| About UsBendigo Health’s history dates back to 1853 with the Bendigo Hospital and the Anne Caudle Centre in the goldfields era.

With more than 3,400 staff and covering an area a quarter of the size of Victoria, Bendigo Health is an expanding regional health organisation.

A 653 bed service, Bendigo Health annually treats over 37,000 in-patients, deals with over 45,000 emergency attendances and approximately 1200 babies are born here each year. These services are complemented by a 60-bed rehabilitation unit, eight bed intensive care unit and five operating theatres where almost 10,000 surgical procedures are performed annually.

The organisation provides services in emergency, maternity, women’s health, medical imaging, pathology, rehabilitation, community services, residential aged care, psychiatric care, community dental, hospice, palliative care, cardiology, cancer services and renal dialysis to the people of the Loddon Mallee region.

The three main campuses of Bendigo Health are in Bendigo, with many services extended to regional settings including areas such as Mildura, Echuca, Swan Hill, Kyneton and Castlemaine.

Demand on services is increasing rapidly with Bendigo being one of Victoria’s fastest growing regional cities.

Bendigo Health and Victorian Government are committed to delivering high quality health care to the community of Bendigo and the greater Loddon Mallee region, with the investment of $630 million to deliver a new Bendigo hospital.

Bendigo Health is proud to present this our 2010/11 annual report. This key reporting document demonstrates how the organisation is meeting the strategic objectives outlined in the 2008- 2013 strategic plan and importantly provides a comprehensive account of Bendigo Health’s financial performance and achievements in 2010/11.

This report covers the period July 1, 2010 to June 30, 2011. It is prepared for the Minister for Health, the Parliament of Victoria and the community. It is prepared in accordance with government and legislative requirements.

| Board Chair & CEO ReportThe Bendigo Health annual report is presented this year with a sense of both excitement and achievement following the announcement that the new Bendigo hospital project will be built as a public private partnership, with construction to commence around the end of 2012.

This announcement was the culmination of many years of work by the board and executive team to bring to Bendigo the largest capital works project ever undertaken in a health service in regional Victoria. We place on record our sincere appreciation for the support given to the project by the Department of Health, our local members of parliament and countless community groups and individuals who have understood the value of this project to Bendigo and the Loddon Mallee region.

We don’t underestimate the size of the challenge which lies ahead in bringing the project to reality, but it is a great relief to have a Victorian Government commitment for $630 million and efforts can now be focused on ensuring that we get true value for money. The overall impact of the project on Bendigo will be very positive, but along the way a project of this size has many challenges which will need to be managed carefully to ensure that the experience is positive for the whole community. One of those challenges remains the task of extracting every last inch of capacity out of the current hospital because our record levels of demand are unlikely to remain stable until 2016 when our new hospital is completed. Fortunately, we have the privilege of leading a 3,400 strong, dedicated workforce who will go the extra yard for their community given the reward of a new, world class, regional hospital is now in sight. We place on record our thanks for their wonderful contribution over the past year.

The main Lucan/Barnard Street site is already a busy construction site even before the new hospital project commences. Alongside the Monash University Bendigo Regional Clinical School we can see the Bendigo Primary Care Centre nearing completion and the new La Trobe Rural Health School rising from the ground. This is fast becoming a wonderful health education precinct where we will create our own health workforce for the future and will therefore not have to rely on the metropolitan clinical schools as has been the case in the past. There is considerable research available confirming that students recruited from regional Victoria and trained in regional Victoria are far more likely to stay and work locally.

While our new hospital has been a major focus, we are pleased to report that the past year was successful for many other reasons as well. This report details countless examples of new services which have been put in place over 2010/11, several supported by new government program funding but many created from better use of existing resources. This is often a challenging exercise and change is not always well received, but we work in a dynamic environment with the needs of our patients, residents and clients changing daily; it is important that we respond with a comprehensive range of services that are of high quality and provide value for money for our community.

One of the disappointments of 2010/11 was the failure to make any real improvement to the health of our indigenous communities throughout the Loddon Mallee region. We have put many initiatives in place as part of the government’s ‘Closing the Gap’ strategy, but there is much work to be done. One big step forward was the inaugural collaboration agreement signed between Bendigo Health and the Bendigo and District Aboriginal Co-operative. The agreement is a statement of our commitment to the task and it provides a framework for future projects to ensure greater accountability and responsibility for delivering agreed initiatives, leading to better outcomes for the target population.

In a year when we again saw record levels of activity, it is pleasing to report that an operating surplus of just over $1 million was achieved. This is the fourth year running where Bendigo Health has returned a positive trading result, something that the board and executive team is very proud of and we thank everyone who has contributed to this result. With activity levels increasing, the elective surgery waiting list is also a positive story for Bendigo Health. It has remained relatively stable even though the size of the current hospital is recognised by all to have well below the required numbers of operating theatres, inpatient beds and overall treatment spaces.

At the end of the year, Bendigo Health said goodbye to board chair Marika McMahon. Marika has been a wonderful servant of Bendigo Health for the past 11 years and we thank her for her significant contribution to our health service over this period. Michael McCartney also completed his board appointment in June and we place on record our thanks for Michael’s contribution, particularly to the management of our finances, over the past six years.

We are fortunate to be supported by a competent and committed executive team at Bendigo Health who make leading this organisation so much easier and more rewarding and we thank them and all our staff, for their assistance over the past year.

It has been a very good year at Bendigo Health, full of achievement and growth, but it appears insignificant when compared with the challenges, opportunities and excitement that the next few years will bring.

The board of Bendigo Health is accountable to the Minister for Health for conduct, performance and culture of the organisation. The board is committed to the highest standards of professionalism, probity, diligence and excellence.

Bendigo Health is governed by a nine person board appointed by the Governor-in-Council upon the recommendation of the then Minister for Health, the Hon Daniel Andrews MP.

Sound board governance systems provide protection for the organisation, its stakeholders, the board and its directors against fraud, illegal practices and poor performance by its own members and its chief executive and staff.

The board is responsible for setting the ethical framework for the organisation, defining and nurturing the organisation’s fundamental values. The board is committed to the adoption of ethical conduct in all areas of its responsibilities and authority. Directors are committed to acting honestly and in good faith at all times. The board is required to regularly review its own performance as the basis for its own development and quality assurance. It must also ensure that Bendigo Health’s assets are protected, including development of a suitable risk management strategy.

Mr Bill O’NeilBA (Urban & Regional Studies), VEPLA

Mr O’Neil is a town planner and regional economic development practitioner. He operates his own consulting business, serving a range of public and private sector clients throughout Victoria and interstate. He resides in Harcourt with his family and participates in a range of community activities. Within Bendigo Health, Mr O’Neil is a member of the Quality Care Council, Medical Advisory and Strategic Planning and Population Health committees and is convenor of the Visiting Committee.

Mr Graeme StewartACA, Bachelor of Business

Mr Stewart is a partner in AFS & Associates, a Bendigo based public accounting group. He is also a director and member of the finance committee of Girton Grammar School Ltd. Within Bendigo Health, he is chair of the Audit Committee and a member of the Finance and Visiting committees.

Ms Margaret O’RourkeMAICD

Ms O’Rourke is a consultant with a background in telecommunications having 31 years experience in the industry working extensively throughout Australia. She is president of the board of Bendigo TAFE (BRiT), chair of Bendigo Business Council and director of Tasmanian Ports Corporation. Within Bendigo Health, Ms O’Rourke is a member of the Audit Committee, Quality Care Council and Visiting Committee.

Ms Sue ClarkeG/Dip Soc Sciences (CD), G/Dip Bus, Fellow ANZSOG, GAICD

Ms Clarke retired 12 months ago as chief executive officer of Bendigo Community Health. She is currently working as a consultant in the health sector, a civil celebrant and is a partner in a local retail business. Ms Clarke is a director of Haven, Central Victorian GP Network, Heathcote Health and chair of the Community Foundation for Bendigo and Central Victoria. She is a member of the Community Advisory Committee, Visiting Committee and the Quality Care Council.

Ms Marika McMahon BA, LLB

Ms McMahon is a partner in a local law firm O’Farrell Robertson McMahon, chair of Ambulance Victoria and was the 2001 Victorian Telstra Young Business Woman of the Year. Within Bendigo Health, she was chair of the board of directors and chair of the Quality Care Council, Medical Advisory, Governance and Remuneration and Strategic Planning and Population Health committees.

Ms McMahon was also a member of the Finance, Audit, Visiting and Redevelopment Steering committees.

