CII Survey – Resumption Of Economic

Activity During Lockdown 2

The CII survey was conducted to

determine the effectiveness of the exit

from lockdown in specified zones and

sectors and elicited responses from

across the country, covering many

sectors and enterprises of all sizes. A

majority of respondents stated that

guidelines issued by the Ministry of

Home Affairs on 15 & 16 April on

operational zones in rural and urban

areas are clearly communicated by

state governments. 57% agreed that

they had clarity while 28% noted that

partial information was available. Only

15% stated that incomplete or no

communication was made available,

noted the CII survey. For sectors

allowed to function, 46% of the CII

surveyed enterprises said that permits

are either not provided or are delayed.

However, over two-fifths of

respondents received permits

smoothly. Movement of workers and

raw materials emerged as key hurdles

in restarting businesses.

CII Report - Indian API Industry- Reaching

the Full Potential

The report lays down pillars required to

make India a manufacturing hub for

APIs and making the nation self-

sufficient. As a short and mid-term

measure, CII recommends to grant

“infrastructure status” to the bulk drug

industry and create common minimum

infrastructure facilities in the form of 4-

5 integrated large-scale clusters to

manufacture critical APIs/

Intermediates and KSMs to achieve

economies of scale. CII further

recommends government support on

capital intensive fermentation based

API industry and dedicated clusters for

the same. Single window clearance

system for establishing an API

manufacturing unit and further product

development, priority environmental

clearances for APIs with definite

timeline, soft loans with long

repayment periods, 20-25% percent

incentives on API Manufacturing are

imperative.

at Workplace’ after lock-down was

organised to discuss the Dos and

Don‟ts for organisations as well as

employees which they should

undertake in order to keep themselves

and the environment at workplace

healthy and safe. The speaker Dr K

Hari Prasad, President - Apollo

Hospitals Division spoke on this subject

and addressed specifics like distance to

be maintained for seating at workplace,

ways to motivate staff to work in

infection-prone places like hospitals

and ways disinfect courier packets/

envelops among other topics.

24 April 2020 - A webinar on ‘The

Future of Brand Communication’

was organised to address the current

issues and emerging trends in the

fields of communication. Companies

and brands have to remain alert and

anticipate the unknown as

23 April 2020 - A webinar was

organised on 'Resuming Site

Operations Post COVID 19

Lockdown focusing on Health,

Hygiene and Safety'. The webinar

aimed at creating awareness to

Environment, Health, Safety (EHS)

professionals involved in re-opening

the manufacturing units and office

spaces post lockdown period. The

session was conducted by Dr Aniruddha

Agnihotri, Head, Environmental

Sustainability, Health & Safety, Tata

Consultancy Services and Mr Mahesh

Chandak, Head of HSE, South Asia,

Bayer. The topics covered included

guidelines to resume site operations,

guidelines on employee travel and field

work and ways to engage & energise

employees working from home.

24 April 2020 - A webinar on Cyber

Security for the Manufacturing

Sector was organised. The session

revolved around the fact that India has

decided to adopt IEC 62443 Cyber

security standard which will be

applicable for Industry. Through this

session, CII aimed at helping the

industry discover how to move forward

to address Operational Technology

(OT) cyber security related challenges

in their organisation.

awareness about OT Cyber security

tools such as vulnerability analysis,

penetration testing, continuous

monitoring of OT landscape and patch

management were discussed in the

session. The session was Chaired by Mr

23 April 2020 - A webinar on

Big Finance Numbers was organised.

Mr Rohit Ghosh, CEO & Founder,

SkillEdge addressed the members. The

webinar was intended for participants

to up-skill themselves for future

finance roles in their career. A

certification programme will also be

organised on this topic.

Planning during a Pandemic was

organised. The session discussed on

risks to family wealth and businesses

across generations, effective ways of

succession planning and practical

issues around Covid-19 and legalities

24 April 2020 - A webinar on

Maintaining Profitability, Cost and

Sustainability in Tough Times was

organised. Mr Manish Sharma, Senior

Manufacturing Excellence, 6 Sigma

Black Belt and Certified Instructor, CII-

JICA was the speaker for this session.

Mr Sharma spoke on the major issues

companies are facing in today‟s

scenario whether its managing the

profitability, cost, inventory, supply

chain or customers. He also spoke on

the break through VSME concept which

was focused to understand the gravity

of the situation with a real time case

study.

