Chairman’s Statement

2002 represented anotherimpressive year in terms ofbeneficiaries of our services.During the year more than 40,000people accessed services across theGroup. Over 2,500 staff at 160locations throughout Ireland andthe UK delivered those services.Year-end occupancy figures were inexcess of 15,000.

In Ireland we continue to press forimproved funding for the 1,000 orso clients using our shelteredworkshop services in Ireland. Wewelcome the publication by theDepartment of Health and Childrenof the draft Code of Practice forSheltered Occupational Servicesand hope that we can securefunding to allow us to furtherthese services in line with this draftcode. Our commercial activitieswere affected by the economicdownturn and 2003 will doubtlessprovide a further challenge in thatregard. The Recycling divisioncontinues to expand. In 2002 wecollected over 41,000 tonnes ofglass for recycling, up 28 per centon 2001. We hope to increase thisfigure further in 2002 inconjunction with our partnersRepak.

The slowdown in the Irish economyand its consequent impact onGovernment finances is having aneffect on health and social servicesthroughout the country. There is anever-increasing demand for moreand better services against abackground of cutbacks inexpenditure. Services to peoplewith disabilities are not exempt ascan be seen from the continuousevidence of complaint andhardship in the media. Thisimposes an obligation onorganisations like ours to be

prudent in the way we manage ouraffairs and on the State to berealistic in its funding provisions.

Our training division in the UKemerged successfully from adifficult year in 2001. Our FurtherEducation (FE) college collaborativepartnerships were strengthened byadditional colleges signing three-year contracts with us, whichprovide a sounder basis forcurriculum planning and capitalinvestment, leading ultimately tobetter outcomes for our clients.

We have re-organised our braininjury services in England, whichled to a significant restructuringcost in the UK. Whereas the Groupcontinues to support these activities,the gap between State funding andthe cost of the service had becomeunsustainable and left us withlittle option but to take firm action.

Following these restructuring costs,the group managed to show asmall surplus of E0.5m, thoughongoing capital expenditure meantthat there was a net cash outflowfrom the Group during the year.

In the international arena theRehab Group is an increasinglyinfluential participant in variousorganisations which exist topromote social and economicinclusion among people withdisabilities. Foremost among theseare Workability International andthe European Platform forRehabilitation. The Group is astrong supporter of the proposedUN Convention on the Rights ofPeople with Disabilities.

Both State and voluntary bodies inIreland and the UK continue towork closely with the Group. InIreland, thanks are due to the

Ministers for Health and Children,Social Community and FamilyAffairs, Finance, Education andScience, Enterprise Trade andEmployment and the Minister ofState at the Department of JusticeEquality and Law Reform who hasspecial responsibility for Disability.In addition, we thank Departmentofficials, the Health Boards, FÁS,Repak and the National DisabilityAuthority for their continuingsupport.

We also greatly appreciate theongoing support of local andnational Government in Englandand Scotland, in particular theEmployment Service, the Learningand Skills Council, our Collegepartners and the growing numberof Charitable Trusts and Foundationswith whom we are involved.

A special word of thanks is due toeach member of our voluntarycommittees for the commitmentand enthusiasm they have shownyet again in working with localmanagement and communities. Iwould also like to thank my fellowBoard members and all membersof staff throughout the Group fortheir input during 2002.

2002 was a year of significantgrowth for NTDI. Some 4,543people participated in theorganisation’s trainingprogrammes – more than doublethe total for the previous year.

This expansion in service provisionwas achieved at a time whenconsiderable effort was expendedby staff, management and serviceusers into determining a newthree-year strategic plan for NTDI.

An extensive consultation processwith staff also took place todevelop new mission, vision andvalues statements, as well as toreview the NTDI name for thepurpose of taking the organisationinto the future.

During 2002 NTDI again demonstrated its ability toinnovate both through new service designs and continuousimprovement to existing services.That such steady growth wasachieved is a testament to thecontinued efforts that all NTDIstaff put into service delivery.

IMPACT INDICATORS AND SERVICE OUTCOMESThirty per cent of those whocompleted their activity gainedopen employment during 2002 and12 per cent went on to shelteredemployment. Additionally, some 280people, or 23 per cent of leaverscompleting their activity, went onto further education. Twenty nineper cent went on to furtherspecialised training.

During 2002, 88 per cent of serviceusers who completed their NTDItraining received certification. Thetotal number of full certificatesobtained by service users increasedby 37 per cent, from 706 in 2001 to968 in 2002. The total number ofrecords of achievements obtainedincreased by six per cent to 982.

SERVICE IMPROVEMENTS

Move Towards Community Based DeliveryEfforts have been made to ensurethat all Introductory Skills Training(IST) programmes, with theexception of Fresh Start, increasetheir external focus to at least 40to 50 per cent of total trainingtime. A number of RehabilitativeTraining, IST and Specific SkillsTraining programmes, whose maindelivery method is through the use of existing communitybased training resources, willbecome operational in 2003.

Already, quite a number of the newprojects which NTDI commenced(or continued) in 2002 have astrong community based trainingand/or education focus.

Health and Social GainHealth and Social Gainmeasurement was introduced in2002 for all Fresh Startprogrammes. The data collected isin the process of being analysedand the first draft of quantitativeand qualitative data will beavailable at the end of the secondquarter of 2003.

Quality InitiativesAn NTDI senior managementre-organisation in 2002 resulted inthe formation of a Department ofBusiness Excellence, Standards andAccreditation (DBSA). DBSA ischarged with responsibility for:

Promoting and developing theBusiness Excellence initiative

Ensuring compliance with approved standards

Co-ordinating and advising on QA00/01 Accreditation

Ensuring conformance with Healthand Safety requirements

Co-ordination, indexation anddistribution of company policies andprocedures

During 2002, an NTDI Quality Policywas developed and agreed bysenior management.

NEW PROJECTS

Community Training Solutions(CTS)Developed between NTDI and theMidlands Health Board, the CTSprogramme has been designed tofacilitate the "hard to place andtrain" clients of the Health Boardwho present within the mild /moderate range of intellectualdisability with exceptional orchallenging behaviour. It is anindividualised programme thatprovides specialised trainingsupports so that clients can accessand benefit from current servicesbased in their own communities.Others may require anindividualised service fromexisting service providers,mainstream or specialised.

Disability Support Service (DSS)The DSS is now provided in sevenCDVEC Colleges of FurtherEducation for students withdisabilities or support needs.During 2002 NTDI’s DSS workersprovided support on 366 occasionsto CDVEC students and 108 timesto CDVEC staff.