Mr Michael McCartneyLLB, B.Com (Melb), Dip Fin Plan, GAICD

Mr McCartney is a consultant and project manager in the financial services industry. He has a strong interest in business management, commerce and banking. Within Bendigo Health, Mr McCartney was the chair of the Finance Committee and a member of the Audit, Governance and Remuneration and Visiting committees.

Ms Jan BoyntonBTRP, FAICD, FPIA

Ms Boynton is the chief executive officer of Radius Disability Services and was previously director of city strategy with the City Of Greater Bendigo. She has an extensive background working in rural and regional Victoria and resides on a farm near Marong. Within Bendigo Health, Ms Boynton is chair of the Community Advisory Committee and a member of the Governance and Remuneration, Visiting and Strategic Planning and Population Health committees.

Mr Michell is a consultant, predominantly in the water industry. Dr André Nel Chief Medical Officer, Executive Director Medical Services

MBBCh MBA FRACMA

South African born, Dr André Nel joined Bendigo Health from Nelson Marlborough District Health Board in New Zealand, where he held the role of chief medical advisor for seven years.

André is a medical doctor with a masters degree in business administration and fellowship in medical administration from the Royal Australasian College of Medical Administrators (RACMA).

André brings a wealth of experience to Bendigo Health, including 10 years as a medical director/advisor in New Zealand and previous hospital management experience at executive level in healthcare organisations in South Africa, where he completed his medical training.

John Mulder Chief Executive Officer

MBA (Monash) BHA ASA FCHSE CHE FAICD

John was born in Colac and quickly advanced his career in health to become the manager of the Apollo Bay, Lorne, Winchelsea and Beeac hospitals at the young age of 26. From there he has held executive positions at a number of health services such as Mercy and Wangaratta Base and he was CEO at Grace McKellar Centre and Werribee. Most recently, he spent time at Barwon Health as deputy CEO.

John has held the position of chief executive officer at Bendigo Health since June 2007 and has found his time here to be both challenging and rewarding. The commitment by the Victorian Government to finally build a new hospital for Bendigo is a career highlight for John, he has worked tirelessly to achieve this and looks forward to the day when this new world-class, regional hospital opens its doors.

John has a bachelor of health administration, a master of business administration and is a member of the Australian Society of Certified Practicing Accountants. With over 30 years in the health industry, he is certainly well qualified to lead Bendigo Health into the new and exciting future that awaits.

Andrea Noonan Executive Director Human Resources

BBus (HRM)

Andrea Noonan has been at Bendigo Health for over two years and has recently been appointed to the position of executive director human resources.

Andrea brings to the role almost 20 years experience as a human resources professional. This experience has been gained in a range of industries from manufacturing through to professional services, aligning well with the range of employment groups at Bendigo Health. Andrea has extensive experience in relation to processes improvement within the human resources environment and sound occupational health and safety knowledge.

During her career, Andrea has worked on a number of significant change management programs in large corporations, incorporating all aspects of human resources management, including industrial relations. Andrea obtained a bachelor of business in human resources management at La Trobe University Bendigo.

Andrew Collins Chief Financial Officer

BAC CPA MAICD

Andrew was appointed chief financial officer in October 2005. He has 17 years experience in executive management within the health industry, in both the public and private sector and profit and not for profit organisations.

Andrew’s working history prior to that was in manufacturing, retail and various other businesses such as importing and international trade.

Andrew believes that even after his experience in international trade where transactions were often extremely complex and in the millions of dollars, health is by far the most complex industry there is.

Andrew manages corporate support services (incorporating fleet services), environmental services, finance, food services, payroll, salary packaging, performance reporting, Loddon Linen Service, procurement and supply. Andrew also manages the annual budget, which is in excess of $300 million.

Bruce Winzar Executive Director Information Services, Chief Information Officer

Dip of Bus (Information Processing) BAS (Computing) Grad Dip Mgt

Bruce has been the executive director of information services/chief information officer at Bendigo Health since 2007.

Bruce has been in the Information and Communication Technology (ICT) industry since 1976 and has held several senior ICT roles within both the private and public sector including operating his own consulting service. Bruce has pursued a lead role in specifying and supervising the delivery of new models for services in health and local government and provided project management for a range of large projects funded by both State and Federal Governments.

Bruce took a leading role in the development of Australia’s first regional telecommunications company in 1998 and was a board member for the first three years of inception. Bruce project managed the development of Central Victoria’s Innovation Park and was inaugural chair of the Central Victorian ICT Cluster – a State Government initiative to promote and develop the ICT industry in Central Victoria.

Bruce’s expertise covers business and management systems and he has worked across three tiers of government and facilitated a number of significant regional economic development initiatives for Central Victoria.

David Walker Executive Director Buildings and Infrastructure, Executive Director New Bendigo Hospital Project

BTEC HND Elec & Electronic Eng

David joined Bendigo Health in 2002 as a hospital engineer. He was appointed to chief engineer in 2003 and executive director buildings and infrastructure in 2007. David was presented with the ‘Engineer of the Year’ award in 2005 from the Institute of Hospital Engineers for outstanding performance.

Prior to this, David spent 14 years as a project manager and control systems engineer working in the food, drink, pharmaceutical and fine chemical industries in the United Kingdom and Australia.

David’s current role also manages the new Bendigo hospital project and the Buildings and Infrastructure department at Bendigo Health.

Liz Hamilton Executive Director Community and Continuing Care, Executive Director Residential Services

Liz graduated as an occupational therapist approximately 30 years ago, working initially as a clinician in acute care, rehabilitation, community health and aged care assessment prior to moving into management positions.

Management roles have included chief occupational therapist, home therapy co-ordinator, community programs manager, then director of aged and residential care services at Austin Health prior to coming to Bendigo Health in 2007.

Liz really enjoys starting new programs to assist clients to remain in the community, having started the first dementia, intermittent care and transition care programs in Victoria. Liz is also highly committed to seeing staff develop and take on new roles and responsibilities. Liz is currently chair of the steering committee involved in the establishment of the new Bendigo Primary Care Centre (GP superclinic).

Peter Faulkner Executive Director of Nursing, Executive Director Surgical Services

Peter started his career in the health industry as a psychiatric nurse and worked for 10 years as a psychiatric nurse clinician and clinical manager in child and adolescent, adult and aged care psychiatry. Peter spent four years as an advisor to the Victorian Minister for Health on psychiatric services and a further five years leading modernisation projects in psychiatric services. Peter moved into the management of acute hospitals in 1994 and has managed a number of hospitals and aged care services in both rural and metropolitan settings in Australia. Peter was responsible for the commissioning and operations of Casey Hospital, a new 230 bed public hospital in Melbourne, the first to be built under the innovative public private partnership model. Most recently, Peter has undertaken an expatriate assignment in the United Arab Emirates, where he worked as chief operating officer for the Sharjah Teaching Hospital, in addition to other consulting projects in Dubai and North Africa.

Associate Professor Philip Tune Executive Director Psychiatric Services

Phil started at Bendigo Health as the director of psychiatry, returning to the part of Victoria where he spent the first 10 years of life. He was born in Tatura and then lived in Bendigo, Charlton, St Arnaud, Beulah and Kerang before moving to Melbourne for the next 32 years.

Having worked as a consultant psychiatrist for 10 years in Melbourne, it was a difficult decision to try his hand at management. It has been a challenge, a steep learning curve and a very rewarding experience. Phil has found the psychiatric services division staff to be dedicated to good patient outcomes and the managers extremely committed, hard working and generous in their support.

With the arrival of John Mulder in 2007, Phil agreed to take on additional responsibilities as the executive director of psychiatric services, which has further enriched his experience at Bendigo Health.

| Our WorkplaceA new organisation development framework was implemented to support staff and build a stronger culture. Bendigo Health has over 3,400 staff as well as approximately 262 volunteers, employed across a number of locations in the Loddon Mallee region. The organisation has embarked on an exciting journey to make Bendigo Health an even better place to learn and work.

Following the appointment of a new executive director in Human Resources in October 2010, many workforce initiatives have flowed. More than ever Bendigo Health is focussing on the importance of organisational values set in the workplace.

Bendigo Health recently undertook its first organisation wide staff survey. Staff programs such as orientation have been revised as a result, a staff health and wellbeing program has been launched and many other process improvements have been implemented to support managers and staff, including a focus on internal communications to better inform staff about what is happening in their workplace.

These initiatives are well underway, with further programs planned. The purpose of these initiatives is to attract, retain and develop our people and build a strong and welcoming culture.

