This permit is issued in accordance with the.requirements of Schedule 1, Part 1, Section 3.5 Part B (a) of the Pollution Prevention & Control (England & Wales) Regulations 2000

Description of Mobile Plant The Terex Pegson 1100 x 650 is capable of crushing material at a rate of 6,000 tonnes per hour. Material is loaded into the grizzly feeder by excavator and through movement of the bed of the feeder enters the crushing jaws. The size reduced material then falls onto a rising product conveyor from which it is dropped on to the ground.

The primary emissions to air from the mobile plant are products of combustion from the engine; and dust from the material as it is processed. Dust can also arise from the roads and stockpiled materials.

The primary control over the dust is the on board dust suppression system . The water to the crusher is supplied either directly from the mains or pumped from a bowser. A water flow requirement of 7 litres 1 minute (this equates to 2.8 bar I 4 2 psi) is required to operate the dust suppression system satisfactorily.

There are three spray bars on the crusher; the first is at the crusher feed chute and is fitted with three atomiser nozzles; the second where the material drops on to the product conveyor and is fitted with two atomiser nozzles; and the third is at the discharge point of the product conveyor and is fitted with four atomiser nozzles.

This permit applies to the operation of the mobile plant and any activities carried out in connection with it, including the treating, handling and storage of any materials used as a feed stock or produced by the mobile plant.

Materials awaiting and having undergone size reduction are also significant sources of dust. This permit does not extend to the control of stockpiled material after the mobile plant has left the site.

A further description of the plant is contained Appendix 1 to this permit.

Interpretation

The following has effect with respect to this permit:

Environmental Protection - means the Environmental Protection Team of the Reigate Team & Banstead Borough Council, Town Hall. Castlefield Road,

Reigate, Surrey, RH2 OSH.

EMISSION CONTROLS

1. The plant shall only be used when the following dust suppression equipment is fitted and functioning correctly :

a) Three water sprays to the crusher feed chute,

b) Two water sprays to the product conveyor belt immediately after the crusher jaw,

c) Four water sprays at the point of discharge of the product conveyor,

d) A totally enclosed product discharge conveyor,

e) An enclosure at the point of discharge from the product discharge conveyor which encloses the last metre of the conveyor and the first 0.5 metre of the free fall of material from the conveyor.

NOTIFIABLE CHANGES

2. If it is proposed to modify the dust suppression equipment from that described in condition 1, the Environmental Protection Team shall be notified in writing at least four weeks before any such proposal is implemented. The modification shall only proceed with the written approval of and in accordance with any requirements of the Environmental Protection Team in respect of such proposals.

ANCILLARY PROCESS OPERATIONS

3. Where operations that are ancillary to the operation of the crusher itself, are also carried out by Callaghan Demolition Limited and that include:

The stockpiling of material for crushing, and the stockpiling of crushed material.

The transport of material requiring crushing from its point of arising to a stockpile or direct to the crusher, or from a stockpile to the crusher.

The loading of crushed material into transport for removal from site.

Measures shall be taken to minimise the arising of airborne dust from such operations. The measures shall include the:

a) Wetting of stockpiled material where stockpiled material is seen to be becoming airborne as a result of wind whipping.

b) Wetting of haul roads or other surfaces over which vehicles moving materials may travel, where dust is seen to be becoming airborne as a result of wind whipping or as a result of the passage of vehicles.

c) Minimising the drop-heights of material onto stockpiles or into the crusher feed hopper, or into vehicles for transport of materials offsite.

d) Removal of materials from stockpiles on the side which is sheltered from the wind.

e) Minimising stockpile disturbance when material is removed from it.

f) Building stockpiles as far from the site boundaries as possible, taking account of any sensitive property beyond the site boundary.

g) Sheeting of vehicles for transport of material offsite, as soon as possible after loading.

EMISSIONS MONITORING

4. During normal working activity the operators shall make frequent visual assessments of the dust emission from the crusher and ancillary operations

described in condition 3. above. The assessment shall only be recorded if dust emissions are observed. Details of the emissions shall be recorded as required by condition 6 below.

5. Irrespective of condition 4. above, a visual assessment of emissions from the mobile plant and ancillary operations described in condition 3. above shall be made regularly and at least three times per day during operations. Details of the emissions shall be recorded.