Pre-Training Assessment ServiceThe Pre-Training Assessment is ashort course which assists people to identify the supports andinterventions they require to takepart in local training opportunities.Participants engage in a range ofeducational and vocationalassessments so that clear personalgoals can be set. Research into localtraining opportunities iscomprehensive and includes FAS,

VTOS, NTDI etc. A combination ofindividual and group supportassists individuals in the decision-making process, which leads to thedevelopment of a Personal Plan.

Drugs RehabilitationThe Coolamber Manor drugrehabilitation programme begantowards the end of 2002. Staff haveundergone extensive training and the recruitment process is fullyunder way. Clients are generallyselected from the Eastern RegionalHealth Authority area.

The programme incorporates adiverse range of vocational trainingcourses from equestrian studies tofarming and horticulture. There isstrong emphasis on personaldevelopment and building positiverelationships, whilst an active andhealthy lifestyle is promoted foreach participant. The centre will befully operational early in 2003.

Quest – Brain Injury ServicesIrelandQuest provides a resource intensiveindividualised programme forpeople with brain injuries with aview to improved health and socialgains, community integration and,where appropriate, vocationalrehabilitation. The programme gotunder way in May with eightclients, increasing to 15 clients bythe year-end.

Funded by the Department ofHealth, Quest has been a co-operative venture, which owesmuch of its success to the interestand interventions of otheragencies, especially the WesternHealth Board.

Supported EmploymentSixteen NTDI centres providedSupported Employment services to211 people during 2002. A total of109 people received an average of

six hours per week of job coachsupports. The remainder receivedan average of three hours per weekpre-placement preparation work.

CONNECTDuring the first quarter of 2002,research reports for St Patrick'sInstitution, Limerick Prison, CorkPrison and Castlerea Prison werecompleted by NTDI CONNECT staff.Progress to implement newvocational initiatives in new prisonlocations has been on hold sinceMarch 2002. NTDI staff havecontinued to support, monitor andevaluate the CONNECT initiativeswhich were already established inMountjoy Prison, the Training Unitand the Dochas Centre.

OrbisOrbis Human ResourceDevelopment Ltd continued toprovide consultancy and trainingservices to assist public and privatesector organisations inunderstanding and meeting thechallenges presented by a diversesociety. During the year it ranaround 60 training workshops for avariety of companies. Eachworkshop operated with 15 to 50participants.

Equality for Women MeasureThe objective of this project is torecruit a core group of women withdisabilities to undergo anaccredited leadership trainingprogramme and to set up anadvocacy network for other womenwith disabilities. Blanchardstown ITand UCD (Equality Studies) havebeen selected to deliver theprogramme over a 12-month period.

Gandon Enterprises providesintegrated employment for peoplewith disabilities in nine businesseslocated across Ireland. At the endof 2002 a total of 455 people wereemployed under the GandonEnterprises umbrella, of whom 211were people with disabilities.

The results of the evaluation of the Pilot Programme for theEmployment of People withDisabilities, which was undertakenby the Department of EnterpriseTrade and Employment in 2001,have still not become clear. Wehave continued to lobby for astructure that allows the fullpotential of our integratedemployment model to be realised.

The strength of this model wasperfectly demonstrated by theachievement of The Mill GandonLogistics, which emerged in fourthplace in a nationwide competition,titled The Best Companies to Workfor in Ireland, sponsored by the IrishIndependent in association withFAS. It has long been ourcontention that a well-integratedand truly diverse workforce willbring its own rewards and thisrecognition helps prove the point.

2002 posed more than its fair shareof commercial challenges. Thegeneral downturn in the economywas further exacerbated by thecomplete closure of severalsignificant customers. We answeredthe questions that such adownturn posed our business by a consolidation and re-focusing ofour key business areas.

There will be three significantmarket strands going forward –Recycling, Packaging and Logistics

Management and we will beconcentrating our energies andresources on making our individualcompanies more competitive inthese key areas.

Gandon Enterprises was alsoheavily involved in theestablishment of the Access Abilityproject in partnership with a finearray of companies andassociations. Through thisdevelopment, we hope to bringmany of the lessons of theintegrated employment model to awider commercial world.

GANDON RECYCLING

Rehab Recycling is Ireland’s premierpost consumer waste recycler withover 1,600 sites collecting glass,aluminium drink cans and textiles.Its customers include all localauthorities throughout Ireland, themajor Irish drink manufacturersand a large number of hotels andpublic houses. Rehab Recyclingworks closely with, and receivessignificant support from, Repak Ltd.

Part of Rehab Recycling,Information Security Managementensures the secure destruction ofconfidential information for clientsincluding the major banks,insurance companies, hospitals andGovernment departments. Galway Corrugated Cases (GCC)specialises in total packagingsolutions for the electronics,pharmaceutical, telecommunications and food sectors and is ISO 9002 approved.

Plant facilities enable the companyto offer both high and low volumeproduction of premium packagingmaterials customised to the needsof hi-tech businesses. Its strengthlies in its quick response time,offering a just-in-time service to itsmajor customers. In addition to flatpack, GCC also supplies assembledpackaging comprising anti-staticfoam and inserts ready for use onthe assembly line.

The company now also has satellitepackaging units in Limerick, andmore recently in Castlebar. TheCastlebar unit specialises in highquality presentation packaging,offering customised printing,fabrication, hand-wrapping andassembly packages to the giftware,cosmetic and pharmaceuticalsectors, as well as other luxurypackaging markets. The companyemploys 74 people, 50 of whom arepeople with disabilities.

Kilkenny Corrugated Caseswas formed in 1999 as a duplicateof the Galway service tostrengthen Gandon’s position inthe packaging market. It isspecifically geared to servicing thesouthern region. The company isawaiting the provision of furtherfunding under the Pilot Programmein order to offer employment to its19 disabled workers.

GANDON LOGISTICS

REM provides cost effective, robustsolutions to meet the ever-changingrequirements of its customers.Originally formed as a sub-contractassembly house to service theelectronics industry, REM has sinceadded other facets to its operations:Logistics and WarehouseManagement and MechanicalAssembly. REM has ISO 9002accreditation and 21 of its 42 employees are people withdisabilities.

The Mill Enterpriseprovides contract assembly,labelling and packaging for thehealthcare industry. A highlymotivated team of peopleassemble large volumes of dentalfloss and related products daily forthe export market. The Millobtained the Excellence ThroughPeople accreditation in 2002 andwas also voted one of "The BestCompanies to Work for in Ireland".

The company employs 15 peoplewith disabilities, all of whom areawaiting funding under the PilotProgramme.

