1. INTRODUCTION

This report sets out the results of the field work and laboratory testing for a ground investigation

carried out by Strata Surveys Limited for Burnley Borough Council Street Scene-Engineering

Services.

The works were carried out under Framework Agreement for Ground Investigation 2011-2014.

The investigation was required in connection with the development of urban derelict ground

A Desk Study Phase 1 Risk Assessment Report was not undertaken as part of this investigation.

Historical maps for an adjacent site have been used to discuss the development of this area.

The object of the investigation was to obtain information on the ground conditions and soil

properties for use in the design and construction of foundations on the site and for the initial

assessment of the potentially contaminated soil risk.

The ground investigation has been carried out in accordance with the relevant standards for ground

investigation. Details of the relevant standards are given in the references to this report.

2. SITE DESCRIPTION

The site is located to the west of Princess Way, is bounded to the north by Holme Road. Bounded

to the west by the River Calder and to the south by the former Waste recycling and Transfer Depot,

to be developed for 2/3 storey offices and workshop accommodation.

The site is grassed, with raised mounds from the former demolition and clearance of the old

housing on the site. The site slopes gradually downward from the north east to the south west. The

ground surface is gently undulating.

3. HISTORICAL SETTING

Historical plans for an adjacent site have been used to assess the historical development of the

area.

The 1848 1:10000 map shows the site area in open land, the Calder Vale Works is shown. There

are numerous “old coal pits” showing the importance of coal mining in the area pre 1848

south east, StoneyHolmes Gas Works to the south, Calder Vale Works to the south and

StoneyHolme Shed (cotton works) on the immediate southern boundary. The study area is

occupied by back to back terraced housing.

The 1912 map shows that ne terraced housing has been built above the River Calder to the rear of

Abbey Street.

The 1931 map shows the intensive terraced housing of the study area. The river bank of the Calder

seems to have been modified to smooth out the course of the river.

There are no changes shown on the mapping. The 1970 map shows the static arrangement of

housing and factory. The river bank has been engineered with a masonry surfacing

The 1982 map shows that the terraced housing has been cleared and the StoneyHolme Shed has

been redeveloped. The old cotton shed is now the “Refuse Destructor”

There are no changes on the site shown on the mapping up to 1997.

4. SITE GEOLOGY

The published British Geological Survey (BGS) 1:50000 map for Clitheroe Sheet Number 68 shows

the site is underlain by:

• Drift geology of Recent Alluvium of the River Calder to the western boundary of the site and

Glacial Till (Boulder Clay) below and to the east of the site.

• The bedrock is shows as Pennine Lower Coal Measures Formation - mudstone, siltstone

and sandstone. The map shows that the Burnley Four Feet coal seam to subcrop across

the north west corner of the site with a tend of approximately north south and dipping under

the site. The map shows the local dip of the bedrock to be 5° to the south east.

5. COAL AUTHORITY MINING REPORT

A Coal Authority report was received by Burnley Borough Council, dated 12th February 2010. The

report states:

• The property is in the likely zone of influence from workings in 2 seams of coal at 60m to

290m depth, and last worked in 1959.

• Any ground movement from these coal workings should have stopped by now.

• In addition the property is in an area where the Coal Authority believe there is coal at or

close to the surface. This coal may have been worked at some time in the past.

• There are no known coal mine entries within, or within 20 metres of, the boundary of the

property.

• Records may be incomplete. Consequently, there may exist in the local area mine entries of

which the Coal Authority has no knowledge.

6. FIELDWORK

The fieldwork comprised three stages.

1) Machines excavated trial pits, 11 No, undertaken on 2nd and 3rd March 2011

2) Light cable percussion (shell and auger) 150mm diameter boreholes undertaken between 2nd

March 2011 and 25th March 2011.Completed to depths varying between 9.235m and18.185m

below the existing ground surface level using shell, clay cutter and light cable percussion

techniques. A CAT services screen was undertaken followed by a hand excavated services pit

for each borehole prior to the commencement of the borehole.

