The regular meeting of the Board of Education, held on Tuesday, September 10, 2013, was called to order at 5:02p.m. to conduct closed session by the Board President, Mrs. Maria G. Lopez. All board members were present. The Superintendent, Mr. Paul Gothold, was also in attendance and took the roll.

Board President, Mrs. Maria G. Lopez called to order regular meeting of the BOE, reconvening into open session at 6:04p.m. on Tuesday, September 10, 2013. The Superintendent called the roll.

ROLLCALL: All members of the Board of Education were present.

PLEDGE OF ALLEGIANCE TO THE FLAG by Abbott Elementary School MISSION STATEMENT:

The mission of the Lynwood Unified School District is to prepare eve1y student for success in college and career as a responsible citizen in a global society by guaranteeing equity and access to meaningful learning activities relevant to the 21'1 century.

Abbott Elementary School Principal, Mr. Scott McGuire, introduced the members of the Abbott Honor Roll for September 2013. They were selected based on their exemplary success on the 2012-2013 CST, specifically for scoring a perfect 600 on the Mathematics portion of the CST. Mr. McGuire stated that these students serve as an example of academic success and top-notch citizenship to all Abbott scholars.

GOVERNING BOARD Minutes Mrs. Chavez moved to approve the minutes of the regular meeting of the Board of Education

on August 27, 2013; seconded by Ms. Gonzalez.

• Superintendent's Report o Mr. Gothold congratulated principals, teachers and staff for an efficient I'' day of school. He said the

school year is off to a great start. The Superintendent introduced two new members of the administrative team: Dr. Freda Rossi, Director of Elementary Reform and Dr. Alfonso Jimenez, Director of Instructional Services.

The Superintendent shared about the proposed suspension of API test scores as CDE prepares for the elimination of CST, in relation to the two-year transition for the Common Core computer-based testing (which LUSD piloted). CDE's suspension of API is not aligned to Federal expectations. It is uncertain if Califomia will be given a waiver. Mr. Goth old strongly recommends that the district continues to test students. He wants to be accountable and responsible for tracking and reporting student progress, even if this entails an internal assessment process.

Mr. Gothold announced that the official, published results confirmed LUSD's 12-point API gain as a district- the highest among K-12 comprehensive districts with more than 8,000 students. This growth pattern for the last two years is truly remarkable. The Superintendent thanked the Bom·d, the administrative team, certificated, classified and service employees - who all contributed to this significant success. Though growth is seen across the board, Mr. Gothold highlighted the extraordinary gains of three schools:

-Lynwood High School had a 28-point gain -Cesar Chavez Middle School had a 23-point gain -Lindbergh Elementary School had a 53-point gain

Mr. Gothold shared that every subgroup in the district also showed growth. In comparison, LUSD outperformed other districts within the county and at the state level. Staff deserves to be commended for this accomplishment.

• Board Members' Reports o Mr. Morales- In response to Mr. Gothold's report, Mr. Morales credited the district's effort in

providing Professional Development and strongly recommended to continue on this path. As an alumnus who exemplifies college and career success, he takes pride in knowing that LUSD can compete with any school. He encouraged students to be proud of where they come from and make Lynwood known at whichever college/institution they plan to attend.

o Mrs. Chavez echoed Mr. Morales' message and added that she had always hoped for Lynwood to improve its academic performance. She said tonight's good repmt is one of the reasons she stayed on the board. She recalled seeing LUSD schools at the bottom quartile and that stirred her to make good decisions for the district, to hope for the best, and to keep an open mind. With her imminent retirement, Mrs. Chavez is confident that the new administration will carry on with the positive changes during the last tlu·ee years.

Mrs. Chavez visited Lindbergh ES, Hosler MS, and Lynwood HS two days before the stmt of school. She was glad to see most of the schools ready to welcome the students back. She observed staff preparing classrooms. She also visited Lincoln and Roosevelt Elementary School on the first day of

school. She was pleased to see staff from the District Office ensure a smooth opening of school.

o Ms. Gonzalez commended teachers and staff for their collaborative work to achieve these academic gains. She thanked everyone for their hard work and emphasized the need for academic and support services to work together to provide the best education for LUSD students. As a social worker, she expressed her passion to fight for equity for all students.

