

The Salzburg village will be built on an existingmilitary base, which will be renovated for Games’ use.

The Austrian Ministry of Defence owns theSalzburg Olympic Village site, guarantees to makethe site available for the Games and will beresponsible for the construction and upgrade of thevillage. The Commission was told that the financingof the village would be a joint venture between theOCOG and the Ministry of Defence, although noguarantee was provided.

The Kitzbühel village complex will mainly be atemporary construction in the centre of the town,which will be restored to its current condition afterthe Games. A three-storey, 270-bed hotel, which isto be built in a typical wooden style, will remainafter the Games.

The site is owned by the Kitzbühel MountainRailways and construction of the village isguaranteed by a third party.

The Amadé village will comprise temporary units tobe constructed on the grounds of the Tandalier Castlenear Radstadt/Altenmarkt and is within walkingdistance of the cross-country and biathlon stadium.

The OCOG will construct the village through aleasing agreement. The land is owned by manydifferent farmers, who have provided guarantees tomake the land available for this temporary village.The Commission has some concern regarding thenarrow access to the village.

Village OrganisationAll three Olympic Villages will have the same levelof services. The villages are well planned with theNOC units and the accommodation in closeproximity to each other.

In each of the three villages, care should be takento ensure good sound insulation, given possiblenoise disturbances.

Olympic Family Health CareNine hospitals with 3,201 beds, out of the 20hospitals in the region, will be used during theOlympic Games. All hospitals have a helipad. As anarea that, to a large extent, lives off winter sports,the region has extensive experience in handlingemergencies specific to winter sports.

St. Johanns Hospital in Salzburg is designated asthe Olympic Family hospital.

Kitzbühel Hospital will be used as the designatedhospital for the events in this area.

For competitors in the Amadé region, either theSchwarzach Hospital or St. Johanns Hospital inSalzburg will be used.

In addition, the Salzburg and Amadé OlympicVillages will have a polyclinic with identicalmedical services. The Kitzbühel village will nothave a full polyclinic, as there is a hospital threeminutes away.

Doping ControlA temporary IOC-accredited anti-doping laboratorywill be set up in Salzburg for the period of theGames.

Command/OCOG Security DepartmentThe Minister of the Interior has the ultimateresponsibility for security. A command structurewill be incorporated into the OCOG and will havejurisdiction over all involved security forces.

The provinces of Salzburg, Styria and Tyrol will beresponsible for implementing security measureswithin Austria.

The Bavarian Ministry of the Interior will beresponsible for implementing security measures at theSchönau am Königssee venue in Bavaria, Germany.

Operations System/PersonnelA sufficient number of Austrian security resources,including the police forces, the gendarmerie, thealpine gendarmerie, the fire brigade, the army andprivate security agencies will guarantee the securityof the Games.

Austria has good experience in hostinginternational events and the bid does not anticipateneeding any additional security personnel.Legislation also permits the use of the AustrianArmed Forces if required and there is a tradition forthis in the organisation of large scale andparticularly sports events. No internationalterrorism incidents have been recorded duringmajor sports events.

GuaranteesThe overall security costs have been guaranteed bythe Austrian Federal Government, with in-venuesecurity costs covered by the OCOG security budget.

The Commission feels that the plans put forwardfor security are well thought-out.

MEDICAL/HEALTHSERVICES

CapacityThere are over 69,000 rooms in three, four and five star hotels in the Olympic region. Taking intoaccount other types of accommodation, over284,000 beds are available. In the City of Salzburg,there are 10,830 rooms, including all categories ofaccommodation.

No new hotels will be required to host the OlympicWinter Games.

Guarantees and PriceDuring the visit, the Bid Committee provided the Commission with additional accommodationguarantees. The Bid Committee has now guaranteed10,835 rooms.

The hotel agreements include a minimum stay of17 nights for a fixed period during the Games.During the Commission’s visit, the Bid Committeestated that it would ensure, together with therelevant tourist boards, that there would be someflexibility as to arrival dates, provided that the 17-night stay was guaranteed.

The maximum Olympic Family room rate(including breakfast, fees and taxes) is USD 355 fora five-star hotel and USD 295 for a four-star hotel,in single occupancy.

The following formula will be used to calculaterates for other constituent groups: the room rateshall amount to the average high-season rateincluding taxes for the 2007-2008 winter season,according to category and location, plus 25%. Thisis an increase of 10 percentage points over the 15%surcharge mentioned in the Candidature File.

The Bid Committee recognised that the originalsurcharge of 15% to the winter season rate, asstated in the Candidature File, was not adequate toguarantee sufficient rooms.

MediaThe media will be accommodated in five clusters of existing hotels. The number of guaranteed hotel rooms for the media is currently significantlybelow the number required, particularly in themountain areas.

Specific CommentsThe total number of hotel rooms is very large. Mostof the hotels are small, family-owned hotels and are located within a large area, with different price levels. This may create logistical challenges,especially for large constituent groups such as themedia and sponsors.

The number of rooms guaranteed for the OlympicFamily is insufficient (approximately 50% of therooms required by the IOC are guaranteed to date)and no plan was provided for the allocation of most hotel rooms to the various constituentgroups. Furthermore, the rooms guaranteed aregeographically spread out and not always close tovenues.

As a renowned tourist region, there will bepressure to secure the required number of rooms atreasonable rates.

Infrastructure/Public TransportSalzburg International Airport is located within 1km(five minutes) of the Salzburg Olympic Village,within 70km (50 minutes) of the Amadé OlympicVillage and within 74km (80 minutes) of theKitzbühel Olympic Village. The airport is arelatively small but well-managed facility that willbe upgraded and expanded over the next sevenyears to accommodate growth in everyday andtourism air travel between 2003 and 2010. A secondterminal and renovation and expansion of thearrivals area are expected to increase passengercapacity by 50%. The improvements will costapproximately USD 74 million and will be critical tothe success of airport operations for the Games.The ability to shift some portion of tourism chartertraffic to Linz (120km away) during the Gamesperiod should provide contingent capacity. Assuch, the airport should provide sufficient capacityfor Games air travel needs.

