Other News and Developments
NASA Conservation Practices for Supercomputing
On 16 February 2017, Ames Research Center announced its prototype modular supercomputing facility is now operational. In combination with the Electra Supercomputer, the system will reduce water usage by 1.3 million gallons and electrical power usage by 1 million kilowatt-hours, annually. Water and electricity reductions are achieved by using multi-stage evaporative cooling and energy-efficient fan technology.
European Chemicals Agency Update
As part of its implementation of the European Union’s regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), the European Chemicals Agency (ECHA) has restricted bis(pentabromophenyl) ether (DecaBDE), a flame retardant, under REACH Annex XIV. The restriction prohibits production or sale of DecaBDE and certain formulations containing DecaBDE effective 02 March 2019; however, aircraft-related applications will be permitted through 02 March 2027. Although requirements associated with restrictions do not affect operations in the U.S. directly, they can affect the global supply chain and potentially reduce the future availability of regulated substances.
In addition, the European Commission has granted authorization for specific uses of certain substances, including the following:
Substance Names CAS Number Uses
Trichloroethylene 79-01-6 Process chemical and extraction solvent in caprolactam purification. Degreasing agent in closed systems. Certain formulations and packaging applications.
Sodium chromate 7775-11-3 Anticorrosion agent of the carbon steel cooling system in certain absorption refrigerators.
Chromium trioxide 1333-82-0 Use for electroplating of different types of substrates with the purpose to create a long-lasting high durability surface with bright (shiny) or matte look (functional electroplating with decorative character).
Use for a pre-treatment step (etching) in the electroplating process.
Adopted decisions for authorization is the final step in the REACH authorization process. The decisions state that risks are adequately controlled and there are no suitable alternatives for these specific applications.

Onsite Photovoltaic System Procurement Guidelines
The U.S. Department of Energy's Federal Energy Management Program recently published a guide titled “Procurement Specifications Template for Onsite Solar Photovoltaic.” The guide provides procurement templates that may be used to increase the speed of project completion and reduce developmental and operational risks. The intent of this guide is to be a living document that can be modified based on lessons learned from completed projects.
2017 REPI Program Webinar Series
The U.S. Department of Defense's Readiness and Environmental Protection Integration (REPI) Program announced its 2017 schedule of webinars. The REPI Program works to mitigate land-use conflicts that may potentially affect installation activities. The 2017 webinars will present best practices and tutorials related to various topics, including:
Geographic information systems Noise impacts Species protection Stakeholder engagement Water resources
EPA Watershed Academy Webinar
The U.S. Environmental Protection Agency (EPA) has scheduled a webinar on 09 March 2017 to discuss the new Model My Watershed tool. The online watershed modeling application allows users to analyze nationally available landscapes, model stormwater runoff and water quality impacts, and compare how different conservation or development scenarios could alter runoff and water quality. Registration is required.
