REGISTRATION PROCEDURES You must be registered before commencing your course of study at the NUS. Registration refers to a formal process whereby a candidate enrolls at the start of his/her period of study to become part of the NUS student community. The Registration consists of two stages:

• Registration (Part One) – do complete your online declarations and acceptance records; &

• Registration (Part Two) – do report personally at the National University of Singapore (NUS) (please wait for our email on the specified date/time/venue that we will send you by mid July 2020)

Candidates who received a conditional offer of admission : please note that you have to meet the condition for admission before making plans to travel to Singapore. In the event you are not able to provide documentary evidence for your conditional offer before our stipulated deadline, you will not be able to register with us.

If you are an international candidate currently residing overseas and require a student’s pass, do ensure you clear the following before making any travel arrangement to Singapore :

i. apply and wait for the approval of your student’s pass application from ICA; &

ii. submit your Overseas Travel Declaration with your intended date of travel and FIN no. for your Student pass In-principle Approval through NUS; &

iii. wait for NUS to send you the MOE entry approval letter to your NUS email account

iv. complete and clear the medical examination at your home country

Candidates who fail to complete any part of the Registration process within the stipulated timeline(s), are considered to be no longer interested in the programme and NUS’s offer of admission will be withdrawn.

1. OVERSEAS TRAVEL DECLARATION (OTD) – to be completed online from 19 June 2020 All new students are required to complete the Overseas Travel Declaration (OTD) before you can login to Registration (Part One). Please log in to the OTD (Applicants) system using your application number and password which you had previously used in applying for admission to the MSc programme. Incoming international students who have been granted In-Principle Approval (IPA) Letter for Student Pass, who are planning to enter Singapore must obtain permission from the Ministry of Education (MOE) before commencing your journey to Singapore:

• NUS will be submitting the Entry Approval request on your behalf to MOE. However, please note that requests can only be submitted if you have completed the Overseas Travel Declaration (OTD), and it will be based on information you have declared in the OTD (e.g. arrival date).

• Applications for entry approval will be submitted to MOE for travels within the next 14 days. It is thus important to keep your travel plans declaration in the OTD system accurate and updated at all times.

• Please note that the Entry Approval is only valid for 14 days and the approval document will be sent to your NUS email account.

• You are advised not to travel to Singapore until approval has been granted by MOE. • Those arriving in Singapore without the Entry Approval will not be allowed to clear immigration and will

be required to fly out of Singapore within 48 hours at their own cost. Those who fail to comply will have their STP cancelled or STP-IPA rescinded by ICA.

• For Singapore Citizens/Singapore Permanent Residences who are planning to return to Singapore, an Entry Approval is not required. However, you will also be issued with a 14-day Stay-Home Notice (SHN) upon entry into Singapore.

• Please refer to FAQs on Entry Approval. • You should also check the ICA’s website for the most updated border control measures, as well

as Ministry of Health (MOH)’s website for the latest updates on COVID-19 in Singapore.

Stay-Home Notice (SHN) and Other Declarations (For Students Granted with Entry Approvals) In line with prevailing Stay-Home Notice (SHN) requirements, all travellers who are granted entry approval will be

placed on a 14-day SHN upon arrival in Singapore. Travellers are required to submit a health and travel declaration via the SG Arrival Card (SGAC) e-Service prior to their arrival. They will also need to provide their health status and recent history, as well as personal particulars and contact details. Please refer to MOH’s FAQs for more information on SHN

2. REGISTRATION (Part One) – to be completed online from 30 June 2020

After accepting your offer of admission, you can expect to receive an email sometime from 30 June 2020, requesting for your completion of the first part of the registration. Once you receive the email, please login to the Registration (Part One) system at https://myregistration.nus.edu.sg/ using your application number and password which you had previously used in applying for admission to the MSc programme. If you have forgotten your application password, you may reset here. Enter your “Application Number”, “Application Password” and select “Student Category = Graduate” to sign in.