The Olympic area is served by a well-developedbus and rail public transport system. Rail and ahigh capacity expressway (minimum two lanes ineach direction) connect Salzburg to the Amadéregion. Rail and a national highway (one lane ineach direction) connect Salzburg to Kitzbühel. TheAmadé region and Kitzbühel are connected by railand a national highway.

Thirteen of the 15 venues have multiple access routes.

The rail system has a number of station and routeimprovements (over USD 370 million) either currentlyunder construction or planned in the Olympic areabetween 2003 and 2010. These improvements willsupport the movement of residents, commuters andspectators during Games time.

Based on relatively high usage of public transport byresidents and commuters, and charter buses fortourism, the existing road system meets currentcapacity requirements. Other than traffic mana-gement upgrades for improved efficiency, there areno major road infrastructure improvements plannedin the Olympic area before 2010. It is anticipatedthat, on average, 69% of spectators will use publictransport during the Games.

In addition, the existing rail car fleet in the Olympicregion will be augmented by rail cars coming fromother regions in Austria and Germany.

It will be important to have travel demandmanagement strategies to reduce backgroundtraffic in Salzburg and reduce commercial vehicletraffic on the expressway between Germany andItaly during Games time peak hours. The linking oftransportation mode options to general spectatorevent ticket sales is planned and will be necessaryto make Games transport successful. The basis of these management strategies is included in the Candidature File, but will require furtherdevelopment in preparation for the Games.

ManagementThe management of Olympic transportation will be directed by “OCOG Transport Planning andOperations Management”. The OCOG will overseethe relationships with governmental transportationagencies as well as coordinate with federal,provincial, and municipal governments. General Comments Getting spectators to meet the targets for use ofpublic transport will be critical to the OCOG’sability to provide the service levels required for theathletes, media and Olympic Family.

The overall transport plan outlined by the BidCommittee is logical, well thought-out andplanning to date should provide the basis for a highlevel of service and successful transport operations.

Concept and Communication The motto of the bid is “The Sound of WinterSports”, reflecting the combination of the country’sfamous winter sports and musical history.

Through its communication strategy, Salzburgseeks to share its passion for winter sports with therest of the world.

IBC/MPCA Main Media Centre (MMC) incorporating theInternational Broadcast Centre (IBC) and the MainPress Centre (MPC) will be located in the SalzburgExhibition Centre, an existing trade fair centre. Thecomplex comprises 15 pillar-free halls.

IOC requirements for the IBC/MPC are 70,000 m2.Although the Candidature File specifies an overallarea of 40,000 m2, the Bid Committee presentednew plans during the visit which show an overallavailable area of 89,500 m2.

There is good access to this facility with anexclusive highway exit/entry.

The Commission expressed concern regarding theperiod of availability of the MMC, with regard totime needed for overlay. During the Commission’svisit, a guarantee was provided to ensureavailability in accordance with IOC requirements.

ExperienceAustria has vast experience in the production ofworld-class winter sports competitions, includingWorld Championships and World Cup events.

CeremoniesA temporary Olympic stadium, to be constructedon a platform that will span the Salzach River, withspectacular views of the City, will be used for the Opening, Closing and medal ceremonies. Thestadium will have seating for 25,000 spectators, andstanding room for 15,000. It will be ten minutesfrom the Olympic Village.

The Bid Committee plans to hold all medalceremonies in Salzburg, but expressed its willingnessto consider awarding the relevant medals inKitzbühel, given the distance to Salzburg.

Cultural ProgrammeA rich and diverse cultural programme is planned,taking advantage of the country’s musical tradition.Salzburg is currently home to the annual summer“Salzburg Festival”. Throughout the 2010 OlympicWinter Games, the plan is to stage a winter festivalon a smaller scale.

There are good existing educational programmeswith plans to develop these further in the lead upto the Games, with an emphasis on volunteering.

Political Structure/ResponsibilityThe political structure of Canada is based on aconstitutional monarchy, with a federal system thatempowers the provincial entities. Canada has tenprovinces and three territories.

CityVancouver, with a population of approximately560,000, and the Resort Municipality of Whistler,with approximately 9,600 inhabitants, are bothsituated in the Province of British Columbia, whichhas five million inhabitants.

National EconomyCanada has a stable economy and a low inflationrate. Economic forecasts for the Province of BritishColumbia and the City of Vancouver are positive.

SupportAll levels of government – federal, provincial and municipal, as well as all political parties inParliament strongly support the bid. Governmentbacking was confirmed during the visit in meetingswith the Prime Minister of Canada, the Premier ofBritish Columbia and various governmentministers. The First Nations (Aboriginal peoples)have also confirmed their support for the bid.

The Federal Government and the Province ofBritish Columbia will together contribute to theconstruction and post-Games maintenance of thesports venues and the development of theVancouver and Whistler Olympic Villages. Inaddition, the Province is committed to upgradingthe road between Vancouver and Whistler (Sea toSky Highway), irrespective of the bid.

The federal and provincial governments have alsocommitted to covering the cost of security, medical,customs and other related government services.

The Province of British Columbia guarantees tocover any shortfall in the Olympic Games budget.

A public opinion survey commissioned by the BidCommittee shows that 80% of the Canadianpopulation and 62% of Vancouver residentssupport the bid. In a plebiscite carried out inVancouver on 22 February 2003, 64% of residentsvoted in support of the bid. The IOC poll shows65% national support (24% with no opinion and11% against) and 58% support in British Columbia(17% with no opinion and 25% against).

The support of the public towards the bid wasclearly evident to the Commission during its visit.