Ms. Gonzalez also visited some schools before the school opening. She was glad to see the facility improvements, especially at Washington, Lincoln, and Lindbergh Elementary Schools. She was pleased to see how the concerns of community members and staff, including parking spaces, are being addressed.

Ms. Gonzalez shared about the board members' recent study session regarding Measure K and related projects. The board explored upcoming opportunities, identified potential projects, and distinguished between perceived and actual needs. She also attended a reception hosted by the Commission on the Status of Girls and Women, and was disheartened to hear that there is lesser presence of women in media and other visible platforms. It was an occasion for her to reflect on how to create opportunities for women and to encourage the school commnnity to endeavor to do the same.

o Mr. Solache echoed his colleagues' commendation of staff for a great first day of school. He acknowledged the employee and union groups in the audience, and thanked them for taking time to attend tonight's meeting.

ill relation to the board's special meeting on Saturday, he added that it was important for the board to identify and prioritize future Measure K projects, especially since $93M is not enough to do all that the district needed. He encouraged the community to bring to the board's attention their recommendations and observations.

ill response to the improving API scores, Mr. Solache commented that every single student and every subgroup should be given importance. As good as the district scores may be, he reminded staff to continue addressing students who are stmggling -even if there is only one student. He is confident to see positive changes in the Special Education Department, with its new Director, Ms. Celese Johnson.

Mr. Solache commented that the 39-month rehiring process needs to be addressed. He asked staff to look into the classified positions that are needed, as well as the counselors that need to be reemployed. He also responded to the false perception that there is not enough work being done, especially at Washington- where not much work was done during the summer months. On the contrary, new buildings are being constmcted at Washington and Lincoln ES. He said the community needs to be informed of the timelines for the projects at other school facilities.

He was pleased to hear of the academic gains at his alma mater Lindbergh ES. Mr. Morales reacted the same way for his alma mater Washington ES.

o Mrs. Lopez asked everyone to sing a birthday song for Mr. Solache. She thanked the administration and staff for a great start of the new school year and for the API report of academic gains by the district. She asked the administrators to remind principals to speak before the students on a daily basis, and highlight the value of performing well in school. She also commented on how academic scores affect the community. She encourages healthy competition between schools.

• Julia Juarez Ms. Juarez, from Senator Lara's Office, shared about the workshop they're offering, in partnership with Facebook, on "Safety and Privacy- Kids Bullied through Social Media". The workshop is scheduled for September 19 at lOam at the Girls Clubhouse in South Gate.

Ms. Juarez then introduced Omar Monroy, a LHS graduate, cunently a UCLA student, who has been a summer intern at the Senator's office for the last two years. Omar had been in Ireland and China, and helps

tremendously with the college conferences. Ms. Juarez presented Omar with a certificate of recognition.

• Dwight Bonds Mr. Bonds, Executive Director of the California Association of the African American Superintendents & Administrators (CAAASA), together with Dr. George McKenna, presented the district with a certificate of commendation for its effort to "support equity and access for all students through ingenuity, creativity, resourcefulness and experience; and for defending and promoting the rights of the masses of all children."

Dr. McKenna, former Superintendent of Inglewood with 50 years of service in public education, expressed his pride for the "remarkable and unique achievements" of LUSD. He also shared his personal sentiments for the tragic death of former LHS Principal Gary Beverly and the recent passing away of LHS Vice­Principal James Murray, both of whom he had special relationships with. He commended the board for their dedication and work, and encouraged them to continue making "public education a personal business".

• Michael Lorenzana & Joy Richardson Mr. Lorenzana was a Counselor at LHS since 2005, "riffed" in 2010, and has been subbing consistently. Together with Ms. Richardson, they were advocating for fellow counselors, especially for those who were "riffed" in 2010 and are hoping to be rehired before the expiration of the 39-month period. They reminded the board of the integral role counselors play to ensure students' success. They highlighted their passion to prepare students for college and career, and shared their loyal service and dedication to the district.

• Lilia Tellaechie Ms. Tellaechie, also a former counselor, reminded the board of the remaining 20 days before the 39-month rehire expires. She reiterated what her colleagues (above) had shared and added that counselors are equally as important as technology. She commented on how students need guidance and assistance in dealing with their home situations. She shared how the counselors remain dedicated, loyal to and proud of LUSD.