The online registration process is a 5-step process (estimated time to complete is 15 mins). You need to complete all 5 steps:

If you are under 18 years of age at the time of completing Registration (Part One), you should also print the forms (under Step 5 of the Registration System Main Page), and have your parent/guardian sign on the forms. Do bring the forms for submission when you report for Registration (Part Two). Please record your NUSNET ID and changed password separately and do not share with anyone else. Your NUSNET account will allow you access to NUS online services, eg. your NUS Email (2 days after you completed your Registration (Part One)) and the Student’s Education Records Systems which is a single entry point for students to manage a wide range of student transactions relating to academic, finance and personal information matters. If you have forgotten your Student ID, PIN and NUSNET account information, you may re-access the Registration System any time before 14 August 2020. The Registration System will be closed thereafter and you then have to approach NUS IT Care for assistance at [email protected]

If you have since changed your NUSNET password, you may reset it online. A step-by-step guide on how to do so is accessible at the Computer Centre’s website ( https://nusit.nus.edu.sg/change-or-reset-your-nusnet-password/ ). Alternatively, you can email [email protected] to reset your password, stating your full name and Student ID, as well as attach a scanned image of your Student Card. Do complete Registration (Part One) latest by 15 July 2020 (if you are required to complete Academic Plan Declaration – refer to Section 5) or by 20 July 2020 so that you can access the ModReg@EduRec system to enrol for modules.

3. REGISTRATION (Part Two) – to be completed in person

Registration (Part Two) must be done personally at the National University of Singapore sometime in late July to early August on an appointment basis. We will send you an email by mid July with more details. The registration process will take about 20 minutes or more. You MUST bring along the following documents for verification, failing which you will not be allowed to register:

7) any other outstanding document(s) as requested

Our staff needs to verify all the original documents as indicated in the above before we can issue your NUS Student Card. Upon receiving your student card, you MUST activate your card online through the Education Records System (myEduRec) using your NUSNET ID & password immediately. (Your NUSNET ID & password can be found in Registration Part 1). International candidates who are residing overseas In the event you are unable to arrive in Singapore before end of July, we will conduct an interim video-conferencing meeting (via Zoom or Skype) around 3rd – 4th week of July to verify your documents while you are abroad. Upon completion of this online verification exercise, we will assist to activate your student card on your behalf and hence you will be able to commence your studies through e-learning in Semester 1, 2020/2021 while your application for entry into Singapore is being processed by MOE. You will receive an email separately on this by mid July on this online verification exercise. If you wish to request for deferment of admission, please email us latest by 31 July 2020, otherwise your offer of admission will be withdrawn. Please note that you are still expected to bring along your original passport, University official transcript, Degree Certificate/scroll and original IELTS/TOEFL official scoresheet (if applicable) for completion of Registration Part 2 in person when you arrive in Singapore after obtaining MOE entry approval from NUS.

4. MEDICAL EXAMINATION 4.1 NUS Pre-admission Medical Examination All incoming students are required to undergo a Pre-Admission Medical Examination. The University reserves the right to refuse your admission or exclude you from any particular course of study if you decline to undergo such health examinations or refuse to undergo any prescribed tests. • The medical check-up consists of the following:

Physical Examination Laboratory Examination@(waived for August 2020 intake) Chest X-ray (waived for August 2020 intake) HIV Test (only for full-time international students applying for Student’s Pass)

• The pre-admission medical examination may be done :

(i) at the University Health Centre (UHC) located on NUS campus at 20 Lower Kent Ridge Road, Level 1, Singapore 119080; or

(ii) by any registered health physician in Singapore*; or (iii) by any registered health physician in your home country*.

If you choose (ii) or (iii), please ensure that the pre-admission medical examination form (Part 1 self-declaration & Part 2 doctor’s certification) are completed in English. Do submit this directly to UHC by sending scanned copies of the completed pre-admission medical examination form to Benedict of UHC ([email protected]). *Student may be required by the University/UHC to undergo further medical exams or test if we find their medical exam incomplete / results unsatisfactory. Instructions for Local Students who wish to complete pre-admission medical examination at (i) University Health Centre (UHC): • For August intakes, online booking of appointment slot is required. Please check the details on UHC website

• Local students are expected to complete this medical examination before 30 September 2020. Instructions for International Students : • International students applying for student’s pass should complete their medical examination within 3 months

before their appointment with Immigration & Checkpoints Authority (ICA) for completion of student’s pass formalities. Overseas international students must complete their medical examination together with their ICA medical examination in their home country prior to departure. (also refer to Section 3.2 below).