Precision Workwearoffers a quality manufacturing anddistribution service to a range ofcustomers primarily in thehealthcare, medical, electronic andindustrial sectors. It is Ireland’s onlylicensed supplier of convertedTyvek garments, manufactured byDu Pont. The company is ISO 9000approved and employs 33 people,16 of whom are people withdisabilities.

Hats of Ireland is one of the country’s oldestheadwear manufacturers, havingbeing established in the 1940s. Itsrange of quality traditional andcontemporary headwear is soldsuccessfully to countries such asthe USA, France and Japan, whilethe customer base ranges fromlarge chain stores and small craftshops to many of Ireland’s topdesigners. Fourteen people withdisabilities are employed in ourCastlebar plant.

Connect Industriesis a joint venture partnershipbetween M & M Qualtech Ltd andGandon Enterprises Ltd. It beganoperating from a small unit inGalway and now also has a facilityin The Netherlands. The companyprovides services to the electronicand computer software marketsand has 18 workers with disabilitiesin its workforce.

Access Ability is an exciting andinnovative project set up in May2002 and supported by theEuropean EQUAL initiative. Its visionis "to maximise employmentopportunities for people withdisabilities by addressing thestructural, attitudinal and policyissues which currently preventemployers accessing theindividual’s abilities".

A total of 2,641 people benefitedfrom RehabCare’s communitybased health and social careservices during 2002 – its highestever service user numbers.

RehabCare’s continued expansion –representing an increase in serviceuser numbers of over 43 per centon the previous year – was clearlydriven by the ongoing efforts andenergy of both service users andstaff around the country, and therelationships that RehabCarecontinues to strengthen with itsfunders and other stakeholders inthe community.

Key developments withinRehabCare during 2002 included:

The opening of three communitybased supported accommodationgroup homes, two in Ballinamore and the other in Nenagh

The establishment of autismservices in Longford and Tullamore.RehabCare also secured the ERHAcontract to provide Ireland’s firstsupported accommodation servicefor people with Prader Willi Syndrome

The extension of the CareLinkservice Homefirst following its pilotphase. RehabCare was alsoawarded contracts for hospitaldischarge programmes with twoadditional Dublin-based hospitals

Other highlights included theachievements of service users inthe Special Olympics NationalGames and the establishment of

the Drama Company, EncoreProductions in Dundalk.

Resource Centre ServicesSome 322 people benefited fromRehabCare’s resource centreservices during 2002. Withinindividual Resource Centres,significant health and social gainswere made and maintained byservice users in terms of both theirparticipation and personalachievement in a broad range oflife skill areas, including:

Sheltered WorkshopsSignificant efforts have been made to enhance the service profile ofRehabCare’s sheltered workshopsparticularly through the following activities:

The introduction of the Discoveryprocess and sample programmes

Capital investments in both newlocations and existing facilities

In order to further highlight theacute need for positive change inthe current sheltered workshopmodel, RehabCare ran aninternational conference for serviceproviders, titled - ‘ShelteredWorkshops in the 21st Century – The Way Forward’ in partnershipwith Workability International.

A key objective for RehabCare in2003 is to secure additionalfunding that will facilitate the

further enhancement of thesheltered workshop service modelin line with the draft Code ofPractice for Sheltered OccupationalServices.

CareLinkA significant proportion of growthwithin RehabCare during 2002 wasdriven by the development ofCareLink services. This derivedmainly from the further expansionof the hospital dischargeprogramme and home supportservices.

Evaluation of respite services forchildren within the ERHA region was completed and the final reportprovided very positive feedback on the CareLink home-based respite programme.

Respite Care RehabCare's centre-based respitecare services afford many peoplewith disabilities their onlyopportunity to take a holiday, aswell as giving their families a breakfrom full-time caring. During theyear the Limerick respite service forpeople with a physical and/orsensory disability provided morethan 140 respite breaks to over 65people and their families.

Services to Individuals with AutismSpectrum DisorderA key organisational objective in2002 was for the further expansionof RehabCare’s autism services. Thisstrategy was successful and led tothe opening of a new residentialservice in Longford for four adults,and a new respite facility inTullamore for children. Theestablished service in Red House,

Limerick completed a newextension comprising a multi-sensory unit, soft playroom andjacuzzi room. During the year atotal of 95 families benefited fromthe autism respite services.

Accommodation ServicesAt year-end, a total of 38 peoplewere using supportedaccommodation services, with afurther 75 availing of hostelservices.

Projects that will becomeoperational in 2003 include a sixbedroom house which will provideindependent accommodation forsix people in Deansgrange, CoDublin; the refurbishment andmodification of a house providingsupported accommodation for fivepeople in Bray, Co Wicklow; and theconstruction of an apartmentscheme in Cavan that will providesupported accommodation forseven people.

Independent Living Community ServicesILCS continued to offer a widerange of support services to 29Centres for Independent Living(CILs) throughout the country.During 2002 work commenced onthe development of a newCertificate in Disability Studiescourse in association with NUIMaynooth.

Staff Training and DevelopmentStaff training activity withinRehabCare concentrated on acombination of the rolling out ofFoundation 1 training to a growingworkforce and statutory areas suchas Manual and Patient Handlingand Occupational First Aid.

The development of the newPrader Willi Syndrome residentialservice was an exciting experiencefor the Staff Training andDevelopment team as itnecessitated research into a newservice area and the developmentof new training packages.

Management training in 2003 was delivered in the area ofRecruitment and Selection Skillsand The EFQM Business ExcellenceModel.

National RehabCare AdvocacyCommittee (NRAC)NRAC went from strength tostrength during 2002 with thenational committee becoming afully established part of theorganisation and the appointmentof a full-time National DevelopmentOfficer. A Leadership andPresentations Skills Course forservice users was developed by theRehabCare training team inpartnership with NRAC and theorganisation was actively involvedin the consultation process carriedout on the Disability Bill.

Southern Rehabilitation Hospital and ServicesDevelopments within this projectare ongoing. During 2002RehabCare received writtenconfirmation from the Departmentof Health and Children that thenew service development would goahead and that RehabCare wouldbe the contracted service provider.

Research and Innovation Research and innovative activitiescontinued to have a crucial rolewithin RehabCare. The key areas offocus for 2003 will include:

2002 was a successful year for TBGLearning. The quality of thecompany’s services was endorsedby the Adult Learning Inspectorate(ALI) following a week longinspection of all TBG Learningactivities at all locations.

Our Further Education (FE) collegecollaborative partnerships werestrengthened by additionalcolleges signing three-yearcontracts with us. This provided asounder basis for curriculumplanning and capital investment,leading ultimately to better resultsfor our clients.

