The Student Registration Handbook is designed primarily to be used by school support staff and enrollment personnel as a tool to assist parents and legal guardians with the enrollment of students in Albemarle County Public Schools. IMPORTANT NOTE: This handbook is only valid for the 2014-2015 school year.

o Our schools are divided into three "feeder patterns" according to geographical area: Northern, Southern and Western. A feeder pattern consists of the elementary, middle and high schools through which students

Attendance Areas - Parents Searching for a home
It is strongly suggested that parents confirm the house address and school attendance area by calling 973-5716 or 296-5877.
Albemarle residents can determine school districts by searching on a valid address or owner name in the County’s GIS-Web application (http://gisweb.albemarle.org/) with the property.
IMPORTANT NOTE: Any official decision about which school district a particular house or parcel belongs, and property in 2 different counties, must be made by the Department of Operations & Planning.

SCHOOLS
Q How does a parent enroll a child in Albemarle County Public Schools?
A Registration is conducted at the home school; that is, the school serving the child's
attendance area. Attendance areas are assigned based on current physical addresses (not
post office boxes). It is not necessary for the child to be present at registration.
At the time of registration, the parent
or legal guardian (proof of

County. Post office box addresses are not considered proofs of residency.

SCHOOL ATTENDANCE AREA WAIVER REQUESTS Who must submit a school attendance area waiver request?
Any nonresident of Albemarle County meeting the eligibility requirements for admission according to School Board Policy JEC, School Admission, Section II (“Nonresident”) or Section III (“Nonresident Students of Albemarle County Employees”); or
Any resident of Albemarle County who wishes for his/her child(ren) to attend a school other than the one designated by the attendance area and meets at least one of the conditions specified in School Board Policy JC, School Attendance Areas, Sections A-H.
Acceptable conditions for the transfer of a student to a school in another attendance area include:
A student whose parent/guardian changes residence from one school attendance area to another within the county after the end of the first semester may be permitted to complete the school year in his/her current school if the parent/guardian so desires.
A child whose parent/guardian plans to move to another attendance area within the county after the school year begins and who will reside in the new attendance area for the majority of the school year may be permitted to begin the school year in the school serving the new attendance area (documentation required).
A child whose parent/guardian is employed full-time by Albemarle County Public Schools, CATEC, or certain Albemarle County Local Government departments may be admitted to a school other than the one serving his/her attendance area to accommodate the parent’s work schedule.
A senior whose parent/guardian moves to another attendance area within the county after the end of the first semester of the student’s junior year may be permitted to complete his/her final year in the last high school attended.
A child who spends the majority of the school year living with a parent who has joint physical custody and resides in the county may be permitted to attend Albemarle County Public Schools (documentation required).
A child who has been the victim of a crime committed by a student, employee, volunteer, contract worker, or person who regularly performs services in the school, or a crime committed on school property or on any school bus owned or operated by the school division, may be permitted to attend a school other than the one serving his/her attendance area at the written request of the parent/guardian.
The Superintendent or the Superintendent's designee may approve a transfer request for curriculum requirements, specific medical reasons, or extraordinary reasons.
IMPORTANT NOTE: Submission Guidelines All school attendance area waiver requests MUST:
Be submitted for approval on an annual basis.

Include the student’s name, a return address, and a phone number.

Response letters are sent to parents with the decision and copied to the schools and Transportation.

There is no formal appeal process for enrollment decisions. The Superintendent/Designee decision is final. The School Board is not involved in school attendance requests.
Tuition for nonresidents employed by Albemarle County Public Schools, Cost
Per School Board Policy JEC, School Admission, tuition is based on local cost and set by the Superintendent or her designee for each academic year. Children of nonresidents employed by Albemarle County Public Schools, CATEC, or certain Albemarle County Local Government departments may attend Albemarle County Public Schools on a half-tuition basis, depending on space availability and provided such students meet admission requirements and require educational services that can be provided by the staff of Albemarle County Public Schools in existing facilities and utilizing existing programs and services.
Payment Options
Option 1: Tuition may be paid in monthly installments using payroll deduction. Deductions are taken from employees’ net pay.
Option 2: Tuition may be paid in full at the beginning of the year. Tuition should be made payable to County of Albemarle, and must be submitted in person or by mail to Operations and Systems Planning, located at 401 McIntire Road, Charlottesville, VA 22902.
IMPORTANT NOTE: Albemarle County does not offer open enrollment by paying a tuition.
General Important Notes
If a child’s parents are unmarried and no formal custody papers, the parent(s) listed on the original birth certificate, if the child is living with that parent, may enroll the child in school.
Students with Joint Custody Papers should be submitted to Operations & Planning for review – prior to enrollment.
Parents using Special Power of Attorney and Care Taker Forms must also submit a letter explaining why the student will be residing with a non-parent , this is not an automatic enrollment process, Operations & Planning will review the documents to determine if the student is eligible for enrollment.
Virginia state guidelines require all files and documents to record a student’s legal name. No nicknames should be used on enrollment documents.
Parent must provide the original birth certificate. You may make a copy for the file.
Students attending out of district should be tagged as “out of district” in the student information system.
Out of District students may have their approval annulled if the student does not remain a student in good standing, for tardy or attendance issues and behavioral issues, at any time of the year.
Confirm address is within your school attendance area by using the Versatran Program.
Confirm lease agreement is current and not out of date.

A parent making a false statement about a child’s residency for the purpose of enrolling the child in school, the parent(s) may be guilty of a Class misdemeanor, and be required to pay tuition owed for the time the child was enrolled in Albemarle County Public Schools.
IMPORTANT: Any person who knowingly makes a false statement concerning a child’s residency for the
purposes of school enrollment or avoiding tuition charges may be guilty of a Class 4 misdemeanor and may be
required to pay tuition for the time the student was enrolled in the school division. See Va. Code §22.1 – 264.1
If a family moves and wants the child to remain at the current school a letter should be submitted with the student’s name, new address, date moved or moving to Operations and Planning for review.
IMPORTANT NOTE: School staff are discouraged to comment their opinion to parents regarding
enrollment prior to paperwork being reviewed by Operations and Planning.

Elementary
Student must be 5 years old before September 30 to be eligible for kindergarten.
Inquiries regarding if a child can skip kindergarten should be directed to the Department of Instruction at 296-5820.
Before entering a public school, every pupil shall furnish a certificate certifying that the pupil has been immunized against communicable diseases as required by Section 32.1-46, 22.1-271.2 and 22.1-271.4 of the Code of Virginia, has begun receiving the first series of all such vaccinations or is exempt as provided elsewhere in this policy. Refer to Policy JHCB. Any questions please call the Health Department at 972-6219 or Eileen Gomez at Hollymead at 973-8301.
No student shall be admitted for the first time to any public kindergarten or elementary school unless the student furnishes a copy of a comprehensive physical examination from a qualified licensed physician or licensed nurse practitioner.
High
Virginia High School League Rule 30-5-2; If a student or his/her parent(s) or guardian gives false information, written or verbal, relating to his/her residence, eligibility or any other aspect of these rules and regulations, the student shall be deemed ineligible at any VHSL school for a period of one year from the date the information is certified as being false.
Enrolling students who are over 18 should be directed to the Department of Instruction. Student may be advised to enroll for the GED program, night school, etc.

For Students residing at Elk Hill, the individual situations should be discussed with Operations & Planning prior to enrollment.
IMPORTANT NOTE:
All school requests are responded to in writing from Operations & Planning either approving or denying the
request. A copy of the response letter is sent to the school.
The school is responsible for marking a student as “out of district”.
If a child is attending your school please confirm the parents/employee followed the proper procedures to
attend out of district.
Any time a family changes addresses new proof of residency needs to be provided to the school.
Before/After moving, parents requesting to keep a child in the current school a letter needs to be
submitted to Operations & Planning.

SPECIAL POWER OF ATTORNEY OR SWORN STATEMENT BY RESIDENT
CARETAKER:
The attached documents entitled ‘Special Power of Attorney’ and ‘Sworn Statement by Resident
Caretaker’ were prepared by the JustChildren Program of the Legal Aid Justice Center to
facilitate the enrollment of students who are living within the Albemarle County Public School
division, but who are not living with their parents.
It is important for you to consider the following information before signing the Special Power of
Attorney or Sworn Statement by Resident Caretaker:
1. The Special Power of Attorney is not a transfer of custody. However, if you have an
ongoing custody dispute (whether in or out of court), a social services case, or any
questions about the Special Power of Attorney, you should talk to an attorney before
signing this document.
2. A child has a right to attend the Albemarle County Public Schools only if s/he is living in
the county for purposes other than attending school.
3. If a person makes a false statement about a child’s residency for the purpose of enrolling
the child in school or avoiding tuition charges, the person may be guilty of a Class 4
misdemeanor. The person may also be required to pay tuition owed for the time the child
was enrolled in the school division.

Shared Housing Disclosure Form Procedures
Shared Housing Disclosure Forms are valid as long as a student remains in a given school. When a
student changes schools, new information should be requested providing new proof of residency. Parents
should immediately notify the school of any changes in residency status whenever such change occurs.
Interview the parent/s
Can they show proof of residency, lease or mortgage?
Are they residing with another family?
Do they need additional services?
Notary Procedures
Any authorized notary may be used to notarize the form, not just school notaries. However,
parents/guardians should be advised that using an outside notary may lead to delays if they complete the
form incorrectly or provide the wrong documents. Using school notaries should be encouraged
whenever possible.
The parent/legal guardian/eligible student may sign the form at a different time than the
homeowner/renter.
Note the two separate notary sections are BOTH to be filled out.
Copies are not required of the documents that were provided.
Proof of Residency Documents
If a school notary is asked to notarize the form, the notary needs to review all proof of residency
documents from Section IV and check them off BEFORE notarizing the form.
If an outside notary has been used to notarize the form, the school registration staff receiving the
completed form must review all proof of residency documents and check off all that have been provided.
For any missing or improperly provided documents, staff must make a reasonable attempt to contact the
parent/legal guardian and request the missing documents.
In the event that a parent/legal guardian informs school staff that they cannot provide some or all of the
proofs of residency, school staff should contact ESOL, Homeless, or Operations & Planning.
Depending on the circumstances, a partial waiver may be granted.
Custody/Residency Questions
If the adult completing the form is NOT a parent or legal guardian of the student(s), contact Operations
& Planning for guidance.
Completed Shared Housing Form
Make the parent/legal guardian a copy of the Shared Housing Form.
The same Shared Housing Form may be used for enrollment at other schools. Fax a copy of the Shared
Housing Form to other Albemarle County Schools in which students in the family will be enrolling.
Mark in the Powerschool field that a Shared Housing Form was used.
The original Shared Housing Form will be filed at the school where the initial notarization took place or,
if the form was notarized elsewhere, the school of the first student listed on the form in Section I.
The first two pages of the Student Registration Form and the Shared Housing
Disclosure Form are then faxed to 972-4077, Sharon Root, Homeless Liaison.

school to know the complete residence status of each student and to see that all comply with these requirements under

Determination of what constitutes a bona fide change of residence depends upon the facts of each case, but in order for a change
of residence to be considered bona fide the following facts must exist, at a minimum, unless the Superintendent/Designee
determines that extenuating circumstances justify the waiver of the following:
the original residence must be abandoned as a residence, meaning sold, rented or disposed of as a residence, and
must not be used as residence by any member of the family;
the entire family must make the change and take with them the household goods and furniture appropriate to the
circumstances; and
the change must be made with the intent that it is permanent. School Board Policy JEC.
A person who knowingly makes a false statement to the school division regarding the residency of a student for the purpose of
enabling that student to attend Albemarle County Public Schools shall be subject to criminal prosecution. Authority: Virginia
Code §22.1-264.1.
If an administrative review reveals that a false statement(s) was given to obtain admission, the parent/legal guardian will be liable
for payment of the non-resident tuition. Providing false information is fraud, and the appropriate tuition charge shall be assessed
for each student(s) found to be falsely enrolled in Albemarle County Public Schools. The tuition for the school year begins at
approximately $8,811.00
In the event that a false statement(s) was provided, the student(s) will be withdrawn from Albemarle County Schools.
A home visit may be conducted by staff for the sole purpose of confirming residency requirements.

Helpful Questions & Answers ATTENDANCE AREAS If a student moves during the school year, should I confirm the new address? Yes, when a student’s address changes, confirm the new address to assure that it is within your school attendance area. New proofs of residency must be presented. If the student has moved to another attendance area, the student may need to change schools depending on the time of year of the move. (Refer to School Board Policy JC, School Attendance Areas for more information.) How can I verify a student’s school attendance area? IMPORTANT NOTE: Any official decision about which school district a particular house or parcel belongs to must be made by the Albemarle County Public Schools Department of Operations & Planning. COMPULSORY ATTENDANCE What must a student do if he/she wishes to drop out of school? The student’s parent/guardian must write a letter to the school principal, who will forward a copy to the Director for Secondary Education. The letter should include the following three elements: (1) student’s career goal, (2) student’s plan for what he intends to do if released from compulsory attendance, and (3) the student’s employment status. ENROLLMENT Can my child skip kindergarten? It depends, if the child has had private kindergarten experience or not. If the child has not been enrolled in any type of kindergarten then they must enroll in Albemarle County Public Schools as a kindergartener student. Kindergarten can be postponed if the parent feels the child is not mentally, physically, or emotionally ready. How do I help register a student whose family does not speak English? For assistance registering a child who was not born in the United States or speaks a language other than English, or if the documents needed for school registration were issued in a foreign country, contact the International & ESOL Office at 296-6517. May I enroll a child placed in a foster home? A student placed in foster care by Social Services shall meet with the school staff to determine the best placement of the student. If the placing agency is unable to produce the documents required for enrollment, in such a case, the person enrolling the student must provide a written statement at the time of enrollment. What if the student has a Guardian Ad Litem? If a student has a Guardian Ad Litem, the Order for Appointment of Guardian Ad Litem must be signed by the Judge, prior to talking with the student. No exceptions. What if the parent cannot furnish a rental agreement or lease as proof of residency? First, verify if this is a shared housing situation. If a parent or guardian’s rental location does not offer a formal lease, a No Lease Affidavit form must be notarized and submitted to Operations & Planning for review.

May I photocopy birth certificates and social security cards? Yes, there is no law preventing birth certificates and social security cards from being photocopied for students’ files. What if the parents have joint custody? In a situation in which there are custody papers listing both parents with joint custody, fax or email the custody documents to Operations & Planning for review to 296-5805. If a child’s parents are unmarried, can either parent enroll the student? In a situation in which there is no evidence or history of custody, a child is deemed a resident of the county if he/she is living with the natural parent listed on his/her birth certificate. A court order or proof of custody cannot be required of a natural parent for the enrollment of a child who is living with that parent. Can a parent be prohibited from visiting the school? A parent may visit the school unless a protective order or other court order showing the parent is not allowed to be at the school. Can a step parent enroll a student? If the step parent has not adopted the student the natural mother/father must enroll the student. What if parents provide custody papers where the student will reside with grandparents during the school year and the parents during the summer? The documents are submitted to Operations & Systems Planning, after reviewing Operations & Systems Planning will determine if the student is eligible for enrollment in Albemarle County Public Schools. What if my child will be living with a non-parent that does not have formal court appointed custody? What is the purpose of the Sworn Statement by Resident Caretaker and Special Power of Attorney forms? The purpose of these documents is to facilitate the temporary enrollment of students who are living with non-parent(s), relatives or caretakers for reasons other than attending school. Parents should be given a copy of the directions titled “Important”. Parents then have the option to proceed and complete the form titled “Special Power of Attorney”. In addition, the parent must submit a letter explaining why their child will be residing with a non-parent. The Caretaker with whom the student will be residing will complete the form titled “Sworn Statement By Resident Caretaker”. The documents are submitted to Operations & Systems Planning, after reviewing the three documents (Special Power of Attorney Form, Sworn Statement By Resident Caretaker form, and the letter), Operations & Systems Planning will determine if the student is eligible for enrollment in Albemarle County Public Schools. If a parent is unavailable (recently deceased or incarcerated), contact Operations & planning on how to proceed. IMPORTANT NOTE: Submitting these forms does not automatically enroll a student in ACPS; approval must be granted by Operations & Systems Planning. What if the family separates, the mother and student leave the home and the father, where will the student attend school? The student will attend school based on where the student resides. NAME CHANGE How can a parent/guardian change a child’s name or correct information on a child’s birth records (e.g., a misspelling)? The Virginia Department of Health (VDOH) offers several provisions whereby changes may be made on a vital record. The VDOH encourages parents to write them at the following address with the correction request, and the VDOH will advise the parent on what needs to be done to make the correction: Office of Vital Records, Attn: Special Services Dept.,

What if the birth certificate spelling, according to the parent(s) is incorrect, and the parent has not made arrangements to have the original birth certificate corrected? Which spelling is used to enter the student in Powerschool? Per the county attorney’s office, the parent may submit a letter to the school requesting a child’s name be spelled per
the parents’ request. Clearly the parents should get the birth certificate amended to show the child’s legal
name. Clearly, however, this is the case of a typographical error not caught ( or caught and ignored) by the
parents. Absent a statute changing the common law, the child’s legal name is the name the parents hang on him or her,
not what is on the birth certificate. I’d have them do an affidavit that the birth certificate contains a typographical error
and the two names are the same person. If they were trying to say “Hey, our son’s birth certificate may say John Smith,
but his name is really Sam Jones” then we have a problem. If it is Brookins vs. Bookins, and they produce some
documentation that establishes it’s the same child, note it in the file and get an affidavit. The school should attach the
parent letter indicating the request to the copy of the birth certificate that is kept on file and use the requested name in
PowerSchool.
What if a family is moving and the birth certificate is packed up? The school may accept a copy of the birth certificate directly from the previous school. The parent is given 14 days after enrolling a transfer student to provide the original birth certificate to the school, per policy JEC, section IV, D. PHYSICAL EXAMINATION/IMMUNIZATIONS Is a physical required for students who plan to play sports? If a student is planning to participate in high school sports, a physical examination is required beforehand. It is the responsibility of the parent/guardian to provide all medical conditions and history. Are immunizations required to enroll in school? School Board Policy JHCB: Immunizations: Conditional Enrollment A student may be enrolled for a period of 90 school days contingent upon the student's having received at least one dose of each of the required vaccines and the student's possessing a plan, from a physician or local health department, for completing his/her immunization requirements within the ensuing 90 school days; except that a student who has not yet received a second dose of measles (rubeola) vaccine must receive such second dose prior to entering the sixth grade. Any student admitted conditionally who fails to comply with the schedule for completion of the required immunizations shall be excluded from school until such time as his/her immunizations are resumed. IMPORTANT NOTE: Eileen Gomez, Head School Nurse located at Hollymead Elementary School, by email [email protected] or 973-8301 is available to assist with immunizations requirements, head lice, whooping cough, medications, self carry medications, and other nurse related issues. PICKING UP STUDENTS Can an emergency contact or a person other than a parent/guardian pick up a student from school? Parents may give permission for an emergency contact or alternate caregiver to pick up their child via the Student Registration Form. What is the protocol if a person other than a parent/guardian arrives at school to pick up a student without prior permission or notification (phone call or note) from the parent/guardian? Step one is to confirm with the parent/guardian that the individual has permission to pick up the student. If the parent/guardian cannot be reached, the student must not be released. IMPORTANT NOTE: Any unrecognized person with permission to pick up a student from school must present a picture ID before the student is released.

RIGHTS OF STUDENTS 18 AND OLDER Can an 18-year-old student check him- or herself out of school? If the student is 18 and an emancipated minor (living on his own), he can check himself out of school without parental or guardian consent. The school does not have to notify the parent/guardian. If, on the other hand, the student is 18 and still living with a parent/guardian, consent is required. Should I treat an adult student as the decision-maker for purposes of his/her own discipline (e.g., sending her a written notice of suspension, allowing him/her to appeal a suspension, etc.)? Unless the adult student (aged 18 or older) requests otherwise, all school notices, forms and records should be sent to the student’s parent, and staff should presume that disciplinary decisions will be handled by the parent. If the adult student informs school staff that he/she wishes to act on his/her own behalf in disciplinary matters, that decision must be honored. A written statement to this effect must be signed by the student and kept in the student’s file. The language in the statement can be as simple as: “I state that I am 18 years of age or older, and that I want to make decisions on my own behalf regarding discipline, including receiving all records concerning my discipline.” (Refer to School Board Policy JO, Student Records and School Board Policy JGD-JGE, Student Suspension/Expulsion for more information.) Should I treat an adult student as the decision-maker for purposes of educational decisions and records (e.g., choosing courses, signing forms, authorizing access to educational records, etc.)? Unless the adult student (aged 18 or older) requests otherwise, all school notices, forms and records should be sent to the student’s parent. If the adult student informs school staff that he/she wishes to act on his/her own behalf in making educational decisions, reviewing educational records, and authorizing access to educational records, that decision must be honored. A written statement to this effect must be signed by the student and kept in the student’s file. The language in the statement can be as simple as: “I state that I am 18 years of age or older, and that I want to make decisions on my own behalf regarding my education, including decisions regarding who may have access to my educational records.” (Refer to School Board Policy JO, Student Records for more information.) What should I do if an adult student asks the school not to provide any information about his/her education to the parent/ guardian? Unless an emergency exists that threatens the health or safety of the adult student, or other students or staff, the adult student’s request must be honored. A written statement to this effect must be obtained as explained in the responses to the previous two questions. SHARED HOUSING How do I register a student whose family is living with a friend or relative, even temporarily? A parent/guardian living with a friend or relative must fill out a Shared Housing Disclosure Form at the school serving that attendance area. The homeowner or lease holder of the residence must provide the required proofs of residency. Fax the form to 972-4077, or Pony a copy of the form to Sharon Root, Coordinator for Adult, Homeless & Migrant Education, located in the Burley Annex. The Department of Accountability, Research & Technology (DART) will tag the student in the student information system. Shared Housing Disclosure Forms are valid only as long as the student remains in a given school; they may not be carried over from elementary to middle school, or from middle to high school. TRANSFER RECORDS What if my school receives records/transcripts for a student who does not attend or register to attend our school? If a student’s records are forwarded to your school, and the student does not attend or register to attend your school, the records should be returned to the sending school. TRANSPORTATION What is the maximum walk distance for students to a bus stop? Pupil stops are designed to be within three-tenths of a mile from the place of residence for elementary students and five-tenths of a mile for secondary students where road safety conditions allow. The Transportation Department is available to review parents’ concerns.