When attending the medical examination, please print and bring the Admission Medical Examination Report form enclosed in this package for the physician’s completion. A copy can also be downloaded from UHC website http://www.nus.edu.sg/uhc/services/medical-examination/pre-admission/pre-admission-medical-exam. The list of other things to bring can be found on http://www.nus.edu.sg/uhc/services/medical-examination/pre-admission/pre-admission-medical-exam-process. Please refer to UHC’s FAQ section for more details on the medical examination at http://www.nus.edu.sg/uhc/services/medical-examination/pre-admission/pre-admission-medical-exam Alternatively, you may contact UHC at Tel: +65 6601 5035 or email at [email protected] for further enquiries. 4.2 Additional ICA medical examination report for International students applying for student’s pass International students, in addition to the NUS pre-admission medical examination, will need to undergo HIV test for the application of Student’s Pass. The HIV test and medical examination should be done in the students’ home country. Students are required to complete an additional ICA’s prescribed Medical Examination Report form for their student’s pass application. Students who fail to fulfil the medical requirements will not be issued with a Student’s Pass and hence will not be allowed to register as a student of NUS. Please ensure that you have cleared your medical examination before travelling to Singapore. If you do the ICA medical examination together with the Pre-Admission Medical Check, at the same time, please be reminded to request the physician to complete the 2 prescribed medical report forms as enclosed in this package

Admission Medical Examination Report Form (to be emailed directly to UHC at [email protected] ) Medical Examination Report form (to be submitted to ICA when completing Student’s Pass formalities)

The medical reports must be completed in English. The original HIV laboratory test and chest X-ray reports, together with the ICA Medical Examination Report for Student’s Pass, must be submitted to the Immigration & Checkpoints Authority (ICA) within three months of issue. For more information on the medical examination requirements for Student's Pass, please check ICA’s website

5. ACADEMIC PLAN DECLARATION – to be completed online from 15 July 2020 Students from MSc (Civil Eng), (Electrical Eng), (Industrial Systems & Eng), (Mgt of Tech), (Mechanical Eng), (Offshore Tech) and (Safety, Health & Env Tech) programmes will also be required to complete your online declaration of specialization through the Academic Plan Declaration before you are allowed to register for modules. Please log in to myEduRec System from 15 July 2020 - 20 July 2020 to complete your declaration. Detailed information will also be sent to you from your respective Departments.

6. ONLINE MODULE REGISTRATION – to be completed online from 23 Jul 2020 The online module registration exercise (Mod@Reg) for you to select your modules for Semester 1, 2020/2021 will open from 23 Jul 2020 through the myEduRec System. All students who have completed Registration (Part One) will be able to log into the online system to register for modules which you intend to take this Semester. You will receive instructions, information on modules available, the class time-table and other details from your DEPARTMENT sometime in mid July 2020 via email. For more details on modules selection, do contact

your respective department (Click here for contact details). For semester dates, please refer to the academic calendar at http://www.nus.edu.sg/registrar/calendar.html Students who completed their registration formalities but do not register for modules by the 2nd instructional week of the semester will deem to be no longer interested in their programme and their candidates will be terminated (denied re-admission). If you are unable to commence your studies after you have registered as a student, please refer to section 9. on Leave of Absence / Withdrawal below.

7. ORIENTATION There will not be any orientation held at NUS campus this intake, however slides and important information for newly registered students will be uploaded on My Student Portal https://myportal.nus.edu.sg/studentportal/eng/gd/.

8. PAYMENT OF STUDENT FEES Tuition and miscellaneous student fees are payable in advance on a semester basis (unless otherwise indicated) by the deadlines stipulated by the Office of Financial Services. Please refer to your offer package for the fees payable. You may view and print your first semester’s student bill from the Education Records System (myEduRec) after the semester starts. If fees are not paid by the due date, a late fee would be imposed and a Negative Service Indicator (NSI) will be tagged against your Student Account. For more information on due dates and modes of payment, please refer to the Notice on Payment of Fees website at http://www.nus.edu.sg/finance/NoticeonPaymentofFees.html. Students should also take note of the deadlines for conversion, leave/withdrawal and change of citizenship will affect their fees after the 2nd week of the semester. Please download the relevant forms from MyStudentPortal or check with Office of Graduate Programmes (OGP) at [email protected] . Company Sponsorship If you are sponsored by your employer who will be paying your fees, after registration, you may print the bill from the MyEduRec and forward it to your employer. For payment options, please refer to “Other Payment Modes” at Office of Finance website http://www.nus.edu.sg/finance/students/student-finance-matters.html

8.1 Tuition Fee Loan

Full-time local students who are applying for the Tuition Fee Loan Scheme are required to check the website http://www.nus.edu.sg/admissions/graduate-studies/scholarships-financial-aid-and-fees/financial-aid-schemes/tuition-fee-loan-scheme.html for eligibility and application forms. International students are not eligible.

9. LEAVE OF ABSENCE / WITHDRAWAL Requests for deferment will not be considered. Candidates who are unable to commence their studies for the semester will have to re-apply for admission by submitting a fresh application in a subsequent admission exercise. However, if you are currently residing in Singapore, you may apply for Leave of Absence (LOA) after completing all registration formalities.

If you have registered as a graduate student and are unable to attend classes regularly during your 1st semester of study, you can undertake one of the following action: (a) Apply for leave of absence for your 1st semester of study online through the myEduRec System. Requests

for leave are considered on a case-by-case basis. For work commitment reason, please provide an official letter from your company. For medical reason, please consult the University's Health Physician (University Health Centre) from NUS before submitting your online application.

Students requiring consecutive leave for more than their 1st semester of study (e.g. taking leave/time-off from their studies consecutively for their 1st and 2nd semesters or more) will be required to withdraw from their candidature; or

(b) Withdraw from your current candidature and re-apply for admission by submitting a fresh application in a

subsequent admissions exercise. The application will be considered competitively together with other applicants applying at that time.

If you apply for leave of absence or withdraw from their candidatures (or have your candidature terminated) after the 2nd instructional week of the semester, you will be required to pay full tuition fees for the whole semester. Once fees are charged, this period will be counted towards your normal course duration for subsidy entitlement for government subsidized programmes.

11. ADDITIONAL INFORMATION FOR INTERNATIONAL STUDENTS

11.1 Application for Student’s Pass

All Full-Time International Students must have a valid Student’s Pass (see Figure below) which is issued by the Immigration Checkpoints Authority (ICA) for their programme of study.

NUS will initiate a registration with ICA, on your behalf, for your Student’s Pass application. You will receive a separate email instruction from end of May 2020 to submit an eForm16 to apply for Student’s Pass and/or visa online via the Student’s Pass Online Application & Registration (SOLAR) system after you have accepted your offer of admission.

If the student’s pass application is approved, ICA shall grant you an In-Principle Approval (IPA) letter If you are from a visa-required country, you may also use the IPA letter, as a single-entry visa to enter Singapore. Please follow the instructions given by ICA to print out the IPA letter from the SOLAR system. Due to COVID-19, student’s pass holders who have been granted IPA and who plan to enter Singapore from any country must now obtain MOE's permission before they commence their journey. We will apply on your behalf, to MOE for entry approval based on the information that you declared in the Overseas Travel Declaration system (eg. your arrival date and FIN number from your approved IPA). (Refer to Section 1) If permission is granted, applicants will be issued an approval letter of entry by MOE for student’s pass holders, that is valid for two weeks. They must produce this approval letter of entry to airline staff upon check-in at the departure airport, and to the immigration officer at the checkpoint upon arrival in Singapore. Due to the evolving COVID-19 situation, all travellers entering Singapore are reminded not make travel plans to Singapore until approval has been given by ICA/MOE. If they arrive in Singapore without the approval letter of entry from ICA/MOE, ICA will not allow them to clear immigration, and will require them to fly out of Singapore within 48 hours, at their own cost. If they fail to comply, ICA will cancel their pass or rescind their IPA. Please be reminded to: 1. Check the Immigrations & Checkpoints Authority website https://www.ica.gov.sg/covid-19 for the planning of their arrival to Singapore ; & 2. Regularly check their inboxes for emails from NUS for updated instructions as the procedures included in this guide are subjected to changes anytime ; & 3. Complete your medical examinations before your departure To complete your student’s pass formalities in Singapore after you arrive, you can apply for a Student’s Pass at least 4 business days before the expiry of your Social Visit Pass at one of the following locations:

1. Immigration and Checkpoints Authority (ICA) Offsite Enrolment Exercise (OSE) booth at NUS (UTown Seminar Room 1 - 4, Town Plaza) 27 July to 03 August 2020 (To be confirmed. Please wait for further confirmation)

(a) Book your appointment for the OSE at NUS (subjected to available vacancies)

(b) Report at UTown Seminar Room 1 - 4, Town Plaza on the appointed date and time that you have booked online for the OSE

(c) Make payment on the SOLAR website, print the payment receipts https://eservices.ica.gov.sg/solar/index.xhtml and bring them together with other required documents by ICA ( https://www.ica.gov.sg/pass/studentpass/ihl ) prior to coming down for their OSE appointment.

(d) Students who do not come at the appointed date/time and/or without the required documents, payment receipts or photo may be rejected.

(e) Students who missed their appointment, or are unable to get their medical reports

in time or intend to leave Singapore after applying for student’s pass, are advised to apply for their Student’s Pass at the ICA headquarters via e-appointment. Refer to (2) below.

(f) Ensure that your photo meet ICA’s photo requirements ( https://www.ica.gov.sg/common/photo-guidelines ). Photo-taking service at a fee is also available during the OSE at Seminar Room 5, Town Plaza from 27 – 30 July, and 03 August 2020. The photograph vendor also provides chargeable photocopying and printing services.

(g) As ICA will be enrolling applicants' iris images, please do not to wear coloured,

patterned or cosmetic contact lenses. Students are required to remove their glasses/spectacles before capturing of iris images.

(h) Students will be able to collect their student pass on the following tentative dates at Multipurpose Sports Hall 1B (MPSH1B) if their submission is successful: -17 August 2020 (For students who completed OSE between 27 to 29 July 2020) -18 August 2020 (For students who completed OSE on 30 July and 03 August 2020, and uncollected cards from 17 August 2020)

2. Immigration and Checkpoints Authority (ICA) ICA Building 4th Storey, 10 Kallang oad Singapore 208718 Tel : 63916100 http://www.ica.gov.sg (next to Lavender MRT station)

Make an e-appointment at the ICA website ( https://eservices.ica.gov.sg/ibook/index.do) after you receive your IPA approval letter. Please note that the ICA appointment date should be after the Registration (Part Two) date at NUS. You will complete your student’s pass formalities at ICA Building.

The issuance of the Student’s Pass is subject to the outcome of a medical examination. Students who fail to fulfil the medical requirements will not be issued with a Student’s Pass. Please refer to Section 3 for more details. For more details please refer to Immigration Checkpoints Authority (ICA)’s website on Student’s Pass for University students and the FAQ on https://va.ecitizen.gov.sg/cfp/customerpages/ICA/explorefaq.aspx 11.2 Dependant’s Pass holders Candidates who are currently Dependant’s Pass holders have to apply for Student’s Pass via the SOLAR system. Upon receiving the in-principle approval of the Student’s Pass, candidates may choose either to:

(a) Pursue their Study using the Dependant’s Pass (if the duration of the course of study is shorter than the duration of the Dependant’s Pass) - After registering as a student with the Office of Graduate Programmes (OGP), student has to apply

for a Letter of Consent (LOC) from ICA (Student’s Pass Unit) in person or by post. - Documents needed: Letter from student indicating he/she would like to study using the Dependant’s

Pass, Form 16, In-Principle Approval (IPA) Letter, Letter from OGP certifying admission status, course of study and period of stay.

- Process time: Within the day of application in person. - Note: If LOC is not granted by ICA, candidate will have to cancel his/her Dependant’s Pass and study

with a Student’s Pass. Students will have to complete the relevant medical check-up and Student’s Pass application fees will be payable.

(b) Cancel the Dependant’s Pass and study with a Student’s Pass (fees payable) 11.3 University Sponsorship of Social Visit Pass for Spouse and children The University do not sponsor spouses and/or children of international graduate coursework students’ visa and Social Visit Pass applications. Application of their Social Visit Pass (SVP) has to be made directly at the Visitor Services Centre, 4th Floor, ICA Building and a bond is required. The amount of the bond is established by ICA. Student must have already obtained a Student’s Pass issued by ICA at the time of application. A local sponsor (Singapore Citizen/Permanent Resident) is required in order to apply for a SVP for spouse and/or children. The SVP granted will normally be for up to a maximum period of 6 months. It is renewable, subject to ICA’s approval (details can be found at the ICA website at http://www.ica.gov.sg).

11.4 Employment Pass and other Work Pass Holders Employment Pass (EP) and other Work Pass holders can only study part-time as full time study requires a Student’s Pass. EP and other Work Pass holders who wish to study full time will have to surrender their work passes and then apply for a Student’s Pass. International candidates who are pursuing the degree as a part-time registered student should hold a valid work pass to stay in Singapore. 11.5 Housing / Accommodation Matters relating to accommodation and off-campus housing can be obtained from The Office of Student Affairs website at http://www.nus.edu.sg/osa/student-services/hostel-admission In general, coursework graduate students are advised to budget and source for off-campus accommodation as demand far exceeds supply. 11.7 Bank Account International students who wish to open a bank account in Singapore are required to produce their Student’s Pass, as well as a letter of proof of residence. The nearest bank in NUS is OCBC bank located at University town, NUS which opens Mon to Fri : 9.00am to 4.30pm. Alternatively, feel free to visit any bank branch in Singapore.

MEDICAL EXAMINATION REPORT For New Applicants: 1. The Medical Examination may be done in Singapore by any registered General Practitioner (GP). Applicants who are in their home countries/places of residence may have their Medical Examination and HIV test done in their home countries/places of residence at any medical clinic licensed to carry out such tests.