The further education productportfolio was added to by a wholenew IT curriculum and some newtechnical courses. This, combinedwith our growth in FE funded basic skills provision (literacy /numeracy / ESOL), led to a 16 percent increase in course enrolmentsover the year.

Our success and reputation in thisfield, particularly our success inwidening participation, has led to anumber of approaches from otherFE colleges wishing to work inpartnership with us. The significanteffort and investment required,and our determination to buildadditional capacity only if it is forthe long term, means we will notopen new facilities without such adurable, equitably fundedpartnership agreed at the start.This has already proved to be a verysuccessful model.

The growth of our LearnDirectprovision has exceededexpectations in terms of thenumber of locations we nowdeliver from, the breadth of the

product range and the significantvolume of business delivered.Compared to the previous year, anear four-fold increase inenrolments occurred on theseshorter courses.

Just as significantly, the highproportion of Skills for Life (BasicSkills) enrolments has resulted insubstantial growth in contractvolumes awarded – one of thepriority areas for LearnDirect.Our ability to attract, retain andattain high levels of completionand achievement for Basic Skillslearners in LearnDirect, FE andJobcentre Plus provision isrecognised as a major strength of TBG Learning.

The growth in LearnDirect hasbeen achieved with no diminutionof quality. Indeed, during the yearTBG was chosen to become "a casestudy of good practice" in allaspects of LearnDirect delivery.The case study report prepared by KPMG for UfI/LearnDirectis available to other UfI Hubs and providers with the aim of sharing best practice. Already 2003 is demonstrating significantfurther growth.

2002 also saw the beginning of theexpansion of our Life Skills delivery– a programme for disadvantaged16-18 year olds, many of whomhave few, if any, qualifications.Pioneered at our Essex centres, LifeSkills was introduced at our largestcentre, South London, and 2003should see more locationsdelivering this incredibly importantsocial programme. The ALIinspection grade (grade 2) andreport was an endorsement of thefine work of our staff and the

potential of these young peoplegiven the right help and direction.

Our Modern Apprenticeshipsbusiness continues to attractsignificant interest fromemployers, with a number of newhousehold name employers in thehospitality and retail industriesworking with us for the first timein 2002. Through our membershipof the Association of LearningProviders and the NationalProviders Sector Group, we areactively involved in the policydebate on reforming what is agood but too narrow programme,with many young peoples’ realachievements recognised by theiremployers, but not recognised assuccess by the system.

We shall remain at the forefront ofthe debate and are hopeful that2003 will see some real change,which is essential if theGovernment is to realise itsambition of a significant increasein the uptake of young people andemployers in true, value-addedwork based learning.

Our involvement with JobcentrePlus programmes for unemployedadults remains significant.Although UK unemployment is atits lowest level for many years, TBGLearning’s focus on those most at adisadvantage in the labour marketmeans we expect our level ofactivity to continue to grow in2003. Tackling real social exclusionis at the heart of both theGovernment’s and our agenda.

Across all services, starts increasedby 43 per cent to just over 39,000in 2002. This couldn’t have beenachieved without contracting

bodies/funders, stakeholders (e.g.inspection/audit regimes, referralbodies) and most of all clientsrecognising the value of theservices offered and the highlikelihood of individual success.

The ALI inspection is a significantevent for any provider ofGovernment funded post-16learning services. All TBG Learninggrades ranged from satisfactory tooutstanding, at a time when 65 per cent of services assessed by the ALI were deemed to require re-inspection. The very constructiveobservations and comments madeby the inspectors will continue tobe acted upon to ensurecompletion and achievement formore of our clients, all of whomcome to us with high expectationsof success.

A culture of continuousimprovement is ingrained at TBGLearning and we are always strivingto improve upon our services. To dothis comprehensively we must besupported by degrees of stabilitynot afforded to us in the past. TheLearning and Skills Act and thechanges that should come with itare to be welcomed. Many of thepositive changes are still to beimplemented, such as three-yearcontracts and a lighter bureaucratichand for successful/quality basedorganisations (followinginspection). It is important thatthese very positive developmentsare implemented.

Most of all, we concur with theGovernment’s stated policy of ademand led, post-16 vocationaleducation system. This can only beachieved by levelling the playing

field with open access for potentiallearners and employers to thewhole of the supply side, which willbe no more than the Governmentimplementing its own policy.

We made significant investmentsin a number of areas during theyear, most notably in our ITinfrastructure, although we coulddo much more if afforded the lessvolatile external environmentenjoyed by our public sectorcolleagues and institutions. Ourorganisation has proved itself asignificant vehicle for wideningparticipation and meeting themassive latent demand forlearning; so much more could beachieved via a truly open market.

Many of our clients would notconsider participating in learningat more traditional institutions; ouroffer and experience is attractiveand different. A truly open market,therefore, would lead to manymore individuals getting thelearning opportunities they want.

It is our individual clients/learnerstaking action, participating,working hard and achieving that iseverything to us.

2002 was a year of overall growthfor Rehab Scotland. The organisationcontinued to build momentum bydeveloping and expanding its services across Scotland and bybuilding positive partnerships withthose who share its goal ofachieving greater social justice for disabled and excluded people.

A key area of activity was buildingon existing partnerships andmaking new connections. As partof a wider public affairs strategy,the senior management teamparticipated in a national roadshow which involved connectingwith every Local Authority, HealthBoard and Social InclusionPartnership in Scotland, as well as all key Scottish ExecutiveDepartments. Throughout 2002,there were a number oforganisational achievementsincluding:

Winning the Best Charity Campaign of the Year award in the Scottish PR Awards for our work in raising awareness of brain injury

Launching a Clients’ Charter of Rights and Responsibilities – a major step forward in ensuring disabled and excluded people have their rights and responsibilities clearly defined and upheld

Introducing the Work Life Balance project to assist staff to manage the balance between their work and the rest of their lives

We also prepared for our namechange to Momentum in March2003. The decision to change was taken following extensive feedback and consultation with clients, staff and external stakeholders. The new name has been chosen to reflect bothMomentum’s organisational

ambitions and the achievements of its clients as they move forward in their lives and will be importantin supporting the organisation tocontinue to confidently championthe rights and expectations ofdisabled and excluded peopleacross Scotland.