3) Rotary boreholes were drilled using Open hole/ODEX Casing drilling techniques. Air flush was

used with the boreholes taking groundwater within the bedrock. BHR6 was cancelled due to the

excessive groundwater issuing as noted in previous boreholes.

Undisturbed 100mm diameter samples were taken in the cohesive strata1(OS-T/W(100mm with

liner). Standard penetration tests were carried out, in accordance with BS EN ISO 22476-3:2005

(formerly BS 1377 Part 9:1990), in the granular strata and in the cohesive strata, which were too

hard to sample by the 100mm diameter method and to prove bedrock. Selected disturbed samples

and bulk samples were also taken and together with the undisturbed samples and samples from the

standard penetration tests returned to our laboratory for inspection and testing as appropriate.

Groundwater samples were obtained where ground conditions allowed.

Detailed results of the strata met, depths and levels of changes, thickness of strata, samples taken,

groundwater observations and standard penetration test (SPT) N values are given on the Light

Cable Percussion borehole record sheets in Appendix 2.1. The detailed results of the Standard

Penetration Test (SPT) are presented in the table in Appendix 2.2. The records of the Rotary Open

Hole boreholes are presented in Appendix 2.3. The records of the Machine Excavated trial Pits with

record photographs are presented in Appendix 2.4.

The positions of the boreholes are given on the Borehole Location Plan in Appendix 4.

A Site Location Plan is given in Appendix 5.

Ground levels at the borehole were not available for the compilation of this report.

7. LABORATORY TESTING

A testing programme was agreed with the project engineer and the tests were carried out as

specified by B.S. 1377:1990 Methods of Test for Soils for Civil Engineering Purposes.

8. SUMMARY OF GROUND CONDITIONS

The Light Cable Percussion boreholes show the following sequence of strata.

Topsoil Generally thin 0.1-0.3m brown clayey and sandy, some

contamination with brick fragments.

Made Ground Generally summarised and demolition spoil (uncontrolled) with

areas of infilled cellars to the historic housing.

The Made Ground is a mix of brick rubble slate, wood plaster,

sandstone flags old cast iron drainage pipe, pottery with sand and

occasional plastic.

The old road surfacing of gritstone setts was found in TP6,TP7 and

TP8.

The thickness of the Made Ground ranges from 0.9 -2.0m plus in

the trial pits and from 2.2m to 2.4m in the Light Cable Percussion

boreholes.

Alluvial Sand Directly underlying the Made Ground in BH1 only. Present from

2.4m comprising loose becoming medium dense brown silty slightly

clay fine and fine-medium grained Sand. With depth there is

variable gravel content. The N value ranges from 6 at 3.0m to 24 at

2.0m.

Alluvial Clay and Silt. In BH4 from2.3m to 7.3m is a soft and very soft gravelly sandy

Clay. The cu is 36kN/m2 at 2.10m and 17kN/m2 at 3.2m. between

3.7m and 4.2m is a band of loose slightly silty fine-coarse sand and

fine-medium gravel.

Below 4.2m is loose (SPTN 6-9) brown/grey clayey slightly gravelly

fine sandy Silt.

In BH6 from 2.2-3.7m soft and very soft fine-medium sandy fine-

medium gravelly with a thick 0.8m band of medium dense fine-

coarse grained sand and fine-medium Gravel with occasional

cobble

Glacial Sand and Gravel In BH1 from 5.0m the Alluvial Sand grades into a Medium dense

and dense fine-coarse gravelly fine-medium grained Sand. The N

value at 6.0m was 31 and at 6.7m 18.

In BH2 from 5.9-7.7m, below the Glacial Clay are loose grey clayey

fine-medium Sand and grey clayey fine-medium sandy fine-coarse

angular and subangular Gravel. The N value is 70 and 75

In BH4 from 7.3m to 13.5m the grey slightly clayey fine-medium

sandy fine-coarse Gravel with occasional cobbles. Increasing

mudstone content with depth.

SPTN in the range 26-94.

