Antitrust Guidelines for NPCC Meetings Mr. Fedora reviewed the NPCC Antitrust Guidelines in the Agenda package, and suggested contacting NPCC Inc.’s Secretary, Andrianne S. Payson, at (212) 424-8218 for further information.

President & CEO Report Mr. Schwerdt reported on the following items: Bulk Electric System (BES) Definition Implementation The NERC Board of Trustees during its November 21, 2013 teleconference meeting unanimously approved a BES Phase 2 Definition which had earlier that week received a 74% affirmative vote from the industry ballot body. It is anticipated that NERC will file the revised definition with regulatory authorities shortly, with an expected effective date of the BES definition in the U.S. of July 1, 2014.

The BES Exception Process ERO-wide IT tool has successfully undergone representative end-to-end testing by NERC and the Regional Entity staffs; the development of guidance documentation for stakeholder users is underway, with an expected release in early 2014.

NERC Communications Standard The NERC Board of Trustees at its November 6, 2013 meeting passed a resolution directing the development of a combined COM-002 and COM-003 standard that draws on the NERC Operating Committee Guideline for good communication practice; and includes an essential set of communications protocols to be used by all entities that, at a minimum, require the use of three-part communications for emergency and alert communications, as well as non-emergency communications that change or preserve the state, status, output, or input of Bulk Electric System asset. The standard should also require each entity to (1) train its operating personnel regarding proper communications; (2) periodically self-assess its effectiveness in implementing the communications protocols, (3) self-identify any necessary changes to the entity’s protocols based upon experience and the results of periodic review, and (4) provide feedback to its operators regarding their adherence to the protocols. The Board of Trustees further resolved that the draft combined standard should consider the following compliance/enforcement approach: (1) maintain the current requirement that entities should be accountable for incorrect use of communication protocols in connection with Emergency Communications, without exception; and (2) for all other use of communication protocols in connection with Non-Emergency Communications, the standard should provide that compliance with the standard should assess an entity’s internal processes and controls around its protocol.

Risk-Informed, Cost-Effective Reliability Initiatives NERC and the eight Regional Entities are currently in the process of developing an ERO Enterprise Strategic Plan for 2014 through 2017. The draft to date includes some six strategic goals, including: (1) Develop unambiguous, technically sound reliability standards in a timely and efficient manner; (2) Be a strong, objective and fair enforcement authority; (3) Promote a culture of reliability excellence; (4) Identify significant risks to reliability; (5) Be accountable for mitigating risks; and (6) Operate transparently and consistently as a collaborative organization, improving efficiencies and cost effectiveness. A working draft of this strategic plan is scheduled to be shared with the industry for input and comment in the near future. Mr. Schwerdt then responded to questions raised by Mr. Duffy, clarifying aspects of the risk-informed, cost-effective reliability initiative.

Chair Report Meeting Agenda Mr. Briggs reviewed the meeting Agenda. He noted that the Task Force on System Protection Scope has been moved from the Consent Agenda for consideration under the Approval Items, and that a discussion regarding Task Force follow-up activities related to the July 3, 2013 Quebec Event will be added under the Status Report Items. The RCC then approved the Agenda. New Brunswick Update Mr. Briggs provided an update regarding the October 1, 2013 legislation in New Brunswick creating a new Electricity Act. The Act re-integrates the New Brunswick Power group of companies into one main company and one subsidiary. Also, the New Brunswick System Operator was amalgamated into the new, vertically integrated Crown utility called the New Brunswick Power Corporation. The function of the New Brunswick System Operator has been integrated into New Brunswick Power Corp. Mr. Briggs responded to questions regarding the roles and responsibilities of the new organization. He stated that New Brunswick Power Corporation, through agreement with Nova Scotia Power, assumes the role of Reliability Coordinator for the Maritimes. Events Analysis “Lessons Learned” Template Mr. Briggs refereed to the Events Analysis “Lessons Learned” Template provided in the Agenda package, and called for Task Force and RCC review with comments to Mr. Fedora by February 1, 2014.

