ADDENDUM TO SAMPLING AND ANALYSIS PLANFOR RAYMARK SITE

GENERAL REVISIONS

The following are general revisions applicable to the entire SAP document:

1. The approval sheet for the Raymark Sampling and Analysis Plan (SAP) isattached.

2. The names and addresses of the police and fire department and an emergencyroute map are attached.

QUALITY ASSURANCE PROJECT PLAN

The following revisions apply to the Quality Assurance Project Plan (QAPjP):

1. The Table of Contents of the QAPjP is revised as attached.

2. Section 2, the subsurface soil and ground water sampling are revised as follows(page 7 of 8):

• Subsurface soils - up to 20 samples for the Target Compound List(TCL) of VOCs, 10 samples for VOCs by the Methanol PreservativeVOC Method (Methanol Method), four samples for other TCL non-VOC organics (includes base neutral/acid extractables (BNAEs), pesti-cides and polychorinated biphenyls (PCBs)), four samples for the TargetAnalyte List (TAL) of metals and total cyanide, four samples for geo-technical parameters and total organic carbon (TOC), and one samplefor leachabflity of metals by the ASTM Standard Test Method forShake Extraction of Solid Waste and Water (ASTM Shake Test). Upto 10 additional soil borings may be installed for TCL VOCs and VOCsby the Methanol Method sampling, if the results of the surface soil sam-pling, soil gas results, or the headspace analysis of subsurface soilsamples indicate additional information is needed.

* Ground water - 29 samples for TCL VOCs (low detection limitmethod), one sample for TCL non-VOC organics (BNAEs, pesticides,and PCBs), TAL metals (total and dissolved), total cyanide, and totalsuspended solids (TSS). Field measurements (pH, redox potential (Eh),specific conductance, and temperature) will also be taken for allsamples.

6. The number of QC samples for subsurface soil samples to be analyzed forVOCs by the Methanol Method have been changed as discussed with ColleenWalling of the EPA Region HI Central Regional Laboratory on May 24, 1990.The following changes have been made:

• Equipment rinse blanks wfll no longer be taken each day, instead twoequipment rinse blanks will be taken each week soil samples arecollected.

• Trip blanks for VOC analysis by the Methanol Method will no longerbe taken each day, instead samples will be shipped every other day andonly one trip blank will accompany each shipment.

7, Table 4-2, Collection Frequencies of Field QC Samples, is revised as attached.

8. Sludge and waste pit samples for VOC analysis will be handled in the field andanalyzed as high concentration samples. The analytical request type will bechanged from RAS to SAS and a SAS request form will be prepared for thisanalysis.

9. Tables 8-1 and 8-2, are revised as attached, to include only compounds on theTarget Compound List and analytes on the Target Analyte List.

10. It has not yet been determined by the CRL what bottle size or type will beused for the soil samples to be analyzed by the Methanol Method.

FIELD SAMPLING PLAN

The following revisions apply to the Field Sampling Plan (FSP):

1. The Table of Contents of the FSP is revised as attached.

2. Section 2, the subsurface soil boring locations are revised as follows (page 1 of15):

A total of 10 borings will be advanced to collect subsurface soil samples withsplitspoons and shelby tube samplers at the proposed locations shown inFigure 2-1. Table 2-1 summarizes the subsurface soil boring program.

Borings will be installed as described in the FSP except for the following:

* No background boring will be installed (this was boring B-9 in the DraftFSP).

• Boring B-ll will no longer be installed as per the May 24, 1990Raymark site visit with Mike Towle.

* Boring B-10 will be moved south of the main site building, just east ofthe MW-3 well cluster based on-site visit with Mike Towle.

• Boring B-9 as defined in the Raymark SAP shall be moved to the frontof the property, adjacent to the MW-2 well cluster.

Two soil samples per boring will be sent for TCL VOC analysis. Thebasis for the selection will be as follows:

• The sample with the highest headspace VOC concentration

• The deepest sample with headspace response

If no sample in the boring exhibits elevated headspace readings, onlyone sample per boring will be submitted for TCL VOC analysis usingstandard CLP procedures. This sample should be selected based on vis-ual indications of contamination. If visual evidence of contamination isabsent, the interval just above the tope of bedrock should be selected.

Sampling for analysis by the Methanol Method remains as described inthe FSP.

The samples with the highest VOC headspace response in each of thefollowing borings wfll undergo analysis for TCL non-VOC organics(BNAEs, pesticides, and PCBs):

* One boring in the area of four lagoons (B-2)

• One boring in fifth lagoon (B-5)

* Boring near waste pit (B-6)

• Boring (B-4), selected based on the surface soil sampling results

Samples from the zero to 1 foot interval are not required followingcompletion of the surface soil sampling program.