Staff SurveyWhen Bendigo Health undertook its first staff survey in October 2010, the aim was to better understand how staff feel about working at Bendigo Health. A response rate of 54 per cent was very pleasing for an organisation of this size. The information collected from the survey will assist to refine our ‘people strategies’ and will make a difference to how the organisation works, guide our decision making for the future and continuing to improve the satisfaction staff feel in working for Bendigo Health.Thank you to all staff who took the time to make a difference and complete the survey.

Corporate Orientation ProgramA new orientation model was launched in February 2011 with a focus on a ‘whole of organisation’ approach.

Sessions include the organisation’s values, employer and employee expectations and areas of legislative compliance.

Staff Health and WellbeingA health and wellbeing program for all staff was launched in June. ‘Bendigo Healthy’ offers staff a broad range of services aimed at improving personal wellbeing and health awareness. More than 230 staff took advantage of free health checks during the first three months. This service is provided by Bendigo Community Health Services.

Open Staff ForumOpen staff forums have been conducted all through 2010/11. The forums were introduced to provide opportunities for staff to interact directly with the executive team and provide another avenue for information to be circulation to staff.

AspireMore than 370 staff members attended the Aspire training development program in 2010/11. Human resources held 25 staff Aspire training days and six courses for managers. The Aspire course focuses on the organisation’s values which are the foundation of the strategic plan.

Professional DevelopmentMore than 100 staff completed middle level manager training, focusing on management foundations and financial training.

Career StartEight health service assistants embarked on a 12 month traineeship including rehabilitation, medical, surgical and orthopaedics in collaboration with Bendigo Regional Institute of TAFE.

Improving CommunicationA new communication strategy was developed by the communications and marketing department to improve and maintain the effective flow of information to staff. A range of channels was used to communicate with staff including a new weekly e-newsletter and a monthly hardcopy staff newsletter featuring key stories, events, department updates, new faces to Bendigo Health and dates to remember. It is vital that staff receive information in a form they can access and as nursing staff have little time to access their email, a hard copy newsletter distributed in staff areas was an ideal solution.

Welcome to our Newest NursesTwenty-nine newly registered nurses commenced their nursing careers at Bendigo Health in March 2011. The 12 month graduate nurse program support nurses who have just completed their nursing studies, to make the transition into health services industry.An additional seven graduate nurses have chosen to undertake their first year of nursing practice within the specialist mental health. Over the past five years, Bendigo Health has retained over 80 per cent of graduate nurses, raising the professional development of the nursing workforce at the organisation.

New Intake of Medical InternsBendigo Health welcomed an intake of new medical interns in January 2011, who will participate in the organisation’s comprehensive intern program. Interns are junior medical staff/medical graduates who must complete a one year internship in an accredited hospital before receiving full registration.

In addition to the 18 interns who will stay at Bendigo Health for 12 months, another 10 interns from Austin Health will rotate at Bendigo Health every 10 weeks making a total intern group of 28 at any one time, three more than last year.

Whilst Bendigo Health employs interns from all over Australia, this year nine of the 18 interns are Monash University graduates, five of whom studied in Bendigo.

Bendigo Health’s intern program covers areas such as general medicine, general surgery, emergency, medical, oncology, orthopaedics and rehabilitation. The new positions introduced this year include an additional rehabilitation rotation, psychiatry rotation and prevocational general race placement (a dedicated general practice placement).

Quality Improvement RecognisedThe Quality Care Council and Quality @BH has developed the quality awards to highlight the great work in quality improvement happening across Bendigo Health.

| Strategic P lanBendigo Health’s strategic plan expresses our priorities and plans for the period 2008 to 2013. It provides a clear course of action for all staff - those on the clinical front line and those supporting Bendigo Health’s life changing work behind the scenes.

The title of Bendigo Health’s strategic plan for 2008-2013 is ‘Working as One’. This recognises that teamwork effectively brings together the talents of our staff, doctors, contractors and volunteers and is the key to delivering high quality services.

However, ‘Working as One’ implies a lot more. It encapsulates the need to develop systems that work as one - integrated and seamless across departments, professions and geographic locations. It recognises the need to collaboratively plan and deliver services with other health care providers in our region – working as one to develop improved health care and health outcomes.

‘Working as One’ also recognises that we need to work in partnership with our community – not only to be responsive to their needs and expectations, but also to inform and educate them about our services, our challenges and our vision for the future.

Now three years into the ‘Working as One’ strategic plan, it is providing direction that is shaping Bendigo Health to where it needs to be, creating a better health service and a better organisation as we move towards the new hospital.

Workplace CultureThe Organisational Development and Improvement division was newly created in 2011.

The concept originated from the mid-term strategic planning review. The initiative brings together separate development and staff education activities with the view of developing our leaders, staff and services. Consolidating the efforts of our education resources will bring overall benefit to Bendigo Health, aligning with our ‘Working as One’ philosophy.

Themes, goals and strategies - Within its seven overarching themes, ‘Working as One’ has established 17 goals that will be the focus of Bendigo Health’s strategic direction over a five year period. Building Leadership Developing Partnerships Improving Quality Supporting Education

Building leadership is viewed from two perspectives. The first is external - the development of Bendigo Health’s role as a collaborative regional leader. The second is internal – developing a ‘whole of organisation’ approach to leadership within the organisation.

Bendigo Health seeks to strengthen the positive relationships it has established with a wide range of organisations and individuals. Working with partners and the community as a whole is critical to developing community support and an integrated service network across the region.

Focusing on evidence-based service quality is one of the most prominent trends across the health care sector internationally. The development of improved approaches to clinical governance will be critical to Bendigo Health’s future. It will require the availability of better data, a more open and collaborative culture and a constructive relationship between clinical staff.

Teaching and research are critical to developing a skilled health workforce for the future. The advances in Bendigo Health’s role as a major teaching facility will be consolidated, while the sponsorship of a vibrant research program should be a major factor in recruitment and retention of clinicians.

| Our ServicesAcuteBendigo Health acute, or hospital, services are the largest component of the organisation’s clinical services, with 58,797 occasions of outpatient services in 2010/11. The Emergency Department had over 45,300 people presenting to the department for care.

Emergency DepartmentThe $9.5 million re-development of the Emergency Department was officially opened in October 2010.

It features an increase in treatment spaces, a new short stay unit, known as the William Benbow short stay unit and a dedicated fast-track area, so patients with less serious illnesses and injuries can recieve quicker assessments and treatment.

Emergency TrainingBendigo Health underwent a training and testing exercise called ‘Emergo-Train’. This exercise was conducted by staff from the Department of Human Services Victoria, with the aim of testing Bendigo Health’s ability and preparedness to deal with a major mass casualty incident.

An incident scenario was given for the team to work on; in this case, a four carriage train derailment in the Bendigo area involving approximately 170 casualties.

This exercise was conducted in real time and involved over 60 staff from Bendigo Health, Ambulance Victoria and other agencies.

The exercise was a great success as all staff involved showed outstanding ability and professionalism in dealing with this incident and it provided valuable information to improve processes in the future.

Doctors Win AwardsBendigo Health director of emergency medicine Dr Diana Badcock and director of intensive care Dr John Edington were awarded Victorian Rural Doctors Awards in October, recognising their outstanding contributions to rural communities.

Both doctors were nominated in the outstanding contribution category which covered innovation, professional and personal commitment and leadership.

Dr Badcock has been instrumental in the accreditation of Bendigo Health’s Emergency Department by the Australian College of Emergency Medicine for registrars wishing to specialise in emergency medicine.

Dr Edington has been a key driver in expanding the organisation’s intensive care unit (ICU). Bendigo Health’s ICU is the third busiest regional ICU and one of the safest regional units in the country.

Ward SwapThe Medical and Surgical ward swap took place during December 2010. With pre-planning and organisational wide support, these wards swapped floors with medical moving to level 3 and surgical to level 4 to co-locate services more effectively.

Mobile Computer System‘Computer on Wheels’ was introduced with the purpose of improving the workflow of medical, nursing and other clinical staff during ward rounds by providing ready access to patient information at their point of care. This ensures less time is used transcribing and leaving the round to check results and an increase in clinician and patient time.

Spot on TimeThe orthopaedic theatre team successfully trialled a new process to address the issue of late starts for each morning elective case.

The aim of the trial, ‘Spot on Time’, is to ensure the patient is on the operating table ready for the surgeon at 8.30am. The outcome has been a saving of approximately 20 minutes per list and a reduction in the amount of theatre over-runs. The project will soon include afternoon orthopaedic elective lists, obstetrics and gynaecology theatres.

