There are many ideas represented in this report. Together, they form a strategic vision for actions that could be taken, rather than a prescriptive plan to be implemented verbatim. Some of the ideas herein are deliberately provocative and intended to spark new thinking. We expect you to use it as a tool to consider new interventions, experiments and investments moving forward. This is “community jazz” – we expect you to riff on these ideas and invent new takes on them to make it your own. We expect the ideas to evolve and change as you use the report.

• Assist property owners in securing upper floor
occupancies: navigating regulatory process, grants
and tax incentive

explores additional schemes*
• Promote collaboration among property owners to achieve community vision via “by right” incentive
• Markets assistance programs

Property Rate Freeze• Develop quality standards for upper redevelopment
• Provide property rate “freeze” (pro forma based) 5 – 7 years
• Adjust rates after term (one time or graduated)
• Consider: rate reduction for residential and adding bonus setback floor
Economic, Fiscal, Social Impacts• Increased private investment in area
• More and better public spaces for people