• Raj Srinivasan Mr. Srinivasan worked as a computer teacher but was laid off 3 years ago. He taught webpage design and accounting. Though these past three years had been challenging, he still considers it a blessing to be able to regularly sub for the district. He asked the board to consider rehiring him and shared that with his 3 masters degrees, he can also teach Economics and Business.

• Fannie Jones Hundley Ms. Hundley is a teacher at Vista Continuation High School, has been teaching for 38 years now, and is currently the LTA President. Ms. Hundley asked the board to look into paying teachers for work they have done but remained unpaid. She acknowledged the board and staff's approval to rehire some teachers, including two counselors. She asked the board to direct staff to consider rehi1ing the 39-month teachers and the counselor that submitted their appeals tonight. She also shared that LTA is considering changing insurance caniers from VEBA to CalPers. She said LTA was the only union group that was allowed to vote for only one canier (VEBA), whereas the other groups were able to choose between insurance earners. Board President, Mrs. Lopez explained that the association (LTA) chose their own insurance carrier.

Mr. Morales moved this item for discussion; Ms. Gonzalez seconded. Mrs. Chavez questioned and disagreed with this request to extend the agreement with VMA, even if it concerns publicizing work done in relation to Measure K. She argued that students who returned to school this month and saw the improvements are the best bearers of the news. She finds this expense unnecessary and unwise, especially since the district is still under deficit spending.

Mrs. Chavez also questioned the value of the articles on the newsletter and highlighted the seemingly late reporting of the same. She referred to the most recent, September issue of the newsletter and found the stories to be outdated. She suggested spending money on other district needs rather than for publicity.

Ms. Gonzalez argued for the need to invest in telling the success stories of the distlict to welcome and build new partnerships, to qualify for grants, and to draw and attract non-LUSD families to enroll their children in the distdct. She believes in showcasing the district to gamer the public's recognition. She said this is good for the students and for their families.

Mr. Morales commented that this proposed agreement is for Measure K related reports. Just as Mrs. Chavez was surprised to find great improvements in the school facilities, it is for the same reason that Mr. Morales strongly supports this item. He said the board had been accused of not doing anything. It is needful for the district to publish positive news. Negative press spreads easily. He also made the observation that even board meetings are attended largely by students. The community needs to know what is going on.

Mrs. Chavez clarified that she was surprised to see changes that she does not remember the board taking a vote for. She said she would have remembered or expected to see changes that she approved.

Mr. Solache said it is impmtant to keep the community informed. He said most of the residents, such as those surrounding Washington Elementary School do not know what to expect of the ongoing constmction nor its timeline.

Mrs. Lopez agreed with the rest of the board members on the need to communicate effectively with the community. She said the community needs to be well-informed, especially with regards to how money is being spent. She shared that the recent recall was based on accusations on how the board mismanages Measure K money. The lack of information-sharing results to the community not knowing.

Mrs. Chavez said that she just learned about a $2M artificial turf project for Lynwood High School during the special meeting last Saturday. She tends to go along with the rest of her colleagues, but strongly disagrees to make this a priority. She shared her uncertainty on how the proposed artificial field became a priority. She commented that for such a time like this, when people are asking for their jobs back and when student's health and safety should be priority, she questions how students will benefit from this project.

Mr. Solache reiterated that Measure K dollars cannot be spent for any employee salaries (not for

counselors nor security officers). As an alumnus, Mr. Solache shared how students (during his school years) were promised a football stadium, bleachers, and a swimming pool. For many years, graduation ceremonies were held away from the home schools. It took 14 years before Lynwood High School students had their graduation in their own campus. He also said, for equity reasons, Firebaugh High School should be afforded the same facility upgrades.

Mr. Morales added that the needs of the community far exceed the $93M bond money. He said there have been major improvements done in the district, such as having installed security cameras that deter untoward incidents. He said the board should continue listening to the community. Mrs. Lopez concurred and added that equal focus should be given to athletics and academics.

Mr. Morales asked staff to diligently work and act on the 39-month rehire process. He said the board wants to see the maximum number of employees that can possibly be brought back.

BACKGROUND INFORMATION: The 2013 state budget provides approximately $200 per student in one-time funding for the implementation of the Common Core State Standards. Districts can encumber these one-time funds any time during the 2013-14 and 2014-15 school years. Districts must hold a public hearing on the Common Core Expenditure Plan prior to the Governing Board approving the plan during a subsequent meeting.