With the additional documents provided to theCommission during its visit, the Commission isconfident that all legal aspects have beenadequately covered and that the guaranteesprovided are in accordance with the Host CityContract and the Olympic Charter.

Accreditation and VisasAccess to Canada by means of the Olympic identityand accreditation card was not fully guaranteed inthe Candidature File. This is no longer an issue as,during its visit, the Commission received writtenconfirmation from the Prime Minister that access toCanada is guaranteed on the basis of the Olympicidentity and accreditation card.

Customs, immigration and quarantine services willbe provided at Vancouver International Airport, aswell as at Montreal and Toronto airports.

Work PermitsThe Government of Canada will facilitate the entry of Olympic-related personnel required towork in Canada and issue work permits for the required period.

Plans and ActionsThe Bid Committee’s environmental programme is based on principles of sustainability. The primarygoal is to accelerate processes to achieveenvironmental excellence with economic andsocial development.

Proposed OCOG environmental policies andactions build on existing government frameworks.OCOG guidelines include participation strategies, agreen office policy and a hotel greening initiative.

The proposed design of the Nordic venues in theCallaghan Valley, in the Whistler area, has won anational architectural design award for environmentalexcellence. A preliminary venue environmentalimpact assessment for this and other venues shows limited negative impact given the proposedmitigation efforts. Social and economic impactreports were also presented to the Commission. An environmental impact assessment on the highwayconstruction projects between Vancouver andWhistler is pending.

Good waste management policies already exist andone of the bid’s environmental goals is to keep 90%of the Games’ waste out of landfills.

The Vancouver Olympic Village will be built on a former industrial site, and will be part of a major clean-up and redevelopment of the innercity. Geothermal energy will be a major source ofheating in the Whistler Olympic Village.

Air and Water QualityProximity to the ocean enhances the air quality, whichis good. Water resources are abundant and waterquality, both in Whistler and Vancouver, is good.

Meteorology The coastal climate provides variable weather, withrain spells in Vancouver and snow in the mountainvenues that may impair visibility.

At Games time, good winter conditions with plentyof snow can be expected in the alpine snow sports venues. The Nordic centre in the CallaghanValley is well protected from winds, althoughmeteorological data for this area is limited beyondthe last two years.

Specific CommentsOne of the most significant legacies is theinvolvement of the First Nations in the planningprocess and post-Games legacies.

A large fuel-cell development initiative will be inplace in the Vancouver area by 2010.

OCOG Budget Income and ExpenditureThe budget published in the Candidature Filerepresents a good, detailed approach to establishingthe financial estimates for the Games. The budgetreflects OCOG expenditures balanced to revenuesof USD 972.5 million, and includes contingencies inexcess of USD 58 million. The budget is deemed tobe fundamentally sound and achievable.

Revenues are reasonably estimated in the contextof the Canadian marketplace and deemed to beachievable. Domestic sponsorship amounts to USD 293 million and is based on a three-tieredprogramme.

No OCOG-financed capital investments arecontemplated in the budget. All venues areprovided by public and/or private entities. Theprocess for estimating the construction costs of thevenues was comprehensive for the conceptualdesign phase of the projects and contingencies areincluded against future changes to the estimates.

The approach to estimating expenditures isreasonable and supported by significant underlyingdetail. There is sufficient flexibility and contingencywithin the plan to accommodate changes. Duringthe course of the visit, several operational elementswere questioned, the resolution of which may leadto cost increases for the OCOG:

- construction of a temporary media village in Whistler

- possible subsidization of the Olympic Familyhotel room rate by the OCOG

- a day village at Cypress Mountain freestyle and snowboard venue

- establishment of a temporary, IOC-accredited anti-doping laboratory in Vancouver.

The financial estimates of the Bid Committee wereindependently reviewed by the Auditor General ofBritish Columbia and found to be reasonable andbased on sound methodology.

The cash flow forecast is reasonable. During thevisit, it was clarified that public sector funding forcapital works will flow through OCOG accountsand its distribution will be managed by the OCOG.Assuming the cash inflows coincide with orprecede progress of work on the projects, theCommission recognises the benefit this providesthe OCOG with respect to project management andcontrol. There are risks associated with thepotential for increases to project scope, yet theOCOG will be in a good position to manage them.

Non-OCOG BudgetThe public sector has committed to capitalinvestments amounting to USD 929.5 million for theconstruction and renovation of competition venues,Olympic Villages and road improvements, as wellas a post-Games operating endowment fund forthree venues.

Most of the non-OCOG capital costs are for projectsthat are consistent with the long-term infrastructuredevelopment plans of the public enti t iesresponsible for their funding, and while critical tothe success of the Games, are not consideredincremental costs.

Financial guarantees are sound and werereinforced during the visit. The ProvincialGovernment of British Columbia has committed to underwriting the financial outcome of the OCOGand has allocated a budget provision against this contingency.

Joint Marketing ProgrammeThe Joint Marketing Programme Agreement hasbeen accepted.

Billboards and Outdoor AdvertisingOptions have been obtained on the relevantadvertising spaces. Advertising controls in theWhistler area are tightly regulated and this isunlikely to change. The Bid Committee confirmedthat it would look into acquiring options foradvertising space on First Nations land along theSea to Sky corridor.

Rights ProtectionThe existing Canadian Trade Act legislation isadequate to protect Olympic intellectual propertyand the relevant marks have been registered.

Commercial Control in VenuesThe provisions in the venue agreements concludedbetween the Bid Committee and the various venueowners are acceptable.

TicketingTicketing revenues of USD 141 million are basedon reasonable ticket price ranges and sell-throughassumptions (75% for sports events and 95% forOpening and Closing Ceremonies).

Travel times and kilometres reflect 2002 figures.

