TOPIC: 20 BCT ENHANCEMENTS (Status – Update) DISCUSSION: FRAGO 410, Multi-National Division-Center Integration was published on 17 MAR 07. The FRAGO spells out the staff and MND responsibilities for integrating the new division into MNC-I. This week as well the MNC-I Commander was presented a briefing on the Baghdad Belt and options for employment of 4/2 SBCT and 2/3 ID. The decision was made by the Commander to base 4/2 SBCT at Taji, however, he retained two options. The first is to employ the Brigade minus as an Operational Reserve and reinforce Tarmiyah and Baquba with two battalions. Option 2 would see 4/2 SBCT committed to its own operational environment southwest of Baquba along the North/South threat lines of communication from Baghdad to Baqubah and Hussiniyah to Baqubah, as well as the lateral AQI LOC from Tarmiyah to Baqubah. Further he decided 2/3 ID headquarters and two battalions will deploy to MND-B, a third battalion will deploy to MND-Center and the artillery battalion will round out the Theater Security Brigade whose third maneuver battalion is presently supporting 2/82 ABN in Baghdad. Both 3/3 ID and 3ID remain on track to be fully operating capable on schedule. NEXT ACTION: A PLANORD has been drafted for employment of 4/2 SBCT which is preparing to be sent out that will direct MND-B and MND-N to plan for the 4/2 SBCT employment options described above. TOPIC: MNC-I CAMPAIGN PLAN DEVELOPMENT (Status – Update) DISCUSSION: The Bridging Operational Concept and Operational Overwatch, two topics from last week’s notes, have been incorporated into this new topic. Recently, the Commander’s Initiatives Group prepared a document entitled “MNC-I Coalition Campaign Operational Concept,” which was briefed at the Joint Plans Group meeting on 8 Mar 07. C3 Plans & Policy will develop an MNC-I campaign plan based on this document. This process will be done in parallel to the MNF-I effort. On 21 Mar 07, MNF-I stood up a Joint Strategic Assessment Team (JSAT) to assist with the development of a revised campaign plan. This group has the tentative goal of developing a product by late April.NEXT ACTION: Develop more refined concepts for Phase III (Tactical Overwatch) and Phase IV (Operational Overwatch) of the MNC-I Campaign Operational Concept. Attend initial sessions of the MNF-I JSAT to stay abreast of and help shape higher headquarters efforts.KEY DATES: TBDPOC:---------------------------------------------------------------------------------------------------------------------4. TOPIC: INFRASTRUCTURE SECURITY STRATEGY (Status – Change) DISCUSSION: MNC-I has begun parallel planning with MNF-I as we attempt to address the security issues and concerns of oil and electrical infrastructure in Iraq. Planners are participating in a number of MNF-I working groups in order to better understand the relationship between the attacks and the effects on the ability of infrastructure to deliver energy both oil and electricity to the populace as well as government wealth generation. MNF-I have apprised C3 of their current line of development as they refine their Infrastructure organization. Plans completed the cost/benefit analysis of protecting three corridors (Kirkuk-Bayji, Bayji-Baghdad, and Baghdad South-Mussayib). A meeting, attended by COS Iraqi MoD, DCG MNF-I and CG MNSTC-I, was convened to discuss the SIB report. Regrettably, there was little reference to the report and it was decided that MNSTC-I would produce a memo for the PM at the next IPC outlining a series of measures to train and equip some 3000 jundi who were not trained in 06. In addition, a joint CF/Iraqi group would be formed (lead by MNF-I SRATOPS LAPD) to take issues forward. TOPIC: BORDER SECURITY (Status – No Change) DISCUSSION: Following a three day closure of POEs with Syria and Iran, the GOI reopened POEs on these borders with the exception of AL Qaim on the Syrian Border (which is still under construction) and Zurbatiyah and Al Sheeb on the Iranian border (which require improvement to their infrastructure before being in position to resume normal operations).

While focused POE training will add to border security, many issues remain unresolved. On a positive note, the DBE and MOI continue to engage the IA and MOD to work out the details of tactical and operational integration in accordance with the recently signed “All Regions MOU”. Although this MOU mentions the “partnership” role played by CF in border security, the details of how CF interacts with Border forces now that MNC-I no longer has TACON of DBE units remains unclear. The DBE continues to have difficulties in raising their TRA status particularly in the areas of supply and maintenance. This is partially due to their low priority for receiving equipment and partially to their inability to cross-level or maintain property accountability. Increased enforcement of standards at the POEs is anticipated to increase illegal cross-border activities at other unofficial border crossing sites. While DBE forces conduct some patrolling and interdiction between border forts, this is limited by available fuel and other factors. MNC-I is exploring options to increase CF presence at the borders, but the priority of Baghdad security operations make any large scale increase unlikely. Intent is to establish the selection criteria and validate what the final set of bases will be as coalition forces draw down and eventually move to strategic overwatch. This effort is critical to the campaign plan since the basing of coalition forces will directly impact operational freedom of maneuver. further direction and guidance on the detailed roles, responsibilities, and relationships of the various Iraqi and Coalition Force elements conducting security operations within the BOC AOR to ensure that the Prime Minister's intent could be met.

The BOC AOR consists of the ten Administrative Districts, referred to as Security Districts, and is extended to include the areas under control of the 6IA and 9IA divisions that fall outside of the ten security districts. Within Baghdad, the BOC AOR is further subdivided into two sectors: the Al Karkh sector (west of the Tigris River) and the Al Rasafa sector (east of the Tigris River). The HQ in each of these two sectors controls Iraqi Security Force tactical operations within their respective sectors.

