RESOLUTION 2020-07

ADMINISTRATIVE CODE PROVISIONS CONCERNING ESTABLISHMENT AND

UTILIZATION OF BANK DEPOSITORIES WHEREAS, N.J.S.A. 40:20-1.3 provides that the Board of Chosen Freeholders may adopt an Administrative Code which requires the County Board of Taxation, County Board of Elections, Jury Commissioners of the County, County Register of Deeds, County Clerk, Surrogate and Sheriff to comply with annual budgetary procedures and requirements, and accounting controls. N.J.S.A. 40:20-1.4 provides that the Board of Chosen Freeholders are authorized and empowered to make policy and management decisions related to those activities of any independent boards of county government or State appointed officials of county government which are duplicative in nature or duplicate the activities, responsibilities or duties of any other agency or department of county government. N.J.S.A 40:23-9 permits the Board of Chosen Freeholders to direct by resolution, that all monies belonging to the County must be deposited in a depository selected by the Board. The Freeholders have determined that it is appropriate that all monetary deposits of the County be coordinated through the County CFO to insure adequate fiscal control and financial oversight. NOW, THEREFORE, BE IT RESOLVED, by the Hunterdon County Board of Chosen Freeholders as follows: 1. This Policy applies to all officials, departments, employees, agencies, boards and commissions of

the County of Hunterdon utilizing public funds, either through the Hunterdon County budget or under the governmental authority of the County, including the County Board of Taxation, the County Board of Elections, the Jury Commissioners of the County, County Register of Deeds, County Clerk, Surrogate and Sheriff.

2. Pursuant to N.J.S.A. 40:23-9, only depositories designated by the Hunterdon County Board of

Chosen Freeholders shall be used. 3. No official, department, employee, board, agency or commission of the County, nor the County

Board of Taxation, the County Board of Elections, the Jury Commissioners of the County, the County Register of Deeds, the County Clerk, the Surrogate, or the Sheriff shall establish, maintain or utilize any banking or financial institution or establish any account unless it has the prior approval of, and with coordination through, the County CFO whose concurrence must be obtained to establish and utilize the banking institutions for the purposes required.

4. In accordance with the provisions of N.J.S.A. 40:20-1.3, this portion of the County Administrative

WHEREAS, The Solid Waste Advisory Committee (SWAC), established in accordance with N.J.S.A. 13:1E-20, has an important role in advising the Board of Chosen Freeholders of the County of Hunterdon on the County’s Solid Waste Management Plan; and WHEREAS, there are several Hunterdon County residents who have expressed an interest in serving on the Solid Waste Advisory Committee and have been designated by their respective municipalities as SWAC members; and WHEREAS, to ensure the Committee’s proper function as outlined in the Solid Waste Committee’s ByLaws, the membership requires reconstitution; NOW, THEREFORE, BE IT RESOLVED, that the Hunterdon County Board of Chosen Freeholders hereby rescinds all SWAC appointments made on January 6, 2020; and BE IT FURTHER RESOLVED, that the Board of Chosen Freeholders of the County of Hunterdon hereby amends all appointments to SWAC in accordance with this Resolution; with the appointees listed below:

WHEREAS, the County of Hunterdon is intending to apply for a Small Cities Community Development Block Grant from the New Jersey Department of Community Affairs (hereinafter DCA) for a housing rehabilitation project within the County of Hunterdon; and WHEREAS, the housing rehabilitation project will be provided on a County wide basis; and WHEREAS, the County of Hunterdon must make efforts to affirmatively further fair housing; and WHEREAS, the County of Hunterdon has reviewed various actions that would be acceptable to the New Jersey State Department of Community Affairs and the U.S. Department of Housing and Urban Development; and WHEREAS, the County of Hunterdon has made assurances in the grant agreement that: (1) It will comply with the Housing and Community Development Act of 1974, as amended, and Regulations issued thereto; and (2) It will comply with the Civil Rights Act of 1964, and the regulations issued thereto it; and (3) It will comply with the Fair Housing Act of 1968, and will affirmatively further fair housing; and (4) It will comply with the Age Discrimination Act of 1975, and with the Rehabilitation Act of 1973. NOW, THEREFORE, BE IT RESOLVED, that Meagan O’Reilly, Human Services Administrator, shall be designated as the Fair Housing Officer for the County of Hunterdon; and BE IT FURTHER RESOLVED, that the Fair Housing Officer shall provide fair housing advisory services and assistance and referral advice to persons requesting such assistance from the County of Hunterdon; and BE IT FURTHER RESOLVED, that the County of Hunterdon will conduct a public information and outreach campaign to publicize the County of Hunterdon’s fair housing services.

County RFP #0088-2019 WHEREAS, the County of Hunterdon has a need to retain a broker of record and provider of risk management services; and WHEREAS, proposals were solicited pursuant to N.J.S.A. 40A:11-5(m); WHEREAS, the Local Public Contracts Law (N.J.S.A. 40A:11-5(1)(a)(ii) requires that the resolution authorizing the award of certain contracts and the contract itself must be available for public inspection; and WHEREAS, County Counsel has verified that this meets the statute and regulations governing the award of said contracts; NOW, THEREFORE, BE IT RESOLVED, by the Hunterdon County Board of Chosen Freeholders as follows: 01. The Hunterdon County Board of Chosen Freeholders hereby accepts the terms as
