Annual Report of Hon Gen. Secretary of IPCA for the Year 2017-18 Indian Pharmaceutical Congress Association was founded by Late Prof.M.LShroff in December 1948 with a aim to advance and promote the cause of Pharmaceutical Sciences and Profession of Pharmacy in all their aspects so as to ensure that Indian Pharmacy products and Profession are the best in the world and to help the public to get the best of benefit out of the same. IPCA is a federation of five National Pharmaceutical Associations i.e., The Indian Pharmaceutical Association (IPA), The Indian Hospital Pharmacists’ Association (IHPA), Association of Pharmaceutical Teachers of India (APTI), Indian Pharmacy Graduates’ Association (IPGA), The All India Drugs Control officers’ confederation (AIDCOC) and is the apex body representing Pharmacy Professionals working in various capacities, viz, Pharmaceutical Industry, Research & Development, Quality Control, Quality Assurance, Academia, Regulatory, Hospital, Community & Clinical Pharmacy, Marketing etc., The IPCA was started by IPA in 1948 and later the other Four Professional associations joined IPCA (IHPA from 1963, APTI from 1966, IPGA from 1973 and AIDCOC from 1995). The First Indian Pharmaceutical Congress (IPC) was organized at Kolkata in December 1948 with Prof. M.L. Shroff as its President. There after each year Indian Pharmaceutical Congress has been organized successfully in which Professional and academic representatives meet together and discuss matters relating to Pharmacy. For 60 years the annual meeting and IPC was organized by IPA and from 2007 onwards each of the federating association started hosting the congress on rotation system (APTI – IPGA – AIDCOC – IHPA - IPA). As per the rotation system, APTI got the opportunity to host the 69th IPC-2017 at Chitkara University, Punjab.

1. IPCA Council Meetings and Minutes of the meetings: IPCA has conducted four council meetings and one statutory council meeting during the year 2017-18 (i.e., 22nd April 2017 at Bangalore, 1st July 2017 at Chitkara, 1st September 2017 at Rajahmundry and 5th November 2017 at Delhi). The minutes of the meetings were circulated from time to time to all the council members and the same were approved and adopted. The minutes of the 68th statutory council meeting held at Visakhapatnam on 16th December 2016 were approved in the 69th statutory council meeting of the IPCA held on 21st December 2017 at, Pinjore Gardens, Haryana.

2. 69th IPC-2017: Host Organization, Venue and Dates:

The IPCA council approved the proposal of APTI to host the 69th IPC as per the rotation system followed since 2007 in its 68th Statutory meeting of IPCA held on 16th December 2016 at Visakhapatnam. The 69th IPC was held during 22nd to 24th (Friday-Saturday) December 2017 at Chitkara University, Punjab. Dr.Shailendra Saraf and Dr.Dhirendra Kaushik are being selected by APTI as Chairman and Secretary of the Local Organizing Committee of 69th IPC-2017.

3. The President of 69th IPCA for the year 2017-18 and Theme of the 69th IPC:

The IPCA Head Quarters received the proposal of APTI nominating Dr.Mahesh Burande, Former President of APTI and Hon.Director of IPER, Pune as the President of Indian Pharmaceutical Congress Association (IPCA) for the year 2017-18. Dr.Mahesh Burande was unanimously elected as President of IPCA for the year 2017-18 and also as President of 69 th IPC. Dr.Mahesh Burande proposed the theme “Skill and Will to Make and Serve Quality Pill’’ in addition to the main theme “Pharma Vision 2020 – Pharmacists for a Healthy India” in the IPCA meeting held on 22nd April 2017 and the same has been approved by the IPCA council members.

The 69th IPC was held at Chitkara University, Punjab during 22-24, December 2017. The IPC was inaugurated on 22nd December by Chief Guest, Hon’ble Governor of Punjab state, Shri.V.P.Singh Badnore. The conference has multiple activities during these 3 days such as Memorial Lectures, Plenary sessions, Symposia, Poster and Oral presentations, IPA-69 th IPC National Pharma Quiz, IPA-Devinderpal National Elocution Competition, IPA awards function,

cultural festivals by renowned artists, etc., On the whole, it was a successful show of sharing the knowledge of advances in pharmacy and pharmaceutical sciences representing all sectors, the academics, industry, regulatory and pharmacy practice. This was a huge congress with more than7, 000 people attended in the campus. It was a stupendous task to the organizers to meet the needs and expectations of this great gathering, which was accomplished to a great extent.5. Inauguration of 69th IPC on Dec22, 2017:

The inauguration of the 69th IPC took place in the Chitkara university campus grounds in a huge Pandal specially built to accommodate more than 7000 delegates. The Honorable Governor of Punjab State Shri V.P.Singh Badnore is being the chief guest and Dr.Mahesh Burande presided over the function. The other guests graced the occasion were, Prof. B. Suresh, President, PCI, Dr.Ashok Chitkara, Chancellor & Dr. Madhu Chitkara, Vice Chancellor of Chitkara University, Presidents of all Federating associations of IPCA (Dr.Rao Vadlamudi, S.L.Nasa, Atul Nasa, Dilip Kumar, P.D.Chaudhari), Dr.Shailendra Saraf and Dr.Dhirender Kaushik, LOC Chairman and Secretary, Dr.Swarnalatha Saraf, Dr.Milind Umekar of LOC nominees, Dr.Raman Dang of APTI, SSC Convener Dr.Ramkishan.