Orthopaedic RehabilitationPatients are reducing their length of stay in hospital thanks to the introduction of a new rehabilitation model of care.

The introduction of a four-bed fast track model has seen dramatic reduction in hip and knee replacement patient’s length of stay.

‘Fast Track Orthopaedic Rehab’ is a model of care which provides eligible patients with increased rehabilitation so that they can go home sooner.

The model is funded as part of the new ‘sub-acute on acute’ funding from the Department of Health. This initiative has been coupled with the introduction of a patient held visual pathway which empowers patients to work towards achievement of key care milestones and establishes them as a full partner in their care.

Miracle of TouchAn infant massage program is empowering new parents by teaching them safe and effective massage techniques and helping to strengthen bonds with their newborn.

A Bendigo Health certified infancy massage instructor established the program as part of Bendigo Health’s ‘Healthy families in healthy hospital’s’ project.

Offered free of charge to the parents of babies born at Bendigo Health or who have been transferred to the Special Care Baby Unit after delivery elsewhere, the program assists in increasing weight gain in low birth weight babies, helps with post-natal depression, reduces anxiety and helps babies sleep.

This program is funded by the Bendigo Health Foundation.

New Antenatal ClinicBendigo Health opened a new antenatal clinic in Epsom to provide women with greater access to care and support during their pregnancy. The clinic provides women who are considered a low risk pregnancy, access to a midwife from approximately 15 weeks through to birth.

Maternity ToiletriesToiletries are supplied to patients who arrive at hospital without personal items due to an emergency. This service has now been extended to Women’s and Children’s Services, when maternity patients come into the hospital.

10 Years of Hand HygieneIt has been 10 years since Bendigo Health introduced a hand hygiene program to prevent health care associated infections. The anniversary coincided with World Hand Hygiene Day held in May 2011. Bendigo Health’s hand hygiene taskforce encourages all patients and visitors to undertake one simple step - clean your hands regularly.

Bendigo Health was chosen as one of six hospitals to participate in a hand hygiene pilot prior to alcohol based hand rub being implemented in other health care organisations across Victoria.

Victoria Police Member Honoured at Bendigo HealthThe Victoria Police Blue Ribbon Foundation dedicated a police memorial at Bendigo Health’s short stay unit in memory of Constable William George Benbow.

Constable Benbow was a former Eaglehawk boy and Victoria Police officer who was killed in the line of duty. He paid the ultimate price while trying to evacuate members of the public from a dangerous situation.

Bendigo Health has had a long and successful association with the Blue Ribbon Foundation and the opening of the short stay unit is the culmination of the redevelopment of our Emergency Department.

The short stay unit provides beds for patients who need observation and treatment, but don’t need to be admitted to a ward.

It also provides a more quiet and restful ‘ward-like’ environment for patients who require a prolonged period of intense observation while waiting for results,

before they are discharged home.

We thank the Bendigo community and Blue Ribbon Foundation’s Bendigo branch who have contributed generously by donating $135,000 for this project.

This memorial joins 23 other hospital projects funded by the foundation including two other emergency facilities at Bendigo, the Tynan-Eyre trauma unit and the Norm Curson intensive care room.

Medical ImagingMedical Imaging is a specialised department that aims to provide the best possible service, equipment and personal care for the community.

Achievements and activities for 2010/11 include:

• Purchasing and installing a second CT scanner. This was in response to increases in demand and also to mitigate the risk that comes with relying on one scanner

• The main CT scanner was also upgraded to a new unit that features low dose technology and prospective gating (for cardiac imaging)

• Replaced an X-ray unit with a digital system. The new unit uses less radiation and has greater throughput. This unit mostly services the Emergency Department and inpatients

• Upgraded the radiology information system which is fundamental to the service as it controls all bookings, document handling, billings and reporting

• Two radiologists were appointed in January 2011.

Collaborative Health Education and Research (CHERC)The CHERC team work in partnership with a broad range of agencies and people across the Loddon Mallee region.

Rural Health Workforce ShortageThe rural health workforce shortage exists across all health disciplines. Growing the number of students in rural and regional areas and providing them with a positive learning experience is essential to the future recruitment and retention of a skilled workforce.

CHERC recently led the development of a successful proposal to Health Workforce Australia for the clinical training funding program. CHERC providing leadership to 13 regional clinical training provider agencies and

one university in the development and implementation of the proposal.

Bendigo Health and the regional clinical training providers now have the resources required to support increased student clinical placement growth in five health disciplines; nursing, occupational therapy, physiotherapy, podiatry and speech therapy.

Loddon Mallee Clinical Placement Network Bendigo Health auspices the Department of Health’s Loddon Mallee Clinical Placement Network (LMCPN), which increases the quantity and quality of clinical placements available in agencies across the Loddon Mallee region.

CHERC was successful in securing the development of a web based, clinical placement information management system, which will provide management of clinical placements for all placement providers across Victoria, for all health disciplines.

Graduations This year saw 123 nurses acknowledged for obtaining additional qualifications in a range of post graduate studies. The studies undertaken by nurses directly impacts on Bendigo Health’s ability to improve service delivery to the community, as improved knowledge and skill, equals improved care for patients.

A graduation ceremony, co-ordinated by CHERC, recognised the academic professional development undertaken by Bendigo Health’s nursing staff in various career related courses including:

A Helping Hand to our Regional FriendsIn 2011, Rochester experienced flooding at an unprecedented level since record keeping began.

Rochester and Elmore District Health Service (REDHS) emergency management plan was put to the test when the health service was placed on flood watch.

Water levels rose rapidly on Saturday January 15, 2011 and an evacuation warning from the State Emergency Service was received as water and power supplies were threatened and the town’s sewerage system failed.

REDHS put out an SOS and Bendigo Health gladly put its hand up to help its regional friends.

In total, 65 residents and patients were evacuated to 12 locations including Bendigo Health, which was able to accommodate 24 residents/patients in the following areas: Surgical ward, Bendigo Hospice and Evaluation Centre, Golden Oaks Nursing Home, Inpatient Rehabilitation, Marjorie Phillips unit, Orthopaedic unit and Stella Anderson Nursing Home.

In addition to helping our friends at Rochester, a large number of Bendigo Health staff were involved in assisting flood victims in a variety of ways. Some of the assistance staff gave was:

• Buildings and Infrastructure staff visited affected hospitals in the area to assist in the clean up and offer assistance

• Food Services provided 950 meals to Red Cross

• Loddon Linen donated around 2000 bed spreads to assist flood victims

• Bendigo Health Foundation organised raffles and collaborated with the Bendigo Bank’s Community Enterprise Foundation Flood Appeal

• Human Resources offered assistance to flood affected staff.

This is a true indication of Bendigo Health’s philosophy of working as one, not only in our own community but in the wider community of the Loddon Mallee region.

Other achievements and activities for 2010/11include:• As part of the development of a disability action plan,

a booklet of disability services and support groups in Bendigo and a brief questionnaire to gather feedback from people with disability and or their carers regarding Bendigo Health services was produced

• Regional diabetes pathways implementation project was launched. The purpose of the workshops is to promote the pathways and identify barriers and enablers to their use in daily practice.

Graduate NurseBendigo Health graduate nurse Jessica Scott was the recipient of the prestigious Julie Macdonald Excellence Award 2010.The award was established as an annual prize awarded jointly by Bendigo Health and La Trobe University Bendigo.Julie Macdonald was a clinical educator at Bendigo Health and an honorary associate of La Trobe University Bendigo. Eight years ago she, along with two of her daughters, lost their lives in a tragic road trauma. As a clinical educator for the critical care nursing course, Julie worked closely with nurses in the Emergency Department and the Critical Care Unit at Bendigo Health. Her primary role was teaching and mentoring the critical care students in their learning and providing a vital link between theory and practice, to achieve excellence in patient care. The recipient of the award for the 2010 critical care course upholds the objectives Julie strove for, excellence in clinical patient care and contribution to the professional development of colleagues. Jessica Scott was awarded this prize for providing the highest quality care to both patients and their families.

Community and Continuing CareCommunity and Continuing Care programs encompass services such as geriatric evaluation and management, palliative care, rehabilitation, residential care services and transition care. It also includes the health independence program; the hospital admission risk program, hospital in the home and post-acute care.

Dementia CafeCarer Support Services was successful in receiving funding for a dementia cafe style support program.

