LIMITED ENTRY HUNTINGLimited Entry Hunting, or LEH, is a system by which hunting authorizations are awarded to resident hunters based on a lottery, or random draw. The purpose of LEH is to achieve wildlife management objectives and maintain hunting opportunity.

LEH seasons are introduced where it has become necessary to limit the number of hunters or limit the number, class or sex of animals that may be taken. The following species of game are available under

LEH within certain areas of the province: Bison, Caribou, Elk, Grizzly Bear, Moose, Mountain Goat, Mountain Sheep, and Mule (Black-tailed) Deer. All of these species, with the exception of Bison and Grizzly Bear, may also be available through a General Open Season, or GOS.

Although ‘general’ open seasons may precede or coincide with LEH seasons for the same species in the same area, the class of animal available during the ‘general’ open season will often be different from the class of animal available during the LEH seasons.

HOW TO USE THIS SYNOPSISEach year nearly 1 in 4 LEH applications has an error of one kind or another which requires Fish, Wildlife and Habitat Management staff to examine the application and make a judgment about whether to include it in the draw or not. This takes a substantial amount of time and is the major factor in determining when the draw occurs.

In previous years, Ministry staff have made tremendous efforts to ‘save’ applications that were completed incorrectly. This is no longer the case and you can greatly improve your chances of being in the draw by following these instructions carefully. Double check your hunter number and the hunt codes on your card. Once your application is submitted, changes may not be allowed.

This synopsis will show you how to apply for a LEH hunt. Hunting opportunities advertised in this synopsis are arranged by species, then by region, followed by class of animal, and fi nally by the Management Unit (M.U.) where the hunt takes place. Management Units may also be divided into zones for certain species. The ‘MAP SECTION’ of this synopsis displays these zone boundaries. Where a LEH occurs over an entire M.U., a map of that M.U. is not provided in this synopsis; for maps of M.U. boundaries, consult the Hunting and Trapping Regulations Synopsis www.env.gov.bc.ca/fw/wildlife/hunting/regulations/.

The term ‘species’ as used in this booklet refers to the type of game animal, such as Moose, Elk, Caribou, etc., and encompasses all classes, such as bulls, cows, calves, etc., of that species. For example, bull moose and an antlerless moose are considered the same species.

Each hunt is given its own unique 4-digit HUNT CODE, which is highlighted on the left of each column on each page. DO NOT use last year’s LEH synopsis, because the hunt codes may change each year.

WHO CAN APPLY?Any resident of British Columbia who holds a Resident Hunter Number in good standing may apply. A resident may not apply for a LEH authorization if the resident’s hunting licence or hunter number has been suspended, cancelled, or the resident has unpaid fi nes under the Wildlife Act or the Firearms Act. Applications made by a person who is ineligible will not be entered in the draw and NO refund will be issued. Also please note that if you have moved out of the province you must re-establish your residency in B.C. in order to be eligible.

A resident is:1) a person who is a Canadian citizen or a permanent resident of Canada, whose only or primary residence is in British Columbia, and has been physically present in British Columbia for the greater portion of each of 6 calendar months out of the 12 calendar months immediately preceding the date of making an application under the Wildlife Act or doing another thing relevant to the operation of the Wildlife Act, or2) a person who is not a Canadian citizen or a permanent resident of Canada, but whose only or primary residence is in British Columbia, and has been physically present in British Columbia for the greater portion of each of the 12 calendar months immediately preceding the date of making an application under the Wildlife Act or doing another thing relevant to the operation of the Wildlife Act.

FIRST NATIONS APPLICANTSThe Ministry of Forests, Lands and Natural Resource Operations is responsible for balancing land and resource conservation and protec-tion with the economic and social benefi ts of recreational activities and a sustainable environment. It maintains this balance while respecting the aboriginal rights and title of the First Nations in the province. A First Nation’s aboriginal rights may include the right to harvest wild-life for food, social and ceremonial purposes within that First Nation’s traditional territory. These harvesting rights may be limited by govern-ment regulations regarding conservation and public health and safety. Government regulations apply to any harvesting of wildlife species for sale or barter, in whole or in part, unless there is a demonstrable ab-original or treaty right to sale or barter.Under the Wildlife Act, ‘Indian’ means a person who is defi ned as a sta-tus Indian under the Indian Act (Canada). Indians who are residents of British Columbia are not required to obtain any type of hunting licence under the Wildlife Act.Indians who are residents of British Columbia and are exercising their aboriginal right to hunt for food, social and ceremonial purposes within their First Nation’s traditional territory may be required to comply with conservation-based hunting regulations. Prior to undertaking any hunting activity, First Nation individuals who are residents of B.C. should inquire with their appropriate First Nation offi cials or with the Regional Fish and Wildlife Offi ce with respect to any requirements that may apply to them. First Nations whose traditional harvest rights are affected by conservation or public safety regulations would have been consulted in accordance with provincial policy and Ministry guidelines.