BH5 from 7.6-9.10m and from 13.0m to 16.7m below the Glacial

Clay are thick horizons of very dense fine-coarse Sand and fine-

coarse Gravel with occasional cobbles.

Glacial Clay At the base of the Made Ground in BH2, BH3, BH5 and BH6. Firm

to stiff and very stiff grey slightly sandy gravelly Clay with

occasional cobbles. The Undrained Shear Strength (Cu) is in the

range 40 to 236kN/m2.

In the Trial Pits the Glacial Clay was met from a depth of between

0.35m (topsoil only cover) and 1.7m below the Made Ground.

Mudstone The Light Cable Percussion boreholes encountered mudstone

bedrock as follows:

BH1 – 9.4-9.85m, BH2 – 8.0m to 9.24m, BH3 – 11.0m to 11.45m,

BH4 – 16.5-16.75m, BH5 – 17.9m to 18.19m and BH6 – 6.95m to

10.1m.

The mudstone is a highly weathered very weak (stiff to very stiff)

grey silty fine silty.

BH1 to BH5 were extended using rotary open hole methods to determine the nature of the bedrock

geology to determine if there are any open mine voids, broken ground associated with mining or

any intact coal seams. The full details are present in the borehole record sheets, Appendix 2.3.

9. GEOTECHNICAL ASSESSMENT

Foundation Assessment

No details of the proposed development or the proposed development elevation.

The site was formerly occupied by terraced housing that dates back to the late 19th Century. The

terraced housing was demolished some time in the 1980s.

The investigation has shown that the street surfacing (gritstone setts) remain in place and that

some of the old houses had cellars and these have been infilled with the demolition material.

Underlying the Made Ground the natural geology comprises Recent Alluvium, a very weak

sequence of very soft and soft sandy gravelly Clay and loose clayey silty gravelly Sand that can be

attributed to the course of the river Calder and the remainder of the site is underlain by Glacial Till

(Boulder Clay). The Glacial Till is both firm and stiff-very stiff sandy gravelly Clay and medium

dense and dense Sand and Gravel.

We would consider that the nature and variability of the natural shallow soils will generally preclude

the use of a conventional spread foundation. Therefore we consider that there are two main options

for foundations on this site.

1) Piled foundations. End bearing piles taken through the Alluvium and Glacial Till to reach

the weathered mudstone, where shallow. In the areas where the mudstone is deeper a

piled foundation using both end bearing and shaft adhesion.

2) Vibro-consolidation. The weaker soils and deeper Made Ground would be consolidated

and the ground strengthened with stone columns. The nature of the weaker Alluvial soils

and the proximity of the engineered course of the River Calder will require careful design

assessment to avoid damaging the river bank.

As discussed above the whole area has been reclaimed after the demolition of the old terraced

houses including the infilling of cellars with the demolition spoil. Any new access roads will require

to adopt a full capping layer in the design.

The trial pits showed that there is no perched groundwater and in the boreholes groundwater was

only encountered as a water strike in boreholes along the river side at a depth of BH1 7.9m and

BH4 8.0m.

The geological map shows that the Burnley Four Foot Coal Seam could dip under the site at

shallow bedding of 5° to the south east.

No open voids were encountered in any of the boreholes. BH1Rand BH5R were the only two

completed to design depth (40m). Coal was encountered in BH1R 15.5-16.0m, BH4R 18.1-18.8m

and 26.1-26.6m BH5R 26.4-26.8m. The maximum coal seam thickness penetrated was 0.5m and

does reach the 1.2m of the Burnley Four Foot.

Weakened and broken ground was encountered in all of the boreholes which could indicate that

there has been mining of the thicker coal. In BH2R the fast penetration was between 15.6-21.2m

and the borehole was collapsing from 22m. In BH3R the weakened ground was between 19.7m and

20.1m with the borehole collapsing around the drill. In BH4R the weakened ground was below the

Coal from 19.9m to 20.9m, at 25m the drill encountered a high groundwater inflow that precluded

further drilling.

As noted above there were no open voids that would be attributed to coal mining but there is

evidence of broken ground. If the site is to be piled it is possible that pile penetration could come

into the zone where there is weakened mudstone.