Development of ServicesDemand for Rehab Scotland’s services continued to increase and the following new services were developed:

A rural outreach for adults andchildren with brain injury in theScottish Borders

A new service called Energiser, inGlasgow, for people with a range of disabilities, focusing on personaldevelopment, motivation andconfidence building

A new Brain Injury VocationalService in North Ayrshire to assistpeople with brain injuries to returnto work

Living Options, a new care andsupported living serviceimplementing the rural challengefund programme in Aberdeen andFife to assist clients living in ruralareas

A Jobcentre Plus contract forsupported employment through the WORKABILITY programme

Jobcentre Plus Work Preparationcontracts for brain injury and pan-disability

Quality InitiativesThe organisation committed to theEFQM quality hallmark processduring 2002 and supported sevenstaff through the EFQM Assessors’Training Programme. Looking to2003, we will continue our work in this important area with the support of Quality Scotland.

A significant area of work in 2002was the development of our servicestandards, policies and procedures.A number of working groups wereset up for this purpose and bothstaff and service users were majorcontributors to the process. Theorganisation was subject to anumber of external evaluationsand Best Value reviews. RehabScotland passed an external audit

for SQMS (Scottish QualityManagement System) and is nowworking towards the new standards.

Staff Training and DevelopmentThe management developmentprogramme continued in 2002,covering modules including EFQM and Quality, Marketing andCommunications, PerformanceManagement, Fundraising andSelection and Recruitment Training.We also implemented our staffdevelopment programme whichsupported more than 80 staff toengage in training opportunities,including Health and Safety,Disability Awareness and Visioning& Person Centred Planning.

Service User RepresentationIn October we launched our Clients’ Charter of Rights andResponsibilities, an event supportedby Malcolm Chisholm, MSP,Minister for Health andCommunity Care. Work also beganin the area of developing a national service user councilwhich will become a fullyestablished part of our service userrepresentation system in 2003.

We continued to explore methods to measure customer satisfaction.This area of activity will continue in partnership with Rehab UK and the Cedar Foundation in 2003to ensure that our programmes can be benchmarked appropriatelyand service design continuouslyimproved.

We were very sad this year to loseour Director of Human Resources,Albert Gurevitz, who died in August.Albert made a very valuablecontribution to the work of RehabScotland, particularly in the fields ofOperations and Human Resourcesand he will be warmly remembered.Our sincere sympathies go to his family.

Rehab UK continues to concentrate upon the provision of services to people who have survived a brain injury.

2002 was the year when, for thefirst time, all of our Brain InjuryCentres operated at or nearcapacity. Indeed, we now have awaiting list to contend with and, asthe benefits of our programmesbecome more widely recognised,we just hope that we are notforced to neglect some of thepeople who would otherwisebenefit from our services.

One of our worries has always beenthat dealing with more clientswould result in a reduction ineffectiveness. The opposite seemsto be true. Outcomes at our newestcentre are proving to be as good asthose achieved at the most well

established centre and, overall,results are improving year on year.

Securing the necessary funding tosupport our work remains a keyissue and the government decisionto completely change and reorganisethe structure of Health Authoritiesduring 2002 has not helped.

Rehab UK continues to operate indeficit and, if income cannot beincreased quickly enough toeliminate such deficits, the formulafor survival is to reduce costs. Atthe end of 2002, an action plan wasagreed and is currently beingimplemented. There are severalprongs to this plan but the mostsignificant is the closure of ourHead Office at Park Royal.The administrative centre forRehab UK will, from April 2003, beour Birmingham Brain Injury

Centre and we are confident thatthe changes we have made willallow us not only to preserve theservices that we provide but also toexpand them.

QualityRehab UK remains committed to the provision of quality services.Continuous improvement is a key objective.

We have already referred to thechanges that are being made toour administrative supports. Thesechanges will inevitably result insome delays to the achievement ofexternal recognition, but we do notexpect it to be long before we arefirmly back on course.

2002 was a year of significantchange for Chaseley, which is aspecialist residential homeproviding dynamic and expert carefor people with severe physicaldisabilities.

After its first full year as a member of the Rehab Group, the Trust nowhas its complete managementteam in place, with the top teamof chief executive, head of care and administration and facilitiesmanager leading a dedicated andexperienced staff.

Chaseley also restructured itsorganisation during 2002 inresponse to external forces, inparticular the implementation ofthe Care Standard Act and thesubsequent creation of theNational Care StandardsCommission (NCSC) – the newindependent regulatory body forsocial care and private andvoluntary healthcare services. Thechanges will put Chaseley in abetter position to meet thedemands of this new agency, withthe emphasis being focused ondelivering a comprehensive carepackage to each service user.

In addition to providing apermanent home for 52 residents,the Trust began investigating theviability of becoming involved inproviding specialist care services inthe community and the feasibilityof building independent livingunits within the grounds.

Meanwhile, links continued todevelop with learning institutionssuch as the University of Brighton,Kings College Hospital NHS Trustand the Darley Business Centre.Seven staff completed NVQ Level IIin Care and three completed NVQLevel III in Care.

All standards and policiesthroughout Chaseley were revisedin preparation for inspection bythe NCSC in 2003 and a CustomerSatisfaction Survey for the catering

Chaseley continued to emphasise the importance of service userrepresentation during the year.Three elected representativesattend Management and Trusteemeetings and are also involved inthe recruitment, induction andtraining of new staff. Service UserForums and Catering CommitteeMeetings are also held regularlywhere all views are heard andappropriate action taken.

Rehab Group believes its clientsmust have a say in the decisionsthat affect the services they use.Consequently, service users in NTDIand RehabCare operate their ownrepresentative bodies, whilst RoslynPark College has its own StudentsUnion.

Elected representatives continue toplay an important role at Chaseley.Work has also begun in Scotland todevelop a national service usercouncil and a service userparticipation forum will be set upby Rehab UK in 2003.

National Representative Council(NRC)During 2002 the NRC nationaldevelopment officer visited everyNTDI centre to discuss issues ofconcern with service users, as wellas to gather information on howbest the NRC could become stronger,more effective and proactive.

Weaknesses in how the NRCfunctions are being urgentlyaddressed wherever they havebeen identified, whilst localcommittees continue to receivesupport and ongoing training asrequired. Feedback from LeadershipDevelopment training coursescontinues to be very positive.

In consultation with the chiefexecutive of NTDI, it was decided to embark on a process that willensure a greater and more effectivecollaboration between NRCmembers and NTDI staff.It is proposed to:

1. Develop a framework enablingLocal Advisory Committees tobecome more effective and valuedby both service users and staff

2. Develop a framework that willenable Local Advisory Committeesto meaningfully engage withmanagement and staff of NTDI in the development and review of new and existing programmesand services

3. Ensure that a context of mutualtrust and respect is inherent toenable Representative Committeesto perceive themselves as a valuedresource for both NTDI and NRC

In order to ensure there ismeaningful service user input,Local Advisory Committees havebeen asked for their ideas on thisprocess, which is expected to becompleted by mid-2003.

National RehabCare AdvocacyCommittee (NRAC)NRAC continued to develop apacein 2002, with clear evidenceemerging that more and moreRehabCare service users areunderstanding how to use the body and recognising itsimportance in their lives.

The national committee became a fully established part of NRAC,with monthly meetings to discussmatters of importance brought toits attention by fellow service usersaround the country. Elections wereheld among service users inDecember after the term of officeof NRAC’s first national committeecame to an end.

The appointment of a full timenational development officer hasbeen a huge addition to NRAC,whilst another importantdevelopment was the creation of a

Leadership and Presentations SkillsCourse in partnership with theRehabCare training team.

Meanwhile, NRAC was activelyinvolved in the consultationprocess on the Disabilities Bill, aswell as participating in a pilotGeneral Election Awarenessprogramme run by the RehabGroup Public Affairs Departmentin partnership with RehabCare.

This programme provided an openforum whereby service users invitedtheir local political candidates intopublic meetings to answer questionson their plans to represent them ifelected to Dail Eireann.

Roslyn Park Students UnionRoslyn Park Students Unionprovides assistance on a widerange of issues that impact on itsmembership of more than 200students, as well as organising acalendar of events to facilitate fullparticipation in college life.

Since 1999 it has been a fullyaffiliated member of the Union ofStudents of Ireland. Membership ofan organisation with over 250,000members has enabled students inRoslyn Park to play a leading role insetting agendas for positive changein the wider political sphere.

The Department of Research &Innovation provides a range ofservices to Rehab Group, itsconstituent companies andexternal customers. The Departmentpromotes and supports researchinto new markets, methodologiesand target groups. It facilitatesinnovation in existing and newservices and provides support toservice improvement initiativesand quality systems throughoutthe Group.

During 2002 the Departmentsupported or was directly involvedin a wide range of researchinitiatives including:

A six country study of barriers tojob retention for ill and injuredworkers funded by 5th Frameworkin Research and TechnologicalDevelopment

A review of disability researchcarried out in Ireland in the period1996-2001 commissioned by theNational Disability Authority

An investigation into the impact ofdefinitions of disability on socialwelfare practice funded by theEuropean Science Foundation

A successful submission to carry outa study across five countries intostress as a mechanism in disabilityand long-term absence

A central task for the planning andsupport function of theDepartment was the co-ordinationof the awareness and learningphase of the Rehab Group wideBusiness Excellence initiative.

Based on the European Foundationfor Quality Management model,this initiative has the commitmentof all constituent companies and islikely to transform the way inwhich the Group approachesservice delivery.

A significant milestone for theDepartment was the retention of its Excellence Through People (ETP)accreditation. This was thensuccessfully disseminated to theMill Enterprise which alsoachieved the accreditation. ETP isnow being deployed in many partsof the Group.

The Department provided supportin the review and development ofCharters of Rights andResponsibilities and Codes of Practice for service users andemployees. It produced the RehabGroup Operational Report,volunteering policies andprocedures and the workprogramme of the Rehab Council.

The Department acted as thenational secretariat forRehabilitation International andsupported a number ofinternational projects including:

A pilot implementation of aEuropean Quality in RehabilitationMark

The development of the EuropeanRehabilitation Academy’sprofessional accreditation system

Two international seminars on earlyrehabilitation in Vancouver andDublin in co-operation with theInternational Forum on DisabilityManagement

Significant contributions were alsomade to the development of aRehab Group submission on theDisabilities Bill, the Education ofPeople with Disabilities Bill andinclusive education policy.

The Department also participatedin a number of external initiativesincluding the NDA Research andStandards Advisory Committees,the National Physical and SensoryDisability Database Co-ordinatingCommittee and an advisory panelfor the Institute for EmploymentStudies in the UK aimed atpromoting early rehabilitation ofemployees experiencing workrelated stress.

Finance

The Board and management of the Rehab Groupis committed to maintaining a high standard ofcorporate governance and continues to utilisecontrols in the financial, operational, complianceand risk areas.

2002 was a more difficult financialyear for the Group with anoperating surplus of v0.5m (2001:v2.5m). Significant costs wereincurred in the year with therestructuring of our UK brain injuryservices.

Turnover grew by 15 per cent tov146m (2001: v127m) whichreflected both an increase inactivity together with the inclusionof the Chaseley Trust’s activities inthe Group for the first time.

Borrowings at the year-end stoodat v13.8m (2001: v13.4m) and thecost of servicing debt reduced tov0.969m (2001: v1.05m) mainly dueto a reduction in interest rates.

In Ireland further progress wasmade with the Department ofHealth in addressing the issue ofadequate funding for the 1,000 orso long-term clients in our shelteredworkshop services. Our commercial

activities were affected by theeconomic downturn and 2003 willdoubtless provide a furtherchallenge in that regard.

Having restructured significantly in2001 and 2002, we hope to havepaved the way for financialstability in our UK services for thefuture.

The Board and management of theRehab Group is committed tomaintaining a high standard ofcorporate governance andcontinues to utilise controls in thefinancial, operational, complianceand risk areas.

As a not-for-profit organisation,resources are committed toservices for people with disabilitiesand other socially disadvantagedgroups. As the organisation hasover 2,500 staff and 15,000 clients,we need to create and holdreserves to support ourselves as an

independent, viable undertaking.Whereas it is the Group’s aim thatour core services should be self-financing, some of our services arecurrently operating with deficits.Historically we have developedcommercial operations, such aspools, lotteries and fundraisingactivities to ensure that thesedeficits are covered and to allowfor un-funded innovation in certainservice areas. Fundraising is a verycompetitive business. Most of ourfundraising is now event drivenrather than the traditionaldonation type.

We acknowledge with gratitudethe contribution by the publicauthorities, both in Ireland and inthe UK, to the development of ourservices. During the year the Groupspent v8.6m (2001: v8.9m) oncapital expenditure, v1.5m of whichwas funded by way of capitalgrants from various agencies.

2002 was highlighted by thedevelopment of ground-breakingadvocacy and communicationsprogrammes, as well as being oneof Rehab Foundation’s best everyears for fundraising. At the sametime, Insight magazine cementedits position as a powerfulindependent voice in the disabilitysector, marketing activities furtherincreased the effectiveness of theGroup’s online communicationsand the People of the Year Awardsproved to be a truly significantevent in the life of the Irish nation.

MediabilityDuring 2002, Rehab Foundationlaunched an innovative socialeconomy employment programmewhich aims to unlock the doorsbarring access for people withdisabilities, and others frommarginalised groups, to jobs in the Irish media.

Developed in partnership with FASfor an initial three-year period,Mediability provides journalismtraining through distance learningfor participants from all overIreland, who are simultaneouslysupported in getting their workpublished by a wide range ofmedia organisations.

Educate for InclusionThe first cross-category disabilityawareness programme everdeveloped for Irish schools,Educate for Inclusion began itspilot phase after being launchedby Minister for Finance CharlieMcCreevy in December.

It is intended that the highlyinteractive programme, which is

made up of eight lessons on CD-Rom, will become part of thecurriculum for each of thecountry’s 550 secondary schoolsoperating the transition yearprogramme.

People of the Year AwardsThe stature and public profile ofthe Awards was considerablyenhanced by the special award tothe Greatest Living Irish Person inorder to mark the 75th anniversaryof the event’s sponsors, the ESB.The selection of Dr TK Whitakerwon almost universal approval,as evidenced by substantial mediacoverage after the event on histowering role in creating thefoundations of Ireland’s economicsuccess.

International ActivitiesThe Communications Departmentcarried out comprehensive re-branding exercises on behalf ofboth Workability International andthe European Platform forRehabilitation during the year. Wealso provided the content anddesign for all of the communicationsmaterials used by each organisation.

Web Site Visits to the Rehab Group web sitemore than trebled in 2002,following a number of successfulmarketing initiatives, along withthe launch of an innovative onlinefundraiser called Rehab Touchwhich earns a donation to RehabFoundation from sponsororganisations for every click on thesite. Work is ongoing to furtherdevelop the site which has nowbecome the primary source ofinformation about Group activities.

PublicationsInsight magazine strengthened itsposition as the leading publicationserving the Irish disability sector,not least through its success infacilitating debate on thecontroversial Disabilities Bill – bothwithin its pages and by organisinga landmark meeting drawingrepresentatives from across thesector in the Mansion House.Meanwhile, Employer’s Platform,which now goes out to Ireland’s4,000 biggest companies, alsocontinued to grow in stature.

Other Communications ActivitiesIn addition to achieving asubstantial media profile for theGroup with both local and nationalmedia, a comprehensivecommunications service wasprovided to the Group divisions.This included public relations,speechwriting, copywriting, mediatraining, production ofcommunications materials andcrisis management.

The promotion of ESB Win Electricwas also re-vamped in line with aproposal by Rehab. This includesthe addition of client successstories from around the country,which have provided a muchsharper focus to the promotion.

FundraisingRehab’s Non-Stop Draw andInternational Walks provided themajor sources of fundraisingincome during the year, along withthe local People of the Year Awardsevents. These are of particularvalue in terms of communityrelations in the 12 counties wherethey are held annually.

The purpose of Rehab Lotteries isto maximise the funds raised fordesignated purposes within theRehab Group by supplying qualityand competitive lottery gamessupported by excellent service.The company also has a role inproject managing otherfundraising initiatives on behalf of the Rehab Group.

Rehab Lotteries’ core businessinvolves the marketing of a rangeof scratch card games through anetwork of 1,900 retail agentsnationwide. The company has beenoperating this business for 15years. Three years ago thecompany introduced its new RehabLotteries UK Lotto product which isnow available nationwide using anetwork of 300 electronic terminals.The company also operates aspecial lottery in co-operation withSuperquinn, which is linked in totheir SuperClub loyalty scheme.

Sales of Rehab Lotteries’ productswere up 10 per cent in 2002, asatisfactory result in what was adifficult year in the market place.Sales of all products were slow inthe first quarter due to theintroduction of the euro and ittook some time before consumersbecame comfortable with the newprice points for lottery games.

Scratch cards accounted for 71 percent of total sales, with RehabLotteries’ UK Lotto totalling 21 percent. Sales of this product categorywere up by almost a third on theprevious year as consumerawareness increased and theterminal network was expanded.

During the year the companycarried out trials in countiesWicklow and Cork on a new DailyLotto product in partnership withalphyra. Overall, Rehab Lotteries’position in the Irish lottery marketplace continues to be very difficult,however. The company’s ability todevelop its business continues tobe seriously curtailed by an anti-competitive regulatory regimewhich aims to protect the State-owned National Lottery.

The prizes in games promoted byRehab Lotteries may not exceedv20,000 per week and thisimposition places the company ata major disadvantage to theNational Lottery which has noprize restrictions. These restrictionshave huge implications for newproduct development which is thelifeblood of the business.

In 2002 the Rehab Groupcontinued to benefit from theCharitable Lotteries Fund whichwas established by theGovernment to supplement theincome of the promoters ofcharitable lotteries which areexperiencing difficulties incompeting with the NationalLottery. This is the sixth year thatthis scheme has operated and itcontinues for 2003.

During the year Rehab Lotteriesproject managed two otherfundraising initiatives on behalf ofthe Rehab Group – Irish CharityCards and the Rehab GreatInvestment Race.

The Irish Charity Cards project is acorporate and retail Christmas cardbusiness which is now in itstwelfth year and has raised almostv800,000 for the Rehab Group andsix other not-for-profitorganisations – The AlzheimerSociety of Ireland, The ArthritisFoundation of Ireland, The IrishWheelchair Association, TheMultiple Sclerosis Society of Ireland. The NationalAssociation for the Deaf and ThePolio Fellowship of Ireland.

The Rehab Great Investment Raceis a new fundraising initiative inwhich teams of investmentmanagers invest sponsored fundsfor a year with all profits going tothe Rehab Group.

A fund of v600,000 was madeavailable for the first Race, whichended last March, or v100,000 toeach of six participating teams - Bank of Ireland Asset ManagementFriends First Asset Management,Hibernian Investment Managers,Irish Life Investment Managers,Pioneer Investment Managementand Setanta Asset Management.

The Irish Times reported eachmonth on the performance of theteams which generated a profit ofv130,279, with HibernianInvestment Managers securing thehighest return. The second Racecommenced in October and runsfor 12 months.

International Affairs

The Rehab Group is an increasinglyinfluential participant in variousorganisations which exist topromote social and economicinclusion among people withdisabilities and others who aremarginalised, both on a pan-European and a global basis.

Membership of internationalorganisations, as well as theGroup’s NGO status to the UnitedNations, ensure that our voice isheard at the very highest level bythe agencies which determinepolicy affecting people withdisabilities internationally. It alsoassists the Group divisions tocontinue achieving serviceexcellence at home through thesharing of expertise andexperience with other world classorganisations across the globe.

Workability InternationalFollowing Rehab Group chiefexecutive Frank Flannery’sappointment as its worldchairman in early 2002, significantstrides were made in transformingWorkability International from anessentially European organisationinto a global force.

An Americas regional group wasestablished, which had 18 membersby the end of the year, includingGoodwill Industries – the world’sbiggest single employer of peoplewith disabilities. Meanwhile work iscontinuing which will lead to thesetting up of an Oceania group in 2003.

Substantial progress was alsomade on joint commercialinitiatives with the drawing up ofan agreement between McDonald’s

and Workability International’sEuropean members on theemployment of workers withdisabilities. Discussions alsocommenced with Microsoftand Ford.

European Platform forRehabilitation (EPR)2002 was a significant year for theEPR with the launch of itsEuropean Rehabilitation Academyand the European Quality inRehabilitation Mark (EQRM) – bothprojects in which Rehab Grouppersonnel played a significant role.

The Academy was established toprovide a systematic approach tohuman resources developmentwithin the rehabilitation sector. Itoffers a comprehensive range ofcustomised developmentprogrammes designed to ensureprofessional excellence at all levelswithin service providingorganisations. These comprise:

• Further Training and Education Programme

• Summer School• Learning Groups• English language courses

The purpose of the EQRM is notonly to provide a quality mark forrehabilitation services, it alsoenables like-minded organisationsto engage in an externallyaccredited self-assessment andorganisational learning process ata European level.

During the year Rehab alsoprovided the EPR with a full suiteof communications materials forall its activities including logos,brochures, folders and manuals.

Euro-American PlatformThe Platform is a co-operationbetween the European Platformfor Rehabilitation and the NationalConsortium of State-OperatedComprehensive RehabilitationCenters (NCSOCRC) in the UnitedStates. During the year it enabledRehab staff to share knowledgeand experience with US counterpartsin areas including case managementin established services.

Rehabilitation International (RI)Rehab Group acts as RI’s NationalSecretary for Ireland. Key issuesaddressed by the organisationduring 2002 included the need fora specific UN convention on therights of people with disabilities;and the relevance of the WorldHealth Organisation’s recentlypublished classification of health,disability and function.

United Nations - ECOSOCRehab Group continues to holdconsultative status with theEconomic and Social Council of theUnited Nations (ECOSOC). TheGroup participates in theConference of NGOs and pursuedthe progression of disability issuesin the Non GovernmentalOrganisation committee onHuman Rights.

In 2002, along with other Irish non-governmental organisations,the Group gave a written and oralsubmission to the Economic, Socialand Cultural Rights Committee ofthe United Nations in Geneva, onthe occasion of Ireland’s secondState Report to the Committee onthe fulfilment of its obligations asa signatory under the Convention.

As Ireland prepares to hold aposition on the Human RightsCommission of the United Nationsin 2003, the Group was invited to participate in the Non-Governmental OrganizationStanding Committee on HumanRights of the Department ofForeign Affairs

Rehab Council

In 2002 the Rehab Council appointed five newmembers, including two from the UK. Eachbrings invaluable experience, motivation and aunique perspective to the work of the Council.

Rehab Council’s purpose is toprotect the policies, ethos, valuesand standards of the Rehab Group.

Membership is made up ofvolunteers, service users and carerrepresentatives, disability activistsand professional staff. The Councilhas monitoring responsibilities in the areas of:

Relevance to user needs and markets

Quality and integrity in servicedelivery

Policies, ethos and organisational culture

Changes in the internal and external environment

Research and innovation

Key activities in 2002 included areview of each service providingcompany’s individual programmeplanning system, supportingprocesses and procedures, values and principles, impacts andevaluation procedures.

The major focus of the AnnualSeminar was quality and integrity in service delivery with particularemphasis on working towardsexcellence in customer care. Guestspeakers emphasised the centralimportance of the customer and

following workshop sessions,participants developed a set ofcharacteristics of excellentcustomer care that weredisseminated throughout theRehab Group.

During the year Rehab Councilfocused on a review of researchand innovation across the RehabGroup. Activities included examplesof service improvement;restructuring; good practice andquality; the development of moreeffective impact indicators; theevaluation of new services;designing responses to new targetgroups and unmet needs;facilitating user participation andleadership; awareness raising andprofessional development.

In 2002 the Rehab Councilappointed five new members,including two from the UK. Eachbrings invaluable experience,motivation and a uniqueperspective to the work of theCouncil. In November the RehabCouncil started the process ofreviewing the Rehab Group’sVision, Mission and Values. Theyhave been in print for more thanfive years and since thensubstantial changes have occurredboth internally and within theexternal environments in Irelandand the UK. This process should becompleted by mid 2003.

The Public Affairs Departmentmonitors developments in thenational and international arenaand supports Group companies inany external matters of relevanceto their activities.

2002 saw the beginnings of manysignificant developments inlegislation, which will continue into2003. A key feature of the year wasthe wide-ranging debate in thedisability sector surrounding theDisabilities Bill 2001. Following ahigh level of media and publicinterest, the Bill was withdrawnand a new consultation processestablished by Government.

Rehab Group produced a detailedsubmission document on theproposed legislation and alsoparticipated in the DisabilityLegislation Consultation Group andthe consultation process throughthe Not for Profit Business

Association. It is expected that thenew legislation will be published in2003 and these developments willbe closely monitored.

Other relevant legislationpublished includes the Educationof People with Disabilities Bill andthe European Convention onHuman Rights Bill, now due forfurther action in 2003.

Within the Group, the Public AffairsDepartment provides information,advice and support on upcomingand existing legislation, and co-ordinates policy submissions toexternal bodies on relevantmatters. In 2002 these includedsubmissions to GovernmentDepartments and State Authorities,as well as to UN treaty monitoringbodies through its internationalaffairs brief.

Innovations included theestablishment of the Rehab GroupMulticultural Awareness Initiativeto consider relevant issues for allGroup divisions. The consultationprocess on the Draft NationalAction Plan on Racism prompted aprogramme of seminars andworkshops with service users andlaid foundations for futuredevelopments on this matter. Apilot programme of workshops andseminars on citizenship andparticipation was also delivered tocoincide with the May election.

Throughout the year preparationscontinued to maximise RehabGroup’s involvement in theforthcoming Special OlympicsWorld Games in its capacity asofficial supplier. The Departmentalso facilitated visits by delegationsfrom many countries includingRussia and New Zealand.