Overall ConceptThere are two main venue sites: Vancouver for the ice sports, freestyle skiing and snowboarding,and Whistler for the snow sports, bobsleigh, lugeand skeleton. The Commission feels that the twohour distance between these sites could be achallenge. Existing facilities for both snow and icesports are very good, and plans exist for the venuesto be built. The number of high quality existingfacilities is a strong feature of the bid, as is theexistence of very good training facilities in thevicinity of the venues.

The post-Games legacy is good, with the federaland provincial governments contributing USD 71million towards an Endowment Trust to support theoperations of three Olympic venues, from theconstruction of the venues through to post-Gamesoperations.

DistancesAll venues in Vancouver are less than 15 minutesfrom the Vancouver Olympic Village, with the exception of speed skating (35 minutes) andfreestyle skiing and snowboard competitions (37 minutes). The two venue clusters in Whistler(Whistler Mountain and the Callaghan Valley) areboth approximately 15 minutes from the WhistlerOlympic Village.

Vancouver/Cypress Mountain Resort:The curling, figure skating, speed skating, shorttrack speed skating and ice hockey competitionswill take place in Vancouver. Freestyle skiing andsnowboard competitions will take place at CypressMountain Resort.

Sports ExperienceCanada has very good experience in organisingmulti-sport international events and high-levelcompetitions in Olympic winter sports and hasorganised the 1988 Olympic Winter Games, the1994 Commonwealth Games and the 1999 PanAmerican Games.

Sports IssuesNordic combined, biathlon, cross country skiingand ski jumping - Callaghan Valley (Whistler NordicCentre)As a new development, there could be challengesin terms of construction and access from thehighway.

Curling - Hillcrest/Nat Bailey Stadium ParkShort-track speed skating and figure skating –Hastings Park Pacific ColiseumThe Bid Committee confirmed that construction ofboth venues will be brought forward to November2008 to ensure that test events can be held in bothfacilities.

The Commission considers the other venues to be good.

Guarantees of UseGuarantees are provided by current or futureowners for use of and commercial rights for allvenues. The use of all venues is guaranteed for testevents prior to the Olympic Winter Games and forthe Paralympic Winter Games.

Venues/ConstructionThere is a total of 13 competition venues, eightoutdoor and five indoor. Four outdoor and twoindoor venues will have to be built.

There is a total of five indoor training venues ofwhich one will be built as part of its same sportcompetition venue, one will be built as a temporaryfacility and three are existing. Two of the existingtraining venues will require some upgrades to thepermanent works.

The land required for construction or renovation ofvenues is controlled by a combination of publicand private entities. The right to construct orrenovate is included in the guarantees.

Design and construction of the venues are to bemanaged by the OCOG Design and ConstructionDepartment. Permanent works will be fundedprimarily by federal and provincial governmentgrants, which will flow through the OCOG to thevarious projects. As explained to the Commission,the responsibility for re-allocation or increases in funding will rest with the OCOG, which will also be the liaison with governmental officialsregarding adjustments or changes to governmentalfunding needs.

SPORTS VENUES

The OCOG is responsible for funding, designing andconstructing temporary facilities (overlay). Olympicoverlay concepts are well-developed includingspace allocations for broadcast and operationalneeds, as well as venue transportation requirements.

The OCOG will perform overall programmemanagement of venues to be built by public andprivate sector entities.

BudgetThe total budget for the Paralympic Winter Gamesis USD 27.5 million, to be covered by governmentsubsidies from the Federal Government and theProvince of British Columbia (USD 12.9 millioneach). USD 3 million is budgeted for accessibilityupgrades to new and existing venues. The Provinceof British Columbia guarantees to cover anyshortfall of the Paralympic Games budget.

SportThe Paralympic Games will take place in Whistler,with a maximum travel time of 20 minutes to the venues.

Whilst Canada has significant experience withsummer sports for the disabled from participatingin and hosting international events, it has littleexperience in organising winter sports events for disabled athletes. Test events for all sports are planned to ensure the development ofoperational skills.

During the visit, the Bid Committee committed to providing a minimum of 3,500 seats at the icesledge hockey arena and will work towardsincreasing this capacity to 5,000. The Bid Committeealso stated it will work towards increasing spectatorcapacity for wheelchair curling.

Organising CommitteeIntegration with the Olympic Games is guaranteedwith one OCOG/Board of Directors for both the Olympic and Paralympic Winter Games. Withinthis, the Canadian Paralympic Committee willnominate one board member.

LogisticsThere will be one Paralympic Village in Whistlerwith the required wheelchair accessibility.

The Opening Ceremony will take place in thecovered BC Place Stadium in Vancouver (two hoursaway) and the Closing Ceremony and medalceremonies in Whistler at an outdoor celebrationsite, with a capacity of 9,000.

Specific CommentsThe quality of the bid proposal shows Canada’scommitment to the Paralympic movement and thestrong support of the Bid Committee towardsParalympic athletes who have been directlyinvolved in bid planning.

Vancouver’s concept of the Paralympic WinterGames is a very compact one.

LocationTwo Olympic Villages are planned: one for the icesports, freestyle skiing and snowboard athletes indowntown Vancouver, and one for the alpine,Nordic sports, bobsleigh, luge and skeletoncompetitors in Whistler.

The concept is very good with all athletes beingable to stay in an Olympic village.

Village DevelopmentA total of 4,100 beds is to be provided (2,100 bedsin Vancouver and 2,000 in Whistler).

The Vancouver village will be built on thewaterfront on former industrial land owned by theCity of Vancouver and within walking distance ofthe Opening, Closing and medal ceremonies.

The village will be a combination of permanentand temporary buildings. The City of Vancouverwill be responsible for the delivery of thepermanent buildings, which will be part of anurban development project, and the City will coverconstruction costs, should no commercial partnersbe found. The temporary facilities will be fundedby the OCOG.

The Whistler village will be built at the entrance to the Callaghan Valley, 13km south of Whistler. It will comprise a combination of pre-manufacturedfacilities, that will be moved off site after the Gamesas a legacy for the First Nations, as well aspermanent accommodation.

