Executive Summary
The ultimate purpose of Hawaii’s war memorials is to honor those who made the supremesacrifice in defense of our country’s freedom. The goal of the Hawaii State-County Veterans’Cemetery system is to provide final resting place for veterans and their eligible family members.The report includes ratings for each of the eight State veteran cemeteries, eleven Statememorial sites honoring our veterans and one veterans home. Seven of the above mentionedsites are located on Oahu, seven on Hawaii, one each on the islands of Maui, Molokai and Lanaiand three on Kauai.
Act 63 passed by the Eighteenth Legislature, 1995, State of Hawaii and amended in 1997, tasksthe Office of Veterans Services to: “Inspect every three years all state war memorials andveterans’ cemeteries for repair and maintenance deficiencies, and report all repair andmaintenance problems at these memorials and cemeteries to the adjutant general,comptroller, and the legislature prior to the start of the next regular session.” The purpose ofthese inspections is to ensure that these war memorials and cemeteries are in good repair andworthy of the honor and respect due the memories of those they represent.
Inspection teams, using the Inspection Checklist, went to each of the twenty sites andperformed a thorough evaluation. Each site was deemed to be either: excellent, good, or fair.An excellent site had no discrepancies and was clean and well maintained. A good site hadminor discrepancies; however, it too was clean and fairly well maintained. A fair site requiredrepair or maintenance. This may be ground maintenance, structural repair, replacement of thememorial or general cleaning and upkeep.
This report concentrated only on State war memorials and cemeteries within the Hawaii State-County Veterans’ Cemetery system. The National Memorial Cemetery of the Pacific orPunchbowl as it is known, is a federally funded cemetery located on Oahu and was not includedin this report.

Introduction
The State’s war memorials are intended to remind future generations of Hawaii’s residents ofour values and freedoms for which so many of our sons and daughters sacrificed their lives.The Hawaii State-County Veterans Cemetery system is the final resting place of our country’sfallen heroes, comrades in arms, and their immediate family members. The ultimate goal ofboth the cemeteries and monuments is to honor the men and women who have servedhonorably in the armed forces of the United States.

Hawaii’s State war memorials and veterans’ cemeteries are our promise to veterans that theirdeeds, service, names will not be forgotten. In 1976, the legislature declared that the historicalheritage of the state is among one of our most important assets. This sentiment was codified insection GE-i of the Hawaii Revised Statutes.
It is the State’s policy to provide leadership in preserving, restoring, and maintaining historicproperty, and to engage in programs at all levels of Government that promote education,inspiration, pleasure, and enrichment for its citizens. These programs ensure the preservationand enhancement of historic property such as our memorials, veterans’ cemeteries andveterans’ homes for future generations.
Purpose of the Study
The purpose of this study as specified in Act 63, as amended: is to “Inspect every three years, allstate war memorials and veterans cemeteries for repair and maintenance deficiencies, andreport all repair and maintenance problems at these memorials and cemeteries to the adjutantgeneral, comptroller, and the legislature prior to the start of the next regular session.” This willensure that potential problems are detected and scheduled for repair as expeditiously aspossible.
As required by the Act, this report is provided to the Adjutant General, the State of HawaiiComptroller and the Legislature.
Scope of Assessment
In total, twenty locations were assessed. Included in the assessment were all war memorials,one freeway maintained by the State of Hawaii and eight veteran’s cemeteries comprising theHawaii State-County Veterans’ Cemetery system. The numbers and location of war memorialsincluding freeway and veterans cemeteries are shown in Table 2.

Office of Veterans Services (OVS) staff, members of the Advisory Board on Veterans Services orselected experts were asked to inspect each site using an inspection checklist. The checklistcontained fourteen items used to identify any maintenance, repair, American with DisabilitiesAct (ADA) requirements and an overall rating of the condition of the site. The individualcategories listed on the inspection checklist were: grounds, roads, burial sites, headstones,plaques and features, structures or buildings, safety, room, bed, pool, drainage, utilities, ADA,and other. These items were rated as satisfactory or unsatisfactory with remarks as necessaryto explain the rating. The overall condition of the site was rated as excellent, good, or fair. Anexcellent site had no discrepancies and was clean and well maintained. A good site had minordiscrepancies; however, it too was fairly clean and well maintained. A fair site required repairor maintenance. This may be ground maintenance, structural repair, replacement of thememorial or general cleaning and upkeep.
Repair and Maintenance Findings
The assessment teams evaluated twenty sites. Two cemeteries were rated excellent which arethe Hilo Veterans Cemetery No. 1 and the West Hawaii Cemetery; three Memorial Plaqueswere rated excellent, which are the 29th Infantry Memorials, the Keaukaha Military ReservationArmory Memorial Plaque and the Pahala Memorial Plaque. Lastly, the Yukio Okutsu VeteransLong Term Care Home in Hilo was rated in excellent overall condition. A total of six StateMemorials were rated overall in excellent condition.
Nine sites were rated overall in good condition in need of a few repairs. That would includethree cemeteries, the Hawaii State Veterans Cemetery in Kaneohe, Hilo Veterans Cemetery No.2 and the Lanai Veterans Cemetery. The Interstate H-2 Veterans Memorial Highway on Oahuwas rated in good condition. Lastly, five memorial monuments were rated in good overallcondition which includes the Armed Forces Eternal Flame, the Korean and Vietnam WarMemorials, the WWII Monument the Varsity Victory Volunteers Sculpture, and the GeneralLyman Airport Memorial.
Finally, a total of five sites were rated in fair condition and in need of major repairs. Amongthem were three veterans cemeteries which are the Makawao Veterans Cemetery on Maui, theHoolehua Veterans Cemetery on Molokai and the Kauai Veterans Cemetery. The KauaiVeterans Memorial Hospital and the Waimea War Memorial Swimming Pool on Kauai wererated in fair condition.
Methodology

Following are the individual inspection checklist and photographs of each site. A review ofthese materials will provide a detailed assessment of each State war memorial, the freeway,veterans cemeteries, memorial hospital, long term care home and memorial swimming pool.

Name of Site: Varsity Victory Volunteers Sculpture Date: February 25, 2014Type: XMemorial Island: X OahuDescription of Site: The Varsity Victory Volunteers Sculpture is located at the University ofHawaii, Student Services Center. This sculpture is mounted on a wood framed plastic laminatedbase. It is dedicated to the Nisei volunteers who worked on military construction projects. In1g42, these volunteers formed the nucleus of the 442nd Regimental Combat Team. The StateFoundation on Culture and the Arts erected the sculpture. The Sculpture was inspired by theJapanese folk story, ‘Momotaro,’t the peach boy who came from humble beginnings whoovercame great odds and adversity to save his village.