Mr. Duffy stressed the need to expedite dissemination of the ‘lessons learned,’ stating they should be distributed to the industry as soon as possible. Mr. Rufrano responded that his presentation later in the meeting will address this concern. Mr. Schwerdt distinguished the difference between sharing the ‘lessons learned’ versus the sharing of actionable data concerning the event. Mr. Duffy agreed that NPCC is one of the leading groups regarding this effort, but said more can be done to improve the process. Mr. Schwerdt stated that the focus of the Events Analysis program is operational excellence through the confidential sharing of actionable data, not just the release of the generic ‘lessons learned.’ Mr. Dave Conroy suggested a reminder for template comments be sent to the Task Forces and RCC prior to the next meeting. 2014-2015 Work Plan Mr. Fedora indicated that the RCC 2014-2015 Work Plan would be considered for approval later in the meeting following RCC approval of the Task Force 2014-2105 Work Plans. 2014 Roster Mr. Fedora noted two changes received for the 2014 RCC Roster following the notice in the Agenda package: Sector 4 – Generator Owners Mr. Rudolph of Northeast Utilities succeeds Mr. O’Keefe, formerly of Northeast Utilities, as alternate. Removal of Ms. Adelson of the Long Island Power Authority, as alternate.

Reliability Coordinating Committee Actions TFSP Scope Mr. Briggs described the issues regarding including the reference to the bulk electric system in the Statement of Purpose, as proposed in the Task Force on System Protection (TFSP) Scope provided in the Agenda package. Mr. Evans-Mongeon then made a motion to approve the TFSP Scope as provided in the Agenda package with the words ‘and the bulk electric system’ removed from the ‘Statement of Purpose,’ and authorize the RCC to develop a generic ‘Statement of Purpose’ on the bulk electric system that would apply to all NPCC Task Forces. Mr. Brian Conroy seconded the motion. The motion carried. The RCC then approved the TFSP Scope as provided in the Agenda package with the words ‘and the bulk electric system’ removed from the ‘Statement of Purpose,’ and authorized the RCC to develop a generic ‘Statement of Purpose’ on the bulk electric system that would apply to all NPCC Task Forces. Mr. Briggs asked the Task Forces to develop such a consistent ‘Statement of Purpose’ for their respective Scopes addressing the issue for consideration at the next RCC meeting. 2013 -2014 NPCC Winter Reliability Assessment Mr. Roman presented the “2013 -2014 NPCC Winter Reliability Assessment” provided in the Agenda package. He explained that the NPCC CO‐12 Seasonal Assessment Working Group focused on the assessment of reliability within NPCC for the 2013‐14 Winter Operating Period. The report summarizes the reliability and adequacy of NPCC for the winter of 2013‐14 period, discussed in detail in the specific report sections. Based on projections of electric demand requirements, available resources and transmission configurations, the report evaluated NPCC’s and the associated Balancing Authority areas’ ability to deal with the differing resource and transmission configurations within NPCC and the associated Balancing Authority areas’ preparations to deal with the possible uncertainties identified in this report. In addition, the NPCC CP‐8 Working Group provided a multi‐area probabilistic reliability assessment regarding the estimated use of operating procedures designed to mitigate resource shortages for the same period. Mr. Fedora explained this portion of the assessment was approved by the RCC at its June 3, 2013 meeting. He provided the RCC with an updated weather projection for the 2013-2014 winter period.