The OCOG and the Resort Municipality of Whistlerwill be jointly responsible for the delivery of theWhistler village and the Province of BritishColumbia will cover construction costs in the event

that no commercial partners are found. Post-Games, there is a good legacy for part of theWhistler village accommodation which willbecome a centre for athlete excellence.

Village OrganisationThe layout of both villages is good, with the samelevel of services to be provided in each one. Shuttlebuses will provide transport within the villages.

At the Vancouver village site, the Commissionexpressed concern regarding possible noise fromnearby traffic. However, the Commission receivedreassurance that village residences would not beclose to the traffic and that Canada has highconstruction standards with respect to soundinsulation.

Olympic Family Health CareThere are nine hospitals in the Vancouver area, with approximately 2,000 beds. VancouverGeneral Hospital, five minutes from the VancouverOlympic Village, is designated as the OlympicFamily hospital.

Whistler has no general hospital, but has anorthopaedic clinic with heliport access, and theprovincial government has outlined plans for theupgrade of this clinic. The nearest hospital isSquamish General Hospital, 30 minutes away.

The polyclinics in both Olympic Villages will offeridentical medical services.

Doping ControlWhilst the Candidature File proposes flyingsamples to the IOC-accredited laboratory inMontreal (a five hour flight from Vancouver), theBid Committee confirmed during the visit that atemporary, IOC-accredited anti-doping laboratorywould be set up in Vancouver for the period of the Games.

Command/OCOG Security DepartmentThe Royal Canadian Mounted Police (RCMP) willhave overall responsibility for the coordination ofsecurity during the Olympic and Paralympic WinterGames and will lead an Integrated Public SafetyCommand Security Planning Group including theRCMP, the Vancouver Police Department, theCanadian Security Intelligence Service, theCanadian Forces, the Coast Guard and other localpublic safety agencies.

Operations System/PersonnelThere is a sufficient number of security personnel.Canadian law allows for the use of the armedforces if required by the RCMP.

Canada has a solid reputation and good experiencein the field of security related to large-scale eventsand no international terrorism incidents have beenrecorded during major sports events.

GuaranteesThe Federal Government has provided guarantees,in cooperation with the Province of BritishColumbia, the City of Vancouver and the ResortMunicipality of Whistler, that security services willbe provided at no cost to the OCOG.

The Commission feels that the security plans putforward are well thought-out.

CapacityVancouver and Whistler have over 30,000 existinghigh quality hotel rooms. Over 4,000 rooms will bebuilt by 2010. Whistler has a total of 43,000 existingguest beds with many good quality condominiums.

There is accommodation in close proximity to mostof the venues (sports and others).

In Vancouver, there is also the possibility of usingcruise ships as extra accommodation.

Guarantees and PriceDuring the visit, the Commission receivedadditional accommodation guarantees.

The committed room inventory is now over 23,000,including 7,100 rooms in Whistler. The tourismauthorities in Vancouver and Whistler haveprovided written assurance that the contractssigned with individual hotels are binding.

The bid proposes a minimum stay of 17 nights, butwill explore ways of reducing this with the hotelassociations and tourism groups to six nights inboth Vancouver and Whistler. This may be possiblein Vancouver, which will be in low season, but mayprove to be a challenge in Whistler which will bein the high tourist season.

The maximum room rate for the Olympic Family,including breakfast and applicable taxes (10%) isUSD 253 for a single room and USD 275 for adouble room in four and five star hotels. The ratesare based on the assumption that a 7% sales taxwould be waived.

SECURITY ACCOMMODATION

The rate for the other constituent groups is basedon the following formula: the average conventiongroup rate from 2005-2007, plus the consumerprice index for Canada 2007 to 2010, plus theannual hotel rate increase 2007 to 2010 of 5% peryear, plus an OCOG administration fee of 11.7%.

The average hotel room rate in February 2002 wasUSD 110 in Vancouver and USD 226 in Whistler.

MediaThere is ample existing hotel and condominiumaccommodation available for the media close to theInternational Broadcast Centre (IBC), the MainPress Centre (MPC) and venues in Vancouver.

Given the distance between Vancouver andWhistler, the Commission feels that there will beincreased accommodation pressure on Whistler,particularly from the media. The Bid Committeehas provided a guarantee that supplementarymedia accommodation will be provided in Whistlerin the form of a temporary village with 1,500rooms.

Specific CommentsThe overall accommodation proposal is satisfactoryand covers all Olympic needs. Accommodationcapacity is good and standards are high. At least 20hotels can each provide blocks of over 200 rooms.

A more than sufficient number of hotel rooms isguaranteed, with fair room rates verified by anexternal auditor.

The Bid Committee proposes a home stayprogramme for the families of athletes competingin the Games.

With tourism as its second largest industry, theProvince of British Columbia has extensiveexperience in this area.

Infrastructure/Public TransportVancouver International Airport is located 13kmfrom downtown Vancouver, approximately 25minutes from the Vancouver Olympic Village, and125km (approximately two hours) from theWhistler Olympic Village. Vancouver InternationalAirport is a modern facility capable of providing ahigh level of service for the Olympic WinterGames. Planned expansions to both internationaland domestic gates can be expected toaccommodate the growth in everyday air travelbetween 2002 and 2010.

The Vancouver Olympic area is characterised by two different operating environments(Vancouver and Whistler) connected by the Sea toSky Highway. Vancouver is served by a well-developed road network and a highly developedpublic transportation system. Other than normalreplacement and maintenance, there are no majorinfrastructure improvements planned for roads andbridges in Vancouver before 2010. The anticipatedpopulation growth in the metropolitan area will beincreasingly directed towards public transport. Theexisting bus and rail fleets will be expanded tomeet the demand.

