Dear Mr. Zeller:
This letter is intended to officially notify the US EPA and SC DHEC that Construction Activitiesfor the GSST Site Remedial Action have now been completed. The Pre-Final Inspection wasconducted on April 25,1996, as part of the Monthly Progress Meeting. The Attendance Sheetand Final Construction Punchlist are enclosed for your review.Heritage Environmental Services demobilized from the site on April 26,1996, and the seedingand fertilizing activities were completed on May 8,1996. Analytical results from soil samplescollected from the backhoe trench near the "grassy knoll" show no indications of siteconstituents of concern above Remedial Action Target Concentrations (RATCs). These data areattached for your review. All indications, at this point, are that no further action will berequired in this regard.Preparation of the Remedial Action Report is underway and scheduled to be submitted forGSTG review by May 31,1996. The final "as-built" record drawings will be included as a partof this submittal. We anticipate submission of the Remedial Action Report by June 15,1996.

Dear Mr. Webb:
On behalf of U.S. EPA - Region IV, it is with great pleasure that I forward the FinalClose-Out Report for the Golden Strip Septic Tank (GSST) NPL Site near Simpsonville, SouthCarolina. The Final Clotfe-Out Report (FCOR) was approved by Mr. A. Stanley Meiburg, DeputyRegional Administrator, during a briefing on September 30, 1996. Approval of the FCORdocuments Site Completion at the GSST NPL Site. A letter from the South Carolina Departmentof Health and Environmental Control (SCDHEC) which provides concurrence with EPA'sdecision in this regard, is also enclosed for your information and files.
EPA-Region IV will now initiate the process to delete the GSST Site from the NationalPriorities List. This includes the following activities:
• Obtain State concurrence to delete the site from NPL, compilation of the deletion docket,and preparation of the Notice of Intent to Delete (NOID) for EPA Headquarters' reviewand Regional Administrator approval; •
• Publication of the NOID in the Federal Register and a notice in a local newspaper ofgeneral distribution, which initiates the 30-day public comment period;
• Preparation of a responsiveness summary, if necessary; and
• Publication of the Notice of Deletion in the Federal Register.
I plan to begin working on the above activities in the near future, and expect to formallydelete the GSST Site from the NPL by Spring 1997.

EPA appreciates RMT's technical competence, innovation and overall attention to detailthat was demonstrated consistently throughout the RI/FS and RD/RA process at the GSST Site.You and your colleagues at RMT played a vital role in building the trust of EPA and SCDHECwhich resulted in the establishment of a successful working relationship between all involvedentities. Moreover, the cooperative nature and commitment of the Golden Strip Task Group(GSTG) facilitated the achievement of the project objectives.
Our collective efforts should now be directed toward returning the GSST Site to futureuses that will benefit the surrounding community. EPA acknowledges the rather sensitive issuessurrounding property acquisition from the Rice family. Current EPA initiatives such asBrownfields do not provide funding for real estate transfers or acquisitions. However, EPAremains committed to providing other assistance, as identified, to RMT and the GSTG to ensurethat this property is returned to future beneficial use.
