Pennsylvania Voter Identification Protection Act (Act 18 of 2012)One Citizen, One Vote, One Valid Photo ID

Currently in pennsylvania it is impossible to board a commercial airplane, cash a paycheck, operate a motor vehicle or even purchase prescription eyeglasses without displaying valid photo identification.

Requiring voters to prove who they claim to be is a commonsense policy to protect the integrity of the election process.

What types of identification are acceptable at the polls?

identification issued by:• the United states government*• the commonwealth of Pennsylvania**• a municipality in the commonwealth to

a municipal employee • an accredited Pennsylvania public or

private institution of higher learning • a licensed Pennsylvania care facility

Unless otherwise noted, photo identification for voting purposes must include name, photograph and an expiration date that has not expired.

if a voter comes to the polls to cast a ballot without the proper voter identification, he/she will be allowed to cast a provisional ballot and will have six days to provide photo identification or an affirmation to the county elections office to have the ballot count.

* In the case of a document from an agency of the armed forces of the United States or their reserve components, including the Pennsylvania National Guard, that establishes the voter as a current member or a veteran of the United States Armed Forces or National Guard and that does not designate a specific date on which the document expires, the document must include a notation indicating that the expiration is indefinite.

**If the identification is issued by the Department of Transportation, then the expiration of the identification cannot be more than 12 months passed the expiration date.

What changes have been made to ensure the integrity of

absentee ballots?

For a qualified absentee ballot voter, the following information must be provided with the application:• if the voter has a current driver’s license or

photo identification card, the identification number must be included.

• if the voter does not have a current driver’s license or photo identification card, the last four digits of the voter’s social security number must be included.

• a copy of a form of photo identification listed in this publication.

Upon receipt of an absentee ballot application, the applicable county board of elections will verify the proof of identification and compare all information in the application with information in the voter’s registration record.

if a voter fails to include proof of identification with the application, the county board of elections must send notice to the voter, along with the absentee ballot, that the voter is required to provide proof of identification when he/she returns the absentee ballot to the board.