Whistler is served by an existing road structure that meets current needs and a well-utilized publicbus system. Other than new roads to serve the Whistler Olympic Village and the plannedNordic Centre in the Callaghan Valley, nosignificant road improvements are anticipated. The resort community of Whistler is almost atcapacity in terms of space for new residencesor accommodation, so increased transportationdemand is expected to be met largely by publictransport.

Vancouver and Whistler are connected by the Seato Sky Highway, that varies in capacity from two tofour lanes. Improvements to this highway, at a totalcost of USD 387 million guaranteed by theProvincial Government, are planned irrespective oft h e 2 0 10 O l ymp i c Win t e r Game s . Theimprovements will provide a minimum of threelanes for the entire length of the highway. Otherimprovements will enhance safety and augmentIntelligent Transportation Systems. In addition toincreased capacity and safety, non peak-hour traveltime between Vancouver and Whistler is expectedto be reduced from two hours to less than one hour40 minutes. There are no parallel or reasonablealternate routes between Vancouver and Whistler,however, a Games time passenger ferry service forspectators and residents is planned from Vancouverto Squamish (approximately halfway betweenVancouver and Whistler).

During the Games, the Sea to Sky Highway will beclosed to all traffic except 1) residents ofcommunities along the highway, 2) controlled off-peak hour delivery and commercial vehicles, 3)Olympic Family vehicles, and 4) dedicatedspectator buses.

For events in Whistler, approximately 70% ofspectators are expected to come from Vancouverand approximately 30% are expected to stay orreside in Whistler.

Transport strategies will require furtherdevelopment, particularly in Vancouver, and it willbe important to create strategies to reducebackground traffic.

Linking transportation mode options to ticket salesis planned and will be necessary to make Games

transportation successful. Public transport will be included in the price of events tickets within Vancouver and Whistler respectively.Transportation between Vancouver and Whistlerwill not be included in these prices.

ManagementThe management of Olympic transportation will bedirected by the OCOG Transportation Department.The OCOG will create a “Transportation AdvisoryCommittee” made up of representatives fromappropriate governmental transportation agenciesand municipal governments.

General CommentsThe overall transportation plan outlined by the BidCommittee is logical, well thought-out and theplanning to date should provide a basis for a highlevel of service and successful transportationoperations.

The communication strategy is based uponensuring sustainable legacies for sport and localcommunities through hosting the Olympic andParalympic Winter Games.

IBC/MPCThe IBC is to be built on land currently owned by theFederal Government in Richmond, close toVancouver International Airport. It will be a 30,000 m2facility and will be used as a trade and exhibitioncentre after the Games. Guarantees are provided foruse of the land. The bid proposes an alternative,temporary facility, should the trade centre not beconstructed.

The MPC will be located in the downtown VancouverConvention and Exhibition Centre (VCEC) on thewaterfront, approximately 30 minutes from the IBC.The planned expansion of the VCEC will bring thetotal space available up to 40,000 m2 (currently10,000 m2).

The Bid Committee confirmed that the media sub-centre planned at the base of Whistler Blackcomb IIwill be expanded to accommodate a larger number ofpress and broadcasters and will be used as the MPCduring the Paralympic Games.

ExperienceCanada has an excellent track record inbroadcasting major sports events, particularlywinter sports.

CeremoniesFor the first time in the Olympic Winter Games, thebid proposes holding the Opening and ClosingCeremonies in an indoor stadium in Vancouver, inan existing facility with 55,000 seats, five minutesfrom the Olympic Village.

Medal ceremonies will also take place in this stadium.A temporary outdoor celebration site will beconstructed in Whistler with a capacity of 9,000 withinteractive links between Vancouver and Whistler forboth the ceremonies and nightly medal awards.

Given the distance between Vancouver and Whistler,the Commission feels that for the benefit of theathletes, all Whistler medals should be awarded atthe Whistler celebration site. The Bid Committeeconfirmed its willingness to study this option.

Cultural ProgrammeA rich and diverse cultural programme is planned.The OCOG will invite each NOC to include an artistin its delegation to capture each nation’sparticipation in the Games, with costs beingcovered by the OCOG. In addition, a wide range ofeducational programmes is planned.

OLYMPISM ANDCULTURE

As stated in the Introduction to this Report, theCommission has been asked to conduct atechnical evaluation of three cities declared by theIOC Executive Board as Candidate Cities. In thiscontext, the Commission has assessed each city ina number of areas critical to the successfulorganisation of Olympic Winter Games. TheCommission’s evaluation also includes a riskassessment factor, to identify any risks that couldoccur in the period up to and including theOlympic Winter Games in 2010.

The Evaluation Commission is of the opinion thatthe three Candidate Cities could all organise verygood Olympic and Paralympic Winter Games andhas not ranked the cities.

The following summaries outline the mainstrengths and weaknesses of each Candidate City.The cities are listed in alphabetical order.

PYEONGCHANG

The bid was well prepared by key officials fromthe provincial government, who form the mainbody of the Bid Committee staff, the NOC andathletes. The quality of the presentations was high.The bid successfully drew on Korea’s pastexperience of hosting international multi-sportsevents, such as the 1988 Olympic Games and theFIFA World Cup and the Asian Games in 2002.

The bid is driven by the Province of Gangwon,and it has excellent support from the national andlocal governments, as well as from privateinvestors. The bid is an initiative which looks

towards developing winter sports and tourism inKorea, as well as working towards peace andreconciliation on the Korean Peninsula.

Substantial guarantees are given by both theregional and national authorities to support theconstruction of the necessary sports and otherinfrastructure needed for the Games. Furthermore,the government takes responsibility for providingall health care and security and the provinceguarantees to underwrite the Games OCOGbudget and provide cash flow to the OCOG.

There is very strong public support for theOlympic Games, which is demonstrated throughpolls in the province and in Korea.

