NARRATIVE REPORT ON JOHNSON-O'MALLEY PROGRAMIN NEVADA

FOR FISCAL YEAR 1968-1969

In 1934 Congress enacted the Johnson-O'Malley Act, which enabled the Bureauof Indian Affairs to contract with states and local school districts for theeducation of Indian children. The Act appropriated funds for the adminis-tration of the program and for the payment of tuition to school districtswhich enrolled eligible children. The Act was especially timely, inasmuchas the United States was undergoing a severe depression, and the assuranceof a subsidy payment served as an incentive to many school districts,particularly small rural schools.

In the State of Nevada, the Bureau of Indian Affairs followed a program ofcontracting with local school districts for the education of Indian childrenuntil 1947. At that time it was deemed advisable and advantageous to placethe program on a State level with the State Department of Education. Underthis procedure, a position of State Director of Indian Education wasestablished in the Department of Education and under the jurisdiction of theState Board of Education, and charged with the responsibility for furtherintegration of Indian children into the public school program.

In the mid 1940's, the State of Nevada, with the cooperation of the Nevada IndianAgency, instituted a program of integration, namely that of converting Bureau-operated day schools to public schools. Following the action taken on theDuck Valley Reservation in 1930, little or no effort was expended toward con-version of day schools until 1945, when the Indian residents of the WalkerRiver Reservation petitioned for the consolidation of their three-teacher dayschool with the one-teacher public school located at the edge of town.

Indian parents on the Pyramid Lake Reservation, the following year, petitionedfor arrangements to enable their children of high school age to attend theFernley School, 20 miles distant. The successful operation of this ventureprompted the parents to request extension to 7th and 8th grade students thefollowing year. Within another year, the same group petitioned for theestablishment of a public school on the Reservation to replace the day school.An interesting aspect in connection with the request of the Pyramid Lake PaiuteIndians for a public school was the stipulation that it operate only throughthe first six grades, and that arrangements be continued for the education of7th and 8th grade students at Fernley. The Indian parents were unanimous intheir reasoning that in order to secure the best education possible, it wasimperative for their children to have the earliest practicable opportunityto attend the school where they would constitute a minority of the totalstudent body. For this reason, attendance of their children at a reestablishedhigh school a shorter distance from home was vetoed by all parents, due to thefact that its enrollment would be predominently Indian. The advantage ofassociating with non-Indian children was considered to be a paramount factor.

Following the lead of earlier tribal groups, the remaining Indian

reservation communities petitioned for establishment of public schools

to replace the Bureau-operated day schools. Consolidation with nearby

schools was followed wherever possible, and where this opportunity did

not exist, public school districts were established. In some cases

transportation to nearby school districts was instituted. Johnson - O'Malley

State Contract Funds were used to eliminate any added cost to the school

districts incidental to the education of Indian children, particularly

those residing with their parents on tax-exempt trust lands. Grants were

made for general support purposes, transportation aid and the operation of

school lunch programs.

The final day school, located on Fort McDermitt Reservation, closed its

doors at the end of the 1955-1956 school year. On the morning of September 4,

1956, 87 Paiute children, ranging in grades from one through ten, boarded

two new school buses for the eight-mile trip to their new school in the town

of McDermitt. Here, for the first time in their lives, most of the children

would be attending a school with non-Indians. By the end of the first month

the number of reservation children had increased to 105, out of a total

enrollment of 156.

Today, only one Federally-operated school facility exists in Nevada--Stewart

Indian School, located three miles south of Carson City. This school has

an enrollment area covering five states. Prior to 1940, Stewart School had

an enrollment of 400 Nevada Indian children. Today its enrollment is less

than 100.

As the program of public school education has developed, it has been possible

for the Nevada Indian Agency to successfully curtail enrollment in the Stewart

School by eliminating, in successive years, the lower elementary grades.

It is possible, that within a few years, through the operation of Aid to

Families of Dependent Children Program and Boarding Home Placement Service,

that the Nevada enrollment in the Stewart facility will be eliminated.

At present the Johnson-O'Malley funds in the State are used exclusively

for support of school lunch and special programs. Funds are allocated pri-

marily to attendance areas through school districts through the Federal

Relations and Programs Branch of the State Department of Education.