The RCC then approved (all written proxies in favor) 2013 -2014 NPCC Winter Reliability Assessment. Maritimes Comprehensive Review of Resource Adequacy Mr. Briggs presented the ‘2013 Maritimes Area Comprehensive Review of Resource Adequacy’, covering the period of January 2014 through December 2018. The guidelines for this review are specified in the NPCC Regional Reliability Directory No. 1 Appendix D (Adopted: December 1, 2009). The review supplants the previous Comprehensive Review that was performed in 2010 and approved by the RCC on September 9, 2010. Mr. Bentley indicated that the Task Force on Coordination of Planning reviewed the report and agrees with its conclusion that the Maritimes Area will comply with the NPCC Resource Adequacy Criterion that requires a loss of load expectation (LOLE) value of no more than 0.1 days/year for all years from 2014 to 2018 and will be in conformance with the NPCC Regional Reliability Reference Directory No. 1 – ‘Design and Operation of the Bulk Power System.’ The RCC then unanimously approved (all written proxies in favor) the 2013 Maritimes Comprehensive Review of Resource Adequacy. 2014 NPCC Criteria Compliance Enforcement Program Implementation Plan Mr. Kopman stated that on September 13, 2013, the Compliance Committee (CC) approved the revised CCEP-1 Process Document, the five revised Certification Forms and the newly developed Directory 1 – Resource Adequacy Review Certification Form. The revised CCEP-1 Process Document directs the CC to endorse an annual CCEP Implementation Plan, for the following year, and then present that plan to the RCC for approval. On September 13, 2013, the CC endorsed the 2014 CCEP Implementation Plan. The CC is presenting the 2014 CCEP Implementation Plan at the December 2013 RCC meeting for approval. The RCC approved the 2014 NPCC Criteria Compliance Enforcement Program Implementation Plan provided in the Agenda package (Mr. Schriver - NextEra Energy Resources (Sector 4 – Generator Owners), and Mr. Clayton - New York State Reliability Council, LLC (Sector 7 – Sub-Regional Reliability Councils, Customers, and Other Regional Entities and Interested Entities), in favor; one abstention – Mr. McCartney – Sector 5 – Markets, Broker, & Aggregators.) 2014-2015 Task Force Work Plans The Task Force chairs highlighted their respective 2014-2015 Task Force Work Plans provided in the Agenda Package, with corrections noted.

Status Reports Mr. Briggs referred the RCC to the materials provided in the Agenda package; the RCC discussed the following Agenda items: NPCC Regional Standards Committee (RSC) Report Mr. Zito highlighted NPCC support of the following NERC initiatives further described in the Agenda package: The NPCC Regional Standard Processes Manual posting; The development of the continent-wide Disturbance Monitoring Standard PRC-

002-02, and the related Cost Effective Analysis Process (CEAP); and, The COM 3 Standards, expected to be brought to the NERC Board of Trustees in

February 2014. NPCC Reliability Directory Status Report Mr. Dunbar highlighted the following items from the materials provided in the Agenda package: the Directory Development and Revision Manual; and, the Directory No. 1 revision.

NPCC Compliance Committee Mr. Kopman provided a brief summary of the key regional issues, enforcement trends, self- reports, and other significant events related to NPCC Compliance Committee activities materials provided in the Agenda package, including: Compliance Monitoring Development of the Auditors Handbook and completion of the Auditors

Checklist; and, Pilot programs evaluating Registered Entities internal control programs.

SS-38 Update Mr. Widjaja stated that the SS-38 Load Modeling Working Group (LMWG) held its first meeting on October 30, 2013. The LMWG reviewed background information on past load modeling efforts and software tools that are available which can be used to conduct simulations of various dynamic load models available. The LMWG has also developed a detailed work plan based on the earlier Scope document approved by the RCC in June 2013. The detailed work plan has been incorporated into the overall Task Force on System Studies 2014-15 Work Plan. Mr. Le reported that the SS-38 Working Group on Inter-Area Dynamic Analysis continues to make good progress on the Underfrequency Loadshedding (UFLS) Adequacy Assessment Study. The SS-38 Working Group has completed the initial phase of the Study including the development of the ‘Governor Response Calibration Procedure for Dynamics Simulations.’ This procedure has been posted and shared with the SS-37 Working Group on Model Development for their information and use as appropriate. The SS-38 Working Group continues work on identification of islands to be studied by performing coherent generation analysis including the use of multiple methods of forming islands. During the first Quarter of 2014, each Area is expected to complete the preliminary assessment of the NPCC UFLS program and initiate sensitivity analysis. TFCO/TFCP Phase 2 revision of Directory No. 1 Mr. Bentley reported that the Task Force on Coordination of Planning (TFCP) and the Task Force on Coordination of Operation (TFCO) conducted a collaborative review of the Phase 2 draft of Directory No. 1 by their respective Working Groups, CP-11 and CO-7. The Working Groups reviewed the draft as an integrated planning and operational document examined all aspects of the criteria. Highlights of their review include: The development of Planning and Operation criteria ‘Tables’ that contain