PyeongChang, situated two-and-a-half hours fromSeoul, is the centre of the concept and will be theHost City and site for curling, Nordic skiing,biathlon, technical alpine skiing events and theIBC/MPC, with Wonju 98km to the west for icehockey, Gangneung 38 km to the east for skatingand three other venues between these two cities.

To best meet the needs of the athletes, threeOlympic Villages are planned in existing highstandard condominiums with 72% of the athletesstaying close to their respective training andcompetition venues. However, the exceptions are for bobsleigh, skeleton, luge andsnowboarding (40 minutes away); freestyle skiing(26 minutes away); and alpine skiing speed events(35 minutes away). If requested, accommodationcan be provided at the venues for the athletesconcerned.

Eight out of the 13 venues needed for the Gameswill have to be built: four ice sports arenas, the

bobsleigh, luge and skeleton track, the skijumping stadium, which is also the site for theOpening and Closing Ceremonies, and a yet-to-be-developed ski resort in Jungbong for alpineskiing speed events. The Commission is of theopinion that, although feasible, the construction ofthe latter, a new venue development, willrepresent a risk. All the new venues will leave agood legacy for ice sports in Korea and skiing inAsia. The IBC/MPC will be a temporary facility.

As regards transport, the Olympic area is currentlywell-served by a four-lane highway and severalnational roadways and, by 2010, there will also bea railway. The thorough planning demonstrated tothe Commission and the non-OCOG budgetprovisions identified for large-scale transportdevelopment, that will take place irrespective ofthe Games, leave the Commission feelingconfident that transport needs can be satisfactorilyaddressed.

A good plan has been presented for theenvironmental programme, with substantialfinancial support for each project and solidguarantees provided by the governmentauthorities.

As for accommodation, the Commission sees achallenge here, as there are currently not enoughhotel rooms to cover Olympic and spectatorneeds. Guarantees have been provided for thedevelopment of new accommodation in the area,and Seoul – between one-and-a-half and two-and-a-half hours away – could provide an alternative.The Bid Committee has provided reservationguarantees for a number of rooms, mainly incondominiums, that could match Olympic needs,

including three media villages, with one adjacentto the MPC/IBC. The price fixed for the OlympicFamily is excellent and based on a 20% discounton the regular price. The formula proposed to fixthe room price for other constituent groups for2010 is fair, and there is price control in Korea.

Although the budget appears to be on the lowside and costs for temporary facilities (overlay)and operations have not been fully integrated, theCommission is confident about the financialoutcome as the government is greatly involved inthe project and the province has provided ashortfall guarantee.

The Korean Government guarantees to cover allsecurity costs. The present situation in thepeninsula may be a concern. Recent sports eventshave shown that there are no significant securityrisks anticipated.

The Opening and Closing Ceremonies will be heldin the ski jumping stadium in PyeongChang, closeto the Olympic Village, and the medalpresentations will take place in a dedicated plazain the centre of the city.

The Paralympic Games have been well plannedand are fully integrated. There will be oneParalympic Village, based in PyeongChang, whichis near to the venues, except for the ice sledgehockey and alpine speed events (35 minutesaway). The Ministry of Health will cover 50% ofthe USD 57.4 million budget.

Through comprehensive studies and planning,PyeongChang demonstrates very good potential. The Games will leave a great legacy for winter

sports in Korea and in Asia and could contributeto reconciliation on the Korean peninsula. Thislegacy is further strengthened by the strides thatcould be made in the areas of the environmentand sustainable development.

SALZBURG

Presentations were made by the Bid Committee,technical experts, government officials and NOCrepresentatives. The bid draws on Austria’sextensive experience in organising internationalwinter sports events, including two OlympicWinter Games in 1964 and 1976.

Driven by the Austrian NOC and the City ofSalzburg, the bid also enjoys strong support fromfederal, regional and municipal governments. Thebid’s motto, “The Sound of Winter Sports”, aims toshare Austria’s passion for winter sports andculture with the rest of the world.

Regional and federal governments haveguaranteed substantial funds to build thenecessary sports venues and for the transportimprovements required for the Games, as well asto cover the costs of health care and securityservices. Instead of a government commitment tounderwrite the financial result of the OCOG, theresponsible government entities have opted totake a shared ownership position against anypotential shortfall of the OCOG.

Polls within the Olympic region and Austria showvery strong public support for the Games.

Out of the 15 venues, five need to be constructed,four of which will be ice venues. As a world-renowned ski region, Salzburg offers a widechoice of high standard skiing venues. The bid’sconcept is based on making use of the best andmost attractive among them. As a consequence,many different sites are proposed. During theCommission’s visit, it became evident that thiswould have an impact on Games managementand increase costs. To address this issue, the BidCommittee has already decided to move the cross-country sprint event from Salzburg to the site forcross-country skiing in the Amadé region.

The plan is to have three venue clusters: Salzburgfor ice hockey, all skating disciplines, bobsleigh,luge and skeleton and the IBC and the MPC;Kitzbühel (80 minutes from Salzburg) for curling,freestyle and men’s alpine skiing; and the Amadéregion (40-60 minutes from Salzburg) for all othersports and disciplines.

To best accommodate the athletes, three OlympicVillages have been planned, with 76% of athleteshaving less than 15 minutes to travel to theirtraining and competition venues. The exceptionsare for bobsleigh, luge and skeleton, Nordiccombined and ski jumping (35 minutes) andsnowboarding (25 minutes).

The Olympic area is served by a well-developedbus and rail public transport system. Multipleaccess routes exist for the majority of venues. Withthe proposed OCOG management structure,planned airport expansion, Games-time publictransit fleets and the outlined Olympic transportstrategy, the Commission is confident thatOlympic transport requirements can be met.

As the bobsleigh, luge and skeleton track andalmost all snow sport venues already exist, theenvironmental impact will be limited.Furthermore, Austria is renowned for its highenvironmental standards.