Eligibility for grants are based on the following:

a. Criteria established in the State Plan

b. Establishment of need for support of the school lunch program

c. Establishment of need for remedial and innovative programs to

enhance the education of the Indian students (after all other

sources of funding have been exhausted).

The most effective components funded under the Johnson-O'Malley program

in Nevada have been the use of teacher-aides of Indian extraction; the use

of closed circuit television; and the introduction of the Miami Linguistic

Reading Program.

The two weakest areas as to Indian education in the State are parental

involvement in the educational process (only two educational committees)

and the training and provision of materials for teachers to be more

effective in a multi-cultural classroom.

Some progress is being made in the teacher-training and materials component

with the production of a video film on survival arts and the use of

consultants knowledgeable in the techniques of Indian education as well

as the advantage taken of a recent Bureau of Indian Affairs Workshop that

was held in Nevada. Further efforts will be made along these lines for

fiscal year 1970.

It is anticipated that with the reorganization of Title I Advisory

Councils that a greater number of Indian parents will become directly

involved in the education of their children.

The basic factor which tends to limit further progress stems from economic

and social conditions which exist on the various reservation and colony

settlements. The very low income per family unit among residents of the

reservations is the greatest underlying cause for the number of student

dropouts at the secondary level, and for the unsatisfactory number of

Indian high school graduates enrolled in college. Disproportionately large

numbers of high school students are forced by economic necessity to assume,

at the earliest date, the position of wage earner. As a result of the lack

of training, the only avenues of employment open are those requiring un-

skilled labor, seasonal agricultural occupations or enlistment in the military

forces. An income of less than $1,000 per family unit is insufficient for

basic family needs, let alone to assist a young Indian man or woman to secure

college training. A realistic scholarship program must be developed as an

incentive to secure the enrollment of more Indian high school graduates in

institutions of learning beyond the high school level. Similarly, steps

must be taken to improve the financial status of reservation families

through a program of better use of land resources, i.e., development of

recreational potential, etc.

Some Indian students who have shown outstanding abilities this year in

their respective schools were:

Nancy Abel, Salutatorian at McDermitt High School (Humboldt County) was

granted a scholarship to Beauty College in Sparks, Nevada. Others at McDermitt

High School who received awards are: Idel Smart who was granted a scholarship

to attend Haskell Institute, Lawrence, Kansas, and Valerie Harjo who has a

scholarship to attend Bacone Junior College, Oklahoma.

At Owyhee High School (Elko County) Bessie Dodson, Salutatorian was named the

"Outstanding Girl of the Year" and also received the Arian eward. Other

awards went to Linda Jim in Home Economics; Elissa Dodson in English and

Kenneth Jack in Social Studies.

Leatrice Murphy a June graduate from White Pine High School, Ely, Nevada will

train as a Keypunch Operator in Los Angeles. She was active in Future Home-

makers of America and Drama Club, Girls Athletic Association and in the Art

Service Club.

Frank Merril Fisk was named a member of the National Honor Society from

Pershing County High School.

Among the students who graduated from Fernley High School (Lyon County) were:

Richard Frazier who was Senior Class Vice President, Block F President,

Future Farmers of America, Treasurer, Newspaper, Junior Varsity & Varsity

Basketball and Football; Glenn Moran, Block F, Future Teachers of America,

Pep Club, Thespians, Yearbook, Varsity Basketball, Football and Track;

Kenneth Benjamin, Block F, Future Farmers of America, Pep Club, Junior Varsity

and Varsity Basketball; Floyd Dunn, Future Farmers of America, Junior Varsity

Basketball; Judy Harris, Folk Song Club, Drill Team, Future Teachers of America,

and Pep Club; Allen Houten, Block F, Future Farmers of America, Sentinel,

Football and Track; John Winap, Block F, Future Farmers of America, Sentinel,

Junior Varsity and Varsity Basketball and Football.

SPECIAL FUND ALLOCATIONS,

CHURCHILL COUNTY

A grant of $1,800.00 was made toward an Elementary Counselor's salary,

and $1,700.00 was granted to the Teacher's Aide salary.

Bus transportation costs from the Stillwater Reservation to kindergarten

was provided by Johnson-O'Malley funds in the amount of $1,517.00.