contingency events, fault types and performance requirements from the criteria section of the Directory to present the criteria with added clarity;

A review of the criteria pertaining to Reliability Coordinator operations and their impact on other Reliability Coordinator Areas;

Consideration of the criteria surrounding operations under high risk conditions, reclosing operations, Special Protection Systems and load shedding;

A review of the criteria pertaining to extreme contingencies, extreme system conditions and actions after a contingency including the use of available resources; and,

The inclusion of a ‘boiler plate’ Section to address the applicability of the NPCC criteria.

The initial NPCC Open Process posting of the document ends January 25, 2014; the CO-7 and CP-11 Working Groups will then reconvene to address the comments received after the close of the comment period. 2013 LRAO Status Mr. Fedora indicated that the ‘NPCC Long Range Adequacy Overview’ (LRAO) is expected to be presented to the RCC for review and approval following the release of NERC’s corresponding ‘2013 Long-Term Reliability Assessment’ and NPCC’s Task Force on Coordination of Planning review. The LRAO evaluates the near term and long-range (five year) adequacy of NPCC Areas, reflecting neighboring regional plans proposed to meet their respective resource adequacy planning criteria, including estimates of probabilistic metrics approved by the NERC Planning Committee for consideration in future NERC Long-Term Reliability Assessments. TFIST Cyber Update Mr. Goodrich highlighted the following items provided in the Agenda package: Cross-Border Emergency Telecommunications Report; and, FERC approval of CIP version 5.

TFCO SouthWest Outage Report Mr. Norden reported that the Task Force on Coordination of Operation, together with their Working Groups CO-08, CO-10 and CO-12, were charged to address the operational recommendations presented in the report, ‘Arizona-Southern California Outages on September 8, 2011-Causes and Recommendations-Prepared by the Staffs of the Federal Energy Regulatory Commission and the North American Electric Reliability Corporation’ and determine whether actions were required within the NPCC Region to meet the intent of these recommendations. He indicated that their assessment has been completed and has concluded that NPCC either meets or exceeds the intent of the operational recommendations, or have enhanced processes to achieve the same.

July 3rd Quebec Event Mr. Paquet provided a report to the RCC regarding Hydro-Quebec’s investigation of the event; Mr. Norden and Mr. Bentley updated the RCC on their respective Task Force’s related activities. NPCC Reliability Assessment Program (NRAP) Highlights Report Mr. Fedora indicated that the ‘NPCC Reliability Assessment Program Highlights Report’ has been updated as of November 29, 2013 and is posted on the NPCC website. 2013-2014 Task Force Work Plan Progress Mr. Briggs referred the RCC to the respective 2013-2014 Task Force Work Plan Progress reports provided in the Agenda package.

NERC Agenda Items Operating Committee (OC) Mr. Mosier reviewed the following December 2013 NERC Operating Committee Agenda items: Approval (for posting) of the Draft ‘Reliability Guideline: Generating Unit

Operations during Complete Loss of Communications;’ Approval of the ‘Peak Reliability Reliability Plan;’ and, Involvement of the NERC Operating Committee in the NERC Alerts process.