Each year, almost one in every four LEH applications is completed incorrectly. Fixing errors on LEH applications is the primary factor in delaying the LEH draw. Fish, Wildlife and Habitat Management staff will no longer be making many of the efforts we have in the past to correct applications, and applications

may be disqualifi ed if they are illegible or the instructions are not followed closely.

Before an applicant enters (x) in the YES box for a substitute Grizzly Bear Hunt, the applicant should be aware of the fact that this choice is made randomly and may result in a Grizzly Bear hunt in a location unfamiliar to the applicant within the Region of the second choice. See ‘Grizzly Bear Substitute Hunts’ section below for details.

If entering as a single applicant remove this portion of the application.

Indians who are residents of B.C. and wish to hunt outside their traditional territory must do so in accordance with the Hunting Regula-tions. This includes submitting applications for a LEH authorization via the LEH draw. When completing their application card(s), ‘INDIAN’ should be entered in the space allotted for Resident Hunter Number. This is required as a means of identifi cation to prevent computer rejection of an incomplete application card. Indian applicants must enter their complete mailing address including the postal code on the application card. Indians who are success-ful in the draw must comply with the require-ments of Compulsory Reporting/Inspection or any other Hunting Regulations.

HOW TO APPLYEligible residents of B.C. must apply for a LEH draw by fi lling out an offi cial application for each species for which they wish to be entered.

Application cards may be obtained in person from any issuer of hunting licences, or by any Service BC Offi ce. The fee for an application card is $6.72, including taxes. This fee is not refundable.

Please use a pen to make the entries on your application card(s). All entries should be legible and printed in CAPITAL LETTERS. DO NOT use ‘liquid whitener’ to make any alterations on application cards. If you make a mistake, draw a single line through the error and print the correction(s) above the incorrect entry.

SECOND CHOICESAn application card presents an option for you to make a second hunt choice for the SAME SPECIES. Entering a second choice is optional. If applying as a group, make sure that both fi rst and second hunt choices match on ALL group member’s applications. WHAT ARE YOUR CHANCES?For the main draw in 2011, the Fish, Wildlife and Habitat Management Branch processed 157,000 applications and issued roughly 30,000 authorizations for 8 species. Therefore on average, only one in every 5 applications was successful in 2011. It should be noted that odds for individual hunts could be much better, or much worse, depending on the popularity of the hunt. The LEH draw is random, like a lottery, and there are no guarantees that any individual will be successful over time.

However, if you were successful in receiving an authorization for any species except antlerless deer, your odds will be reduced. For Elk in Regions 1 or 2 and for Moose anywhere in the province, your odds are reduced by 66% for 3 years after being successful. For any other species (except Deer) your odds are reduced by 50% for one year only. This is called ‘enhanced odds’ and it reduces the number of people who receive authorizations repeatedly.

GRIZZLY BEAR SUBSTITUTE HUNTSOccasionally, some Grizzly Bear hunts have so few applicants that there are hunting opportunities remaining following the initial LEH application processing. Any such left over hunts will be assigned to applicants who indicate on their LEH application(s) that they wish to be considered for a substitute hunt. An applicant should be aware that, by entering (x) in the YES box for a substitute Grizzly Bear hunt, they may be authorized for a Grizzly Bear hunt in a location that is unfamiliar to them. Enhanced odds will apply in subsequent years if you are successful for a substitute hunt.

INDIVIDUAL (SINGLE) APPLICATIONS

Hunters applying for an individual hunt should complete all information on the LEH application except the lower, ‘group’ portion of the application card. This ‘group’ portion should be removed before submission. See the ‘Examples of How to Complete Your Application’ for detailed instructions for completion.