EMISSIONS MONITORING LOGBOOK

6. All assessments carried out as required by condition 4 and 5. above shall be recorded in a log book using a sheet similar to that appearing in Appendix Ill to this permit. The following information about each assessment shall be recorded:

a) The date of assessment

b) The time of the assessment

c) The weather conditions

d) The wind conditions

e) Whether or not visible emissions were observed

f) The actions taken where visible emissions were observed

g) Name of the person undertaking the assessment .

h) Signature of the person undertaking the assessment

ACTION ON EMISSIONS

7. Where there is an emission that is likely to affect housing, education or medical facilities then the activity that is causing the emission shall immediately cease and action shall be taken to stop the emission. The local authority in whose area the plant is operating and the Environmental Protection Team shall be notified immediately. The notification to both authorities shall be confirmed in writing within four days of the date of the emission together with the details of the reason for the emission and the action taken to abate it.

8. Where an emission of dust occurs as specified in condition 7. Callaghan Demolition Ltd shall observe the reasonable requirements of an officer duly authorised under section 108 (4) of the Environment Act 1995 of the local authority in whose area the mobile plant is operating in so far as they relate to the control of emissions to air.

9. Breakdowns or malfunctions that give rise to emissions to air shall be dealt with immediately.

START UP INSPECTION

10. On any day that the crusher is to be used, prior to crushing, the dust suppression system shall be inspected. The assessment shall include a visual inspection of the atomiser nozzles on each of the spray bars and a visual assessment of the adequacy of the water pressure. The information shall be recorded on a form similar to that appearing in Appendix II. The following details shall be recorded:

a) The date of the inspection

b) The time of commencement of the inspection

c) Whether the water supply was adequate or not

d) The source of the water supply

e) The number of atomiser nozzles working on the crusher feed chute, product conveyor and product conveyor discharge

f) Whether there are smoke emissions from the crusher engine on start up. If smoke is observed then the duration of emissions of smoke, in minutes, shall be recorded otherwise an entry of "no smoke" shall be made.

g) Name of the person inspecting the plant

h) Signature of the person inspecting the plant.

TRAINING

11. All personnel who operate the mobile plant shall receive training and instruction in their duties relating to control of the mobile plant and emissions to air.

12. Callaghan Demolition Ltd shall maintain a statement of training requirements for each operational post and shall keep a record of the training received by each person whose actions may have an impact on the environment. A copy of these documents shall be retained with the crusher.

MAINTENANCE

13. The concrete crusher shall be maintained and serviced in accordance with the manual titled "1 100 x 650 PREMIERTRAK (26 x 44), Hydraulic Release & Adjust Crushers. PLANT USER MANUAL, OPERATION INSTALLATION PARTS MAINTENANCE AND SERVICE". A record of the maintenance and servicing of the

dust suppression system shall be kept with the mobile plant. The record of the maintenance shall include:

(i) A description of the required action (ii) The date that the action was undertaken (iii) The identify of the person undertaking the required action and their employer (iv) Details of any defects observed during tests, examinations, maintenance

and servicing. (v) All actions undertaken to remedy any defects noted in (iv) above.

GENERAL CONDITIONS

14. Records of monitoring and maintenance required to be held by conditions 6, 10 and 13 above shall be held with the mobile plant for at least two years, and shall be made available for inspection by officers of the local authority in whose area the mobile plant is operating as well as those of the Environmental Protection Team.

15. The Environmental Protection Team shall be notified of the locations where it is intended to operate the mobile plant. The notification shall be in writing and either sent to the Environmental Protection Team, Environmental Health Services, Town Hall, Castlefield Road, Reigate, Surrey, RH2 OSH or faxed to 01737 276404. The notification shall be received by the Council no later than two working days prior to relocation of the crusher.

16. A stock of essential spares and consumables for the dust suppression system as shall be kept with the mobile plant.

17. A true and complete copy of this permit and training records shall be kept with the mobile plant at all times. The documents shall be made immediately available upon request by an officer of the local authority in whose area the mobile plant is operating as well as officers of the Environmental Protection Team.

BAT

In addition to any aspect of the process not regulated by conditions 1 to 17 above, the best available techniques (BAT) shall be used for preventing, or where that is not practicable, reducing the emissions from the installation or mobile plant

Regulation 11(2) requires that installation and mobile plant are operated in such a way that

(a) all the appropriate preventative measures are taken against pollution, in particular through application of the best available techniques; and

(b) no significant pollution is caused

Mobile Plant and activities carried out an installation

Where a Part B mobile plant authorised by a permit is used to carry out an activity on the site of an installation which is authorised by a separate permit, then if different requirements are imposed in the permits as respect the carrying out of the activity the requirements in the permit authorising the operation of the installation shall prevail in the event of any inconsistency.

Health and Safety This permit is issued under the Pollution Prevention and Control Act 1999. The responsibilities you have under legislation for health, safety and welfare in the workplace remain in force.
