1. Background
Economic of the majority of the community in Palaw Township are based on the farm related activities
through growing rice and cash crops such as rubber, flowers, beans, betel leaves, betel nuts and cashew
nuts. Apart from this people make their living from raising livestock, especially pigs and poultry, petty
trade, running small shops and handicraft business. Many landless people are working as seasonal farm
labourers, migrating to urban regions during non-planting time to find temporary employment.
Farming households produce primarily for home consumption, using traditional, low-input systems.
Surpluses are sold to cover household monetary needs.
Most of these small businesses are struggling with a multitude of constraints that hinder their
development potential. They have difficulties in generating value-added products, accessing markets
and realizing additional cash income. Underlying all these difficulties are;
A lack of support, advice and skills to run a business
Poor business infrastructure such as electricity and poor access to technical knowledge (e.g. on
effective processing, grading and storing techniques for agricultural products);
Lack of access to financial services or savings and capital to invest in technology and know-how
that could add value to their products;
Lack of MSMEs development, luck of stable jobs and local job opportunities, low wages belong to the
main push factors that cause people from the target area to migrate aboard and being retarded their
Socio-Economic Development.
2. Objectives
Small Business Start-up Skills Training is directly related to Output 2.2 of Income and Economic
Development Project Logical Framework Objective that Village Saving and Loan Association members
linked to knowledge and information on financial management and business development.
This is also linked to WVM National Strategic Guidance for Economic Development FY12-15,
Strategic objective 1 - Capacity Building for Economic Development
Enhanced capacity of staff, partners and communities to effectively plan and implement economic development activities
Sub objectives
1.1. Increased capacity of National Office, ADP staff and partners to help communities to build the skills and expertise required to create economic growth opportunities
1.2. Enhanced household and community capacity to plan and manage their own economic development process
Small Business Start-up Skills Training in Palaw Township intends to
VSLA members to increase knowledge on production planning, business and financial
management skills, and quality management
VSLA members are realized their available resource and recognized possible small business they
can do
VSLA members has idea on how to invest their saving money in their interested business
VSLA members has capacity to learn/ absorb and able to apply what they have learnt from
training
In combination these interventions will contribute to improved household economic well-being and
economic capacity of caregivers to provide well for their children.
3. Limitations
Time limitation to conduct training in all title of curriculum book in two days,
Transportation: Time limitation to start and end on time, because some participants came from
remote villages who are late about 10 to 15 minutes
Absent or substitute of participants: 2 trainees joined in second day only. 1 participant substitute
with her family member in second day because of work
Basic writing and calculation skills of participants are not equal: it was difficult for trainer to adjust
the timing and harmony of training.

6. Methodology of the Training
Participatory Learning Approach used in this training such as identify their interested type of small
business, group discussions, self-calculation of costing and budgeting, individual business plan etc. and
conceptual talks.
Training made by three major modules;
1. Basic Knowledge of Economics: such as goods and service, production factors, demand-supply
and equilibrium etc.
2. Marketing: such as market, market analysis, identify the targeted market, pricing, marketing
strategies etc.
3. Basic Accounting and Financial Control: include basic accounting knowledge, practical
exercise such as costing, budget estimate, general ledger and cash book control, book keeping
etc.

8. Output of the Training
This two day training that could be improve the knowledge of the basic economic concept and
practice of the attendance who are VSLA member especially from 12 villages from different location of
Palaw township.
Most of the VSLA will improve their knowledge the following items by participation in this training.
Basic knowledge of Economics
How to start the small business by their own capacity
What are the requirements to start-up the small business
How to maintain the monetary and how to control the financial
Psychologically spark willingness to start the small business and self confidence

10. Information from individual Business-Plan of participants
According to the individual Business-Plan results, trading is the most interested type of business and livestock second and Agriculture is third.

All of participants already have at least two resources of production factors. Among them, some 37%
has all of production factors Land, Labor and Capital. Note: Entrepreneur or Enterprise can be
considered as themselves. According to this result, it is close to reality to start-up the business and they
will apply this training knowledge soon.
As a result of this training, 0%, no one of participant are fail in the writing their individual business plan.
26% very well understand on the training and they made Perfect Plan. 74% made Good Plan that
acceptable and seems well understand on the training.

11. Lesson Learnt and Suggestions This training is the first training to be modified the Small Business Start-Up Skills Training
curriculum and guide book. We find out that to be understand all the components of the carriculum,
we need more time. Two days training can be covered only give the knowledge of some highlight
points and participants have to learn themselves by Handout and Curriculum book.
Time arragement- Most of participants are come from very far village, after 4 PM, there
were difficult to organised and difficult to get their well attention.
Some are not skill in writing or calculating, Trainer has to check them to be finish on time with
other participants. Different background and level of education of participants have to be considered.
Most of the participants (78%) have experiences in their interested business or have been control
the financial or own business. There are 22% of participants as green-horn business entrepreneur who
have never experience in those field or own financial controls of business experience. As a suggestion,
we should make an evaluation of those trainees at the end of the project eg. How many participants of
non-experience person are really starting the business? And also, how many participants of experience
person are really expended their existing business or skills up or successful?