EXAMPLES OF HOW TO COMPLETE YOUR APPLICATION

LIMITED ENTRY HUNTING SYNOPSIS 2012/2013 3

GROUP HUNTS Group Hunts are available to hunters who wish to apply with a group of hunting partners with the chance that every person in the group will be allotted a LEH authorization.

Under this system, the application cards of the group members are combined and entered in the draw as ‘one’ application. If this ‘one’ application is drawn, each hunter in the group receives an authorization and each hunter may harvest an animal matching the description on the authorization. If any member of a group applying for any species except Mule (black-tailed) Deer was drawn for the same species the previous year, the entire group will have their odds reduced.

Group Hunt applications are not accepted for Bison hunts or Elk hunts in Regions 1 and 2. For Moose, group hunt applications have been replaced by Shared Hunt applications (see ‘Shared Hunts’ section).

When applying for a Group Hunt, ensure that the desired hunts have suffi cient authorizations to allow everyone in the group to receive an authorization otherwise each applicant in the group will be entered in the draw as an individual.

SHARED HUNTSShared hunts are currently for Moose only, and they are intended to increase the number of people drawn for moose without increasing the number of Moose that may be harvested in a given year. Applicants can apply for Moose as an individual, or a group of two, three or four. If any member of a group applying for a Shared Hunt has been drawn for a Moose in the previous three years, then the entire group will be treated as previously successful and their odds will be reduced.

When applying for a shared Moose hunt, each member is entered in the draw individually, meaning your group has up to 4 chances to win. Groups of two will be allowed to take one Moose only, and a group of three or four will be allowed to take two Moose only. No group member may take more than one

Moose and must cease hunting in the LEH shared hunt when he or she has harvested a Moose, as the annual Moose bag limit for a hunter is one.

All members of the group must have a valid Moose species licence and any group member may take a Moose until the group limit has been reached.

Communication is necessary within the group while hunting in order to avoid exceeding the group limit. The Harvest Details section of each group member’s authorization must be fi lled out immediately following a kill. If a member of a group cannot participate, the others may still hunt and the non-participating member(s) may join the hunt later if the group quota has not been reached, but must fi rst update the Harvest Details section of their LEH shared hunt authorization appropriately. See the ‘Examples of How to Complete Your Application’ for detailed instructions for completion.

FALL HUNT DEADLINE

The deadline for the fall (main draw) LEH applications to reach the Victoria address is 4:30 p.m. Friday May 25, 2012.

SPRING HUNT DEADLINEThe deadline for the spring 2013 Grizzly Bear and early Skeena Mountain Sheep LEH applications to reach the Victoria address is 4:30 p.m. Friday February 8, 2013. Do NOT submit the application for the spring 2013 LEH draw until after July 31, 2012.

ONE APPLICATION PER SPECIESAn applicant may only enter one application per LEH species in one calendar year, regardless of the class of the animal. The exception to this regulation is for an applicant that applied for a Grizzly Bear and/or Skeena Mountain Sheep in the spring draw. This applicant may apply for either (or both) of these species in the fall LEH draw providing that they did NOT receive an LEH authorization for that species in the spring draw.

TWO LICENCES REQUIREDIf you obtain LEH authorization(s), you must also possess and carry your valid B.C. resident hunting licence and the appropriate valid B.C. species licence(s) while hunting under authority of LEH authorization(s).

BAG LIMITA LEH authorization does not permit a person to exceed the regular hunting season bag limit for any species of game. See the 2012/2014 Hunting and Trapping Regulations Synopsis for information on provincial and regional bag limits. Please note that any big game animal taken by a licensed junior hunter is counted in the bag limit of the accompanying adult holder of a LEH authorization.

COMPULSORY INSPECTIONAll Elk in Regions 2 and 8, Moose in M.U.s 6-19, 6-20, and 6-22 to 6-25, and all Grizzly Bear, Mountain Sheep, Mountain Goat, Caribou harvested must undergo a Compulsory Inspection. Please also refer to the 2012/2014 Hunting and Trapping Regulations Synopsis for updated Compulsory Inspection species requirements. For information on where you can obtain a Compulsory Inspection, please refer to the ‘Compulsory Inspection Centres’ section on the regional pages of the Hunting and Trapping Regulations Synopsis or www.env.gov.bc.ca/fw/wildlife/hunting/ci.html.