The cafe style support program is aimed at carers, family members and people aged 65 years or over who care for someone with a diagnosis of early onset dementia.

It provides an opportunity for people to share experiences, learn about support programs and socialise with others. The free sessions include entertainment and light refreshments and are held in Bendigo, Woodend, Echuca and Kerang.

Disability CertificationFollowing a Disability Certification Audit in January, Carer Support Services has been recommended for certification as a provider for the next three years.

Disability Action PlanBendigo Health is actively implementing a disability action plan so it can continue to ensure that:

• People with a disability are treated with dignity and respect at Bendigo Health

• Everyone can access all parts of the hospital and find their way around

• Everyone has access to the health care they need

• Everyone has access to the same quality of service

• People with a disability who are employed at the hospital are treated fairly and have the support they need to do their jobs.

Renal Nurse Practitioner ModelThe Hospital Admission Risk Program (HARP) model for development of a renal nurse practitioner has been used as the preferred model for development of a similar role at Southern Health.

The chronic kidney disease (CKD) nurse practitioner model of practice incorporates evidence-based practice management of CKD in order to prevent disease progression. The role, function and expanded scope of practice of the nurse in the management of CKD is well supported by senior medical staff within Bendigo Health.

Expansion of Transition Care ProgramThe Transition Care Program (TCP) was established at the Anne Caudle Centre campus in October 2010.

Transition care provides short-term support and active management for older people.

Castlemaine Health Transition Care Program began in September 2010 with occupancy of 91 per cent for October. This high occupancy is a variance from the low occupancy that other rural programs experienced for some months following implementation.

Castlemaine Health TCP staff have demonstrated a good understanding and commitment to the program.

Pain Preparatory ProgramThe Pain Preparatory Program (PEP-UP) has been well received by clients since commencing in Outpatient Rehabilitation Service in September 2010.

The program offers all clients with pain issues, who are coming into rehabilitation an introductory pain program.

Staff have noted the positive impact of the program with clients reporting an increased understanding of pain and management strategies prior to their individual treatment.

After Hours SupportTwo staff members have been appointed to participate in a ‘telephone triage’ project for community palliative care patients in January 2011.

A staff member will be rostered overnight and on weekends to assess patients over the phone and conduct home visits as required.

Cultural DiversityBendigo Health offers free of charge, accredited, interpreting services to assist with communication in all languages. In 2010/11, there were 422 accredited interpreter services requested, which was approximately a 100 per cent increase from the previous financial year.Thirty different departments requested interpreter services with the top five users Women’s Health, Community Dental Service, infectious diseases clinic, acute outpatients and maternity. The top languages for 2010/11 were Karen, Auslan and Mandarin.Increased demand for interpreters is a reflection of the increasing cultural diversity of the Loddon Mallee region. The organisation recognised and celebrated the diversity of its multicultural community as part of Harmony Day celebrations in March 2011. Allied HealthAllied health services include the professions of dietetics, occupational therapy, physiotherapy, podiatry, social work and speech pathology. Services are provided across Bendigo Health and in a range of settings from the Emergency Department and inpatient wards to ambulatory facilities and the community, including patient’s homes and workplaces.

Health AwarenessStaff from Dietetics, Hospital Admission Risk Program, Food Services, Corporate Services and Bendigo Community Health Services worked together during Nutrition Week to raise awareness of healthy eating and regular exercise.A questionnaire demonstrated that many people have misinformation about some foods and limited knowledge about fat and sugar content.There was also at least 30 per cent of participants who had not heard the ‘two fruit and five vegetable’ message.

Speech Pathology for ParentsA training group for parents of children with delayed language is being developed by the speech pathology team based on the hospital campus. This group provides parents with information regarding normal speech and language development, as well as strategies to enhance their child’s language development within the home.

Program for Patients with CancerAllied health was successful in obtaining a $40,000 grant from Loddon Mallee Integrated Cancer Service to develop the project titled ‘Resilience: A program to optimise recovery during and following cancer treatment: Demonstration Project’.

This project provides group exercise and education programs to oncology patients.

Podiatry Diabetes ModelAn innovative model of care for people with diabetes in the Bendigo region was launched in October 2010, to ensure that people are seen by the most appropriate service, according to their level of risk.

This joint initiative between Bendigo Health and Bendigo Community Health Services has been formally evaluated in conjunction with the La Trobe University Rural Health School.

The launch coincided with the 10th year anniversary of Bendigo Health’s Diabetic Foot Clinic, which was the first high risk foot clinic established in regional Victoria.

Conference PresentationsTwo abstracts from the Bendigo Podiatry Diabetes Model were accepted in one of the most prestigious international diabetic foot conferences.

The Bendigo Health podiatry team was honoured to have their abstracts presented at the 6th International Symposium on the Diabetic Foot held in the Netherlands in May.

Two abstracts from the model were also presented at both the Australasian Podiatry Conference in Melbourne and at the Loddon Mallee Allied Health Network conference.

Physiotherapy Service FeedbackThe physiotherapy team in the Emergency Department performed an evaluation of their services from consumers regarding the treatment they received.

Results revealed that 88 per cent of patients followed through with the recommendations and referrals made by a physiotherapist, 100 per cent left with a good understanding of their condition and 88 per cent were satisfied with the management of their condition in the Emergency Department.

A Winning FormulaIn the spirit of the Commonwealth Games, Bendigo Health held an allied health games challenge.

Teams competed in four sporting activities leading to improved team spirit and collaboration.

Due to the success of this activity, a similar team development event will be scheduled for 2011.

Oral Health for ChildrenStatistics indicate that children in the Bendigo region are not attending to their oral health needs.

An application to Dental Health Services Victoria for designated funding to investigate this matter and identify how we can improve the situation was successful. A project worker has been appointed and with the support of existing staff, this project is under way.

Residential ServicesBendigo Health has five residential care homes which offer permanent and respite (short term) nursing home and hostel care. Carshalton House, Golden Oaks Nursing Home, Joan Pinder Nursing Home, Simpkin House and Stella Anderson Nursing Home.

New Nursing HomeStella Anderson Nursing Home provides residential care to people who require high-level care. The nursing home relocated from its site on the Anne Caudle Centre campus to new premises in North Bendigo in September 2010.

Residents have settled into their new 68-bed home and have expressed their gratitude to staff for a smooth transition. The site hosts two other care facilities, Joan Pinder Nursing Home and Simpkin House.

Simpkin House AccreditationSimpkin House is a specialist psycho-geriatric facility that provides time-limited residential care to people who require high-level care and who cannot be managed in other accommodation.

The Aged Care Standards and Accreditation Agency visited Simpkin House in November 2010.

Areas audited were living environment, occupational health and safety and behaviour management. The auditor was happy with systems and processes in place.

Spiritual Care in Residential CareBendigo Health has taken a holistic approach to the spiritual and emotional needs of its residential and aged care residents.

A new program has been introduced to improve the quality of life of residents by not just providing physical care, but looking at their spiritual needs. Staff have been trained to find ways to respond to these needs such as offering a supportive environment, companionship and someone to discuss their problems or feelings with.

Twenty-seven staff from Bendigo Health Carshalton House and lifestyle co-ordinators from other Bendigo Health residential care homes attended the education to learn about the spiritual needs of the aged.

Bendigo Health partnered with Healthcare Chaplaincy Council of Victoria Inc for the project which was funded under the current ‘Count us In!’ social inclusion funding round.

Psychiatric ServicesBendigo Health is a leading provider of psychiatric services, with 12 service locations, including inpatient and community settings. Psychiatric Services include support for children, adolescents, adults and the elderly.

Professional DevelopmentPsychiatric Services Professional Development Unit has been selected by the Department of Health to run the statewide introduction of the new uniform mental health triage scale - ‘Train the Trainer’ program.

All areas of mental health services are required to introduce the new triage scale following training. The training consists of a one day, face-to-face session with both manual and CD resources provided.

Specialist TrainingPsychiatric Services Professional Development Unit is committed to providing education to rural communities, in particular emergency departments and rural Victorian police officers.

Psychiatric Services recently delivered an education session to Kyneton police which was based on the principle that people with a mental illness should receive the best possible care in the least restrictive and intrusive manner.

The education session incorporated tools to provide a range of information on mental health issues and to assist officers in effectively responding to and managing mental health presentations that they may come in contact with.

The education session enhanced police officers existing knowledge and skills acquired through their training and promoted the ongoing partnership between Bendigo Health and Victorian police.

