Minutes of last regular meeting read and approved.
Clerk presented statement of finanoes showing neoessity of borrowingapproximately $4000. on unpaid 1938 taxes and asked authority to transferfrom Baok Tax fund to General fund the sum of $1300.
Moved by Mr. Clow and seconded by Mr. Helwig that Clerk draw oheck onBack Tax fund payable to General Fund the sum of $1300.00.
Carried.
A petition from Pennsylvania Railroad Co. objecting to Franohise Taxassessment (fixed by State) for the tax year 1939 was reoeived and filed.Petition dated Deo. 13, 1938.
In the absence of Trustee Frank Leone (auditor) Mayor White appointedTrustee Jesse Clow to act on bills at this mseting.
Trustee Jesse Clow offered the following resoiution and moved itsadoption:
RESOLVED, that the Mayor and the Clerk of the Board of Trustees of theVillage of Angola, N. Y., be and they hereby are authorized and empowered to borrow, in the name of the Village of Angola, from the EvansNational Bank of Angola, a sum not to exoeed $4000.00 and to exeoute apromissory note or notes in a sum not to exoeed $4000.00 in antioipationof the oolleotion of unpaid village taxes for the year 1938, and thatsaid unpe.id taxes be and they hereby are assigned to the Evans NationalBank of Angola; that as said taxes are colleoted they are to be depositedin a "Speoial Assigned Tax Fund" and subjeot to the order of the saidEvans National Bank; and be it further
RESOLVED, that the Mayor of the Village of Angola, N. Y., is hereby tomake, exeoute and deliveu such note or notes, or the renewal or renewals thereof, if any, to said Evans National Bank of Angola, and theClerk of the Village of Angola, N.Y., be, and hereby is ordered and directed to affix to said note or notes, renewal or renewals thereof, thecorporate seal of the Village, and the said Cler is hereby directed toattest said note or notes, ren,wal or renewals thereof; eaoh shall bearupon its face that it is issued against uncollected portion of the 1938tax levy, due and payable to the Village of Angola, N. Y.

A letter from Pius Schwert relative to back taxes against propertyassessed to Hattie Schwert, located at a-8 S. Main St. proposing thatVillage accept these taxes at face amt. was received. Mr. Schwertstated that if his proposition was accepted by. Village., he would paytaxes within a period of nine months.
Board instructed Village Clerk to write Mr. Schwert that if penaltiesand interest on back taxes were accepted they. should be paid in full,at one time, at time of sale of property, if and. when same is sold byMr. Schwert.
The matter of the old Geo. Hess property on Mill Street was broughtup and the colldition of the building, partly. destroyed by fire some yearsago, being such as to constitute a danger to pedeetrians, Clerk wasinstructed to Write Frank J. Hess, 3a5 Cambridge Ave; Buffalo, a relative
'of Geo. Hess, now dead, calling attention to the condition. of buildingand ordering. same removed· within 30 days. Also to call attentiDn toback taxes against the property.

Minutes of last meeting read, approved and signed.
Leroy Davidson appeared before Board and stated that water arrearagebill for 4th Qtr. 1932 and IS1 Qtr. 1933, amounting to $7.98 had been paidby him to the late Mr. Domeny (at one time Water Clerk). Board asked Mr.Davidson to make sworn affidavit: Matter would then be considered.
Motion made by Mr. Baer and sevonded by Mr.purchased to use ae Uuand rail on Commercial St.wood rail. Estimated cost: Iron $48. labor $20.
Helwig, that Angle Iron bein place of present brokenCarried.
Motion made by Mr. Helwig and seconded by Mr. Burgstrom that a Waterservice charge of $4.00 per quarter be assessed yearly comsumers outside ofvillage, whether water is used or not. Carried.
Village Attorney Floyd Hurst was requested to check into whether or notVillage would be liable if building known as Central Hotel,which is in badcondition, as concrete base is crumbling, if same falls onto railroad tracks

Mr.A.Colvin o·f the N.L.& ont.Power Co. appeared at meetingand proposed a change in method of lighting No.Main st. byusing additional lights and changing and lengthening locationof same: About seven new lights needed to better light upstreet. Cost would be between $350.00 to $400.00 more peryear than present contract price. No definite action taken.
Clerk was instructed to post in the official village newspaper a notice relative to hearing at meeting of Nov. 6th, 1939for ordinance to cover stop Signs on Village Streets.

S$CTION 8A--Stop streets. Every driver of a bicyele.motorcy~le,automabile, motor truck or other motor vehicle shall bring hisvehicle to a full stcllp, unless otherwise directed by a police offfceror signal, before entering or crossing any of the follOWing named.streets, which are hereby designated as main arteries of traffic:Main street between the northerly and southerly limits of .the Village:Lake Street between High Street and the westerly limits of the Village:High Street at Center: Mill street at Orchard.
Any person 'Violating any of the provisions of this ordinanceshall be subject to a penalty of not less than $ 5.00 nob more than$ 100.00 for each· violation thereof, 'and in addition thertC', such <