We would consider it prudent to consider adopting a zoned grouting programme prior to any piled

foundation works.

If the ground improvement foundation solution option was chosen then we would consider that there

will be no requirement to consolidate the weakened bedrock.

Concrete in Aggressive Ground

With reference to BRE Special Digest 1 the site should be considered as brownfield with mobile

groundwater.

The testing for sulphates shows moderate concentration of soluble sulfate in the Made Ground and

low-moderate sulfate content in the ground water.

Therefore the Site Design Sulphate Class is DS1 and the Aggressive Chemical Environment for

Concrete (ACEC) is AC1s.

10. CONTAMINATION ASSESSMENT

CONTAMINATED SOIL

The current legislation for the assessment of Contaminated Land is Part IIA of the Environmental

Protection Act (1990) Contaminated Land Regime and the development controls of the relevant

Town and Country Planning acts. EA/DEFRA has produced four reports and assessment software

to assist in the assessment of the potential harmful effects of contaminated land to the users of the

land and the risk to the general environment. The EA/DEFRA has withdrawn all published SGV

(Soil Guidance Values) for certain target compounds and contaminants and these are used for a

Generic Risk Assessment. Updated TOX reports have been issued.

For assessment of the results of contamination tests we make reference to the Atrisksoil©

commercial database for Generic Assessment Criteria (GAC). Atkins have derived ATRISKSOIL©

SSVs based on the 2009 SC050021/SR3 “Updated background to the CLEA model and

SC050021/SR2 (the TOX report) for commercial/industrial, residential without plant uptake and

residential with plant uptake. We have based these on the default assumptions provided in the

CLEA report which we understand will be used in development of the Soil Guideline Values by

Defra and the Environment Agency.

In the assessment of the results of testing comparisons to publish Generic Assessment Criteria

from EA published SGV (Soil Guidance Value) for certain target compounds and the Atkins

AtriskSoil© database of Generic Assessment Criteria’s (GAC).

SGVs represent ‘intervention values’; and provide indication that soil concentrations above this level might represent an

unacceptable potential risk to the health of site-users, depending on land-use and that further investigation and possibly

remediation is required (copper and zinc are known to be phytotoxic in nature and not covered under CLEA).

Atkins has developed Soil Screening Values (SSVs) applicable to the UK for common contaminants not currently covered by

SGVs issued by Defra and the Environment Agency. Full justification is provided to support their use.

The disposal of construction spoil that is considered waste will need to be assessed in line with

current Land Fill regulations. The Landfill (England and Wales) (Amendment) Regulations 2004

have introduced a set of analysis requirements for the classification of waste into

• Inert Waste

• Non-reactive hazardous Waste

• Hazardous Waste.

If excavation spoil is to be taken off site for disposal additional testing for the Waste Acceptance

Criteria will be required.

This investigation of contaminated soil must only be considered as the preliminary phase of works

where there is an identified contamination hazard. The results of the analyses of a sample can only

be relied on as evidence as to what is in the sample and not what may be in the surrounding or

adjacent area. Additional works may be necessary to assess the hazard of any contamination on

site and the local environmental impact. Additional investigation may be necessary to evaluate the

extent and hence volume of any contaminated soil. The assessment of the contaminated soil must

take account of the limited access as part of the of the contamination investigation.

As noted above no detailed design has been seen from which the risk model can be selected. For

preliminary assessment purposes we have adopted the most conservative risk model of residential

with home-grown vegetables. If the EPP development will result in predominantly hard landscaped

areas with greenspace for association only then a more appropriate risk model can be assessed.

The site was been developed from open land, adjacent to a large cotton mill, in the late 1800s. The

terraced housing was demolished in the 1980s and has remained as open space since.

No Asbestos Fibres were visually identified in the soil samples analysed.

It can be seen that there are elevated Poly-Aromatic Hydrocarbons (PAH) in some samples, with

the most likely source of the Poly-Aromatic Hydrocarbons (PAH)’s coming from coal ashes and

cinders in the demolition fill.