Pilot Program Enhances EmploymentAn education grant funded by the Bendigo Health Foundation has enhanced the employment opportunities for Psychiatric Services Clients.

The pilot offers vulnerable and disadvantaged people the opportunity to build self-development or employment skills within a mainstream environment.

Participants have enrolled in various courses through Continuing Education Bendigo, increasing client confidence, self esteem and life skills.

Patient ServicesBendigo Health Food Services produced more than 561,000 meals this year to all Bendigo Health campuses, residential facilities, meals on wheels and the Bendigo police station.Food Services also produces 60,000 rounds of sandwiches per annum, 8,000 meat salads and 6,500 fruit boxes. In addition 30,500 rounds of sandwiches and 11,000 gourmet sandwiches and rolls were provided to St John of God Hospital Bendigo.

Food Safety AuditBendigo Health food providers were given a 100 per cent pass mark in all facets of food safety during an audit in June 2011.

New Patient Meal Management SystemThe Chefmax system was implemented to automate patient meal management. This software reduces risks to patients by allowing dieticians and speech pathologists access to change diets for individual patients. Dieticians can analyse recipes and provide nutritious reports to the production kitchen.

Buildings and Infrastructure DepartmentThe Buildings and Infrastructure department provides and maintains a safe, effective and pleasant environment for staff, patients and visitors. It is also responsible for major and minor works at Bendigo Health.

Best Paper AwardBuildings and Infrastructure Building Management Systems (BMS) group won an award for best paper at the 61st National Conference of the Institute of Hospital Engineering Australia in September 2010.

The paper describes the work undertaken by the BMS group such as the new Stella Anderson Nursing Home, the Monash School of Rural Health, the Emergency Department and the negative pressure suites. The BMS group work on the design, development, installation and commissioning of building automation systems at Bendigo Health.

Other achievements and activities for 2010/11 include:

• Installation of patient tracking at Joan Pinder Nursing Home

• New Building and Engineering Information Management System (BEIMS) essential services planned maintenance roll out. Bendigo Health is the first health service in Australia to adopt the new maintenance standards into a planned maintenance regime.

Information Services DivisionThe Information Services Division provides a full range of information services to Bendigo Health including Information Communication Technology (ICT), Applications Portfolio Management and Health Information Services at 12 geographical locations across the Loddon Mallee region.

Radio Frequency Identification PilotBendigo Health’s partner for Radio Frequency Identification (RFID) technology AeroScout, released an international press release highlighting Bendigo Health’s efforts in terms of using RFID for staff safety, temperature monitoring and patient flow activities.

Bendigo Health is at the leading edge in use of this technology nationally.

RFID was also trialled in theatre to track patient identification, location and length of stay throughout the patient journey in theatre.

RFID pilots for Bendigo Health also includes the use of RFID tags to monitor the internal temperature of drug cabinets/fridges.

System to Help Track FeedbackThe Victorian Health Incident Management System (VHIMS) went live at Bendigo Health on July 1, 2010. The introduction of VHMIS enables the use of a feedback module for documenting and tracking complaints and compliments.

Accreditation SuccessIn August, Bendigo Health completed an organisation-wide survey and in-depth mental health review with the Australian Council on Healthcare Standards (ACHS). Bendigo Health has been awarded a full four year accreditation term through to 2014. All staff should be congratulated on this outstanding result and celebrate this accreditation achievement.

Quality Of Care DVDTo celebrate World Quality Day, Bendigo Health officially launched its first ever Quality of Care report in a brand new DVD format.The 2009/10 Quality of Care report is a formal report required by the Department of Health that shows how Bendigo Health is working to improve the quality of services and patient safety, highlighting many stories and examples of their initiatives and programs.The DVD was developed in consultation with the

Bendigo Health Community Advisory Committee for patients, carers and the health service community.The new DVD format is an exciting step forward for Bendigo Health in delivering this information to the community in an innovative way that is representative of the progressive nature of our organisation.The 2010/11 Quality of Care report will be in the form of an interactive website.

| Our FutureThe Victorian Government committed an additional $102 million in the May State Budget for the expansion of the new Bendigo hospital, making a total investment of $630 million.

The additional funding will deliver a world class regional hospital for Bendigo that will provide 21st century facilities, enabling Bendigo Health to deliver improved patient care according to recognised best practice, develop a skilled health workforce for the future, improve operational efficiency and provide for the health needs of a growing population.

The new Bendigo hospital will be the largest regional hospital development in Victoria and one of the largest hospital projects across Australia. The new hospital will provide the flexibility to adapt and expand to meet future demands and ensure a sustainable health service into the future. Construction is due to start December 2012 and project completion in 2016.

A World Class Regional Hospital for BendigoThe additional funding will deliver:• a new regional integrated cancer centre on the

new acute hospital site, including four radiotherapy bunkers with capacity to expand to six

• sixty-four additional acute inpatient beds for a total of 372

• two additional operating theatres for a total of 10• eighty acute same-day beds

• a five-bed mother-baby service, specialising in care for post-natal depression and related conditions

• expanded research and education facilities with the information technology component able to support the teaching and training role.

Public Private PartnershipThe new Bendigo hospital project will be delivered as a public private partnership (PPP) under the Partnerships Victoria guidelines, ensuring the best value for money. Under the Partnerships Victoria framework, the hospital’s clinical services will continue to be publicly delivered. The process will commence with the release of a public expression of interest.

New Bendigo Hospital Project VisionWhen the new Bendigo hospital is commissioned in 2016, Bendigo Health will be a world class regional health service in an integrated academic precinct.

It will be in the top quartile of comparable health services across Australia in terms of key performance indicators including access, quality and efficiency.

The community in Bendigo and beyond will have pride in their local regional health service and confidence in the ability of Bendigo Health to meet their needs.

The new Bendigo hospital will provide a tranquil and caring environment.

Community Information SessionsCommunity information sessions were held at the La Trobe Visual Arts Centre in February and June this year.

The informal sessions were attended by over 130 people including patients, staff, visitors and local residents.

The attendees were very enthusiastic and interested in the project. There were many key areas of interest that came up consistently throughout the evening.

The purpose of the informal community information session is to provide an information and discussion forum for local community members and interest groups and to provide a structure for community views to be communicated.

The community information sessions will build on input received at previous sessions held in May and October 2009 and June 2010.

| VolunteersBendigo Health thanks the many motivated and enthusiastic volunteers who display a passion for helping others. Volunteers are integral to Bendigo Health and provide invaluable support to staff and patients.

Bendigo Health currently employ 262 volunteers who help out by generously giving their time, energy and care to the patients, residents and visitors.

Volunteers are now involved in 32 areas across Bendigo Health including the Child and Adolescent Unit, Intensive Care Unit, Palliative Care, Carshalton House, Simpkin House, Oncology, Joan Pinder Nursing Home and Orthopaedic Unit

How Volunteers HelpVolunteers help in many ways. Most help by providing companionship to our patients, residents and visitors. How they do this may vary dependant on the area in which they are working, for example in aged care services, volunteers would provide companionship by being involved in an activity program or ‘one on one’ visiting, whereas in the Emergency Department volunteers would provide companionship by sitting with an anxious patient or by keeping a concerned relative calm by getting them a cuppa.

In the palliative care area, volunteers would comfort a dying patient or a grieving family.

Volunteers help thousands of people each year just by being a friendly face and offering their time to listen to people who find themselves needing Bendigo Health’s services.

Volunteers bring a sense of the community and warmth into what can often be a daunting environment.

Orientation of VolunteersAll volunteers are required to attend orientation prior to commencement. This is an opportunity for the volunteer to determine whether Bendigo Health is the organisation that suits their needs and values. It is also an opportunity for Bendigo Health to give the

volunteers clear guidelines as to their roles as well as some strategies for self care. It is also an opportunity for volunteers to meet other volunteers, as the social component of volunteering is very important. Bendigo Health wants to ensure that all volunteers have been given the right tools and resources to ensure they are safe and confident when volunteering.

Ongoing EducationInformation sessions were implemented this year, aimed at educating the volunteers about the various departments and programs that run throughout Bendigo Health.

Guest speakers from the various departments offered their time to share their insights with the volunteers who may use their services and why they are needed, as well as how the volunteer can access additional information later should they require it for their friends, family or themselves.

It is hoped that these sessions will help to share information back out to the community so that the health service becomes a little easier to navigate around.

Other VolunteersIn addition to the 262 volunteers currently on the Bendigo Health books, there are also many other volunteers that contribute to the organisation.