Stating that the state government will make a provision of thermal guns which is one of the conditions for industrial units to resume operations, Chief

Minister Pramod Sawant said that “all industrial units have to mandatory

install thermal gun at their units as per MHA guidelines as persons will be

only allowed to enter their premises only after checking their body temperature”. He also stated that the state government is procuring stock of

thermal guns so that even small industrial units can start functioning after

installing them at their gates.

GUJARAT

The Industries and Mines department, Government of Gujarat with reference

to its earlier order of restart of commercial and industrial activities on the line of MHA orders further announced that export oriented units with municipal

limits will be allowed to restart their business activities from 25.04.2020.

However these units should have export orders and should not fall in

containment zone and at the same time they need to seek approval from

District Collector and follow all the safety measures.

Industrial units outside municipal limits were permitted to restart from

20.04.2020. It was observed that workers of these units from nearby villages

were restricted to travel to these units. District Development Officer issued

an order announcing that for industrial units in rural areas that has been permitted to restart by collector, the workers of these units should be

permitted to travel from their village to their respective industrial unit and

back to their home in village (except if the village falls under containment

zone). However, while doing this Sarpanch / administration may scrutinize

and check them for temperature, cough, breathing problems, etc.

MAHARASHTRA

In continuation to the orders issued on 17 April 2020 and 21 April 2020,

Government of Maharashtra has ammended the guidelines and has permitted

all agricultural & horticultural activities, social sector, supply of essential goods etc to operate, provided social distancing and proper hygiene practices

are ensured in all the activities included in the guidelines.

Goa police has roped in villagers from border areas to keep a strict vigil on

people trying to enter the state illegally during the lockdown. People from the

neighbouring states appear to be finding internal roads and routes via

jungles to enter Goa despite its borders being sealed. Inspector General of Police, Mr Jaspal Singh said that law enforcers cannot reach everywhere, and

so they have called on residents of border villages to be their eyes and ears,

to keep a watch on the borders, like those in other states do as well.

“In pursuance of the clause ix of Regulation 12 and Regulation 14 of the Goa

Epidemic Disease, COVID-19 Regulations 2020, the government of Goa in

order to prevent spread of COVID-19 in the state of Goa, hereby directs that

all persons shall wear face cover compulsorily in all public places, work places

including on streets, hospitals, working sites etc,” reads the order. The health department has clarified that the „face cover‟ shall include mask available

with the chemist or even home-made washable masks which can be used

after properly washing and disinfecting them. The order dated April 24, 2020

issued by Under Secretary Health Swati Dalvi states that any person violating above instructions shall be liable for a penalty of Rs 100 and in case of non-

payment, the person shall be liable for action under Section 188 of Indian

Penal Code, 1860.

MADHYA PRADESH

Taking a major decision, Chief Minister Shri Shivraj Singh Chouhan said that

shops of essential commodities can be opened in all the villages in the state

except infected ones from April 26 while following all the protective measures and social distancing. If a village is in the Containment Area, then shops will

not be allowed to open there.

Coalition for Ventilators and PPEs

Confederation of Indian Industry has formed a coalition with Society of Indian

Automotive Manufacturing (SIAM), Society of Indian Defence Manufacturers (SIDM), Indian Machine Tools Manufacturers Association (IMTMA), Automotive

Components Manufacturers Association (ACMA) for augmenting the inventory of

Ventilators and Personal Protection Equipment (PPE) through manufacturing and/or

importing of the same by the high-end manufacturing companies as current

capacity of healthcare companies have limited capacity/volume for producing these products vis-a-vis estimated requirement during this crisis of COVID-19.

The Coalition has taken three pronged actions for augmenting the inventory of ventilators and PPEs as follows:

Action 1

Consortium of industry who would like to import Ventilator/PPEs

immediately.

Action 2

Consortium of existing Ventilator/PPE manufacturing companies who

are producing ventilators and PPEs to maximize their capacity of

manufacturing.

Action 3

Consortium of manufacturing companies in automobile, machine tools,

defense/aerospace sectors who will utilize their plant and machinery to

produce the ventilators in large quantity.

Action 4

Consortium of National laboratories/institutions like DRDO, ISRO, CSIR, IITs, Incubators for transferring matured technologies to industry for

mass-manufacturing.