Anyone who kills a bull Elk or a bull Moose under the authority of a LEH authorization must, while returning from the hunt, keep the antlers of the animal available for inspection by an offi cer. THIS SYNOPSIS IS NOT A COMPLETE LIST OF REQUIREMENTS FOR HUNTING IN BRITISH COLUMBIA.

Report all Poachers and Polluters (RAPP) operates in cooperation with the BC Wildlife Federation. The B.C.W.F. pays rewards up to $2000 for information leading to the conviction of persons who have violated laws related to the protection of fish, wildlife, or the

environment, or damaged the property of companies or individuals who provide access to hunters and anglers.

The Conservation Officer Service, Ministry of Environment, has established a partnership with the Provincial Emergency Program Call Centre to operate a toll-free hotline that allows you to report

known suspected poachers and polluters.

The RAPP program is simple, safe and effective. It is based on the principle that someone other than the criminal has information that can solve the crime.

LIMITED ENTRY HUNTING - TERMINOLOGYHUNT CODE: Each hunt is given its own unique 4-digit HUNT CODE, which is highlighted on the left of each column on each page. Hunt codes change every year.AREA: This term is used in conjunction with a place name to denote a specifi c land area within British Columbia. It can consist of a number of Management Units, a single Management Unit or a portion of a Management Unit, referred to as a Zone. Hunters should be aware access is limited in some areas and are advised to confi rm access before applying.

MANAGEMENT UNITS: The province is divided into 225 management units identifi ed by number. In this synopsis they are denoted by the initials ‘M.U.’ and a hyphenated number, i.e. M.U. 4-24, M.U. 3-14, etc.

ZONE: Means a portion of one or more management units. If the Management Unit has been divided into Zones, this will appear as Zone A of M.U. 4-24, Zone B of M.U. 4-24, etc. Maps of Zones may be found on pages 15-27.

SEASON DATES: Refer to a period of time that hunting may take place. All dates are inclusive, e.g., September 1 to September 30 means that hunting may commence on September 1 and continue through and including September 30.

SPECIES: In this booklet ‘species’ refers to the following game: Mountain Goat, Mountain Sheep, Elk, Moose, Caribou, Mule (Black-tailed) Deer, Grizzly Bear and Bison.

CLASS OF ANIMAL: This term refers more specifi cally to the sex, age or antler/horn confi guration of the animal for which an authorization is available.

TENTATIVE NUMBER OF AUTHORIZATIONS AVAILABLE: The number which appears in the authorizations column is a tentative number only and may be adjusted prior to the draw resulting in a possible increase or decrease in the fi nal number of available authorizations.

2011 FIRST CHOICE ODDS: This is a list of odds on being drawn for the same hunt in the 2011 Limited Entry draw. These odds pertain to hunts that were indicated as ‘First Choice’ selections on the 2011 application cards. They are a measure of the number of people who applied for each authorization available in 2011.

RECEIVE VIA RSS FEED NOTIFICATION OFREGULATION CHANGES

We have adopted a new system for notifying hunters and anglers of in-season or recent regulation changes. RSS is an internet-based technology that allows users to sign up for instant web updates. It is a convenient way to be notifi ed of changes to regulations. To sign up for this service visit the Fish, Wildlife and Habitat Management Branch website at www.env.gov.bc.ca/fw/news/ and for hunting regulation changes choose Wildlife and for fi shing regulations choose Fish.

The Special Mountain Sheep resident draw is available to resident hunters for fall 2013.

There is only one special resident Mountain Sheep authorization for one Mountain Sheep.

While the special hunt allows the animal to be taken in excess of the regular bag limit, a second species licence may not be purchased until after the fi rst species licence has been cancelled. If an animal is harvested during the special hunt, it will not be considered in the calculation of reduced odds for future LEH applications.

There are NO Group Hunt applications for this draw.

Application deadline is Friday, July 13, 2012

HOW TO APPLY

You may purchase and submit as many Special Mountain Sheep applications as you wish. Applications are available from all regular LEH application vendors OR Service BC Offi ces.

The non-refundable application fee for each Special Mountain Sheep application is $16.80 (includes HST).

Ten dollars each of application fee will be directed to a special account in the Habitat Conservation Trust Foundation (HCTF) for projects specifi c to Mountain Sheep management.

