BACKGROUND:

In accordance with the A.A.C. Title 7, Chapter 2, Article 10, the School District Procurement Rules, the Governing Board has previously delegated all procurement authority for the District to the Superintendent through the Governing Board Policy DJE. This Governing Board policy was adopted on January 14, 2002 and it allows for further delegation from the Superintendent to appropriate subordinates.

RECOMMENDATION:

It is recommended that the Governing Board approve to add the attached addendum to the 2016-17 and 2017-18 High School Planning Guides (HSPG), effective for the 2016-17 school year, to allow this practice to begin for our students already this spring.

BACKGROUND:

Recently, the Arizona State Board of Ed approved a State Seal of Biliteracy distinction, recognizing high school students who achieve proficiency in English plus at least one additional language by the spring of their senior year of high school. The State Seal of Biliteracy is a statement of accomplishment for college admission and for future employers. Members of our SUSD Teaching and Learning Team, Curriculum Specialist, Julie Vazquez, and SUSD teachers have worked to create the systems to allow all SUSD students completing any WL level IV-H and beyond an opportunity to earn this distinction (recognized on the diploma and noted on the high school transcript).

IMPACT ON STUDENTS AND DISTRICT GOAL ALIGNMENT The proposed revisions to the HSPG allow students taking World Language courses across SUSD the opportunity to earn the State Seal of Biliteracy distinction – better preparing our students for college and careers beyond high school. It is recommended that the Governing Board approve the ratification to approve the annual renewal of the IGA between SUSD and EVIT JTED for the 2016-2017, 2017-2018 and 2018-2019 school years.

BACKGROUND:

Each year the Governing Board has approved renewal of the IGA between EVIT and SUSD to all participating EVIT school districts to provide joint technological education district courses (“JTED Courses”) at Home District (EVIT) locations at one or more of the high schools within a Home District and to operate under an EVIT model with EVIT providing the instruction and facilities for such courses for the 2016-2017, 2017-2018 and 2018-2019 school years. RECOMMENDATION:

It is recommended that the Governing Board approve the Issuance of a Request for Proposal for contracted English Language Arts Intervention Resources.

BACKGROUND:

The purpose of the Request for Proposal (RFP) is to secure a vendor(s) to provide English Language Arts Intervention Tools that will provide opportunities for students to have an individualized learning program geared toward their unique needs. Once the areas of weakness are identified, the students would be assigned a variety of re-engagement experiences to ensure mastery of the concepts. The intervention tools should be able to track student progress over time and provide classroom, school, and district-level data about the progress. The English Language Arts based tools should also provide ongoing professional development, instructional support, and materials for teachers to assist developing students of K-12 understanding and confidence. For this procurement, it is necessary to compare different price, quality and contractual factors, to conduct discussions with the offerors and to award a contract in which price alone is not the determining factor. Therefore, competitive sealed bidding is not practicable or advantageous to the District and the competitive sealed proposal method is used.

RECOMMENDATION:

It is recommended that the Governing Board approve the award of RFP #17066, Teacher and Certificated Administrators Application Screening / Assessment, to the most advantageous offeror as listed below, for the amount not to exceed $50,000 for the fiscal year 2016-2017. Vendor: HUMANeX Ventures

BACKGROUND:

The purpose of the Request for Proposal was to obtain a qualified vendor(s) capable of providing Teacher and Administrators Application Screening and Assessments. Services will include but not be limited to providing Human Resources and the Schools for the Scottsdale Unified School District, on an as needed if needed basis. On January 5, 2017 the Notice of Solicitation was sent to three-hundred and fifty-one (351) vendors from the bidders list. On February 2, 2017 at 11:00 AM, the proposals were opened with three (3) acceptable offers, and ninety-four (94) no bids. On February 7, 2017 copies of the proposals were made available to each member of the selection committee for review and evaluation. Offerors Included: Gallup Inc., People Admin and HUMANeX Ventures. The recommendation for award is to HUMANeX Ventures whose bid conformed to all requirements set forth in the Request for Proposal. The District has determined that all criteria within the RFP was evaluated and that HUMANeX Ventures ranked first. For this procurement, it was necessary to compare different price, quality, value and experience, to conduct discussions with the offerors and to award a contract in which price alone was not the determining factor. Therefore, competitive sealed bidding was not practicable or advantageous to the District and the competitive sealed proposal method was used.