There are a number of auxiliaries which raise much needed funds and many of those other groups of volunteers such as Heartbeat, Central Victorian Stroke Support Group, Amputee Support Group and our parish visitors who provide invaluable support and services to Bendigo Health.

Vol ExpressA highlight for Volunteer Services was the introduction of Vol Express, the new volunteer patient transport service.

This service allows those patients who would normally travel in a non-emergency transport vehicle or taxi service, to travel in the volunteer transport service at no charge.

Demand on the service is rapidly increasing.

|Pastoral CareBendigo Health honorary chaplains offer pastoral care to patients, families, carers and staff. They offer visitation and listening, sacramental ministry and linkages to religious communities. Honorary chaplains also provide pastoral care on request to all patients.

Honorary ChaplainsHonorary chaplains come as volunteers with previous training or experience in personal relationship occupations and with biblical and spiritual understanding.

They recognise the spiritual nature and pastoral care that people need can often be heightened when they are hospitalised. The gift of deep listening is their contribution to the healing nature of Bendigo Health; pastoral care is integral to the wellbeing and hope of patients and staff.

New Pastoral Care Service DevelopmentThe Pastoral Care service has appointed six honorary chaplains and four other people have offered their services and are having their applications processed.

The six honorary chaplains are ministering at Stella Anderson Nursing Home, Carshalton House, Simpkin House and in the surgical and rehabilitation units.

The Pastoral Care co-ordinator has been making contact with all religious organisations in Bendigo, to develop an up-to-date contact list and to encourage a higher level of participation in Bendigo Health’s Pastoral Care services.

Remembering Loved OnesThe ashes from Christmas cards containing messages to loved ones lost, were spread around a rose bush memorial in the hospice gardens at Bendigo Health in June.

More than 200 people had hung cards with a special message placed inside, on a Christmas tree at Bendigo Marketplace last year.

Bendigo Health Palliative Care Services, Trees of Remembrance, is held each year offering people the opportunity to express their grief and love.

Trees of Remembrance is a community support and awareness activity run by Bendigo Health Palliative Care Services and staffed by volunteer support workers who understand the range of emotions people who have lost loved ones experience, during the Christmas period.

Spirituality - It’s a quality which goes beyond religious affiliation, that strives for inspiration, reverence and awe, even in those who do not believe in any God. The spiritual dimension trys to be in harmony with the universe, strives for answers about the infinite and comes especially into focus in times of emotion stress, physical (mental) illness, loss, bereavement and death. ANZAC DAYBendigo Health takes great pride in the opportunity to acknowledge the courage and commitment of those Australians who fought to serve and protect our nation.

The organisation held an ANZAC Day service for patients, residents and families to commemorate those who fought and died in war.

The commemorative service brings together veterans and their families with the staff who heal them and the community who supports them in one place. The Anne Caudle Centre chapel was a place for remembrance, reflection and celebration; the official ANZAC Day theme for 2011.

The Bendigo District RSL commemorative sub-committee provided the piper, bugler, keyboard player and support team for the day. Bendigo Health chaplains were directly involved in the service. Wreaths were laid on the day by representatives from the Veterans’ Affairs Network and local ex-service groups.

| AuxiliariesFor many years Bendigo Health as been supported by dedicated and enthusiastic auxiliary members who raise funds for the organisation through activities such as bus tours, cake stalls, sausage sizzles and raffles.

Bendigo Health would like to thank all the auxiliaries for their ongoing support in raising funds to purchase additional equipment, scholarships and supporting patient care.

Child and Adolescent AuxiliaryFor 84 years the Child and Adolescent Auxiliary has raised funds through raffles, silent auctions, film nights and other activities. Their support to the Child and Adolescent Unit is greatly appreciated by the staff and patients.

Intensive Care AuxiliaryThis auxiliary supports critical and intensive care and contributes towards critical care nursing scholarships. Over the last 33 years, the auxiliary has raised funds through Easter and Christmas raffles, pokies trips, overnight and four-day tours.

Bendigo Palliative Care AuxiliaryFor 21 years the auxiliary has been supporting Community Palliative Care, hospice and Chum House. Funds are raised through sausage sizzles, country and western afternoons, morning coffees, cake stalls, raffles, garage sales, bus trips and donations.

Carshalton House AuxiliaryFor 19 years, auxiliary members have supported Carsharlton House, supplying presents for the residents at Christmas and Easter and items to make residents life more pleasant. Funds are raised through raffles and sausage sizzles.

Friends of Simpkin HouseThis auxiliary has worked together for 11years. The auxiliary raises funds to support Simpkin House residents by raffles and other activities.

Friends of OncologyThe friends have been raising funds for oncology over the last 10 years through events and special functions such a balls, longest lunch and other activities. They also receive generous donations from all over the Loddon Mallee community, through the many people who have been touched by cancer.

Joan Pinder Nursing Home AuxiliaryThis auxiliary raises funds with raffles at Christmas, Easter, Mother’s Day and Father’s Day. They also fund the Pet Pal program for dog therapy which residents enjoy. They acknowledge residents birthdays with a small gift and a card. This aged care nursing home has been supported by their auxiliary for eight years.

Orthopaedic AuxiliaryThis auxiliary supports the Orthopaedic ward with craft stalls, raffles and morning teas. Their four years of support to date is appreciated by the staff and patients of the Orthopaedic ward.

Heartbeat Bendigo was formed to support people with heart conditions and their families and is known for their strong fundraising support of Bendigo Health. Since its inception the group has raised in excess of $180,000 towards medical equipment for local cardiac patients.

As well as raising funds towards cardiac patients Heartbeat Bendigo members also volunteer their time on a weekly basis to assist with Bendigo Health’s cardiac rehabilitation program.

| FundraisingThe Bendigo Health Foundation was established in 2009. Monies raised through the foundation funds clinical research, specialist medical equipment, nursing scholarships and projects that improve patient care. In order to achieve this the foundation relies on generous community support in the form of donations and bequests.

Funding RoundsA year after the launch of the foundation, its board, staff and volunteers announced more than $260,000 in grants in August 2010.

The grants, which fund staff scholarships, medical equipment and various projects to improve services at Bendigo Health were made available through donations from local businesses and staff (through workplace giving), raffles and many other fundraising activities throughout the year.

More than $10,000 was awarded to staff scholarships which included dietician, Steffie Lau, who received funding towards a paediatric dietician course which is the only course of its kind available in Australia.

Golf DayThe annual golf day is a fun community event to raise money for the Bendigo Health Foundation and for people to get together and play a round of golf with the chance to win some great prizes.

Christmas AppealThe Bendigo Hospital Christmas Appeal has become a major part of the year’s fundraising activities.

The 2010 appeal raised over $35,400 towards the ‘Sanctuary of Kid’s’ appeal - Special Care Baby Unit.

The level two unit provides specialist care to up to 12 seriously ill bablies at one time.

Funds raised through the appeal go towards purchasing three bilisoft phototherapy units to help jaundiced babies, six cosytherm warming mattresses to keep babies at the required temperature, three humidifiers that help new babies to breathe and six isolets, formerly known as humidicribs.

Bendigo Health and its communities benefit from a range of vibrant partnership, volunteer, community engagement and fundraising activities. Working with partners and the community as a whole is critical to developing community support and an integrated service network across the region.

Working with the Aboriginal CommunityBendigo Health is committed to ensuring Aboriginal and Torres Strait Islander (ATSI) people are treated appropriately according to their cultural needs, promoting Aboriginal community health and wellbeing and improving the journey through the health system by offering appropriate support and assistance, from the time they enter the hospital to when they leave. Bendigo Health employs an Aboriginal hospital liaison officer to provide support and assistance for all ATSI clients who access its services.

Home and Community Care AssessmentThis service supports ATSI clients to receive a person-centred, holistic assessment, taking into consideration not only health issues, but also all aspects of the person’s need including family circumstances, social and emotion issues, financial and accommodation arrangements. The collaborative assessment is based on the recognition and understanding of ATSI cultures, beliefs, historical perspective and health status.

Dementia ProjectA project focusing on dementia in ATSI clients was launched in 2010.

The dementia project improves community understanding of dementia, the assessment of dementia in nominated Aboriginal communities and access to services and supports for Aboriginal people with dementia and their carers. The Aboriginal community Njernda in Echuca has been nominated as the pilot site.

Very few indigenous people with dementia access mainstream government community programs in comparison to the rest of the population.

Reasons for not accessing these services include:

• Dementia is often not recognised as a medical condition

• Lack of understanding of the causes of dementia• Fear of the medical system and fear of removal from

community.