These funds may only be used for professional development aligned to the CCSS, instructional and supplemental materials aligned to the CCSS, and Technology. Technology purchases can be used for the integration of the content standards through technology-based instruction for the purposes of improving the academic performance of pupils including, but not limited to the administration of computer-based assessments and providing adequate internet connectivity to support the computer­based assessments.

The public hearing will be held as part of the September 24, 2013, regular meeting of the Board of Education.

The administration requests approval for High School students to participate in the Los Angeles County Office of Education (LACOE) Academic Decathlon for the 2013-2014 school year. The LACOE Academic Decathlon is open to public and private high school students to compete in academic tests and demonstrations as team members.

The Academic Decathlon is, like its ancient Greek counterpart, a 1 0-event contest. Unlike the Greek decathlon, however, Academic Decathlon is an academic, rather than an athletic, competition for teams and for individuals. Participants demonstrate their academic strength by completing seven written tests, writing an essay, delivering a prepared and an impromptu speech, and participating in an interview. The exciting Super Quiz oral relay is a team event held before a live audience. Each team consists of three "A" (honor), three "B" (scholastic), and three "Cor below'' (varsity) students. Awards are presented to the top teams as well as the top individual students in each event.

BACKGROUND INFORMATION: The administration requests approval for Lynwood High School Science Department staff to participate in the 2013 California Science Education Conference in Palm Springs, California on October 25- 27, 2013.

The California Science Education Conference is the annual conference of the California Science Teachers Association (CSTA). For over 20 years the conference has been providing up-to-the-minute educational programs for California's science educators. The conference features the perfect mix of hands-on workshops, engaging lectures from professional scientists and university-level educators, in­depth three- and six-hour courses, one-of-a-kind field course experiences, and quality networking opportunities that are only possible when meeting face-to-face.

Conference sessions are designed to meet the needs of both new and veteran science educators. Each educational session is designated by one of the following tracks: STEM, earth/space science, life science, biology, environmental science, chemistry, physics, physical science, and cross-disciplinary

science.

Decisionlnsite will also provide parents access to the online "school locator'' to determine school of residence. Decisionlnsite is an integral service for maintaining full implementation of the district's student database.

BACKGROUND INFORMATION:

The administration requests approval for Educational Services Directors to attend a retreat on October 10-11,2013 at the Sheraton Cerritos Hotel Towne, in Long Beach, CA.

The retreat will allow directors, under the guidance of the Assistant Superintendent of Educational Services, to review and analyze data, evaluate Educational Services goals and update administrative workplans. Through this process, Educational Services staff will develop annual goals, objectives, and budgets. Staff will also begin planning for the 2014-2015 academic year. The process will continue the focus on the Lynwood Unified School District mission of raising student achievement and preparing every student for college and career.

The cost includes room rental, food and audio visual package.

WHEREAS, the certificated employees listed below have signed a consent form pursuant to Title 5 Section 80005(b). In most cases, there is an obvious match between the class curriculum and the authorization(s) listed on the selected credential. However, there are some elective classes for which there is no match. If no credential exists that authorizes the curriculum and elective credit is being given, the employing agency should select the credentialed teacher whose knowledge and training best fulfills the needs of the students. In such assignments, the teacher's consent is required. WHEREAS, Bernice Jacobs faithfully and honorably served the Lynwood Unified School District for 32 years, and

WHEREAS, that service was characterized by outstanding loyalty in educating and nurturing our community's children; and

WHEREAS, during her tenure as principal and educational leader at Washington Elementary School, the site received the California Distinguished School Award, and

WHEREAS, Ms. Jacobs was a recipient of the distinguished Lynwood City Council's Principal of the Millennium Award, and

WHEREAS, Ms. Jacobs has now achieved the great accomplishment of reaching her 90th year of life during the 2013-2014 academic year;

BE IT HEREBY RESOLVED, that we, the members of the Lynwood Unified School District Board of Education, express our sincerest appreciation for effective service during Ms. Jacobs' tenure with the District; and

BACKGROUND INFORMATION:

Board approval is requested for payment of classified employees to receive the Bilingual Stipend for the 2012-2013 fiscal year totaling at $10,325.00. This payment is contractually obligated (CSEA Contract, Article VIII, Section 8.4) for services rendered for employees within the CSEA union. Payment is not contractually obligated for confidential employees, as these employees are not represented and thus not covered under the CSEA contract. However, payment to confidential employees for bilingual services rendered is recommended as this aligns with District procedure. Furthermore, approval is recommended as a result of work services having been verifiably rendered. The reason that this item comes before the Board on September 24, 2013 for services provided in 2012-2013, results from the fact that services must be verified prior to payment being issued. As some employees potentially receiving the stipend are 12-month employees, the District must wait until the close of the fiscal year to properly verify services. The verification process is extensive: (1) managers must submit a signed form certifying via signature that specific employees have been participating in work-related translating during the previous fiscal year and (2) employees must have passed a bilinguallbi-literate exam provided by a statewide testing consortium and locally content validated by subject matter experts, as per EEOC Testing Uniform Guidelines, in order to meet District fluency standards.

BACKGROUND INFORMATION: It is requested that the Board approve the Attendance Incentive/Perfect Attendance Stipend for classified employees for maintaining a minimal absence record (use of two or less sick days per fiscal year) for the 2012-2013 school year.

The implementation steps are as follows: (1) an informational correspondence is sent to classified employees along with an application, (2) employees who wish to be considered for the stipend must return the application by the application deadline, (3) a listing is established by Classified Personnel after reviewing the applications, (4) the listing is audited by Payroll to ensure the days claimed by the employees are officially reflected in the District payroll system. Employees who do not submit an application by the designated deadline are not considered for the stipend. Furthermore, this stipend only pertains to sick days; use of vacation does not impact receipt of the stipend.

This item comes before the Board during the 2013-2014 fiscal year for services rendered during the 2012-2013 due to verification procedures, as some employees who apply for consideration are 12-month employees. Thus, the District must wait until the end of the fiscal year to analyze applications and verify accuracy of data.

AGENDA ITEM: REQUEST APPROVAL TO ENTER A FACILITY LEASE AGREEMENT WITH LOS ANGELES COUNTY OFFICE OF EDUCATION

BACKGROUND INFORMATION:

Los Angeles County Office of Education (LACOE) Special Education Program entered an agreement with the District in 2011 leasing three vacant classrooms at FHS. Earlier this year, we served LACOE a non-renewal notice at the end of the 2012-13 school year because of our own instructional needs of those classrooms at the school. LACOE has indicated an interest to continue to use four (4) empty classrooms at Hosler Middle School for the same purposes.

The staff requests approval to enter a new lease agreement with LACOE for facility usage, for the period of August 1, 2013 through June 30, 2016 with provision that either party can terminate the agreement at any time with a 30 days written notice. For consideration, LACOE shall pay the District an annual usage fee of $9.67 per square foot of occupied space plus utilities. The rate shall adjust each year, according to the Cost of Living Allowance for Special Education.

NATIONAL HISPANIC HERITAGE MONTH

Resolution 13-14/05

WHEREAS, the State of California is horne to over three million Hispanic students from kindergarten through grade twelve; and

WHEREAS, the diversity of this group includes persons who have their origins in Spain, Mexico, Central and South America, and the Spanish speaking Caribbean Islands; and

WHEREAS, since the inception of European contact with our continent, Hispanics have always been an integral part of this nation's early exploration and California's discovery and early settlement; and

WHEREAS, while the impact of the Hispanic culture and traditions are manifested in our State's customs, traditions, and laws; and

WHEREAS, Hispanic Americans continue to make important contributions to our society in American government, business, agriculture, commerce, Armed Forces, education, the arts, science, and sports; and

WHEREAS, the History-Social Science Framework for California Public Schools, Kindergarten through Grade Twelve, states that the history curriculum of community, state, region, and nation must reflect the experiences of men and women of different racial, religious, and ethnic groups which is integrated at every level; and

WHEREAS, the California State Board of Education recognizes in its Multi-cultural Education Policy that each student needs an opportunity to understand the common humanity underlying all people; now, therefore,

BE IT HEREBY RESOLVED, that the Lynwood Unified School District Board of Education proclaims the month beginning September 15 and ending on October 15, 2013 as National Hispanic Heritage Month and encourages all educational communities to commemorate this occasion with appropriate instructional activities; and

BE IT FURTHER RESOLVED, that the Lynwood Unified School District Board of Education directs that copies of this resolution be distributed to all schools in the district.

BE IT FINALLY RESOLVED, that this resolution be made an integral part of the Minutes of the September 24, 2013, meeting of this Board
