Mayor Delaware – thanked the citizens for attending the town hall meeting. The next town hall meeting will be in April (Youth Town Hall). Thanked Sarah O’Reilly-Evans for the board training for all city boards. Announced the litter logo and mascot campaign. Stated that the 2020 Census is coming up. Encouraged all citizens to be counted because this potentially equals dollars for our City.

Report of Standing Committees

Stephanie Booker, Office of Congressman Bennie G. Thompson – said that she wanted to remain in contact with the city and offers their services.

Yazoo City Housing Authority Board – discussed information on RAD and the upcomingrenovations in Fouche, Lindsey Lawn, Delta Circle and Woolwine.

Public Service Commission – 75 cent on a dollar actually collected; presented current financials.

Yazoo City Municipal School Board – 4 goals that the State wants each school district to address; much attention was given to the students being behind in order for the schools to be successful, students must receive grade level instruction. Focus on the knowledge, not the actual grade.

Parks and Recreation Board – discussed the maintenance of the parks; announced upcoming Mother’s Day car show; stated Dixie Youth will begin baseball/softball registration; stated that if there was funding, repairs could be made; paying payroll related expenses only because there is no income to operate.

Proclamation

Whereas, there are nearly 7,000 diseases and conditions considered rare (each affecting fewer than 200,000 Americans) in the United States, according to the National Institutes of Health (NIH);

Whereas, while each of these diseases may affect small numbers of people, rare diseases as a group affect almost 30 million Americans;

Whereas, many rare diseases are serious and debilitating conditions that have a significant impact on the lives of those affected;

Whereas, while more than 450 drugs and biologics have been approved for the treatment of rare diseases according to the Food and Drug Administration (FDA), millions of Americans still have rare diseases for which there is no approved treatment;

Whereas, individuals and families affected by rare diseases often experience problems such as diagnosis delay, difficulty finding a medical expert, and lack of access to treatments or ancillary services;

Whereas, while the public is familiar with some rare diseases, many patients and families affected by less widely known rare diseases bear a large share of the burden of funding research and raising public awareness to support the search for treatments;

Whereas, residents of Yazoo City are among those affected by rare diseases because nearly one in 10 Americans have rare diseases;

Whereas, the National Organization for Rare Disorders (NORD) is organizing a nationwide observance of Rare Disease Day on February 28, 2019;

Therefore, be it resolved that February 28, 2019, will be observed as Rare Disease Day in Yazoo City.

Alderman Johnson moved to approve to proclaim February 28, 2019 as Rare Disease Day in Yazoo City; Alderman Rucker seconded.

RESOLUTION ADJUDICATING COSTS AND PENALTIES FOR CLEANING PROPERTY DEEMED TO BE A MENACE TO PUBLIC HEALTH AND SAFETY

WHEREAS, a hearing was held on July 20,2017 to determine whether the following described property was in such a state of uncleanliness to be a menace to the public health and safety: Parcel Address: 507 E. POWELL ST. Yazoo City, Ms. 39194- # 3-278M-33-023.00

and; Owner Address: KRISTIN FERMO, 130 PROVIDENCE DR. MADISON MS. 39110

WHEREAS, the Board of Mayor and Alderman after hearing evidence concerning the subject property or parcels determined that the property was in such a state of uncleanliness and constituted a menace to the public health and safety; and

WHEREAS, the Board of Mayor and Alderman authorized the use of municipal resources and labor or contract labor to clean and remedy the conditions deemed to be a menace to the public health and safety by order duly approved on JUNE 11,2018_; and

WHEREAS, the costs incurred in using municipal resources and labor or contract labor has been evaluated by the Board of Mayor and Alderman and determined to be the sum of $3,723.00_; and

WHEREAS, in addition to the costs of cleaning the property, penalty in the amount of $1,861.00_ is assessed; and
