Consultation on the Review of European Waste Management Targets

The European Commission has appointed Eunomia Research & Consulting to begin a ‘Consultation on the Review of European Waste Management Targets’ in order to identify the issues and to propose possible solutions to the targets in the Waste Framework Directive, the Landfill Directive, and the Packaging and Packaging Waste Directive.

The two main aims of this work are to respond to the review clauses set out in the Directives, and to bring these targets in line with the Commission’s ambitions of promoting resource efficiency as detailed in the Roadmap on Resource Efficiency

Anybody (Individual or organisation) that wishes may take part in the consultation via the project website by clicking here.

Repak will be making a submission on behalf of our membership in due course. In advance of this we would like to invite our member companies to send us feedback relating to this review. Please see below for contact details.

We also encourage member companies to make independent submissions direct to the consultants outlining any particular concerns that you might have regarding waste management targets – both existing and any potential changes. By doing so you will be ensuring your voice is heard within the decision making process.

The consultation process will remain open until 10th September 2013, after which the results will be analysed by Eunomia before being published on the project’s official website and on Your Voice in Europe.

Repak will shortly be inviting nominations from member companies to seek election as Member Directors of the company.

The Repak scheme operates as a “shared responsibility” model, based on the packaging supply / value chain, and the composition of the Member Directors will reflect the following sectors.

2013 Green EnterpriseFunding Call

The EPA has announced a new round of funding to support businesses/organisations, improve environmental performance, profits and efficiency. Formerly known as the Cleaner Greener Production Programme (CGPP) this programme is currently being rebranded as GreenEnterprise. GreenEnterprise is now open for applications and you can find more information on the EPA website.

Please note that applications must be made using the EPA Grant Application Portal and that this is a two-step process involving:

1. Deadline for submission of proposals by applicants: 9th July 2013 (5pm).2. Deadline for authorisation of proposals by organisation management: 16th July 2013

(5pm).

Belgian Study on Expanding the Collection of Beverage Packaging

Fost Plus the Belgian packaging compliance scheme, has recently published the results of a study on Plastic, Metals and Drinks (PMD) packaging entitled “The expansion of PMD collection: A feasible option today?”

Over the last two years Fost Plus has been examining what would happen if the collection of plastic packaging was expanded. At the moment in Belgium various types of plastic packaging are not collected with other metal packaging and drinks cartons. Fost Plus were particularly interested in the environmental benefits, costs and consumer perception of such a change.

The report concludes that while the expansion of PMD collection has a positive impact on the environment, it remains fairly limited due to high loss rates and non-recyclable categories. In terms of consumer perception, the report concludes that consumers see little point in an expanded collection if it is only limited to container parks (recycling centres). In relation to cost, the report concludes that the expansion of selective PMD collection would entail additional operating costs which are particularly high when compared with the relatively limited and uncertain environmental benefits from such an expanded collection.

“The Fost Plus study clearly shows that the expansion of PMD collection offers a great deal of possibilities, but that it does not yet deliver the results hoped for. The particularly high additional costs of the expansion also raise questions; as of now, these costs do not justify the environmental benefits.”