As such, on 1 Mar 07, the BOC assumed OPCON of 6IA and 9IA Divisions, 1NP and 2NP Divisions and other ISF elements based in Baghdad.POC:---------------------------------------------------------------------------------------------------------------------10. TOPIC: ELECTIONS (Status – UPDATE) DISCUSSION: On 23 January the Council of Representatives (COR) passed the law establishing the Iraqi High Elections Council (IHEC). The IHEC will establish the governing body for national and provincial elections in Iraq. The IHEC is also responsible for conducting the referendum in Kirkuk regarding TAL 58 and Article 140. The passing of the IHEC law starts a 60 day clock to nominate and assign council members. The UN is taking the lead on a 120 day training program for council members and their staffs. The USAMB is expected to make a recommendation to PM Maliki by the end of March 2007 on whether provincial elections should be held in CY 2007. If so, recommendation is expected to be November 2007 at the earliest. The logical next step would be to conduct a national census; the last one being held in 1990. It is reasonable to assume that there are some in the GOI who stand to lose power in an election and will attempt to postpone the Provincial Elections until January 2009 when the National Elections are next scheduled to occur. TOPIC: AL ANBAR POLICE TRAINING (Status – Update) DISCUSSION: MNF West has two months before a new police academy can be opened in Al Anbar (predicted not earlier than 19 May). Alternative arrangements were made to maintain the flow of trained recruits until the academy is opened. On 24 FEB250 recruits began training at the Mosul Public Safety Academy (MPSA). FRAGO 401(DTU Task #3) directed transportation and security support for a second MPSA 8 week class of 250, and two 500 student classes were added at Sulaymaniyah Joint TrainingAcademy (SJTA). The first of these SJTA classes began 25 March and the second class starts 08 April. CPATT has successfully coordinated these classes for MNF West and MNCI. NEXT ACTION: Track movement for 2 x 250 Basic Recruit Trainees (BRT) classes at Mosul. Track movement for 2 x 500 BRT classes at Sulaymaniyah. TOPIC: AL ANBAR EMERGENCY RESPONSE UNITS (Status – Update) DISCUSSION: On 15 March ’07 PM Maliki approved the Anbari Deputy Governor’s request for an eight (8) battalion based ERU in Al Anbar. This legitimizes the ERU as an ISF under CPA Order 91. The order dictates any type paramilitary organization must have GOI approval and be assigned to the MOD or MOI as an ISF. MNF-W assigned 3 Infantry based PTTs to the ERU for unit level training. MNF-W will establish training curriculums and class schedules utilizing PTT injections, eventually transitioning the academy to IP control. Currently approximately are formally trained.MNF-W and CPATT transferred IP training equipment from the Jordanian International Police Training College to Camp Habbaniyah for academy start up. Planning is still in the initial stages for the training of the ERU.NEXT ACTION: Track force generation and funding for ERU. KEY DATES: 19 May 07: Opening of Al Anbar Police Academy POC:------------------------------------------------------------------------------------------------------------3. TOPIC: BORDERS POE ROLES AND RESPONSIBILITIES (Status – Update) DISCUSSION: New maintenance contract for ZVB Backscatter Vans was signed 06 Mar 07 and is expected to be finalized 26 Mar 07. Projected arrival date for contracted maintenance teams is 15 May 07. The contract is expected to include a sustainment plan written to transfer over to MOI. The sustainment plan will include training for maintenance and field service engineer technicians. There are 7 of 30 Backscatter Vans reported as non-operational for this period. DBE remains without a dedicated POE Director, since the assassination of MG Emad Mohsen Al Shaheen. BG Faroud is now the acting National POE Director. A permanent POE Director is needed to make lasting change IAW CF objectives across all POEs in Iraq. If appointed soon, a new POE director will be the ninth in the last 24 months. Lack of a National Director degrades accountability of regional POE directors resulting poor operating standards abroad. DHS will maintain a 12 man BST coverage of Iraq with 2x man teams (per) in support of MND- N, MND-CS, MND-SE and MNF-W. A 3-man team will remain in Baghdad to rove to various POEs and support MOI TT with policy development. MNC-I(IAG) will receive one agent to provide SME support and assist in border security operations. DHS is seeking to extend BST from current 90 day rotations to 120 days. Additionally, DHS is expected to receive up to contracted border agents NLT June 07 to enhance POE coverage and augment both the current BST and TT. NEXT ACTION: 1. Continue to monitor status of Backscatter Vans through TRA and CPATT2. Follow up on DHS recommendation for revised rotation plan to cover POEs with additional contracted border agents.3. TOPIC: RFF 544 Mod 4 (Now MoD 5) FOR INCREASE IN AIRBORNE ELECTRONIC WARFARE (EW) Support (Status – No Change)DISCUSSION: This Modification to RFF 544 requests additional hours of Airborne EW support to increase (1) Stoplight II (SL II) coverage from 37.5 to 48 hours of daily coverage, (increase of 10.5 hours); (2) NOVA (EC-130H Airborne C-RCIED) coverage from 8 hours to 10 hours of daily coverage (increase of 2 hours);and (3) Communications Electronic Attack (COMMS EA) coverage from 4 hours to 8 hours of daily coverage (increase of 4 hours) in support of planned 5 x BCT surge for the Iraq Theater of Operations (ITO). Original RFF 544 addressed MNF-I Airborne EW requirements to support the BCT set in the ITO in Oct 05. The planned force Level surge will increase SL II, NOVA, and COMMS EA support requirements by approximately 25%. RC-IEDs continue to pose a significant threat to Coalition Forces. In Nov 06 a total of 463 IED events were Radio Controlled.

Identified shortages in critical skills sets render headquarters unable to process volumes of data previously unforecasted. Currently TF is operating only five of the twenty four Reconnaissance, Surveillance, and Target Acquisition (RSTA) platforms projected for deployment within the next six months.