Dr.Shailendra Saraf, LOC Chairman welcomed the guests, delegates to the congress and promised a rewarding experience at the congress. He also welcomed the Industry delegates and managements of various pharmacy institutes. He thanked the IPCA Members, Chief Patrons, Patrons, Advisory committee, APTI Centre and state branches, office bearers, Members from PCI, LOC members and all sponsors of the congress for their support.

Dr.Mahesh Burande, President of 69th IPC thanked Dr.P.D.Chaudhari, President of APTI and all the office bearers of APTI for nominating him for President IPCA 2017 position. He also thanked the IPCA council members for the support and cooperation to make the 69 th IPC a grand success. He expressed his opinion of having the 69th IPC to be the best of the satisfaction to the industry, academia and regulatory in addition to Hospital and Community. He then delivered his Presidential message of the 69th IPC. His address was focused on the theme of the congress “Skill and Will to Make and Serve Quality Pill’’ going hand in hand with India’s mission of Skill India and thus the skill and will to make it happen to play the most vital role in building of quality product and giving a quality service. He briefed the delegates regarding various strategic approaches to develop pharmacy skills and important skills required today in the Profession.

Dr.T.V.Narayana, General Secretary, IPCA presented the annual report of the IPCA for the year 2016-17 which was duly approved in the 68th Statutory Council meeting of IPCA held on 21st December 2017 at Pinjore Gardens, Haryana. Dr. Narayana informed the delegates that two members (Dr.S.C.Mandal and Dr.Swarnalatha Saraf) from IPCA amongst the members present were nominated to the Subject Committee of 69th IPC and sought two nominations from

the registered delegates to draft the resolutions from the proceedings of the scientific sessions of 69th IPC as per by-laws of IPCA. The delegates proposed the names of Dr.H.G.Khoshia and Dr.Preethi Kothiyal as members from registered delegates. Dr.T.V.Narayana announced that the 70th IPC-2018 will be hosted by IPGA and the venue is being Amity University, New Delhi.

Prof. B. Suresh, President of the PCI, in his address recalled the Pharma Vision 2020 released by the former president of India, Dr. A. P. J. Abdul Kalam and motivated the pharmacy professionals to take the 5 point oath given by him. He highlighted the Indian pharma industry and its significant contribution to improve the health indicators such as life expectancy, infant mortality and much more by making available high quality but affordable medicines. He advised the student delegates to take up skill development programmes and lead the nation in a big way.

Shri V.P.Singh, the Hon. Governor of Punjab State and Chief Guest of the Inaugural session of 69th IPC addressed the gathering of more than 7000 pharmacy professionals representing industry, academics, regulatory bodies, hospital & community pharmacists. He lauded the role played by the pharmacy profession for supplying quality medicines in the delivery of healthcare to the patients. He emphasized that the ultimate objective of skill is to meet patient expectations, which are, to be effective when used as directed, to be safe as labeled, to be available when needed and to be affordable. He exhorted that pharmacists are the only technically competent persons who can ensure that quality pharmaceuticals lead to patient welfare and asked all the young pharmacists among the delegates to live up to that role. The Chief Guest then conferred the following awards in recognition of their services to profession: Eminent Pharmacist of the year-2017 award of IPA to Dr. R.N.Gupta Prof. M.L. Khorana Memorial lecture award of IPA to Dr. B.Suresh Prof. M.L. Schroff Memorial award of IHPA to Dr.A.K.Adhikari Prof. G.P Srivastava memorial award of APTI to Prof. T.R.Bharadwaj Prof. K.C. Chatterjee memorial award of IPGA to Mr.Bhanu Dua Best Drugs Control Officer Award of AIDCOC to Mr.Atul Nasa Prof. M.L. Khorana Medal for highest marks in IV B. Pharm by IPA Prof. M.L. The inaugural function of the Congress concluded with vote of thanks proposed by Dr.Raman Dang, Secretary of APTI. 6. Inauguration of the 69th IPC Expo 2017:

The IPC Expo was organized by the LOC with their limited resources available in small way. There was no exhibition partner to the 69th IPC due to lack of sincere efforts of LOC and no major exhibitors present due to delay in approach due to various reasons.