One sample will be collected for metals and cyanide analysis from theseborings. Samples will be collected from the first fine grained materialencountered in borings outside the Four Lagoon area. Samples fromthe lagoon borings will be taken from sludge (if present) or from thefirst native materials encountered.

If no fine grained material in non-lagoon borings is observed or nosludge or native material can be seen in the lagoon borings, the samplewfll be taken from the zone with the highest HNu response. If no sam-ples in the borings exhibit elevated headspace readings, a sample shouldbe selected based on visual indications of contamination. If no HNuresponse or visual contamination is noted, the sample will be takenfrom the interval just above bedrock.

The ASTM "Shake Test" will be performed on one sample from a bor-ing in the four lagoon area. The sample will be collected from lagoonsludge or soil beneath the area of the four lagoons.

If insufficient sample volume occurs, sample collection shall be priori-tized as follows:

1. TCLVOCs2. TCL VOCs by the Methanol Method3. TAL and cyanide4. TCL non-VOC organics5. Geotechnical parameters6. ASTM Shake Test

If sample volume is insufficient, the remaining samples will be collected fromthe next splitspoon volume, if current borehole depth is non-critical (e.g., lowVOC response). If the current borehole depth is critical (e.g., elevated VOCresponse), the remaining samples will be collected from an adjacent boring.

Table 2-1, Raymark RI Proposed Sampling and Analytical Program, is revisedas attached. Refer to this table for analysis planned.

5. Figure 2-1, Proposed Boring Location are revised as attached. This figureshows the revised boring locations based on the soil gas and surface soil sam-pling results.

6, Section 2 (page 6 of 15), the well installation program is revised to include oneadditional well (MW-4) at a location to be determined. This well will beapproximately 100 feet deep and drilled as open hole to allow geophysical log-ging and packer testing. The well will be completed with PVC screen andriser.

7. Based on the May 24, 1990 Raymark site visit with Mike Towle, the followingrevisions to Section 2 will also be made:

• Well Cluster MW-2 will be moved northward 50 feet" away from thefront building entrance.

• Well cluster MW-2 will have low standpipes (2 feet).

Well cluster MW-3 will be placed on the asphalt just of the islandmedian between the site entrances.

• The selection of either standpipe or flushmount roadbox at MW-3 lusterwill be confirmed at a later date.

The location of MW-4 as stated in the Raymark SAP will remaintentative.

8. Downhole geophysical logging will be performed on the deep wells in the threeclusters (MW-1, MW-2, and MW-3) and the additional well (MW-4). Loggingwill be performed by the United States Geologic Services (USGS).

9. Section 2 (page 7 of 15), packer testing will be performed only on well MW-4.A maximum of three zones will be tested. Each zone will be pumped until thezone stabilizes and a pumping rate is determined or a maximum of 8 hours.Water pressure or water level will be monitored below, within, and above thepumped zone to verify that proper packer seals have been established. Theair pressure within the packer will also be monitored to verify the packer seal.

10. Section 2 (page 7 of 15), ground water samples will be collected from each .zone during packer testing of well MW-4 as follows:

Down-hole geophysical logging will be performed on the deep wells in each well clus-ter and welt MW-4. The downhole geophysical logging will be performed byUSGS. Based on the results, EPA will determine the screen intervals for thetwo shallower wells in each of the clusters. Packer testing will be performedonly on well MW-4.

23. Section 3 (page 7 of 17), the fracture zones will be identified by the followingprocedure. The subcontractor will core the deep hole of the first well clusterto approximately 200 feet and ream the cored hole. The USGS will then con-duct the geophysical logging. Based on the results of this logging, EPA willdetermine the need for shallow wells in each cluster and the screen interval forthe shallower wells.

24. Section 3 (page 7 of 17), the well logging is revised to include Campbell dataloggers on well MW-4. The data loggers will be installed at least 4 days beforeinitiation of the packer test on this well. Downhole geophysical logging will be

Each zone will bepumped until the zone stabilizes and a pumping rate is determined or amaximum of 8 hours. The packer test will be performed after well MW-4 ispumped until the turbidity and sediment are substantially reduced.

26, Section 3, ground water from well development and packer/pump test will bedischarged to the sewer/storm water system only after approval is receivedfrom EPA/PADER.

27. Section 3 (page 8 of 17), the ground water sampling is revised to include 18samples during packer testing of well MW-4. Samples will be collected fromeach of the three packer zones as follows:
