Dear Fellows & Members,
It is a great honour for me to have served you as the President of the
College for another year. The College office-bearers, Council and
the secretariat have been very supportive and I am very grateful to
them. There was an election in November last year and we had Dr.
Daniel Fang and Dr. Stanley Lai joining the College Council as new
members. I would like to thank Dr. Joseph Chan and Dr.
Raymond Lee who had completed their term in the Council for their
great contributions.
At the last conferment held in November 2013, we admitted 10 new Fellows in various specialties.
There are many potential Fellows in the pipeline, including 17 Basic Trainees and 5 Higher Trainees
who had passed their respective Intermediate Examination and Exit Examination in the past few
months. Congratulations on your well-deserved achievement.
Being a highly respected dental professional, it is our responsibility to engage in continuing
medical/dental education to upgrade our knowledge and skills to serve our patients and the community.
I am happy to see that the vast majority of our College Fellows and Members are able to fulfil the
HKAM CME requirement in the last 3-year cycle that ended in 2013. For the few who have a bit of
shortfall, I am confident that they will make it up in the first half of this year.

Our Spring Scientific Meeting this year will be held on April 27 with distinguished local and invited
overseas speakers talking about the interface between orthodontics and prosthodontics. The good
work of the Scientific Meeting Committee chaired by Dr. May Ho is highly appreciated. They are
also working with the RACDS (Royal Australasian College of Dental Surgeons) and the CDSS
(College of Dental Surgeons, Singapore) to organize a tri-collegiate Scientific Meeting hopefully to be
held in the near future.
Our College has been collaborating closely with the RACDS to conduct the first conjoint
MGD(CDSHK) and MRACDS examination, with the MGD by Examination Part I and MGD by
Credit Accumulation and Transfer (CAT) Part 2 completed in 2013 and MGD by Examination Part II
to be held later this year. Our College also maintains partnership with the Royal College of Surgeons
of Edinburgh in conducting conjoint Intermediate/Membership Examinations. I am happy to see that
our College has continued to develop and the above-mentioned collaborations with reputable overseas
dental colleges strengthen our College’s position in the region and internationally.
I wish you all great success in the Year of the Horse.

2013 Winter Scientific Meeting
The Winter Scientific Meeting was held on 1 December 2013 at the 2 lecture theatres in the HKAM
Jockey Club Building. The theme of the meeting was “Management of Endodontic and Periodontic
Infections – Now and the Future”. We invited Professor Andrea Mombelli, Professor and Chair of
the Division of Periodontology and Oral Physiopathology, University of Geneva, Switzerland, as well
as Dr Anil Kishen, Associate Professor and Head, Discipline of Endodontics, University of Toronto,
Canada, to be our speakers.
This was the first time that 2 parallel morning sessions were organized in our college scientific
meetings. In the morning session, Dr Anil Kishen presented his lecture on “Root Canal Disinfection:
An Update and Future Directions” Parts 1 and 2 in the Lim Por Yen Theatre. At the same time,
Professor Andrea Mombelli was presenting his topic on “Antimicrobial Advances in Treating
Periodontal Disease” Parts 1 and 2 in the Pao Yue Kong Auditorium. The whole event attracted 297
participants which was the highest number of attendees over the past few years. The general
feedback was very good. Most of the participants stayed till the end the last lecture, which was
extraordinary on a Sunday afternoon according to Professor Mombelli.
In Dr Kishen’s lectures, microbial-biofilms, which are surface-adherent consortium formed by
microbes in response to environmental factors, were explored from an endodontic perspective.
Microbial-biofilms are important as there have been numerous reports of bacteria entering
biofilm-mode of growth in infected root canal systems. Biofilm bacteria are particularly resistant to
anti-microbials and are difficult targets to eliminate completely using conventional irrigants or
medicaments, especially in the root canal system. In first part of his lecture, Dr Kishen discussed the
fundamentals of root canal irrigation dynamics and the current status of endodontic irrigation.
Different advanced anti-biofilm strategies in root canal disinfection were discussed. The second part
of the lecture addressed some of the issues pertaining to post-treatment endodontic environment from
both mechanical and microbiological perspectives, and a nanotechnology-based innovation to enhance
endodontic disinfection and mechanical integrity of dentine in root-filled teeth was presented.

In Professor Mombelli’s session, he addressed various paradigms and questions in the context of
anti-microbial treatment of periodontal diseases. Latest results of his recent clinical trials focusing
on these subjects were presented. A treatment protocol implementing the most recent evidence was
shown and clinical cases were discussed to demonstrate the practical application of the concept. In
the afternoon session, the long-term maintenance of patients previously treated for periodontal disease
was presented. Various antimicrobial regimens, including photodynamic therapy and sub-gingival
air-polishing had been proposed for better suppression of the periodontopathic microorganisms.
At the end of the meeting, several thought provoking questions were raised from the floor. Overall,
we had a very fruitful discussion on these two interesting and pertinent topics.