WHO IS ELIGIBLE TO APPLY

Any resident who is eligible to hunt in BC (holds a Resident Hunter Number in good standing) may apply.

A resident who applies for the special Mountain Sheep draw may also apply for any regular LEH draw.

MAILING INSTRUCTIONS

These special Mountain Sheep applications MUST be received in Victoria by 4:30 p.m. July 13, 2012. Proof of postage, i.e. postmarks, cannot be taken into consideration for late arrivals. The Fish, Wildlife and Habitat Management Branch cannot accept responsibility for the non-arrival of an application to the Victoria address.

NOTIFICATION

The winner of the special Mountain Sheep authorization will be notifi ed by mail. The winner may also be posted on the Ministry of Forests, Lands and Natural Resource Operations, Fish, Wildlife and Habitat Management Branch website. www.env.gov.bc.ca/fw/wildlife/hunting/resident/leh.html. Unsuccessful applicants will NOT be notifi ed.

SUCCESSFUL APPLICANT

The successful applicant for the special Mountain Sheep hunt must hold a valid resident hunting licence, a Mountain Sheep species licence and the special Mountain Sheep authorization while hunting. Please note that, while the special Mountain Sheep authorization allows the hunter to harvest 2 Sheep in the licence year, the hunter CANNOT hold more than one uncancelled Sheep species licence at any one time.

MOUNTAIN SHEEP SPECIAL HUNT

The successful applicant will have the opportunity to hunt either a bighorn or thinhorn ram Mountain Sheep during the dates listed below. If hunting a thinhorn ram sheep, the successful applicant may hunt 21 days prior to the opening date listed below for the region intended to hunt.

If a Mountain Sheep is harvested during the special hunt, it will not be considered in the limit of one sheep per year. All other restrictions, including the location of open seasons, weapons restrictions, species, and sex listed in either this synopsis or the 2012/2014 Hunting and Trapping Regulations Synopsis apply to this special hunt. The successful applicant need not follow horn curl regulations that apply in the area hunted as the special Mountain Sheep authorization will be for “any ram”.

A Bison species licence will be available only by mail and only to those persons successfully drawn for a Limited Entry Bison authorization.

Hunters are prohibited from using a weapon other than:

a rifl e that fi res a 175 grain or larger bullet retaining 2712 joules (2000 foot pounds) or more energy at 100 metres, or

a bow having a pull greater than 22.6 kg within the archer’s draw length, an arrow greater than 26 grams in weight and a broadhead greater than 8.1 grams in weight and 2.2 cm in width at its widest point.

Hunters are reminded that under Section 35(2) of the Wildlife Act, anyone who kills or injures wildlife must make reasonable attempt to retrieve that wildlife, and if it is alive, to kill it. This is particularly important with Bison.

CARIBOUThe Ministry continues to offer a Moose/Caribou combination hunt for the Spatsizi area. For details and where to apply see Region 6 Moose Section page 8.

Successful hunters are required to submit the incisor tooth, the antlers, and for Caribou without at least one main beam measuring over 60 cm in length, the hide with evidence of sex attached of all Caribou taken, for compulsory inspection within 30 days after the date of the kill. Please contact a Fish and Wildlife Regional Offi ce (page 4) for a list of qualifi ed inspectors or www.env.gov.bc.ca/fw/wildlife/hunting/ci.html.

discretion of the landowner. Access during mid-week will not likely be available on private lands managed for industrial forestry activities. Access may not be available during part or all of the LEH season.

Successful hunters must, within 30 days of the kill, report in person or by mail to the Victoria Fish, Wildlife and Habitat Management Branch, using a Harvest Data Card, the following information: • location of kill (including M.U.) • date of kill • number of days hunted • sex of animal taken

Hunters are reminded that under S.35(2) of the Wildlife Act, anyone who injures wildlife must make reasonable attempt to retrieve that wildlife, and if it is alive, to kill it. This is particularly important for Roosevelt Elk in areas restricted to ARCHERY EQUIPMENT ONLY, and these hunts are recom-mended only to archers with considerable big game hunting experience.Successful hunters are required to submit within 30 days of the kill, both antlers attached to a por-tion of the skull and one of the incisor teeth (including the crown and root) of any Elk taken to a C.I. Inspector. The following information must be supplied at the same time: • location of kill (including M.U.) • date of kill • number of days hunted • sex of animal taken.