The project is funded by home and community care.

Collaboration AgreementA collaborative agreement was signed by Bendigo Health and the Bendigo District Aboriginal Co-operative as part of the ‘closing the gap’ initiative in February 2011.The two-year agreement will benefit more than 4,000 Aboriginal people of central Victoria’s Dja Dja Wrung area. Bendigo Health will focus on improving the recognition and identification of Aboriginal and Torres Strait Islander patients and clients, as part of a collaboration agreement.

Mental health has been identified as a major area for improvement by Njernda and as a consequence, two separate working groups have been established.

The Aboriginal health partnership group meets monthly to discuss health issues including mental health. The Aboriginal mental health working group meets fortnightly and is made up of local mental health support services and Aboriginal health workers. The purpose of the working group is to support Aboriginal health workers in their work with people experiencing emotional distress and mental illness.

Other achievements and activities for 2010/11 include:• The Mildura Indigenous Aged Care and Disability

Reference Group hosted ‘Yarn Up’ in November 2010. This event provided Aboriginal elders and their families the opportunity to meet and discuss the services available to them

• Aboriginal artwork, posters and information is now displayed in the main foyer of the Bendigo hospital with other information available around the hospital campus

• Bendigo Health participated in ‘Vibe Alive’ in May 2011 aimed at Aboriginal health in young people

• NAIDOC Week celebrations provided an opportunity to educate staff regarding their role and provide information and resources on support services for Aboriginal people

• Commonwealth Respite and Carelink Bendigo hosted an information session for the elders of the Aboriginal community to link them with the services available.

Health Education PrecinctThe health education precinct between Mercy and Arnold streets brings together the extended Monash University Bendigo Regional Clinical School, Bendigo Primary Care Centre and La Trobe University School of Rural Health.

The whole health education precinct provides a unique opportunity for health students to learn in a varied environment with nursing and allied health students in close proximity to Bendigo Health’s main hospital campus.

Monash UniversityBendigo Regional Clinical School’s capacity to train more medical students increased substantially with the opening of a new building in Mercy Street. The building was officially opened in August, 2010.

Situated in the developing Bendigo Health education and research precinct, the new facilities are designed to draw students, practitioners, clinical teaching staff and other institutions into much closer collaboration.

La Trobe UniversityLa Trobe University unveiled the design for its new $74 million La Trobe Rural Health School, with the clinical teaching and health science buildings due to open in early 2013.

The new school will offer an extra 750 student places, and train an additional 200 graduates each year to tackle critical health care worker shortages.

The vision for the new school is to provide theoretical and clinical learning to students in the disciplines of nursing and midwifery, dentistry, oral health, human biosciences, physiotherapy, occupational therapy, podiatry, speech pathology, paramedic practice, health sciences and social work.

Physiotherapy Clinical SchoolAnother milestone was the opening of La Trobe’s new Physiotherapy Clinical School, located on the Anne Caudle Centre campus, in July 2010.

Having this facility based at Bendigo Health enables students to have access to physiotherapists and work in a variety of practice areas in rehabilitation and acute care. Clinicians are often engaged to provide lectures, conduct practical and skills sessions in their areas of expertise.

This collaboration has been a strength of the physiotherapy program, highlighted in course feedback by students. Many of the past physiotherapy graduates are now working in regional Victoria reducing the recruitment problems experienced by health services.

Dental ClinicA 10 chair dental clinic on the Anne Caudle Centre campus was opened in April 2010. The expansion significantly increases the access of La Trobe dental and oral health students to the latest technology in dental education.

This expansion has been a great example of a health service working together with a university to provide high quality clinical experiences within regional Victoria.

| C ommitteesQuality Care CouncilThe Quality Care Council is a sub-committee of the board responsible for overseeing and monitoring the quality assurance processes throughout Bendigo Health, for the purpose of achieving continuous quality improvement in all operational aspects of care and service delivery.

The council monitors the standard of care and services provided to patients and clients, including the clinical practice and clinical competence of staff providing these services. It is the council’s role to oversee and monitor the clinical risk management program, review reports on health and safety of staff where relevant to quality of care, receive reports ensuring accreditation is achieved and to regularly report to the board of directors on the overall quality, effectiveness, appropriateness and use of services rendered to patients and clients of the hospital.

The council meets bi-monthly and comprises: three members of the board of directors, the chief executive officer, executive director of nursing, chief medical officer, an authorised psychiatrist, executive director of community and continuing care, a representative of the medical staff group, director of governance and risk management, risk manager and a representative of the Community Advisory Committee.

Finance Sub-CommitteeThe role of the committee is to advise the board of directors on matters relating to the use of financial resources by Bendigo Health.

The committee examines the monthly financial statements in order to satisfy itself that they are prepared in accordance with Department of Health accounting requirements and sound accounting principles and standards. Governance and Remuneration CommitteeThe Governance and Remuneration Committee is the sub-committee of the board charged with making recommendations on specific matters relating to its corporate governance responsibilities and assisting the board in determining policy and good practice for senior executive remuneration, ensuring this follows guidelines issued by the Government Sector Executive Remuneration Panel (GSERP).

The committee may make recommendations on the board’s annual performance reviews. It manages the

process of recruitment and retirement/resignation of directors. It undertakes the process of induction for new directors and makes recommendations on all matters relating to the remuneration or payment of expenses of directors. The committee reviews the board’s governance policies on a regular basis and oversees the process for determining the training needs of the board.

The committee ensures the remuneration levels for the chief executive officer and senior executives are positioned relative to other comparable health organisations and that remuneration packages are sufficient to attract and retain senior executives.

The committee may also, where appropriate, canvass other human resources related issues which may impact on the ability of Bendigo Health to attract and retain high quality senior executives.

Human Research Ethics Committee

Whistleblowers Protection Act 2001Bendigo Health is committed to the aims and objectives of the Whistleblower’s Protection Act 2001. There were no disclosures in the reporting year 2010-11.

Victorian Industry Participation Policy Act 2003Bendigo Health complies with the Victorian Industry Participation Policy Act 2003 which requires, wherever possible, local industry participation in supplies; taking into consideration the principle of value for money and transparent tendering processes.

One major contract was commenced and completed this financial year being the Bendigo Health chilled water system upgrade.

Compliance with the Building Act 1993Bendigo Health complies with the Building Act 1993 under the guidelines for publicly owned buildings issued by the Minister for Finance 1994 in all redevelopment and maintenance issues.

There are no maintenance orders.

All renovations to existing buildings confirm to the Building Act 1993. All existing buildings comply with

regulations in force at the time of construction. There are no orders to cease occupancy or to undertake urgent works. All sites are subject to a fire safety audit and risk assessment according to revised standards as directed by the Department of Health.

National Competition PolicyBendigo Health supports and complies with the Victorian Government’s Competitive Neutrality Policy as outlined in the Guide to Implementing Competitive Neutral Pricing Principals.

ConsultanciesIn 2010-11, Bendigo Health engaged 34 consultants to a total value of $766,128 in a wide range of business support areas. There were no consultancies with fees greater than $100,000.

Ex-gratia PaymentsThere were no ex-gratia payments made by Bendigo Health for the financial year ended June 30, 2011.

| About UsBendigo Health’s history dates back to 1853 with the Bendigo Hospital and the Anne Caudle Centre in the goldfields era.

With more than 3,400 staff and covering an area a quarter of the size of Victoria, Bendigo Health is an expanding regional health organisation.

A 653 bed service, Bendigo Health annually treats over 37,000 in-patients, deals with over 45,000 emergency attendances and approximately 1200 babies are born here each year. These services are complemented by a 60-bed rehabilitation unit, eight bed intensive care unit and five operating theatres where almost 10,000 surgical procedures are performed annually.

The organisation provides services in emergency, maternity, women’s health, medical imaging, pathology, rehabilitation, community services, residential aged care, psychiatric care, community dental, hospice, palliative care, cardiology, cancer services and renal dialysis to the people of the Loddon Mallee region.

The three main campuses of Bendigo Health are in Bendigo, with many services extended to regional settings including areas such as Mildura, Echuca, Swan Hill, Kyneton and Castlemaine.

Demand on services is increasing rapidly with Bendigo being one of Victoria’s fastest growing regional cities.

Bendigo Health and the Victorian Government are committed to delivering high quality health care to the community of Bendigo and the greater Loddon Mallee region, with the investment of $630 million to deliver a new Bendigo hospital.