2014 Spring Scientific Meeting
The coming Spring Scientific Meeting will be held on Sunday, 27 April 2014 at the Prince Philip
Dental Hospital. The theme of the meeting will be “Orthodontics and Restorative Dentistry”. Two
overseas speakers from Singapore and one local speaker have been invited to discuss this interesting
but seldom discussed topic.
Dr Ansgar C. Cheng is a Prosthodontist with the Specialist Dental Group in Singapore. He received
his dental training at the University of Hong Kong and graduated in 1990. Dr Cheng undertook his
specialty training from Northwestern University in Chicago. Currently, he is an Adjunct Associate
Professor in the National University of Singapore and also the Chair of the Chapter of Prosthodontics
of the College of Dental Surgeons, Singapore. Before Dr Cheng went to Singapore, he was the Head
of Maxillofacial Prosthetics at Toronto’s Princess Margaret Hospital, Consultant to the Department of
Otorhinolaryngology (ENT) at the Toronto General Hospital and an Assistant Professor in
Prosthodontics with the University of Toronto. Dr May Ling Eide is an Orthodontist with the
Specialist Dental Group in Singapore. Dr Eide received her dental training in the University of
Glasgow and specialty training in University of London. They will present two lectures on the title
“Orthodontic and Prosthodontic Paradigms: Contemporary Clinical Management’. In their
presentations, they will explore the fundamental and some less commonly known facts about recent
orthodontic and prosthodontic treatment modalities. The role of newer material, orthodontics,
prosthodontics and surgical principles will also be discussed.
The invited local speaker is Dr Frankin TT She. Dr She obtained his BDS in University of Hong
Kong in 1998 and has registered as a Specialist in Orthodontics since 2004. He started his
exclusively orthodontic practice 10 years ago and is involved in local undergraduate and postgraduate
orthodontic training as a part-time clinical lecturer. He will present 2 lectures: “Molar Up-righting,
Intrusion and More – Biomechanical Considerations” and “Orthodontic Rehabilitation of
Periodontally-involved Dentition – A Team Approach”. Topics presented in his lectures will include
problems involved in orthodontic treatment of pathologically-migrated teeth due to periodontitis and
interdisciplinary treatment planning among different dental specialists in the dental team.

CDSHK Scholarship
The College of Dental Surgeons of Hong Kong has set up a Scholarship (Scholarship) to support
Fellows admitted in or after the year 2009 and higher trainees in our specialist training pathways to
receive overseas training.
The maximum amount of the Scholarship will be HK$50,000 for the year 2014. The training
programme will be self-arranged for duration of not more that 8 weeks and needs approval by the
College. The Scholarship cannot be held in conjunction with any other award, grant or sponsorship
that will give financial support for the same training. Application forms and details of the
Scholarship can be obtained at our website at www.cdshk.org. Deadline for application will be 31
July 2014.
CME New Cycle
Hong Kong Academy of Medicine (HKAM) CME Requirement
According to the Medical Registration Ordinance (MRO) and Dentists Registration Ordinance (DRO),
a registered medical practitioner or dentist who wishes to have his/her name included in the Specialist
Register of Medical Council of Hong Kong (MCHK) or Dental Council of Hong Kong (DCHK) must
be either a Fellow of the Academy, or certified by the Academy to have training and qualification
comparable [or equivalent in the case of an application under DRO] to that required of an Academy
Fellow in the relevant specialty.
The HKAM is the only organisation in Hong Kong that can determine whether a doctor on the
Specialist Register of the MCHK/DCHK has fulfilled the continuing medical education (CME) /
continuing education requirements as stipulated by the MRO/DRO.

The DCHK CPD Programme for Practising Dentists
The DCHK considers that it is necessary to explore the feasibility of mandatory CPD for registered
dentists in Hong Kong. According to the Letter of Registered Dentists issued by the DCHK dated 30
December 2013, the policies and guidelines of DCHK will remain the same for the new CPD cycle
commencing from 1 January 2014 except the following changes:
The duration of the CPD cycle is for one year (i.e. from 1 January 2014 to 31 December 2014);
The CPD points requirement for the new cycle is 15 CPD points; and
There will not be any “essential CPD points requirement” for this one-year duration
The dual role of CDSHK
The College of Dental Surgeons of Hong Kong is the CME/CPD administrator for both the HKAM
and DCHK. There are now obvious differences in the HKAM CME and the DCHK CPD
programmes:

Cycle period 1 Jan 2014 to 31 Dec 2016 1 Jan 2014 to 31 Dec 2014
Requirement 90 CME points in a 3-year cycle for Fellows
60 CME points in a 3-year cycle for MGD Holders.
30 CME points per year of training pathway for Higher Trainees
CME points for MGD holders and higher trainees are required by CDSHK and not HKAM
All basic trainees are recommended to join DCHK CPD programme instead.
15 CPD points in one year
Administrator CDSHK CDSHK, HKDA & DH
Calculation of fractions of an hour
The basic indivisible unit is 0.5 hour for 0.5 CME point. 15 min or more is counted as 0.5 hour
Pending clarification on minute details. This needs to be in line with HKDA and DH.

Charges No additional administrative charges for Fellows, MGD holders and higher trainees.
There is no enrolment form required to be filled by Fellows & MGD holders, CDSHK will automatically renew their CME status in each cycle.
Enrolment Form is required to be completed and submitted to the relevant CPD administrator for each cycle.
An administrative charge is payable to the relevant CPD administrator for each cycle (except DH)
DCHK CPD programme is not applicable for Fellows, MGD Holders.
Legal requirements Mandatory legal requirement for names to be included in the Specialist Register. However, all dentists must have their names in the General Register for their names to be included in the Specialist Register.
DCHK is considering to explore the feasibility of mandatory CPD to replace the existing voluntary CPD programme.
# All Fellows will continue to be recognized by DCHK for the DCHK CPD programme provided they have fulfilled the HKAM CME requirement. The status for MGD holders is still pending confirmation from the DCHK. The fitting in of a three-year cycle into a one-year cycle is another technical matter that needs to be clarified.
Tips for filling in the CME claim & attendance forms:
1. From January 1, 2014, only new claim forms will be accepted and these forms can be downloaded
from this link : http://www.cdshk.org/Forms/index.htm.
2. To ensure that your CME points are accredited correctly, tick the right categories: Fellows, MGD
holders, or Higher Trainees. Please see the attached examples. All DCHK CPD enrollees
(separate enrolment required) are required to tick their own CPD administrator; otherwise the CPD
points could not be correctly entered.