Paul L. Hinz was reimbursed per diem and travel expenses to the Bureau of

Indian Affairs Cross-Cultural Workshop at Stewart in June to the extent of

$76.60. - Total $5_._093.60 - Special Fund Allocation.

CLARK COUNTY

Bus transportation costs from the Las Vegas Indian Colony to Quannah

McCall School was paid by a grant of $1,672.20 for kindergarten children.

(Kindergarten transportation is not furnished by Clark County School District)

Total - $1.672.20.

ELKO COUNTY

A $7,000.00 grant was made to cover the salary of a Special Education

teacher at Owyhee.Grants in the amount of $2,000.00, each, for night supervised study halls

was made to Owyhee and Elko.The Owyhee Student Body Fund was granted $650.00 to assist in their expenses.

A special book allocation in the amount of $500.00 was paid to the Owyhee

Library Department for books whose titles involve stories about Indians.

A grant of $2,800.00 was made as a partial payment for Owyhee band uniforms.

Total - $14,950.00.

HUMBOLDT COMM

A grant of $6,000.00 was made to cover the salary of a band instructor

and $2,000.00 toward the salary of a counselor at McDermitt school.

$3,800.00 was granted toward the salaries of two Indian teacher aides at

McDermitt School.A grant of $2,350.00 was made to assist travel and per diem for

representation at Future Farmers of America Conference, meetings, and a

contribution to the McDermitt Student Body Fund.$500.00 was contributed to McDermitt Library for a special book allocation for

the purchase of books whose titles involve stories about Indians.

A claim of $188.60 was paid to Glenn Nutting to reimburse him for expenses

incurred while attending the BIA Workshop at Stewart. - Total $14,838.60.

Special Fund Allocations - continued

LANDER COUNTY

A grant of $500.00 was made to assist in paying for a teacher aide.

Total - $500.90.

LYON COUNTY

A grant of $4,400.00 was made to assist the Fernley Schools in purchasing

industrial arts equipment and special supplies for their industrial arts

department.$500.00 was granted to Fernley schools for the purchase of special books

on Indians.A special grant of $600.00 was made to the Fernley schools to be used

towards school activities transportation, school time insurance, activity

dues, physical education uniforms of Indian students, and towards the

Student Body Fund. - Total $5.500.00,

MINERAL COUNTY

$250.00 was paid for a special book allocation to the Schurz School for thepurchase of books whose titles involve stories about Indians.

A $600.00 grant was made to the Schurz Student Body Fund.

A grant of $1,827.50 was made for the purchase of various Sony equipment

(videocorder, camera kit, viewfinder, zoom lens, monitor, tapes, etc.)

Eleanor Grosch was reimbursed $18.40 for travel expense to the BIA workshop.

Total $3.595.90.

NYE COUNTY

Grants of $310.00 each was made to the Duckwater Attendance Area and to the

Yomba Attendance Area for field trips.The Ycmba and Duckwater Attendance Areas were each granted $250.00 for

an enrichment program.A total of $470.50 was paid in per diem and travel claims to Edna Jean

Forsgren, Lina Sharp and Florence Robinson for their attendance to the BIA

Workshop held in Stewart, Nevada June 8-27. Total - $1,590.50.

WASHOE COUNTY

A claim of $823.50 was paid to cover kindergarten transportation costs to

Orvis Ring SchoolA total grant of $2,300.00 was made to cover the expense of an evening study

center at E. Otis Vaughan school.A grant of $500.00 was made to cover band instruments for the Natchez School

at Nixon.$200.00 was granted for field trips for the Natchez school children.

A $500.00 special book allocation was made to Natchez school for the purchase of

books whose titles involve Indians.

Washoe County - continued

Two Indian students who wished to study for their high school creditsfor a diploma were assisted by paying their tuition and books in theamount of $181.40.Tuition in the amount of $76.00 was paid for two Indian students in thesummer school program.A grant of $106.60 was made to reimburse Foe Mentaberry travel and perdiem to the BIA Workshop at Stewart.Total $4JI7 012.

A special allocation in the amount of $1,260.00 was paid to WesternVideo Industries, Inc. for 36 lessons in science which is available foruse by all Johnson-O'Malley participants, expecially the McDermitt,

Owyhee and Schurz Attendance Areas. - $1,260.00.