Families in Crisis IMPORTANT NOTE: If you believe you are working with a homeless family, excuse yourself to the parent and go to a place where you can confidentially contact the Albemarle County Families in Crisis Program in the Adult, Migrant and Homeless Education Office at 296-3872. This office can provide the student or family with additional services. ADMISSION OF HOMELESS CHILDREN General information about the admission of homeless children has been posted to the Registration Information website at http://schoolcenter.k12albemarle.org/parents/registration. Provided below is more specific information that may be helpful to enrollment personnel: School personnel who enroll students play a pivotal role in ensuring that children and youth experiencing homelessness have access to an education, and that the school is meeting the requirements of federal legislation. Enrollment personnel are often the first staff to meet families and are crucial to ensuring that children who are homeless are identified. Since people experiencing homelessness may be reluctant to inform the schools of their living situation, it can be difficult to determine who should be identified. There are indicators that may be evident through the registration process, including:
Lack of enrollment documents
Reluctance to share information about residency
Comments such as: o We’ve been moving around a lot. o I just moved in with my sister. o We’re going through a rough time right now. o I just lost my job.
While these signs may reflect difficulties other than homelessness, they provide a basis for further exploration and discussion. The following tips and questions have been used by staff to help families share needed information in a respectful manner. Tips:
When staff recognizes that a family may be experiencing homelessness, it is important that such a discussion be conducted in a confidential space.
Using the word homeless may be uncomfortable for the enrolling family. Terms such as being in transition or temporarily housed may be used early in the discussion.
If you are unable to talk in a confidential space, there are two brochures available to give to parents: an “Information” brochure about the Families in Crisis Program, including the services offered to students and families, and a “Help” brochure listing community resources. (If you need extra copies please call 296-3872, ext. 5 or 8.) The parent can also contact the Families in Crisis Program directly at 296-3872.
Initial questions might include:
Can you tell me more about your recent moves?
How long did you live at your last address?
What brought you to our community?
The McKinney-Vento Homeless Education Assistance Act requires immediate enrollment of homeless children, even if the parent/guardian is unable to produce records normally required for enrollment, such as school records, a birth certificate, or proof of residency. (The Families in Crisis staff will provide assistance in obtaining any missing necessary records and verifying residency if needed.) Homeless children are eligible to attend the school in the attendance area where they currently live, or they may request to remain in the same school (school of origin), even if they no longer reside in that school’s attendance area. If it is determined that the school of origin is in the best interest of the student,

special transportation will be provided if feasible. When a request for enrollment or maintaining school of origin is denied, the school must provide written explanation regarding placement decisions and the dispute resolution process. (The Families in Crisis staff will also assist in this process.) If, during the school year, a student moves to permanent housing that is out of the current school’s attendance area, the parent/guardian may request permission from Families in Crisis for the student to finish the school year in the current school, if it is in the best interest of the student. In this case, no transportation would be provided and all attendance policies must be followed. Determination of homelessness and eligibility of rights under the McKinney-Vento Act are made on a case-by-case basis. The Families in Crisis Program determines eligibility, tags the student in the student information system, and notifies the Child Nutrition Office regarding automatic eligibility for Free Lunch. Please note: No Free Lunch form is needed for a homeless student. Ten Ways Enrollment Personnel Can Help Students Experiencing Homelessness 1. Learn to identify signs of homelessness:
Chronic hunger or tiredness
Erratic attendance at school
Attendance at multiple schools
Poor grooming or clothing that draws attention
Lack of records, such as birth certificate, immunization record, pre-school physical, school records, or social security number, or incomplete records
Parent who seems confused when asked about the last school attended
Low-income motel address provided on enrollment form
Statements from the family during enrollment such as, “We’ve been having a hard time lately,” or “It’s a new address, I can’t remember it,” or “We move around a lot and are staying with friends until we find a place.”
2. If you think a family is experiencing homelessness, assure them that their child can enroll. (This is mandated by the McKinney-Vento Homeless Education Assistance Act.) Enroll the child immediately, even without the required records.
3. Take the family to a private place to fill out enrollment forms. 4. Offer to help fill out the enrollment forms if you notice hesitation on the part of the parent/guardian. Hesitation
may indicate an inability to read. 5. Assist with filling out the free and reduced meal program forms. Arrange for lunch that day. 6. Provide copies of the school/class supply lists. 7. Provide a welcome pack containing paper, a pencil and pen, and crayons. 8. Privately and confidentially alert the child’s teacher and guidance counselor of the student’s living situation. 9. Be prepared to share records with a new school quickly to expedite appropriate placement. 10. Be sensitive, patient, calm and reassuring. YOU can make a difference!