However, soil samples when inspected in the laboratory have been identified as having a

hydrocarbon odour. This may be from spilt hydrocarbon fuels, tar used for road and pavement

construction or from spent tar. A sample from BH1 at 2.0m showed a particular observable odour

and an addition Total Petroleum Hydrocarbons CWG speciated test with Benzene Toluene

Ethylbenzene and Xylene (BTEX) was carried out (the results are presented in Appendix 3.4.

These results are very low and indicated no significant hydrocarbon contamination.

CONCLUSIONS

The site has been assessed using a conservative Risk Model of Residential. Depending on the final

design for the proposed end use a less stringent risk model may be appropriate.

The investigation has confirmed that the site of the former terraced housing was demolished and a

significant proportion of the demolition spoil has been left on site, probably used to up-fill the cellars

of the old properties. At BH1 and BH4 there is deep Made Ground that may represent the fill placed

when the River Calder course was engineered and lined with stone pitching.

The tests have shown that the principal contaminants are Arsenic (maximum concentration

54mg/kg) and Lead (maximum concentration 900mg/kg). These concentrations exceed the Parks

Risk Model but not Commercial / Open Space / Playing Fields.

To mitigate the effects of contamination an Engineered Cover System can be adopted. The

Engineered Cover System comprises a system to break the pathway of Receptor and Source and

to allow dilution from soil mixing. An ECS would have a total thickness of between 450mm and

600mm.

Page 1 – The Standard Penetration Test

The full procedure of carrying out the Standard Penetration Tests (SPT) is given in BS 1377:1990 : Methods of Testsfor Soils and Civil Engineering Purposes Test 9:3.

Essentially the tests consists of driving a 50mm external diameter split barrel sampler into the soil using a 65kg hammer dropping760mm. The penetration resistance is expressed as the number of blows required to obtain 300mm penetration (test drive)below a seating drive of 150mm through any disturbed ground at the bottom of the borehole.

The number of blows for the 300mm test drive penetration is recorded on the borehole logs as the N - value.A full record of the number of blows required to drive the sample at 75mm intervals throughout the total 450mm drive is alsotabulated along with the groundwater levels at the time of test.

The test is normally performed on sands, but may also be used in gravels, weak rocks and glacial tills in which case the drivingshoe may be replaced by a cone. When attempting the standard penetration tests in very dense materials or weathered bedrockit may be necessary to terminate the test before completion to prevent damage to the equipment.

In these circumstances it is important to distinguish how the blow count relates to the penetration of the sampler.This may be achieved in the following manner:

a) Seating Drive - using standard blows the seating drive is apenetration of 150mm or 25 blows whichever is first reached

b) Test Drive - the number of blows required for a furtherpenetration of 300mm. If 300mm cannot be achieved in 50blows the test can be terminated Record the number of blowsper 75mm for both seating and test drives. If either theseating drive or the test drive is terminated before fullpenetration record the depth of penetration for the 25 blowsor 50 blows respectively

c) In soft rock the test drive should be terminated after 100blows if a penetration of 300mm has not been achieved

The N - value obtained from the Standard Penetration Tests may be used to assess the relative density of sands andgravels in accordance with Clause 41.3.2 of BS 5930:1999 : Code of Practice for Site Investigation as follows:

In soft strata when the sampler assembly is lowered to the bottom of the borehole on the drive rods with the drive assembly ontop the sampler may penetrate under self-weight. This initial penetration should be measured and recorded. If the initialpenetration exceeds 450mm omit the seating and test drives and report the N value as zero.

Table 1, Page 22 gives details of the equipment used for the two test methods, i.e. DPH (dynamic probing heavy) and DPSH(dynamic probing super heavy). The DPSH method equates to the Standard Penetration Test (SPT) and the DPH is theconventional dynamic probe test (DPT).

The test method requires the recording of the blows required to drive the 90º cones and driving rods into the soil over an intervalof 100 mm. At the end of each 1.0m rod the torque resistance of the rod shall be measured and recorded.