Salzburg and the surrounding Olympic regionhave a large amount of high standardaccommodation. For this reason, no media villageis planned. At the time of the EvaluationCommission’s visit, only approximately 50% of thenumber of rooms required by the IOC had beenreserved. The Commission also expresses concernabout the potential for high accommodation rates.

The budget is reasonable and achievable.Although costs are likely to fluctuate as planningdetail is developed, they can be managed withinthe overall revenue scenario.

No significant security risks are anticipated. TheAustrian and Bavarian governments have bothguaranteed to cover security costs.

Salzburg will provide an excellent stage forculture. The plan is to hold Opening, Closing andmedal ceremonies in a temporary stadium, builtove r the r i ve r Sa l zach and fac ing theHohensalzburg Fortress, which will be veryattractive.

There will be one Paralympic Village in Salzburg,close to the ice venues. The alpine venue is 45 minutes away and the Nordic venue is 50minutes away. The Commission feels the budgetof USD 20 million may be underestimated. CurrentParalympic Winter Games planning appears to lack detail.

Salzburg offers the athletes a high number of excellent sports venues and a depth oforganisational experience in winter sports. Theamount of existing infrastructure will ensure thatthere is little impact on the environment. As aregion of cultural excellence, the bid will providea strong link between sport and culture.

VANCOUVER

The preparation of the bid and presentationsmade by the Bid Committee were of a very high quality with the active participation of keygovernment officials and organisations that will beinvolved in staging the Games, as well as athletes,the NOC and First Nations (aboriginal)representatives.

Vancouver builds on the past experience of multi-sports events organised in Canada such as the 1988 Olympic Winter Games, the 1994Commonwealth Games and the 1999 Pan-American Games.

The bid enjoys strong support from the privatesector, as well as the national, regional and localauthorities. The aim of the bid is to ensuresustainable legacies, both for sports and for localcommunities, through hosting the Olympic andParalympic Winter Games.

Substantial funding is guaranteed by the Provinceof British Columbia and the Government ofCanada for the construction of sports venues andthe upgrade of the Sea to Sky Highway linking

Vancouver and Whistler. This funding also covershealth care and security. In addition, the Provinceof British Columbia guarantees to underwrite theOrganising Committee’s budget.

There is good public support for the OlympicWinter Games, which is demonstrated through aplebiscite in the City of Vancouver and a publicopinion poll in Canada.

The bid is based on a two-site concept: the City of Vancouver and nearby Cypress Mountain forthe curling, ice hockey, all skating events,snowboarding and freestyle skiing, as well as theIBC and MPC; and the mountain resort of Whistler(125 km and two hours from Vancouver) for allother sports and disciplines.

The proposed venues are well thought-out, withtwo existing world-class ice stadiums and plansfor new venues for curling and speed skating inVancouver. Existing venues in Whistler will be used for alpine skiing, and a track will beconstructed for bobsleigh, luge and skeleton. Inaddition, a site to be developed in the CallaghanValley will provide new venues for biathlon andNordic skiing.

Six out of 13 venues are to be built, and this newinfrastructure will provide centres of excellencefor the development of sport in Canada. Inaddition, the Canadian Government provides aguaranteed legacy fund for three of these venues.

All athletes will be accommodated in one of twoOlympic Villages. 83% of athletes will beaccommodated in close proximity to their trainingand competition venues. Freestyle skiing and

snowboarding athletes will compete 37 minutesaway from the Vancouver village and speedskating athletes 35 minutes from the Vancouvervillage.

The Commission feels that the Olympic villageand venue concepts have been well thought-outand provide excellent conditions for the athletes. Taking into account the proposed managementstructure, planned infrastructure improvements tothe Sea to Sky Highway and expansions to thepublic transport fleets committed to in the bid,and the outlined Olympic transport strategy, theCommission is confident that Olympic transportrequirements can be met.

With the aim of sustainability, the proposedenvironment plans are professional and ambitious.They include considerable involvement of theFirst Nations with regard to post-Games legacy.

No significant security risks are anticipated. The Federal Government guarantees to takeresponsibility for security.

There is sufficient high standard accommodationboth in Vancouver and Whistler to meet Olympicneeds; thus no media village was planned.Guarantees have been provided for 23,000 rooms.During the Commission’s visit, it became apparentthat the number of rooms required for the mediain Whistler may have been underestimated. Toovercome this, the Bid Committee has provided aguarantee for the construction of a temporarymedia village in Whistler with 1,500 rooms.

The 2010 prices guaranteed for the OlympicFamily are reasonable. The formula presented to

guarantee accommodation costs for the otherconstituent groups is clear and prices will beaudited by an external expert.

The OCOG budget is fundamentally sound. Thebid has provided a very detailed analysis of everycritical item of income and expenditure. TheCommission is confident as regards the financialviability of the Games budget. The public sectorguarantees to cover all costs for the constructionof sports venues and the upgrade of the Sea to SkyHighway. The Province of British Colombiaprovides a guarantee for any OGOG shortfall.

For the first time in the history of the OlympicWinter Games, the bid proposes holding theOpening and Closing Ceremonies in an indoorstadium seating 55,000. Medal awards for eventstaking place in Vancouver will also take place in this stadium. Other medals may be awarded in Whistler.

The Organising Committee will also beresponsible for the organisation of the ParalympicGames. The plans for the Paralympic Games arevery well thought-out and the concept proposed isvery compact, with one Paralympic Village inWhistler. The governments of Canada and BritishColumbia will together contribute USD 25.8million to the USD 27.5 million Paralympicbudget. Canada is one of the leading countries inthe development of sports for the disabled.

The Vancouver Bid Committee has carried outthorough and detailed planning based on riskminimisation. The project demonstrates a clearvision, both for the organisation of the Olympicand Paralympic Winter Games and for post-Games legacy.

The concept will provide very good conditions forthe athletes. It will allow all athletes to live in anOlympic Village, with limited travel time toexcellent sports venues.