MOUNTAIN GOATDue to concerns over the large percentage of female goats harvested in some areas of the province, the Fish, Wildlife and Habitat Management Branch continues to encourage hunters to harvest male Mountain Goats only. Copies of a DVD titled “Is it a Billy or Is It a Nanny?” are available for loan at regional wildlife offi ces to help hunters learn to select male Mountain Goats. Hunters are encouraged to borrow and view this DVD prior to their Mountain Goat hunt. For more details see page 28.

Successful hunter are required to submit the horns of any Mountain Goat taken for compulsory inspection within 30 days after the date of the kill OR before December 5 of the year of the kill whichever occurs fi rst. The Ministry is encouraging hunters to review the horn curl education program and participate in the horn curl test. Limited Entry Hunt (LEH) applications for 2013 limited entry sheep hunts in the Skeena region (Region 6) will be drawn in Spring of 2013, in order to provide hunters with more time to sched-ule and plan hunts in these remote areas.

Only one application for this early draw may be submitted per hunter and it must be submitted on a regular LEH application card. If you choose to apply for these early draws, please be advised that second choices are available, but must be from one of the other early Skeena Mountain Sheep draw hunts, i.e. if you apply for an early Skeena sheep draw, your second choice must be for the Mount Edziza, Atlin, Tatshenshini, or Spatsizi sheep hunt.

If you were successful in the 2012 early draw, you are not eligible to apply for any other LEH Mountain Sheep hunts for 2012. If you applied for an early Skeena Mountain Sheep draw and did not receive a LEH authorization you may apply for any other 2012 Mountain Sheep hunt.

DO NOT submit your application for this hunt until AFTER July 31, 2012. Applications must be received in Victoria by February 8, 2013. Notifi cation of successful draw results will be sent when the draw has been completed.

SPRING 2013 GRIZZLY BEAR

If you have made an application for a Fall 2012 Grizzly Bear hunt, you are eligible to apply for any of these hunts; however a successful Spring 2013 draw will make a person ineligible to apply for a Fall 2013 Grizzly Bear hunt.

DO NOT submit your application for this hunt until AFTER July 31, 2012. Applications must be received in Victoria by February 8, 2013. Notifi cation of successful draw results will be sent when the draw has been completed.

Please note the numbers listed here are the actual number of authorizations issued for the Spring 2012 hunt and are subject to change. The actual number of authorizations to be issued for Spring 2013 will be posted on the Ministry website the 3rd week of January:www.env.gov.bc.ca/fw/wildlife/hunting/resident/leh.html

There is no open season on a less than 2-year-old Grizzly Bear, or any Grizzly Bear in its com-pany. Do not shoot any Grizzly Bear when observed in a family unit.

The Wild Sheep Society of British Columbia has partnered with the British Columbia Ministry of Forests, Lands and Natural Resource Operations to develop an education program for hunters relating to horn curl restrictions that apply to the harvest of wild sheep in the province.

The Society and the Ministry have become increasingly concerned about the number of illegal sheep kills occurring in British Columbia, in some cases resulting from a lack of diligence. In some cases illegal kills may result in increasing hunting restrictions (such as Limited Entry seasons in place of general open seasons) or the complete closure of a season.

In an attempt to limit the number of illegal sheep harvested in British Columbia, the Wild Sheep Society has created a horn curl education program, with the support of the Ministry of Forests, Lands and Natural Resource Operations.

The Society's horn curl education program is divided into two sections: an education component, and a test component.

Both the Society and the Ministry highly recommend that all sheep hunters review the horn curl education program and participate in the horn curl test. Even for experienced sheep hunters this will provide a helpful review.

Minimizing the female (nanny) harvest of Mountain Goats has been identified as an important conservation action. Previously, the Ministry of Forests, Lands and Natural Resource Operations has addressed concerns with the harvest of females through voluntary compliance among hunters to select a male Mountain Goat (billy). While the proportion of females in the harvest has decreased, there continues to be concerns over the high harvest of female mountain goats in some areas. In order to address this concern, a regulation has been implemented that states “It is unlawful to hunt a female Mountain Goat accompanying a kid or a female Mountain Goat in a group that contains one or more kids.”

This regulation does not protect all female Mountain Goats as a solitary female Mountain Goat, or a female Mountain Goat within a group of goats that does not contain kids, would still be legal to harvest.