7. Presidential Symposium and Memorial Lectures of 69th IPC 2017:After the inaugural function, the President’s symposium took place on theme followed by

the three memorial award lectures (Dr.B.V.Patel Memorial lecture of PERD Centre, Prof M. L. Khorana Memorial lecture of IPA and Dr. K. C. Chatterjee memorial lecture of IPGA) on the 1st

day of the congress.8. 69thIPC-Scientific Programme:

The scientific sessions of the 69th IPC was given the status of refresher course / continuing pharmacy education programme under regulations 4.2 (IV) of the Pharmacy Practice Regulations 2015” of Pharmacy Council of India, New Delhi.

Dr. Ramkishan, Convener of SSC of IPCA and his team with the help of Dr. Harish Dureja of local SSC chairman prepared the scientific program in 3 tracks with 7 plenary lectures, 3 Panel discussion, Students Session, Women Forum session, oral and poster presentations by students & faculty, the IPA-Davinder Pal National Elocution Competition finals and federating association meetings. A total of 61 invited speakers out of 13 international, 18 Panelists, 26 Chairpersons, 37 Co-chairpersons and 14 moderators were involved in the scientific programme. A total of 2360 abstracts were received through online submission and among these 2144 papers were accepted and selected for poster presentation and selected 24 for the oral presentation. The evaluation of scientific abstracts has been done at Vikas Institute of Pharmaceutical Sciences, Rajahmundry, AP under the supervision of Prof.K.P.R.Chowdary, SSC Co-Convener. Nearly 97 experts were invited throughout the country for evaluating oral and poster presentations. 9. Valedictory Function of 69th IPC 2017:

The valedictory function was held on 24th December 2017 in the main auditorium and Dr.B.Suresh, President, PCI presided over the function. The LOC Chairman, Dr. Shailendra Saraf profusely thanked the Hon’ble Governor of Punjab, the Vice-Chancellor of Chitkara University and authorities and staff of Chitkara University, student volunteers, APTI office bearers, faculty of Chitkara college of Pharmacy and all the sponsors, advertisers, exhibitors, Delegates from Industry and colleges and all the people who worked towards the grand success.

Dr.A.Ramkishan presented a brief report of scientific proceedings and stated that all scientific sessions were held in fair and good manner. Prizes and certificates were awarded to the winners of oral and poster presentations in all subject categories. Parenteral Drug Association (PDA) has given prize money of Rs.20, 000 each for the top five oral presentations as announced. Nearly 1000 delegates responded and filled the feedback forms to assess the adequacy of sessions, programmes and arrangements of the congress. Around 175 delegates expressed satisfaction about the quality and facilities provided in food and entertainment and marked average in scientific sessions. Around 295 delegates suggested improvement in Exhibition, accommodation and another 530 felt the congress was not up to the mark and disappointed.

10. The Open Session and Resolutions of the Congress- 69th IPC 2017:As per By-Laws of the IPCA, a Subject Committee has been formed for 69th IPC,

consisting of the following members: Dr. Mahesh Burande -------- President IPCADr. T.V. Narayana -------- Secretary, IPCADr. Swarnlata Saraf & Dr. Subhas C. Mandal ----- Members -IPCA NomineeMr. H.G. Khosia & Dr.Preethi Kothiyal ------------- Member Elected from registered delegates

The subject committee prepared the resolutions from the proceedings of the congress and presented by Dr. Swarnlata Saraf to open house during the Valedictory function on 24 th

December 2017 for the approval. The entire house unanimously approved the resolutions. Resolution 1: Resolved that the effective implementation of Pharmacy council of India, New Delhi “Pharmacy practice regulation 2015” for the purpose of safe guard pharmacy profession and obligations towards healthcare. Resolution 2: Resolved that to make mechanism for continuing education and skill enhancement for working pharmacists in tune with mission of prime minister of India for skill development.Resolution 3: Resolved that to make a policy for capacity building of Pharma industry for APIs; as the subject Committee felt that presently 65% of APIs are imported from other countries and there is need to strengthening this sector.Resolution 4: Resolved that to protect and safe guard Pharma Education from dual regulation as the growth of pharmacy education challenged since long due to dual regulation. 11. Accounts of IPCA and 67th IPC-2016:

The audited accounts of the 67th IPC-2016 were submitted by IPA and LOC of 67th IPC along with refund of seed money and registration share amount to IPCA.

Dr.M.D.Karvekar, Treasurer IPCA submitted the audited accounts of IPCA for the financial year 2016-17 and also proposed the budget for the year 2018-19. The accounts of IPCA were audited by Charted Accountant N Ramesh and Associates, Chennai. The members approved the audited accounts of the year 2016-17 and also approved the proposed budget of 2018-19 in the 69th statutory meeting held on 21st December 2017 at Pinjore Gardens, Haryana. The council appointed N Ramesh & Associates as Auditors to audit the accounts of IPCA for the year 2017-18.
